Climate change is an alarming global challenge, particularly affecting the least developed countries (LDCs) including Liberia. These countries, located in regions prone to unpredictable temperature and precipitation changes, are facing significant challenges, particularly in climate-sensitive sectors such as mining and agriculture. LDCs need more resilience to adverse climate shocks but have limited capacity for adaptation compared to other developed and developing nations. This paper examines Liberia’s susceptibility to climate change as a least developed country, focusing on its exposure, sensitivity, and adaptive capacity. It provides an overview of LDCs and outlines the global distribution of carbon dioxide emissions. The paper also evaluates specific challenges that amplify Liberia’s vulnerability and constrain sustainable adaptation, providing insight into climate change’s existing and potential effects. The paper emphasizes the urgency of addressing climate impacts on Liberia and calls for concerted local and international efforts for effective and sustainable mitigation efforts. It provides recommendations for policy decisions and calls for further research on climate change mitigation and adaptation. 展开更多

Described in this paper is the research and development of the X70 UOE SAWL pipes by the company. There is a growing demand for customised,biocompatible,and sterilisable components in the medical busi-ness.3D Printing is a disruptive technology for healthcare and provides significant research and development avenues.Simple 3D printing service gives patients low-cost individualised prostheses,implants,and gadgets,en-abling surgeons to operate more effectively with customised equipment and models;and assisting medical device manufacturers in developing new and faster goods.3D printed tissue pieces can overcome various challenges and may eventually allow medication companies to streamline research and development.In the long run,it may also assist in lowering prices and making medicines more accessible and effective for everybody.There is a growing corpus of research on the advantages of employing 3D printed anatomic models in teaching and training.The capacity to 3D printing individual anatomical diseases for practical learning is one of the funda-mental contrasts between utilising 3D and regular anatomical models.3D printing is very appealing for producing patient-specific implants.This literature review-based paper explores the role of 3D printing and 3D bioprinting in healthcare.It briefs the need and progressive steps for implementing 3D printing in healthcare and presented various facilities and enablers of 3D printing for the healthcare sector.Finally,this paper identifies and discusses the significant applications of 3D printing for healthcare research and development.3D printing services can be deployed to easily construct complex geometries in plastic or metal with good precision.This results in improved prototypes,lower costs,and lower part processing times.They can now physically create with natural materials,previously unattainable with prior technologies.Every hospital should have 3D printers in the future,allowing new organs/parts to be developed in-house. 展开更多

如何促进城市经济高质量发展是目前社会各界关注的重要议题,R&D投入和科技创新一直是经济发展需要考虑的两个重要影响因素。利用2017—2019年280个地级及以上城市的相关数据,实证分析R&D投入对经济发展质量的影响。研究发现,R&a... 如何促进城市经济高质量发展是目前社会各界关注的重要议题,R&D投入和科技创新一直是经济发展需要考虑的两个重要影响因素。利用2017—2019年280个地级及以上城市的相关数据,实证分析R&D投入对经济发展质量的影响。研究发现,R&D投入和经济发展质量之间存在倒“U”型关系,即一定数量的R&D投入可以促进经济发展质量的提升;但R&D投入超过一定阈值后,更多数量的R&D投入则会给经济发展质量带来负面影响;科技创新是R&D投入影响经济发展质量的一个重要传导渠道;在大中城市中,科技创新在R&D投入和经济发展质量之间的中介作用会更加明显;在小城市中,R&D投入和经济发展质量之间的倒“U”型关系更加显著。因此,通过加大R&D投入来提升科技创新水平进而提升经济发展质量是一条切实可行的路径,但R&D投入并不是越多越好,而是只有将R&D投入有效地转化为科技创新产出,才能更好地实现经济高质量发展。 展开更多

广东省R&D资本存量的测度、生产效率与政策效应

本文研究目的是计算广东省R&D资本存量,探讨R&D资本化对GDP的影响,并以此考察工业企业R&D生产效率的影响因素及相关政策效果。采用2010—2020年广东省及21个地市工业企业面板数据,使用永续盘存法测算广东省及21个地市的R&am... 本文研究目的是计算广东省R&D资本存量,探讨R&D资本化对GDP的影响,并以此考察工业企业R&D生产效率的影响因素及相关政策效果。采用2010—2020年广东省及21个地市工业企业面板数据,使用永续盘存法测算广东省及21个地市的R&D资本存量,并使用R&D强度,更好地反映了R&D投入状况。在计算R&D资本存量的基础上,构建柯布-道格拉斯知识生产函数模型进行分析,发现R&D资本存量和研发人员投入对R&D产出具有显著正效应,但研发人员产出弹性远高于资本存量,其中全时非全时工作人员比对新产品销售收入也具有显著正效应。企业规模、高薪技术企业减免税对R&D产出均具有显著正效应,但国有产权增加会导致R&D产出的下降,另外,境外技术引进仅对新产品销售收入具有显著正效应。最后,使用DID模型和平行趋势检验进行广东省内21个地市的政策评估,发现政策实施四年后对R&D劳动投入出现显著负效应,说明政策实施导致企业R&D劳动力投入下降,对广东省“十二五”后相关地市R&D政策效应评估为广东省未来R&D政策的制定提供了重要参考。根据研究结果,提出以下政策建议:在政策的设定上,应设定更合理的高薪企业认定标准,并考虑企业可能存在的欺骗空间,确保政策资金的扶持更为合理地流动;在R&D政策制定上,应更多刺激民营经济的科技创新活力,加快形成新质生产力。同时,应充分发挥R&D政策的示范引领效应,促进企业更新升级。 展开更多

