The motivation for cost-effective management of highway pavements is evidenced not only by the massive expenditures associated with these activities at a national level but also by the consequences of poor pavement co...The motivation for cost-effective management of highway pavements is evidenced not only by the massive expenditures associated with these activities at a national level but also by the consequences of poor pavement condition on road users.This paper presents a state-of-the-art review of multi-objective optimization(MOO)problems that have been formulated and solution techniques that have been used in selecting and scheduling highway pavement rehabilitation and maintenance activities.First,the paper presents a taxonomy and hierarchy for these activities,the role of funding sources,and levels of jurisdiction.The paper then describes how three different decision mechanisms have been used in past research and practice for project selection and scheduling(historical practices,expert opinion,and explicit mathematical optimization)and identifies the pros and cons of each mechanism.The paper then focuses on the optimization mechanism and presents the types of optimization problems,formulations,and objectives that have been used in the literature.Next,the paper examines various solution algorithms and discusses issues related to their implementation.Finally,the paper identifies some barriers to implementing multi-objective optimization in selecting and scheduling highway pavement rehabilitation and maintenance activities,and makes recommendations to overcome some of these barriers.展开更多
In military service joint operations, when there are more operational forces, more multifarious materials are consumed, the support is more complex and fuzzy, the deployment of personnel is more rapid, and the support...In military service joint operations, when there are more operational forces, more multifarious materials are consumed, the support is more complex and fuzzy, the deployment of personnel is more rapid, and the support provided by wartime military material support powers can be more effective. When the principles,requirements, influencing factors and goals of military material support forces are deployed in wartime, an evaluation indicator system is established. Thus, a new combined empowerment method based on an analytic hierarchy process(AHP) is developed to calculate the subjective weights, and the rough entropy method is used to calculate the objective weights. Combination weights can be obtained by calculating the weight preference coefficient error, which is determined by combining the cooperative game method and the minimum deviation into objectives. This approach can determine the grey relation projection coefficient and synthesize the measure scheme superiority to finally optimize the deployment plan using the grey relation projection decision-making method. The results show that the method is feasible and effective;it can provide a more scientific and practical decision-making basis for the military material support power deployment in wartime.展开更多

A method called Interactive Reference Goal Satisfied Degree and Feasible Degree (IRGSD-FD) is developed to solve stochastic multiobjective problems. It is an interactive method providing a so-called `dialogue' between the user and the model, the decision maker having the option conducting the search process for the (α, β)-efficient solutions by modifying the initial conditions according to the partial results obtained. During the iterations, the decision maker can improve upon the reference goal or called aspiration level already attained by one objective function as well as upon the probability of reaching the corresponding objective or called satisfied degree (or both), or/and the probability of satisfying the constraint or called feasible degree already attained by the constraint. Finally, the application of IRGSD-FD method in the resource allocation problem is discussed with a case study for project investment management.展开更多
