Based on the background of the revitalization of Northeast China and industrial transformation, with the goal of serving society with design, leading the future with design, and revitalizing the economy with design,we adhere to the innovative, comprehensive and cultural design talent cultivation concept, fully practice the“student-centered,output-oriented,continuously-improving”educational philosophy taking quality as the first priority, and continuously improve the theoretical system and implementation path for cultivation of postgraduate talents in design science, hoping to optimize the entire process of talent cultivation.Meanwhile,on the basis of“fostering character and civic virtue, cultivating people in a three-all manner, and cultivating people from five aspects simultaneously”,we cultivate high-quality design talents with brand-new models and ideas, through a series of educational reform measures, such as strategic cooperation, resource integration, systematic sorting, quality improvement, standard formulation, strengthening characteristics, platform construction,so that the quality of talents and social development can be perfectly integrated and mutually assist each other to achieve a win-win effect, and the training of design talents can be implemented and serve the society. 展开更多

Measuring the economic and social effects of the Northeast China Revitalization Strategy is critical to addressing regional sustainable development in China. To shed light on this issue, an integrated perspective was adopted that is combined with the difference-in-differences method to measure the effects of the strategy on economic growth and social development in Northeast China. The findings suggest that the strategy has significantly improved regional economic growth and per-capita income by increasing its gross domestic product(GDP) and GDP per capita by 25.70% and 46.00%, respectively. However, the strategy has significantly worsened the regional employment in the secondary industry of the region. In addition, the strategy has not significantly improved regional infrastructural road, education investment or social security, and has had no significant effect on mitigating regional disparity. In addition, the policy effects are highly heterogeneous across cities based on city size and characteristics. Therefore, there is no simple answer regarding whether the Northeast China Revitalization Strategy has reached its original goals from an integrated perspective. The next phase of the strategy should emphasize improving research and development(R&D) and human capital investments based on urban heterogeneity to prevent conservative path-dependency and the lock-in of outdated technologies. 展开更多

Northeast China is the largest old industrial base of China that endured persistent influence of the past planned economy system. This region has lost its leading place since the reform and opening up, and became a backward region by contrast with the coastal areas. This paper elaborates the evolutionary process of the old industrial base of Northeast China, analyses the main reasons for the decline, gives a preliminary evaluation on the revitalizing polices in recent years, and points out major long-term challenges for future revitalization. It concludes that for Northeast China, a relative declining area: 1) it is indispensable to get the long-term policy support from the central government; 2) system reform and structure adjustment are the crucial strategies, particularly the reform of the large and medium state-owned enterprises; and devel-oping new industries is as important as upgrading traditional advantaged industries; 3) the local governments should play an indirect role, avoiding from any unnecessary intervention on economic activity; and 4) social security and investment climate must be improved simultaneously. In addition, the author stresses that the lack of knowledge on the nature of old industrial base had led to failures of the past initiatives, and revitalizing the old industrial base should be treated as a holis-tic regional project including economy growth, society progress and environment improvement. 展开更多

This paper looks at the agricultural heritage potential of the tameike reservoirs in Japan, through a case study of the Kunisaki Peninsula, which was recognized as a Globally Important Agricultural Heritage System (GIAHS) in May,2013.The "tameike" in this area are small scale ponds storing spring water or water flowing through the short and rapid rivers of the area.Tameike construction in Kunisaki is found to be closely associated with the spread of wet rice cultivation and forestry. Most existing reservoirs were built during the Edo Period (1603-1867),and were managed through traditional farming knowhow till the postwar period. However, rapid decline in the use and ecosystem functions of these reservoirs ensued from the years of economic development, and at present, total number of these reservoirs has fallen to nearly one-third,compared to the pre-Meiji time. The GIAHS initiative is trying to reevaluate the ecosystem functions and knowledge systems associated with these reservoirs and link them to rural revitalization efforts. This article is based on both literature survey and field based research with regional coordinators, and comes to the conclusion that proper management of these reservoirs can successfully reinvigorate a culture of resource circulation, that defined the agri-heritage of Kunisaki area in historical times. 展开更多
