The lack of national and international standards in this area in the past led to the development of a research project developed jointly by the Universitat Politecnica Valencia and the Universidad Politecnica Madrid (Spain). This paper shows a comparative study to evaluate the dynamic behaviour in case of low-g accidents reproducing frontal impacts resembling real traffic events (deceleration 2g, AV 20 km/h) of a new pushchair restraint system against the use of back-restraint by pushchairs as establishes R 107- 06 series of amendments. In the dynamic trials, three pushchair restraint prototypes and a typical wheelchair back-restraint system combined with two worst-case up-to-date pushchair models in misuse and correct use configurations were tested. The results demonstrated the need for preventing children injuries as a consequence of low-g accidents. The new design meets and improves the latest revision of regulation R 107 regarding the use of restraint systems for the transport of wheelchair and pushchair passengers and represents an advance for pushchairs travelling on buses.展开更多

Transportation policy and funding to improve the transportation infrastructure has historically been addressed as individual modes not as intermodal transportation. As a consequence of this inopportune allocation, it is now apparent that the transportation modes are disconnected and have unequal levels of security and efficiency. Improved intermodal connectivity has therefore been identified as one of the main challenges to achieve a safer, secure, and productive transportation network. Tools need to be refined for collaboration and consensus building to serve as catalysts for efficient transportation solutions. In this study, a mathematical model using data envelopment analysis (DEA) was developed and investigated to assess the safety and security of intermodal transportation facilities. The model identifies the best and worst performers by assessing several safety and security-related variables. The DEA model can assess the efficiency level of safety and security of intermodal facilities and identify potential solutions for improvement. The DEA methodology presented is general in its framework and can be applied to any network of intermodal transportation systems. Availability of credible data, complemented with DEA methodology will help in management decisions making concrete safety and security decisions for intermodal transportation facilities.展开更多

For the purpose of exploring the evaluation model for the SCCIP, a method based on quantitative risk assessment was adopted for evaluating transport risk and to confirm reasonable safety transport capacity of chemical industrial park, and then by combining with the safety storage capacity, a SCCIP evaluation model was put forward. The SCCIP was decided by the smaller one between the largest safety storage capacity and the maximum safety transport capacity, or else, the regional risk of the park will exceed the acceptable level. The developed method was applied to a chemical industrial park in Guangdong province to obtain the maximum safety transport capacity and the SCCIP. The results can be realized in the regional risk control of the park effectively.展开更多

Here we quantitatively extracted five main factors influencing soil erosion, namely rainfall erosivity, soil erodibility, vegetative cover and management, soil and water conservation, and slope length and steepness. Regression relations were built between these factors and also the sediment transport modulus and drainage area, so as to initially analyze and discuss scale effects on sediment transport in the Wujiang River Basin(WRB). The size and extent of soil erosion influencing factors in the WRB were gauged from: Advanced Spaceborne Thermal Emission and Reflection Radiometer Global Digital Elevation Model(ASTER GDEM), precipitation data, land use, soil type and Normalized Difference Vegetation Index(NDVI) data from Global Inventory Modeling and Mapping Studies(GIMMS) or Advanced Very High Resolution Radiometer(AVHRR), and observed data from hydrometric stations. We find that scaling effects exist between the sediment transport modulus and the drainage area. Scaling effects are expressed after logarithmic transformation by a quadratic function regression relationship where the sediment transport modulus increases before decreasing, alongside changes in the drainage area. Among the five factors influencing soil erosion, slope length and steepness increases first and then decreases, alongside changes in the drainage area, and are the main factors determining the relationship between sediment transport modulus and drainage area. To eliminate the influence of scale effects on our results, we mapped the sediment yield modulus of the entire WRB, adopting a 1 000 km^2 standard area with a smaller fitting error for all sub-basins, and using the common Kriging interpolation method.展开更多

文摘Following September 11, 2001, numerous security policies have been created which have caused a number of unique challenges in planning for transportation networks. Availability of credible data, complemented with DEA methodology will help in management decisions making concrete safety and security decisions for intermodal transportation facilities.

文摘The battery management system(BMS)is the main safeguard of a battery system for electric propulsion and machine electrifcation. It is tasked to ensure reliable and safe operation of battery cells connected to provide high currents at high voltage levels. In addition to efectively monitoring all the electrical parameters of a battery pack system, such as the voltage, current, and temperature, the BMS is also used to improve the battery performance with proper safety measures within the system. With growing acceptance of lithium-ion batteries, major industry sectors such as the automotive, renewable energy, manufacturing, construction, and even some in the mining industry have brought forward the mass transition from fossil fuel dependency to electric powered machinery and redefned the world of energy storage.Hence, the functional safety considerations, which are those relating to automatic protection,in battery management for battery pack technologies are particularly important to ensure that the overall electrical system, regardless of whether it is for electric transportation or stationary energy storage,is in accordance with high standards of safety, reliability, and quality. If the system or product fails to meet functional and other safety requirements on account of faulty design or a sequence of failure events, then the environment, people, and property could be endangered. This paper analyzed the details of BMS for electric transportation and large-scale energy storage systems, particularly in areas concerned with hazardous environment. The analysis covers the aspect of functional safety that applies to BMS and is in accordance with the relevant industrial standards.A comprehensive evaluation of the components, architecture, risk reduction techniques, and failure mode analysis applicable to BMS operation was also presented. The article further provided recommendations on safety design and performance optimization in relation to the overall BMS integration.

The results can be realized in the regional risk control of the park effectively.

