Based on the export VAT rebate rate data from 2004 to 2015,this paper measures the uncertainty of Chinese export VAT rebate policy by using unexpected fluctuation of export VAT rebate rate,and finds that the index var...Based on the export VAT rebate rate data from 2004 to 2015,this paper measures the uncertainty of Chinese export VAT rebate policy by using unexpected fluctuation of export VAT rebate rate,and finds that the index varies across products,years and industries.Then,the paper studies the influence of the uncertainty of export VAT rebate policy on China’s export growth from both theoretical and empirical perspectives.The research results show that this uncertainty reduces the expected profit of export enterprises and their optimal output,and signifi cantly reduces the growth rate of the ordinary export that applies the export VAT rebate method,but it has no impact on the processing export.By decomposing total value of exports,it is found that the growth in the number of ordinary export relationship and average sales decrease with the increase of uncertainty,while the average price growth rate increases slightly,and these eff ects are only refl ected in the newly entered export relations.The fi ndings suggest that when the uncertainty of export VAT rebate policy is high,enterprises are more cautious about entering the ordinary export market and more likely to adopt a lowquantity-high-price strategy.展开更多

This affects power system relia...Time-of-use (TOU) pricing strategy is an important component of demand-side management (DSM), but the cost of supplying power during critical peak periods remains high under TOU prices. This affects power system reliability. In addition, TOU prices are usually applicable to medium- and long-term load control but cannot effectively regulate short-term loads. Therefore, this paper proposes an optimization method for TOU pricing and changes the electricity consumption patterns during the critical peak periods through a critical peak rebate (CPR). This reduces generation costs and improves power system reliability. An optimization model for peak-flat-valley (PFV) period partition is established based on fuzzy clustering and an enumeration iterative technique. A TOU pricing optimization model including grid-side and customer-side benefits is then proposed, and a simulated annealing particle swarm optimization (SAPSO) algorithm is used to solve the problem. Finally, a CPR decision model is developed to further reduce critical peak loads. The effectiveness of the proposed model and algorithm is illustrated through different case studies of the Roy Billinton Test System (RBTS).展开更多

While this may be a partial remedy to alleviate China’s colossal trade surplus-which irritates international neighbors-and clean up the environment, many small manufacturers are feeling the heat. Industries with high added-value are clearly winners of the new trade policies, and agriculture is too, as the government continues its efforts to boost the rural economy. But in the long run, if textile and other low-tech manufacturing can use the current rebate policy as a stimulus to add more value to their products, even they might look back and see the new trade era as more win-win than they originally thought.展开更多
