B...China's economic growth miracle despite complicated administrative approval formalities prompted us to raise the following question: ls it true that reforming administrative approval will promote economic growth? Based on our analysis on market entry, we discovered that reforming administrative approval will spur economic growth by reducing transaction cost for firms. Administrative approval may suppress social cost and propel China's economic growth; China's gradualist approval reforms may indeed propel economic growth by reducing transaction cost for firms. With the data of prefecture-level cities during 2000-2013 and data of companies listed on the SME board during 2010-2014, we tested the effects of approval reforms on economic growth and on transaction cost, and employed instrumental variable and PSM for the treatment of the endogeneity problem - all these tests led to robust and consistent results. Moreover, we discovered that difference in government policy implementation in the approval process is the root cause of corruption and rent seeking.展开更多

Based on industrial production with an annual capacity of million tons of methanol,ammonia/urea,etc.,a platform technology is developed for direct,green,efficient,and high-value mega-size utilization of the CO2-rich n...Based on industrial production with an annual capacity of million tons of methanol,ammonia/urea,etc.,a platform technology is developed for direct,green,efficient,and high-value mega-size utilization of the CO2-rich nature gas,which is the technology of CO2-rich natural gas dry reforming and hydrogen reaction.The following technologies are discussed,such as CO2-rich natural gas dry reforming integrated with the Fischer-Tropsch synthesis to olefins(FTO)technology for producing high value-added linear alpha olefins(LAO);CO2-rich natural gas dry reforming integrated with low carbon olefin linear hydroformylation technology to produce higher carbon alcohols;direct methanol production from CO2 and hydrogen;and the new cutting edge technology of photo-catalytic process.In addition,simple techno-economic evaluations of two technologies mentioned above are discussed.The CO2-rich natural gas dry reforming integrated with FTO technology can achieve about 30%of internal rate return(IRR),while the low carbon olefin linear hydroformylation technology could have a static payback period of 2.57 years when the capacity of 2-propylhexanol(2-PH)reaches 100 kt/a.Based on the mega-size green and high-efficient CO2-rich natural gas direct utilization technology,a hybrid energy and chemical production system framework with good prospects is preliminarily designed.A modern industry zone with an annual capacity of more than 10 Mt of CO2 converted to high value-added products is underway.展开更多

One of the programs contained in the Act was the AIDS Drug Assistance Program (ADAP), a fed...US Congress passed the CARE Act in 1990 in response to a dramatically growing need for resources to combat the AIDS epidemic. One of the programs contained in the Act was the AIDS Drug Assistance Program (ADAP), a federally-funded but state-maintained and managed program primarily concerned with providing medication for low-income HIV/AIDS patients. While ADAP programs across the country reached one-third of all patients in 2007, these programs are now in budgetary danger due to the economic recession, state budgetary constraints, the rising cost of healthcare generally, and longer life expectancies associated with current highly active antiretroviral therapy (HAART). This paper first evaluates the current state of ADAP, its strengths and weaknesses, and examines its sustainability in the short term if short-term measures are taken. Concluding that such measures would not lead to long-term sustainability, this paper then argues for a long-term solution to ADAP’s current problems, namely a national, centralized ADAP standard for budgetary and administrative matters. Such a program would increase the long-term sustainability and effectiveness of current ADAP programs by employing more efficient, standard policies and allowing larger, wholesale purchases of costly HAART medications. Moreover, a national policy would address the disparity that currently exists in ADAP programs today with regard to both minorities and those on the waiting lists for treatment. The institution of a national ADAP program would certainly face many political hurdles. Consequently, this paper also looks to a recent political dispute, the enactment of the Affordable Care Act (ACA), for guidance. Using the passage of the ACA as an example could light the path for passage of a national ADAP standard. First, we elaborate on the...Since 2015, a “reform storm” of Environmental Impact Assessment (EIA) opened up in China. This study tries to answer the question of whether these reforms improve the effectiveness of EIA. First, we elaborate on the reforms along with three well-acknowledged components, including EIA legislation, administration, and process. Then, evaluate the reformed EIA system against revised Ahmad and Wood’s criteria. The results demonstrate that the revised laws and regulations are more stringent than the old versions. The EIA process is simplified, and its coordination with the pollutant discharge permit system is promoted. The interim and post-event supervision is currently more robust and the penalties are more severe than before. However, the hierarchical position of the Environmental Protection Law is not high enough and the coordination of different government departments is still challenging. In summary, despite the problems occurring at the initial phase of reforms, the effectiveness of the EIA system has largely been improved.展开更多