文摘In recent years, research on spatial scale and scale transformation of eroded sediment transport has become a forefront field in current soil erosion research, but there are very few studies on the scale effect problem in Karst regions of China. To eliminate the influence of scale effects on our results, we mapped the sediment yield modulus of the entire WRB, adopting a 1 000 km^2 standard area with a smaller fitting error for all sub-basins, and using the common Kriging interpolation method.

文摘With the rapid growth of the number and flight time of unmanned aerial vehicles(UAVs),safety accidents caused by UAVs flight risk is increasing gradually.Safe air route planning is an effective means to reduce the operational risk of UAVs at the strategic level. The optimal air route planning model based on ground risk assessment is presented by considering the safety cost of UAV air route.Through the rasterization of the ground surface under the air route, the safety factor of each grid is defined with the probability of fatality on the ground per flight hour as the quantitative index. The air route safety cost function is constructed based on the safety factor of each grid. Then, the total cost function considering both air route safety and flight distance is established. The expected function of the ant colony algorithm is rebuilt and used as the algorithm to plan the air routes. The effectiveness of the new air route planning model is verified through the logistical distribution scenario on urban airspace. The results indicate that the new air route planning model considering safety factor can greatly improve the overall safety of air route under small increase of the total flight time.
文摘Agro-chemical transport processes at different scales are discussed and relevant opening questions areidentified by literature review to make some suggestions concerning the improvement of research methods forfield scale solute transport by aid of evaluation of existing models, and examining transport behaviors of solutein vadose zones on different scales. The results indicate that present research progress and understanding onfield scale solute transport have not yet been enough to guarantee the use of our models for the management offield solute movement. Much more research work needs to be done, particularly, in aspects of high resolutionof spatial structures relevant to the hydraulic and transport properties, explicit numerical simulation of actualstructure on field scale and field measurement corroborated with model development.
文摘Smart growth policies advocate for economically viable, environmentally conscientious, and socially equitable solutions for urban development. These policies were developed largely in response to issues rooted in the automobile-oriented culture:air pollution, high greenhouse gas emissions, traffic congestion, and sedentary lifestyles. In urban settings,a good transportation alternative is cycling, since it is able to serve the travel needs of nearly half of city dwellers' daily trips. Many European and Canadian cities have successfully increased cycling rates by creating safer bicycle environments and restricting or discouraging automobile use.To evaluate the potential effects of the above measures on American urban areas, this paper examines case studies of cycle tracks and bicycle boulevards implemented in American cities, and how these facility improvements have changed how safe cyclists feel on the road and overall bicycle usage. Results show the two methods are indeed effective in increasing bicycle usage rates.Ultimately, increasing cycling rates needs policies to discourage people from driving, the greatest mode share in nearly all urban areas.Parking policy has major impacts on people's decision to use the automobile.Currently, parking is oversupplied and underpriced in many cities, making it irresistible for people to drive.Decreasing the number of parking spaces available and increasing their price will increase pressure on drivers to drive less, especially for short trips, and to bike instead. It is important for planners and policy makers to realize that solutions from both directions, making biking more enjoyable and making parking, and hence driving, less affordable, should be used in tandem. The complementary nature of the two approaches makes it so the effect of the combination is greater than the sum of the two.
文摘The transport of dangerous goods always represents a potential risk to life, human health, property, and environmental protection. For this reason and in order to preserve the lives and health of the participants in the transport process, adequate protection measures must be taken before, during, and after the transport of dangerous goods.Since the railway itself is a recipient of dangerous goods that are essential for its own operation, and is also a carrier of large quantities of various dangerous goods, these measures are of paramount importance. This paper examines, from a point of view of the protection of lives and health of the participants in the transport process and the safe transport of dangerous goods, the conditions of shipment and transport of dangerous goods, the obligations of the participants, and the essential ways for their proper handling.Proper application of safety at work prevents impromptu and indolent attitude in transporting dangerous goods, thus contributing to protection of people lives and health. Finally, this paper includes preventive measures and basic principles for implementation of safety at work in the transport of dangerous goods.
文摘Objective:Escalator signage could be playing a vital role to alert users for safe use of escalators. This study aimed to evaluate the availability, standardization, and content of safety information on escalator signage in the shopping malls. Methods:An observational study was conducted from November 2017 to February 2018 to assess the availability, standardization of safety information among the signage inside the shopping mall, and the content of safety information for public safety in Malaysia.A checklist was developed by adapting escalator safety guidelines from seven countries and regions including Malaysia.Data collctors identified from the selected states were required to capture three photographs at different angles of the escalator signage for each ascending and descending directions at each entrance of the mall.Descriptive analysis was performed;each criterion was presented in frequency and percentage. Results:A total of 268 escalators from 84 shopping malls in 9 states of Malaysia were assessed. Two operating escalators were not equipped with signage.More than one-ifth(23.0%)of the signage was not standardized within the mall. The majority of safety information was displayed in the form of a pictogram,a minority of signage displayed information in both pictogram and text format:"children must hold hand"(12.7%)and"be careful of long clothing"(10.8%),respectively.Nevertheless,"toddlers should be carried"(8.6%)and"take extra care with rubber shoes/tied shoes/laces"(30.2%)were found absent in most of the signage. Conclusion:Escalator signage was present in almost all of the escalators observed.However,non-standardization of the signage of escalators should warrant the attention of relevant authorities to revise the safety guideline s and improve the quality of escalator.
文摘Schrodinger-Langevin equation has been constructed for the ion-transport for K-ion channel. The stability of the solutions of this equation has been discussed under various physical situations. This will shed new light on the ion transport at nano-scale as well as the possibility of ion trapping and quantum information processing.
