In a paper conceived about five years ago(“Globalization and Public Goods:Too Big to Tackle?”)roughly a dozen factors were linked to explain important causal paths from globalization to the potential output of publi...In a paper conceived about five years ago(“Globalization and Public Goods:Too Big to Tackle?”)roughly a dozen factors were linked to explain important causal paths from globalization to the potential output of public goods.The Russian invasion of Ukraine,the corona epidemic,and the increased hegemonic rivalry between China and the U.S.interrupted or even destroyed many of the linkages between globalization and potential public good production.About five important detrimental paths involved in the meantime.In the present article we aim at linking what is left from the previous level of globalization or emerging to form a new and simplified causal model for likely linkages between truncated or(re-)emerging globalization,and the deadly needed output of public goods.These linkages refer to rules of climate control,go to trade linkages and arbitrary tariffs and trade interventions.Regime change,regime formation,and alliance restructuring address aspects of domestic rule and international stability.Selectorate theory,regime type,and exit options for political elites provide key explanatory factors in explaining globalization and public goods productions,or their decay.Where possible we use some data and transformation experiences corroborating our arguments.In other instances need for further empirical macro research will become clear.展开更多

For a soft particle system under simple shear, the internal stress showed a range of rate dependency. As the particle concentration increased, the system transitioned from a kinetic gas to a plastic solid. This transition was gradual for low stiffness systems but became more abrupt as the stiffness increased. In this study, the relationship between the granular temperature and pressure is investigated for the same system of particles. The granular temperature is defined as the average kinetic energy per unit volume and the pressure is defined as the trace of the stress tensor. It is found that this pressure-temperature (P-T) curve depicts a sharp turn when the system moves away from the kinetic gas regime. However, no signature is found in the P-T relationship in other regimes.展开更多

Hydro-Electric Projects(HEPs) commissioned in the Western Ghat regions of the Kerala State, India during the last four decades caused considerable changes in the flow regimes of the rivers of the Kerala State in southwest India. In this paper, the Indicators of Hydrologic Alteration(IHA) approach proposed by Richter et al.(1996) is used to analyze flow regime changes in the Periyar and Muvattupuzha Rivers, due to the construction of the Idukki(1976), Idamalayar(1987) and Lower Periyar(1997) HEPs in the high ranges of the Western Ghats. Normal rainfall years(annual rainfall values within mean ± 0.75 standard deviation limits) are only considered in the analysis to focus on hydrologic alterations due to human activities. The mean hydrologic alteration in the Periyar River(deviation from the pre-development hydrologic indicator values) after commissioning of three HEPs is 35%. Inter-basin water transfer after power generation from the Idukki HEP resulted in a higher discharge in the adjacent Muvattupuzha River, leading to considerable changes in the hydroenvironment(mean hydrologic alterations varying between 57 to 63%). IHA parameters showing hydrologic alterations above the 67 th Percentile werefurther analyzed. For each of the pre-construction hydrologic parameters ± 1 standard deviation from the mean is set as the upper and lower management target limits. The values of each IHA parameter beyond these targets are considered as nonattainment. Considerable hydrologic alterations are observed, especially for low flows in both basins. Inter-basin transfer induced larger changes in flow parameters compared to intra-basin regulations. The study shows that under a proper water release and diversion scheme, the non-attainment of IHA parameters(values fall beyond the target limits) can be reduced. The findings of the study will be greatly beneficial to regional water management and restoration of an eco-environmental system in the humid tropical region.展开更多

