The focus of this paper is on the cultural conflict and reconciliation between Indians and the non-native people.

Reconciliation for CV-QKD using globally-coupled LDPC codes

Reconciliation is a necessary step in postprocessing of continuous-variable quantum key distribution(CV-QKD)system.We use globally coupled low-density parity-check(GC-LDPC)codes in reconciliation to extract a precise secret key from the raw keys over the authenticated classical public channel between two users.GC-LDPC codes have excellent performance over both the additive Gaussian white noise and binary-erasure channels.The reconciliation based on GC-LDPC codes can improve the reconciliation efficiency to 95.42% and reduce the frame error rate to 3.25×10^-3.Using distillation,the decoding speed can achieve 23.8 Mbits/s and decrease the cost of memory.Given decoding speed and low memory usage,this makes the proposed reconciliation method viable approach for high-speed CV-QKD system.

Proactive reconciliation as a tool for integrating mining and milling operations

Historically, reconciliation has been viewed as a quality test of model estimates as well as a powerful tool for detecting and correcting problems in all stages of mine operations from resource estimation to metal production. If used correctly, reconciliation helps to better predict the life of mine(LOM), improves the adherence of production plans to the respective budget, and allows for effective control of the mining and milling processes. However, the accuracy of reconciliation results requires that all input data must be generated in accordance with the principles of sampling correctness. Furthermore, complete reconciliation systems can become extremely complex and must be carefully analyzed in order to provide realistic and helpful conclusions. Based on these concepts, this paper presents a successful proactive reconciliation system applied to a copper and gold mine in Brazil for monitoring and integrating mining and milling operations.

Spherical reconciliation for a continuous-variable quantum key distribution

Information reconciliation is a significant step for a continuous-variable quantum key distribution(CV-QKD) system.We propose a reconciliation method that allows two authorized parties to extract a consistent and secure binary key in a CV-QKD protocol,which is based on Gaussian-modulated coherent states and homodyne detection.This method named spherical reconciliation is based on spherical quantization and non-binary low-density parity-check(LDPC) codes.With the suitable signal-to-noise ratio(SNR) and code rate of non-binary LDPC codes,spherical reconciliation algorithm has a high efficiency and can extend the transmission distance of CV-QKD.

Toward Efficient Quantum Key Distribution Reconciliation

In this paper, we propose how to construct a reconciliation method for the BB84 Quantum Key Distribution (QKD) protocol. Theoretically, it is unconditionally secure because it is based on the quantum laws of physics, rather than the assumed computational complexity of mathematical problems. BB84 protocol performances can be reduced by various errors and information leakages such as limited intrinsic efficiency of the protocol, imperfect devices and eavesdropping. The proposed reconciliation method allowed to weed out these errors by using Turbo codes. Since their high error correction capability implies getting low errors, this method has high performance especially when compared to the last method presented in the literature based on Low-Density Parity Check codes (LDPC). In particular, we demonstrate that our method leads to a significant improvement of the protocol security and of the Bit Error Rate (BER) even with great eavesdropping capability.

Retrospection of the Rationality and the Feasibility of the Criminal Reconciliation System

In a criminal procedure,if the offender and the victim negotiate to solve the criminal case in the way of confession,compensation and apology,the specialized agency terminate the criminal responsibility investigation of the offender or give lighter punishment to the offender.This form of case treatment method is defined as criminal reconciliation.[1](P191)The system dated from 70s of last century when a reconciliation experiment of‘Victim-Offender’appeared in Ontario,Canada.After that,the method was introduced to America and some European countries.The practice of the method in western countries attached the attention of Chinese law society,and some regions has made legal attempts.However the author hold the view that the criminal reconciliation lacks enough rationality and feasibility,so that it shocks the basic principle of the existing criminal law,corrodes the social psychological basis of the law,and aggravates the judicial corruption.The method has theoretic defects,and it should not be promoted in current judicial practice.

