The aim of this paper is to provide an evaluation framework that can be used for the assessment of sustainable regional development using multi criteria linked to development scenarios set by stakeholders. This study was carried out in Jambi Province in Indonesia where balancing sustainable development is constrained by the fact that conservation areas make up the majority of the region. The study employs four alternative policy scenarios for regional sustainable development: (1) business as usual; (2) development based on regional competitiveness; (3) development based on local resources; and (4) regional development based on non-extractive scenario. These four scenarios were assessed using the FLAG Model and the Imprecise Decision Model. Results from analysis show that development policy scenarios based on utilization of local resources and non-extractive economic activities are the most sustainable way of regional development. The study shows the trade-off among policy scenarios must be faced by policy makers in the region either to pursue high economic growth at the cost of the environment or vice versa.展开更多

It concluded that SEA could be improved by the following recommendations: incorporating SEA in decision-making process, selecting experimental units for SEA trial run, and developing strategic evaluation tools and techniques. SEA can provide appropriate and up-to-date information on the impact of human activity on environment in the process of urbanization, and develop a plan of action targeting implementation of intervention for the rehabilitation and preservation of the ecological stability of a city. Assessment methods that exist so far usually only use an indicator system for making sustainable judgement. These indicators rarely reflect dynamic characteristics. However, sustainable development is influenced by changes in the social\|economic system and in the eco\|environmental system at different times. Besides the spatial character, sustainable development has a temporal character that can not be neglected; therefore the research system should also be dynamic. This paper focuses on this dynamic trait, so that the assessment results obtained provide more information for judgements in decision\|making processes. Firstly the dynamic characteristics of sustainable development are analyzed, which point to a track of sustainable development that is an upward undulating curve. At first,an index system of agricultural sustainable development in China is built up, which includes 5supporting subsystems of agricultural resources, agricultural development, environment andecosystem, rural society, sciences-education and management. We selected 95 factors on provinciallevel as basic indexes. Second, a relative assets/debt assessing method is used to gain relative netassets values (relative superiority) of every provincial unit, which are as supporting data forassessment. We also overlaid the Administrative Divisions Map of China and the Map of IntegratedAgricultural Regionalization of China by Geography Information System (GIS) to gain the area unitsof assessment. Third, according to the relative coherence principle of regionalizaticn, we transformadministration units to natural units through homogenizing all provincial relative net assetsvalues in every agricultural assessing unit. After making order and grade, we complete thesustainable developing capability assessment to integrated agricultural regionalization in China.The assessing outcome shows that the total sustainable agricultural developing capability of Chinais not high. Only about 1 /3 in number or in area has reached the level of agricultural sustainabledevelopment. The relative net assets values exists a reducing trend from East China to West China.It needs a long period and great efforts to realize sustainable agricultural development over allChina. Based on quantitative study of RSD fro...Since the 1990s, with the in-depth study and understanding of sustainable development, quantitative study of regional sustainable development (RSD) was increasingly hot in China. Based on quantitative study of RSD from Core Periodical in China National Knowledge Infrastructure (1992–2008), statistical analysis on the annual distribution, periodicals distribution and changes of the distribution were made. And from perspectives of social–economic, ecological, systematic and emerging methods, the course, problems and trends of the quantitative study methods on RSD were examined and analyzed to get a clear summary. By the review, the context on the quantitative study of RSD was to be clarified. The study also showed that, primarily, fields involving quantitative study are expanding; second, big progresses and constant development have been made on the systematic method gradually sophisticated, the flourishing ecological method and emerging new methods in the context of cross and integration which has made complex integrated systems a more satisfactory solution; third, the method system has been more multi-angled, and the clues of independent innovation have been observed despite the fact that the introduction of imported method is the main trend. Although many problems exist, multi-scale study, dynamic timeseries study and inter-regional comparative study will be further exploited and increasingly carried out with the progress of spatial information technology, which would boost the development and application of new methods in RSD study.展开更多

