In 2024,the Chinese Meridian Project(CMP)completed its construction,deploying 282 instruments across 31 stations.This achievement not only provides a robust foundation but also serves as a reference template for the International Meridian Circle Program(IMCP).The IMCP aims to integrate and establish a comprehensive network of ground-based monitoring stations designed to track the propagation of space weather events from the Sun to Earth.Additionally,it monitors various disturbances generated within the Earth system that impact geospace.Over the past two years,significant progress has been made on the IMCP.In particular,the second phase of construction for the China-Brazil Joint Laboratory for Space Weather has been completed,and the North Pole and Southeast Asia networks are under active construction.The 2024 IMCP joint observation campaign was successfully conducted.To facilitate these developments,the scientific program committee of IMCP was established,following the success of 2023 IMCP workshop and the space weather school,which was co-hosted with the Asia-Pacific Space Cooperation Organization(APSCO)and sponsored by Chinese Academy of Sciences(CAS)and Scientific Committee on Solar-Terrestrial Physics(SCOSTEP).Preparations are now underway for the 2024 workshop in collaboration with the National Institute for Space Research(INPE)in Brazil. 展开更多

Therefore, in order to help decision makers make more reasonable decisions under uncertainty, it is necessary to me... International oil and gas projects feature high capital-intensity, high risks and contract diversity. Therefore, in order to help decision makers make more reasonable decisions under uncertainty, it is necessary to measure the risks of international oil and gas projects. For this purpose, this paper constructs a probabilistic model that is based on the traditional economic evaluation model, and introduces value at risk(VaR) which is a valuable risk measure tool in finance, and applies Va R to measure the risks of royalty contracts, production share contracts and service contracts of an international oil and gas project. Besides, this paper compares the influences of different risk factors on the net present value(NPV) of the project by using the simulation results. The results indicate:(1) risks have great impacts on the project's NPV, therefore, if risks are overlooked, the decision may be wrong.(2) A simulation method is applied to simulate the stochastic distribution of risk factors in the probabilistic model. Therefore, the probability is related to the project's NPV, overcoming the inherent limitation of the traditional economic evaluation method.(3) VaR is a straightforward risk measure tool, and can be applied to evaluate the risks of international oil and gas projects. And then the self-evaluation and benchmarking evaluation methods are applied to evaluate the international engineering project risk, and established the corresponding mathematical models. Bargaining between the host country and oil companies is very common to international oil and gas development projects.The existence of information asymmetry gives the host country an endogenous bargaining advantage.Foreign oil companies might change their unfavorable negotiating position by changing the order of bidding and adjusting bidding strategies.This paper introduces both factors into a bilateral bargaining model to study the impact of information asymmetry and bidding order on the strategy and equilibrium returns of oil companies.According to the ownership of the right to bid first,two scenarios are designed for the model to compare the equilibrium returns of the host country and oil companies.The results show that:1)There is a first-mover advantage in the process of bilateral bidding,so oil companies better bid first;2)The information asymmetry will lead to a higher nominal income ratio of oil companies and a lower nominal income ratio of the host country,but it doesn’t affect the total income ratio at all. 展开更多

The Large Millimeter and Submillimeter Array (LMSA) is a high priority project for the future large scale ground based astronomical facility of Jpapn. The LMSA is an interferometer array consisting of fifty 10 m antennas covering a frequency range from 80GHz to 890GHz. To achieve efficient operation at the highest frequencies, the array will be located on a high, dry, and flat site in the eastern Atacama Desert of northern Chile. With a 10 km maximum baseline at 350 GHz the LMSA will provide 10 milli arcsecond resolution which has never been achieved with existing millimeter and submillimeter telescopes. The main scientific tragets of LMSA are to reveal the fundamental process of planet formation, and the formation and evolution of galaxies. The LMSA is also expected to provide a very powerful tool in the researches of cosmology, active galactic nuclei, star formation, interstellar matter, and planetary science. It is being proposed to realize more powerful array and cost saving by merging the LMSA with European LSA, and U.S. MMA projects. The main motivation of the proposal is: all three projects identified the same area in Northern Chile as their potential site, and U.S. and European communities also recognize the importance of submillimeter performance which has been the main target of the LMSA. If a huge array of hundred 10 12 m antennas is realized, the collecting area and number of baselines are 2.5 and 4.0 times larger than the original LMSA, respectively. 展开更多

It makes a planning assumption of the development of the sports tourism in accordance with the characteristics of sports tourism resources in Hainan. The tourism resources in Hainan are rich and unique. It aims to set up the development planning guidelines and objectives of sports tourism in Hainan, to clarify the spatial layout of resources, the distribution of different sports tourism zones and the tourism routes, to propose the project plans of the sports tourism in Hainan with a combination of the construction of international tourism island, to establish a sports tourism industry in cooperation with large enterprises in a new concept of society development. These issues require efficient risk management techniques. The success of construction companies running projects in international markets depends on how the risks arise from the host country conditions as well as the project specific risk factors. Successful management of risks requires identification of risks, construction of a risk model which can be used to assess the magnitude of risks, and implementation of response strategies so that an acceptable risk-return balance can be achieved. The project success usually depends on the combination of all risks, response strategies used to mitigate risks, and a company's ability to manage them. There exists a need to develop risk models containing the risks of doing business in international markets and factors that affect manageability of these risks. One of the market's critical challenges is scheduled management and the understanding and application of program management. The Earth is buffered from the ferocious onslaught of the solar wind by a thin layer of matter known as the atmosphere and geospace.This layer absorbs energy from irradiance and outburst from the Sun,as well as from disasters,transient phenomena and anthropogenic emissions originated from Earth.Through complicated physics,the absorbed energy changes the atmospheric and geospace state and sometimes gets re-released to power extreme events such as space weather.Taking place globally,these complicated processes cannot be understood unless they are studied globally.The Chinese scientists have proposed the International Meridian Circle Program(IMCP)to meet this demand.By operating nearly 1000 instruments encompassing all latitudes along with the 120°E–60°W longitudes,IMCP aims,for the first time,to construct comprehensive 3D data representation of the atmosphere and geospace on a global scale and empower interdisciplinary research to tackle key questions related to Earth’s environment and climate change. 展开更多

The Cube Sat refers to the low-cost nano satellite produced by international standards. The QB50 project is "an International Network of 50 double Cube Sats for multi-point, in-situ, long-duration measurements in the lower thermosphere and re-entry research". There are 23 countries and region participated in the QB50 Project. 38 Cube Sats were developed and launched. Among them, four Cube Sats developed by Chinese universities were sent to orbit(Three were deployed from the International Space Station, and one was launched by the Polar Satellite Launch Vehicle, PLSV). They are Aoxiang-1(Northwestern Polytechnical University, the Asia coordinator), Lilac Sat-1(Harbin Institute of Technology), NJUST-2(Nanjing University of Science and Technology) and NUDTsat(National University of Defense Technology). Through the development of the QB50 Project, Chinese researchers and students got in touch with the concept of Cube Sat and gained experience of international scientific cooperation. A lot of students took part in the assembly, integration, and test of spacecraft, which is helpful to the training of space talents.