The emergence of digital technology has brought new impetus to optimize the layout of industrial structur...In the era of the digital economy, great changes have taken place in the production and trading of enterprises. The emergence of digital technology has brought new impetus to optimize the layout of industrial structures and transform the old and new kinetic energy. Combined with the 14th Five-Year Plan and the requirements of domestic and international dual-cycle development, we construct an evaluation index system for the efficiency of industrial supply-side structural reform from the five dimensions of benefit improvement, innovation-driven, structural optimization, ECO development, and people’s liveli-hood benefit. Based on the data of Guizhou and Sichuan province from 2010 to 2019, the efficiency of industrial supply-side structural reform in Guizhou from the horizontal and vertical perspectives is evaluated by using the entropy weight TOPSISI model, and policy suggestions for industrial development in Guizhou are put forward. Results show that:(1) the level of industrial supply-side structural reform in Guizhou was on the rise since 2015, but the development rate had slowed in the past two years, and the gap was obvious with Sichuan;(2) there is a problem of insufficient development imbalance in Guizhou, which is lagging in four aspects, including benefit improvement, innovation-driven, ECO development, and people’s livelihood benefit.展开更多

This article aims to answer the question that if the law of planification of China,really takes account of the objectives of environmental protection.The answer is based on,first of all,the reform of system of land ow...This article aims to answer the question that if the law of planification of China,really takes account of the objectives of environmental protection.The answer is based on,first of all,the reform of system of land ownership(direct link of the development of urbanization).This article cracks the problem by two approaches:the state and collective property right.The first part of the analysis is macro-perspective,i.e.,the course of land reform and the land users.In general,the state remains the sole owner of all the land and delegates the local governments to manage the use of land in China.However,the high interest undermines their roles,and degradation of environment in the process of urbanization continues.Based on this observation,we analyzed their administration,i.e.,who are the actors and how the powers are shared.The lack of transparency and independence is in its structure,i.e.,they have ambitions to have a good protection but the conflict appears frequently.In the further part,micro-vision was employed.We focused on the regulations of planification,procedures and formalities that is deeply involved.In fact,we find that the volume of law was expanded and a need of consolidation is urgent for the coherence,accessibility and understanding of law.Then it follows the analysis of two typical procedures:the procedure of environmental assessment as well as participation.These procedures are the practical implementation of the consideration of the environment.The fact is that rapid urbanization resulted in a reconfiguration of the urban space,and the appearance of a variety of interests.The degradation of environment,coupled with the importance of urbanization has become a challenge to governance.People realized more and more issues related to housing,welfare and citizenship.This forces the government to change their policies and acts.From different points of views-historical,political,administrative,legal and social-this research determines how a better environmental protection can play in law of planification.The reforms are envisaged,and there are still problems:the harmonization and consistency of the regulations,the clarity of the law for his efficiency and law security,the improvement of the process.Contrary to what is received,the government has intention to solve this question,as demonstrated by his consistency to innovation and reform in the field.At the present,planification,rather than a method of protection,works for the growth of the economy.Due to the lack of effective regulation,the real consideration of environment is still very limited.展开更多

Whether registration system reform(RSR)can curb administrative intervention and create a fair market environment has long been a concern in China.We explore this issue from the perspective of the initial public offeri...Whether registration system reform(RSR)can curb administrative intervention and create a fair market environment has long been a concern in China.We explore this issue from the perspective of the initial public offering(IPO)preference based on the entropy balancing method,and findings are as follows.First,an IPO ownership preference exists under approval system.That is,state-owned enterprises(SOEs)are more likely than private enterprises to obtain IPO approval.However,RSR significantly changes this preference,especially for non-politically connected private enterprises.Second,the post-IPO market performance of SOEs is inferior to that of private enterprises under approval system,thus excluding the view that approval is prioritized for SOEs because of superior performance.Third,compared with SOEs,private enterprises are more likely to switch the issuance system from approval system to registration system;this change makes it easier for them to obtain IPO approval,indicating that private enterprise owners perceive the registration channel to be fairer.Fourth,the effect of RSR on IPO ownership preference mainly occurs in companies in three major urban agglomerations in China—the Pearl River Delta,the Yangtze River Delta,and the Beijing–Tian jin–Hebei region—and in technology-intensive industries.Collectively,our findings reveal that RSR cultivates a fairer IPO approval process.展开更多

Inrecent years, there have been lots of researches about evaluation of the CFTR, which are, however,mostly qualitative research with little focus on the quantitative research. This paper used the AnalyticHierarchy Process (AHP) and expert assignment method to define the comprehensive evaluation indexes and monitoring indexes of the CFTR. In this study, the authors did a quantitative evaluation of the CFTR in Shaowu, Fujian Province, which was scored as 0.844, indicating more significant effect. The authors investigated 100 farmer households there, and the data showed that the average household income has grown by 49.2% in the 6 years after the CFTR implementation, while the forestry incomehas grown by 108.3%, indicating that farmers’ income increased significantly after the CFTR. Factor analysis shows that CFTR has been the key factor to increase farmers’ income.展开更多

Based on the data of Guizhou and Sichuan province from 2010 to 2019, the efficiency of industrial supply-side structural reform in Guizhou from the horizontal and vertical perspectives is evaluated by using the entropy weight TOPSISI model, and policy suggestions for industrial development in Guizhou are put forward. Results show that:(1) the level of industrial supply-side structural reform in Guizhou was on the rise since 2015, but the development rate had slowed in the past two years, and the gap was obvious with Sichuan;(2) there is a problem of insufficient development imbalance in Guizhou, which is lagging in four aspects, including benefit improvement, innovation-driven, ECO development, and people’s livelihood benefit.