This paper analyzes the eco-geological environmental problems and factors affecting Ganzhou, a mining city in the red soil hilly region,based on field survey and literature. The ecogeological environment quality(EGEQ) assessment system, which covered 11 indicators in physical geography, mining development, geological hazards,as well as water and soil pollution, was established through multi-source data utilization such as remote sensing images, DEM(Digital Elevation Model), field survey and on-site monitoring data. The comprehensive weight of each indicator was calculated through the Analytic Hierarchy Process(AHP) and entropy method. The eco-geological environment assessment map was developed by calculating the EGEQ value through the linear weighted method. The assessment results show that the EGEQ was classified into I-V grades from excellent to worse, among which, EGEQ of I-II accounted for 29.88%, EGEQ of III accounted for 32.35% and EGEQ of IV-V accounted for 37.77%;the overall EGEQ of Ganzhou was moderate. The assessment system utilized in this research provides scientific and accurate results, which in turn enable the proposal of some tangible protection suggestions.展开更多

The results indicate that the most important areas for protection in Hebei Province are forest and meadow ecosystems in some highlands around Xiaowutai Mountain, Wuling Mountain, North Hebei, Taihang Mountain and East Hebei; grass ecosystems in part of plateau area and North Hebei; and some scattered wetlands in the plain and inshore areas. Special attention is given to shrinking regions, characterized by economic decline, demographic change, and high unemployment rates. In these regions, vast terrain is abandoned and falls derelict. A geographic information system (GIS) based multi-criteria decision tool is introduced to determine the reuse potential of derelict terrain, to investigate the possible reuse options (housing, business and trade, industry, services, tourism and leisure, and re-greening), and to visualize the best reuse options for groups of sites on a regional scale. Achievement functions for attribute data are presented to assess the best reuse options based on a multi-attribute technique. The assessment tool developed is applied to a model region in Germany. The application of the assessment tool enables communities to become aware of their resources of derelict land and their reuse potential.展开更多

The water quality of thesea area was analyzed by principal component analysis and single factor index method. [Result] Except for that the control area of the August 2014voyage belonged to IIclass sea water standard, the water quality in other stations of all voyages conformed toIclass sea water standard. Totally 20water quality indicators were synthesized into six principal components using principal component analysis, which explained 79.165% of the results;the principal component score was ranged from -1.536 to 3.706; the score in August 2014 was the highest, and the evaluation results were basicallyconsistent with the results of single factor index analysis. The life cycle assessment (LCA) is an important method because it allows an environment accounting, where the extraction of natural resources and energy of the nature are considered and the "returns" to the same one and allows in evaluating relative potential the environment impacts generated. The present work had as objective to make an analysis of material and energy flows of the life cycle of three types of packaging for soft drinks: glass bottles of 390 mL, aluminum cans of 350 mL, and bottles of PET of 2,000 mL. The study considered processes since the extraction of raw materials for production of the packaging until the stages of recycling, after the consumption of the soft drink. For the research, an inventory analysis followed the LCA methodology. The main critical points of generation of negative environmental impact during the life cycle of each packaging had been the identified and quantified data in this study. The consumption of natural resources like water and other raw materials and energy, the generation of atmospheric emissions, solid wastes and wastewaters had been the analyzed categories. The results showed that, in accordance with the scenes and defined variables, the most important conclusion was that the bottle of glass presented a less favorable scene to the environment in comparison with other packaging.展开更多

Therefore, from the design, construction, operation and maintenance stages of the built infrastructural systems; cognizance must be taken of the associated factors and their significance. In considering these indices, the experts will save lots of resources wastage thereby integrating new technologies into the full life cycle of the infrastructure. In this paper, two sets of building infrastructure professionals were assessed. These are the corporate building organization (CBO) and the Operators from two shopping malls within the UK. Thirty-four factors regarding the sustainable building infrastructure appraisal were identified through literature reviews. These characteristics were accordingly classified into two factors (group I and II) and a comparative analysis of their influence conducted. Priority rating of the factors assessment on building infrastructure was through structured, administered survey amongst professionals within these organizations. Information of this survey revealed that the experts maintained a strong concordance in rating these factors. As a result, the associated factors have relatively substantial degree of influence in this context. Further indications of the result in groups I and II are that the CBO experts have indicated the infrastructure size, planning and design as the key factors. Also, the type of building characteristic was among others as the top and bottom marked cases. Similarly, the Operators too have maintained that a proper infrastructure design should incorporate a good policy framework for efficient energy saving fixtures and conservation. Additionally, the installation of quality equipment promotes cost savings of the resources and a just-in-time maintenance of the infrastructure at large. The maintain as-we-go philosophy characteristic was not strongly encouraged in this case.展开更多