And it is a sense of value, discipline and respect to the people, community and environment-related policies of the enterprise. Obviously, the core of the notion refers to a commitment of the enterprise in order to improve living standard of related interest counterparts. Nowadays, entrepreneurship corporate social responsibility has been not only an ethical call, but also an institutional constraint. The consensus is that in operation process an enterprise should take into account of its economic, social and ethical effects on consumers, staffs, shareholders, communities, local governments and environment and make a better prospect to them. Based on this point of view, by field work and questionnaire method, this paper discusses specifically the interaction between TNCs' R&D activities and local development of the Pudong New Area, a China's largest special economic zone in Shanghai to explore dynamics of the TNCs' R&D activities, growth of the local economy and their roles in promoting flexible innovation networks for sustainable futures. This involves: a. notion of the entrepreneurship corporate social responsibility; b. current state and trend of TNCs' R&D activities; c. mode and linkage tightness between TNCs' R&D activities and the local economy; d. main problems of the TNCs' R&D activities in Pudong; e. the context of flexible innovation networks; and f. manner and ways in creation of flexible innovation networks. 展开更多

To stay globally competitive, manufacturing companies are increasingly under pressure to bring new products and applications to market, improve existing products, and discover new technologies to produce them at a lower price. New technological findings can enable companies to overcome these challenges. In practice, technology development associated with a long time horizon is often given a lower priority compared with short-term focused product development thus being stronger restricted by everyday business. More and more companies separate their technology development department from product development to promote technological innovations. Due to this additional interface in the R&D organization new problems arise, resulting in technologies not being implemented in products. The reasons for these problems amongst others concern wrong timing for the transfer or inadequate definition of responsibilities. In this paper of ongoing research, authors introduce a framework to design the transfer processes between technology development and product development. Although there are a number of options for designing the operative transfer, there is no regulatory framework specifying which configuration options are at this particular interface. The approach is to develop a model, which is able to design different company-specific transfer processes taking into account the object being transferred at this interface. Thus, for different objects to be transferred, different transfer processes are designed. The model's aim is to enable responsibility of the R&D management to design their company-specific transfer processes to enable more technologies being implemented into products, thus giving the whole company the possibility to act more innovatively. 展开更多

FDI是技术溢出的重要途径,其技术溢出效应的有效发挥受东道国吸收能力的制约,而东道国的吸收能力与一国的R&D息息相关。选取2004-2017年11个沿海省份的面板数据为样本,实证分析FDI、R&D以及二者交互项对海洋经济绿色全要素生产率的影响。结果表明:第一,不区分FDI来源的情况下,FDI水平的提高对海洋经济绿色全要素生产率具有反向抑制作用;第二,从整体上看,FDI与R&D的交互作用对海洋经济绿色全要素生产率具有积极的促进作用;第三,由于不同国家和地区在投资规模、投资结构、附带技术等方面有所不同,因此其对于海洋经济绿色全要素生产率的影响也会不同。 展开更多

以科技创新关键要素R&D经费为切入点,从宏观视角分析中国与主要创新型国家R&D经费总量的变化趋势,并从来源、执行以及配置的交叉结构视角展开深入分析,研究发现:中国R&D经费支出规模稳居世界第二位且长期保持良好的增长态势... 以科技创新关键要素R&D经费为切入点,从宏观视角分析中国与主要创新型国家R&D经费总量的变化趋势,并从来源、执行以及配置的交叉结构视角展开深入分析,研究发现:中国R&D经费支出规模稳居世界第二位且长期保持良好的增长态势,但R&D经费投入强度偏低,与中国经济发展水平和当前工业化程度不相匹配。政府公共投资滞后致使其引导作用逐渐弱化,而政府资金重点支持的科研机构和高校科研布局更偏重创新链条后端,加之企业作为R&D经费最大的来源和执行部门,对基础研究参与程度严重不足,致使中国R&D经费配置结构呈现出“重试验发展、轻基础研究”的失衡状态。建议加速调整R&D经费配置结构,推动企业加大研发投资力度,持续引导企业加强基础研究活动,并着力提升高校对基础研究的投入。 展开更多

This review starts with a brief history of drug discovery & development, and the place of Asia in this worldwide effort discussed. The conditions and constraints of a successful translational R&D involving academic basic research and clinical research are discussed and the Singapore model for pursuit of open R&D described. The importance of well-characterized, validated drug targets for the search for novel targeted anti-cancer agents is emphasized, as well as a structured, high quality translational R&D. Furthermore, the characteristics of an attractive preclinical development drug candidate are discussed laying the foundation of a successful preclinical development. The most frequent sources of failures are described and risk management at every stage is highly recommended. Organizational factors are also considered to play an important role. The factors to consider before starting a new drug discovery & development project are described, and an example is given of a successful clinical project that has had its roots in local universities and was carried through preclinical development into phase I clinical trials. 展开更多

研究与开发(R&D)投入作为企业的一项战略选择,受到企业处于战略决策层高层管理者的有限理性和认知模式的制约。以中国制造业上市公司2009—2011年的R&D投入数据为研究样本,探讨CEO能力、动力及权力等特征与R&D投入的关系,... 研究与开发(R&D)投入作为企业的一项战略选择,受到企业处于战略决策层高层管理者的有限理性和认知模式的制约。以中国制造业上市公司2009—2011年的R&D投入数据为研究样本,探讨CEO能力、动力及权力等特征与R&D投入的关系,结果发现:CEO工作背景、政治关联、持股比例与研发投入存在显著正相关关系。因此,选择具有创新意识、能够发现创新机会、辨别投资风险的CEO并提高其持股比例,有助于企业的R&D投入,进而有助于企业迅速发展;而减少政府对经济的干预,才有利于激发更多企业参与公平公正的市场竞争,减少企业通过政治关联进行寻租的机会,促使企业自主提高R&D投入的比例。 展开更多