Just because of these additional functions, the household registration system has become complicated, which originally has clear nature. Therefore, only it is necessary to define the legal nature of our country's current household registration system, can executive power be supervised and the rights of citizens get relief.
文摘This article aims to answer the question that if the law of planification of China,really takes account of the objectives of environmental protection.The answer is based on,first of all,the reform of system of land ownership(direct link of the development of urbanization).This article cracks the problem by two approaches:the state and collective property right.The first part of the analysis is macro-perspective,i.e.,the course of land reform and the land users.In general,the state remains the sole owner of all the land and delegates the local governments to manage the use of land in China.However,the high interest undermines their roles,and degradation of environment in the process of urbanization continues.Based on this observation,we analyzed their administration,i.e.,who are the actors and how the powers are shared.The lack of transparency and independence is in its structure,i.e.,they have ambitions to have a good protection but the conflict appears frequently.In the further part,micro-vision was employed.We focused on the regulations of planification,procedures and formalities that is deeply involved.In fact,we find that the volume of law was expanded and a need of consolidation is urgent for the coherence,accessibility and understanding of law.Then it follows the analysis of two typical procedures:the procedure of environmental assessment as well as participation.These procedures are the practical implementation of the consideration of the environment.The fact is that rapid urbanization resulted in a reconfiguration of the urban space,and the appearance of a variety of interests.The degradation of environment,coupled with the importance of urbanization has become a challenge to governance.People realized more and more issues related to housing,welfare and citizenship.This forces the government to change their policies and acts.From different points of views-historical,political,administrative,legal and social-this research determines how a better environmental protection can play in law of planification.The reforms are envisaged,and there are still problems:the harmonization and consistency of the regulations,the clarity of the law for his efficiency and law security,the improvement of the process.Contrary to what is received,the government has intention to solve this question,as demonstrated by his consistency to innovation and reform in the field.At the present,planification,rather than a method of protection,works for the growth of the economy.Due to the lack of effective regulation,the real consideration of environment is still very limited.

The financial marginal reform carded out by the authority has no endogenous solution under the initial conditions such as the dominance of state-owned finance, the lack of market basement for interest forming, of real finance price, administrative approval system, and of market basement for financial supervision.

文摘Whether registration system reform(RSR)can curb administrative intervention and create a fair market environment has long been a concern in China.We explore this issue from the perspective of the initial public offering(IPO)preference based on the entropy balancing method,and findings are as follows.First,an IPO ownership preference exists under approval system.That is,state-owned enterprises(SOEs)are more likely than private enterprises to obtain IPO approval.However,RSR significantly changes this preference,especially for non-politically connected private enterprises.Second,the post-IPO market performance of SOEs is inferior to that of private enterprises under approval system,thus excluding the view that approval is prioritized for SOEs because of superior performance.Third,compared with SOEs,private enterprises are more likely to switch the issuance system from approval system to registration system;this change makes it easier for them to obtain IPO approval,indicating that private enterprise owners perceive the registration channel to be fairer.Fourth,the effect of RSR on IPO ownership preference mainly occurs in companies in three major urban agglomerations in China—the Pearl River Delta,the Yangtze River Delta,and the Beijing–Tian jin–Hebei region—and in technology-intensive industries.Collectively,our findings reveal that RSR cultivates a fairer IPO approval process.

文摘Since 2003, China has carried out the pilot of collective forest tenure reform (CFTR). Inrecent years, there have been lots of researches about evaluation of the CFTR, which are, however,mostly qualitative research with little focus on the quantitative research. This paper used the AnalyticHierarchy Process (AHP) and expert assignment method to define the comprehensive evaluation indexes and monitoring indexes of the CFTR. In this study, the authors did a quantitative evaluation of the CFTR in Shaowu, Fujian Province, which was scored as 0.844, indicating more significant effect. The authors investigated 100 farmer households there, and the data showed that the average household income has grown by 49.2% in the 6 years after the CFTR implementation, while the forestry incomehas grown by 108.3%, indicating that farmers’ income increased significantly after the CFTR. Factor analysis shows that CFTR has been the key factor to increase farmers’ income.