文摘Based on the provincial units evaluation, this paper makes an assessment forsustainable developing capability of the integrated agricultural regionalization in China. At first,an index system of agricultural sustainable development in China is built up, which includes 5supporting subsystems of agricultural resources, agricultural development, environment andecosystem, rural society, sciences-education and management. We selected 95 factors on provinciallevel as basic indexes. Second, a relative assets/debt assessing method is used to gain relative netassets values (relative superiority) of every provincial unit, which are as supporting data forassessment. We also overlaid the Administrative Divisions Map of China and the Map of IntegratedAgricultural Regionalization of China by Geography Information System (GIS) to gain the area unitsof assessment. Third, according to the relative coherence principle of regionalizaticn, we transformadministration units to natural units through homogenizing all provincial relative net assetsvalues in every agricultural assessing unit. After making order and grade, we complete thesustainable developing capability assessment to integrated agricultural regionalization in China.The assessing outcome shows that the total sustainable agricultural developing capability of Chinais not high. Only about 1 /3 in number or in area has reached the level of agricultural sustainabledevelopment. The relative net assets values exists a reducing trend from East China to West China.It needs a long period and great efforts to realize sustainable agricultural development over allChina. Finally, there is a discussion to the study method.

文摘Since the 1990s, with the in-depth study and understanding of sustainable development, quantitative study of regional sustainable development (RSD) was increasingly hot in China. Based on quantitative study of RSD from Core Periodical in China National Knowledge Infrastructure (1992–2008), statistical analysis on the annual distribution, periodicals distribution and changes of the distribution were made. And from perspectives of social–economic, ecological, systematic and emerging methods, the course, problems and trends of the quantitative study methods on RSD were examined and analyzed to get a clear summary. By the review, the context on the quantitative study of RSD was to be clarified. The study also showed that, primarily, fields involving quantitative study are expanding; second, big progresses and constant development have been made on the systematic method gradually sophisticated, the flourishing ecological method and emerging new methods in the context of cross and integration which has made complex integrated systems a more satisfactory solution; third, the method system has been more multi-angled, and the clues of independent innovation have been observed despite the fact that the introduction of imported method is the main trend. Although many problems exist, multi-scale study, dynamic timeseries study and inter-regional comparative study will be further exploited and increasingly carried out with the progress of spatial information technology, which would boost the development and application of new methods in RSD study.

文摘High-intensity and large-scale resource development seriously threatens the fragile ecological environment in the red soil hilly region in southern China. This paper analyzes the eco-geological environmental problems and factors affecting Ganzhou, a mining city in the red soil hilly region,based on field survey and literature. The ecogeological environment quality(EGEQ) assessment system, which covered 11 indicators in physical geography, mining development, geological hazards,as well as water and soil pollution, was established through multi-source data utilization such as remote sensing images, DEM(Digital Elevation Model), field survey and on-site monitoring data. The comprehensive weight of each indicator was calculated through the Analytic Hierarchy Process(AHP) and entropy method. The eco-geological environment assessment map was developed by calculating the EGEQ value through the linear weighted method. The assessment results show that the EGEQ was classified into I-V grades from excellent to worse, among which, EGEQ of I-II accounted for 29.88%, EGEQ of III accounted for 32.35% and EGEQ of IV-V accounted for 37.77%;the overall EGEQ of Ganzhou was moderate. The assessment system utilized in this research provides scientific and accurate results, which in turn enable the proposal of some tangible protection suggestions.

文摘Aiming at providing theoretical basis for effective protection of biodiversity, the study presents a cascade method which combines both qualitative and quantitative methods, incorporates basic data with RS(remote sense) technology, and ranks the ecosystems according to its ability of biodiversity sustainability in Hebei Province. The results indicate that the most important areas for protection in Hebei Province are forest and meadow ecosystems in some highlands around Xiaowutai Mountain, Wuling Mountain, North Hebei, Taihang Mountain and East Hebei; grass ecosystems in part of plateau area and North Hebei; and some scattered wetlands in the plain and inshore areas. This method is suitable for undertaking large-scale investigations especially when the data are not adequate or unevenly distributed spatially.