For design flood estimation, coa...Intense human activities have greatly changed the flood generation conditions in most areas of the world, and have destroyed the consistency in the annual flood peak and volume series. For design flood estimation, coaxial correlation diagram and conceptual hydrological model are two frequently used tools to adjust and reconstruct the flood series under human disturbance. This study took a typical mountain catchment of the Haihe River Basin as an example to investigate the effects of human activities on flood regime and to compare and assess the two adjustment methods. The main purpose is to construct a conceptual hydrological model which can incorporate the effects of human activities. The results show that the coaxial correlation diagram is simple and widely-used, but can only adjust the time series of total flood volumes. Therefore, it is only applicable under certain conditions(e.g. There is a strong link between the flood peaks and volumes and the link is not significantly affected by human activities). The conceptual model is a powerful tool to adjust the time series of both flood peak flows and flood volumes over different durations provided that it is closely related to the catchment hydrological characteristics, specifically accounting for the effects of human activities, and incorporating expert knowledge when estimating or calibrating parameters. In this paper, the definition of ...The restriction of load power, two-valued regulation characteristic, and interference of several loads are observed in power supply systems with a limited capacity of voltage sources. In this paper, the definition of regime in an invariant form through different parameters, of changes of transformation ratio and voltage load is grounded for these circuits with two loads. The approach for interpretation of changes or "kinematics" of load regime is presented by using the conformal and hyperbolic plane. To simplify the task and reveal the basic moments of influence of the limited source power, the static regulation characteristics and idealized models of voltage converters are considered. Geometrical interpretation of a simplified model of multichannel power supply system allows basing the definition of operating regime parameters. Results can be useful for electric circuit theory education and for voltage coordinated control of given loads. Non-Euclidean geometry is a new mathematical apparatus in the electric circuit theory, adequately interprets "kinematics" of circuit, and provides a validation for the introduction and definition of the proposed concepts. From the methodological point, the presented approach is applied for a long time in other scientific domains, as mechanics and biology.展开更多
The massive Russian invasion of Ukraine in 2022 will have unforeseeable effects on the themes addressed here,from international regime change to infra-structural re-orientation to value changes.Here we concentrate on ...The massive Russian invasion of Ukraine in 2022 will have unforeseeable effects on the themes addressed here,from international regime change to infra-structural re-orientation to value changes.Here we concentrate on the positive cycle of effects globalization has brought about before the new war in Europe,mainly economic growth and(some)pressures for democratic development,as well as the negative cycle that originates in(relative)economic decline,elite dissent,even failed states and regime change,often in the direction of counter-democracy.The causal links between 13 independent and intervening variables and public goods as the dependent variable are specified in this explanatory sketch.There is need for broadening the view in explaining causal paths between globalization factors and the production of public goods.In doing that we focus in particular on variables like elite dissent,immigration,and new minorities,all three weakening the capacities of states to respond.Further we state that all four:ecological challenges,economic and social inequality and polarization,regime change,and international terrorism can be viewed as to their joint effects on the production of public goods.Selectorate theory is crucial.It explains political regimes on the base of the size of the selectorate with large(s)electorates producing public goods,as in democracies,and small ones only private ones,as in sultanist regimes and dictatorships.展开更多
Based on the field-survey prototype hydrology data in typical years, the effect during the running periods of different dispatch modes of the Three Gorges Reservoir on the water regimes in Dongting Lake area is compar...Based on the field-survey prototype hydrology data in typical years, the effect during the running periods of different dispatch modes of the Three Gorges Reservoir on the water regimes in Dongting Lake area is comparatively analyzed. The results are shown as follows. (1) The influence periods are from 25 May to 10 June, from 1 July to 31 August, from 15 September to 31 October and from December to the next April, among which the influence of the water-supplement dispatch in the dry season is not very sensitive. (2) During the period under the pre-discharge dispatch, the runoff volume slightly increases as well as both the average water level and the highest water level rise in the usual year. While in the wet and dry years, the average increase in the runoff volume is 40.25×1 08 m3 and the average rises of the average water level and the highest water level are both 1.06 m. (3) As for the flood-storage dispatch, the flood volume increases slightly, in the dry and wet years, the flood volume, the average water level and the highest water level averagely reduce by 444.02×108 m3, 2.64 m and 1.42 m respectively. (4) Under the water-storage dispatch, the runoff volume slightly in- creases and the water level heightens in a sort in the usual year. And in the dry and wet years the average decreases in the runoff volume, the average water leve/and the highest water levels are respectively 185.27×108 m3, 3.13 m and 2.14 m. (5) During the period under the water-supplement dispatch, the runoff volume, the average water level and the highest water levels averagely decline by 337.7×108 m3, 1.89 m and 2.39 m respectively in the usual and wet years.