Reconciliation of Theoretical Lifetimes of the 5s5p^(3)P_(2)^(o) Metastable State for ^(88)Sr with Measurement: The Role of the Blackbody-Radiation-Induced Decay

We conducted measurement and calculation to resolve the long-standing large discrepancy in the metastable state lifetime for the ^(88)Sr atom between theoretical and experimental results. The present lifetime τ = 830_(-240)^(+600)s,measured using the magneto-optical trap as a photon amplifier to detect the weak decay events, is approximately60% larger than the previous experimental value τ = 520_(-140)^(+310)s. By considering the electron correlation effects in the framework of the multiconfiguration Dirac–Hartree–Fock theory, we obtained a theoretical lifetime of 1079(54) s, which lies in the range of measurements with error bars. Furthermore, we considered the higher-order electron correlation and Breit interaction to control the uncertainty of the theoretical calculation. The significant improvement in the agreement between calculations and measurements is attributed to the updated blackbody radiation-induced decay rate.

Aboriginal Domestic Tourism Leadership Towards Reconciliation in Australia

The world-making possibilities of domestic tourism provide Aboriginal and Torres Strait Islander people in Australia with the potential to take leadership over the challenging interpersonal encounters necessary to the process of reconciliation. This proposition is drawn from a philosophical hermeneutic view of domestic tourism hosts and guests as always already bound by complex histories they cannot change. The paper demonstrates that tourism can enable Aboriginal and Torres Strait Islander people to operate enterprises based on customary cultural law of neutral meeting places attuned to the difficult interpersonal challenges of Reconciliation. Neutral meeting places do not impose reconciliation onto domestic tourists, the intent is to instead exercise everyday humanity and compassion while enabling visitors to fulfil their travel desires. The findings suggest that visitors can become oriented to Aboriginal ways of being and stimulated to learn. As interactions progress, visitors can reach readiness to take up opportunities for genuine dialogue with Aboriginal hosts. Outcomes raised in this paper highlight that tourism can enable Aboriginal and Torres Strait Islanders, as colonised people, to implement their cultural authority to take leadership over perplexing historical legacies woven through the fabric of a Western-dominated society conditioned by colonialism.

An opportunity for improvement with a medication reconciliation programme

Medication reconciliation is priority in safety. Between 54% and 67% of hospitalized patients have at least one unintended discrepancies (UDs) between pharmacological treatment of a hospital inpatient and treatment that they were previously taking at home. Quasi-experimental pre-post study performed. The objective is to assess the impact of an intervention aimed at decreasing UDs between medication prescribed on admission and patient’s regular treatment. Patients who were hospitalised for more than 24 hours and were undergoing treatment prior to admission which involved taking three or more medicines were included. The number of patients included was 331 and 3781 medicines were reconciled. The incidence of UDs decreased significantly from 7.24% to 4.18%. Omission was the most common UD, with a significant decrease from 5.8% to 3.4%. Respect to clinical impact, we observed that error type C (error reached patient without causing harm) predominates, how- ever, experienced a statistically significant decrease from 5.3% to 2.4%.

Peacebuilding Is Social Work:From Political Science to Social Psychology

For the longest time,peacemaking and peacekeeping were the only post-factum interventions to resolve armed conflicts usually related to a nation-state’s borders or territory.Peacebuilding has its origins in sociology(Galtung,1969;1975)and is used today as a preferred concept in matters of conflict.However,this paper explores why peacebuilding,as the Secretary General of the United Nations advocates in A New Agenda for Peace,must become a nonlinear and contextual process that promotes the prevention of conflict and invites a transformative approach to addressing the linkages between peace,security,and climate.Furthermore,this paper advocates that peacebuilding grounded in social psychology and social anthropology will bring about transformative outcomes as it will build relationships at the community level and become a preventive tool to address incipient tensions within the community.Peacebuilding as social work will benefit the community and lay the necessary foundations for a sustainable future.Social workers are equipped to assess,analyze,and solve problems.Their capacity to do ongoing social diagnosis is a critical tool to prevent skirmishes degenerating into conflicts.Social work could be the much-needed resource to further develop theory and practice that contributes to active peacebuilding.

Reverse reconciliation for continuous variable quantum key distribution

An efficient and practical post-processing technique based on reverse reconciliation for continuous variable quantum key distribution is proposed and simulated with low-density parity check (LDPC) codes. MultiLevel Coding/ MultiStage Decoding, which fully utilizes optimization technique such as vector quantization and iterative decoding and the optimal channel coding most close to the Shannon limit, was used to realize efficient reverse reconciliation algorithm. Simulation results showed that the proposed method can improve the secure key distribution rate to 2.2 kb/s and the coding efficiency to 0.89 over 20 km in single-mode optical fiber. Moreover, there still is room for much improvement.