文摘This paper focuses on land resource consumption due to urban sprawl. Special attention is given to shrinking regions, characterized by economic decline, demographic change, and high unemployment rates. In these regions, vast terrain is abandoned and falls derelict. A geographic information system (GIS) based multi-criteria decision tool is introduced to determine the reuse potential of derelict terrain, to investigate the possible reuse options (housing, business and trade, industry, services, tourism and leisure, and re-greening), and to visualize the best reuse options for groups of sites on a regional scale. Achievement functions for attribute data are presented to assess the best reuse options based on a multi-attribute technique. The assessment tool developed is applied to a model region in Germany. The application of the assessment tool enables communities to become aware of their resources of derelict land and their reuse potential.

文摘[Objective] The paper was to evaluate the water quality environment in Dachangshan artificial habitat development demonstration area.[Method] From 2013 to 2015, an environmental survey was conducted for eight voyages in Dachangshan artificial habitat development demonstration area of Changhai County, Dalian City, and 20 hydrochemical indexes including salinity, pH, and COD were monitored. The water quality of thesea area was analyzed by principal component analysis and single factor index method. [Result] Except for that the control area of the August 2014voyage belonged to IIclass sea water standard, the water quality in other stations of all voyages conformed toIclass sea water standard. Totally 20water quality indicators were synthesized into six principal components using principal component analysis, which explained 79.165% of the results;the principal component score was ranged from -1.536 to 3.706; the score in August 2014 was the highest, and the evaluation results were basicallyconsistent with the results of single factor index analysis. [Conclusion] The overall water quality is good in Dachangshan artificial habitat development demonstration area.
文摘The knowledge of a product's life cycle is the first step on the search of sustainable development. The life cycle assessment (LCA) is an important method because it allows an environment accounting, where the extraction of natural resources and energy of the nature are considered and the "returns" to the same one and allows in evaluating relative potential the environment impacts generated. The present work had as objective to make an analysis of material and energy flows of the life cycle of three types of packaging for soft drinks: glass bottles of 390 mL, aluminum cans of 350 mL, and bottles of PET of 2,000 mL. The study considered processes since the extraction of raw materials for production of the packaging until the stages of recycling, after the consumption of the soft drink. For the research, an inventory analysis followed the LCA methodology. The main critical points of generation of negative environmental impact during the life cycle of each packaging had been the identified and quantified data in this study. The consumption of natural resources like water and other raw materials and energy, the generation of atmospheric emissions, solid wastes and wastewaters had been the analyzed categories. The results showed that, in accordance with the scenes and defined variables, the most important conclusion was that the bottle of glass presented a less favorable scene to the environment in comparison with other packaging.
文摘Considering the characteristics of the communication industry,the sustainable development requirements of the enterprise,the synergy between current and future development and the external stakeholder interest of the enterprise,the sustainable development index system of telecom operator was constructed with three aspects: operation management ability,innovation development ability and strategic leading ability. The index system was designed and a careful case of a telecom operator and its subsidiaries was also studied. The design elements and assessment requirements of the index were also presented clearly. The evaluation and analysis of the index can help enterprises effectively identify the key shortcomings of sustainable development,and better improve the sustainable development ability.
文摘A proper infrastructure assessment in the contemporary engineering world has become very crucial due to the palpable resources challenges. Therefore, from the design, construction, operation and maintenance stages of the built infrastructural systems; cognizance must be taken of the associated factors and their significance. In considering these indices, the experts will save lots of resources wastage thereby integrating new technologies into the full life cycle of the infrastructure. In this paper, two sets of building infrastructure professionals were assessed. These are the corporate building organization (CBO) and the Operators from two shopping malls within the UK. Thirty-four factors regarding the sustainable building infrastructure appraisal were identified through literature reviews. These characteristics were accordingly classified into two factors (group I and II) and a comparative analysis of their influence conducted. Priority rating of the factors assessment on building infrastructure was through structured, administered survey amongst professionals within these organizations. Information of this survey revealed that the experts maintained a strong concordance in rating these factors. As a result, the associated factors have relatively substantial degree of influence in this context. Further indications of the result in groups I and II are that the CBO experts have indicated the infrastructure size, planning and design as the key factors. Also, the type of building characteristic was among others as the top and bottom marked cases. Similarly, the Operators too have maintained that a proper infrastructure design should incorporate a good policy framework for efficient energy saving fixtures and conservation. Additionally, the installation of quality equipment promotes cost savings of the resources and a just-in-time maintenance of the infrastructure at large. The maintain as-we-go philosophy characteristic was not strongly encouraged in this case.
