With the continuous development of network func-tions virtualization(NFV)and software-defined networking(SDN)technologies and the explosive growth of network traffic,the requirement for computing resources in the network has risen sharply.Due to the high cost of edge computing resources,coordinating the cloud and edge computing resources to improve the utilization efficiency of edge computing resources is still a considerable challenge.In this paper,we focus on optimiz-ing the placement of network services in cloud-edge environ-ments to maximize the efficiency.It is first proved that,in cloud-edge environments,placing one service function chain(SFC)integrally in the cloud or at the edge can improve the utilization efficiency of edge resources.Then a virtual network function(VNF)performance-resource(P-R)function is proposed to repre-sent the relationship between the VNF instance computing per-formance and the allocated computing resource.To select the SFCs that are most suitable to deploy at the edge,a VNF place-ment and resource allocation model is built to configure each VNF with its particular P-R function.Moreover,a heuristic recur-sive algorithm is designed called the recursive algorithm for max edge throughput(RMET)to solve the model.Through simula-tions on two scenarios,it is verified that RMET can improve the utilization efficiency of edge computing resources. 展开更多

Evaluations of resources and environmental carrying capacities (GRECC)are the premise of land space planning and use control.Resource allocations and environmental capacity are the basic conditions that restrict development in a region.In this paper,based on a systematic review of China's geological environment,groundwater resources,mineral resources,other geological resources and the environmental carrying capacity research status,the relationship between the natural resource environmental system and the socio-economic system is studied.Then a "coordination theory of resources and environmental carrying"is proposed.Next,on the basis of an evaluation experiment performed at different scales and for different types of regions,the technical methods for an evaluation of the geological resources and environmental carrying capacity at the regional (inter-provincial)and provincial scales in China are established for the first time.This paper presents a standardized method based on technical ideas, evaluation methods,and index systems for geological resource and environmental carrying capacity evaluation.Finally,an evaluation of the groundwater resource carrying capacity in China is used as an example for the demonstration of the groundwater resource background and use of state evaluation methods. 展开更多

This study identifies the carrying state and value of Tibet’s resource and environmental carrying capacity.A new theoretical framework is proposed for exploring the resource and environmental carrying capacity based on two perspectives of“growth limit”and“stability of Human-Earth relationship system”.On this basis,an ideal growth model that accords with the“short board”effect is established to predict the population limitation.Analytical results show that the holistic state of resource and environmental carrying capacity in Tibet is in jeopardy.From 2010 to 2016,Tibet’s carrying state continued to decline,moreover,the negative forces still overwhelm the positive forces.Although the resource reserves still have room for more population,the environmental capacity and ecological capacity have been overloaded.Meanwhile,the Human-Earth relationship system is in an unstable stage.Three scenarios that respond to different socioeconomic developments are implemented to predict the population limitation of resource and environmental carrying capacity in Tibet;thus,authors argue that Tibet should keep its population size within 4 million around 2025.This research will provide reference for sustainable development and resources and environmental conservation in Tibet. 展开更多

Traditional coal mining and utilisation patterns are severely detrimental to natural resources and environments and significantly impede safe, low-carbon, clean, and sustainable utilisation of coal resources. Based on the idea of in situ fluidized coal mining that aims to transform solid coal into liquid or gas and transports the fluidized resources to the ground to ensure safe mining and low-carbon and clean utilisation, in this study, we report on a novel in situ unmanned automatic mining method. This includes a flexible, earthworm-like unmanned automatic mining machine (UAMM) and a coal mine layout for in situ fluidized coal mining suitable for the UAMM. The technological and economic advantages and the carbon emission reduction of the UAMM-based in situ fluidized mining in contrast to traditional mining technologies are evaluated as well. The development trends and possible challenges to this design are also discussed. It is estimated that the proposed method costs approximately 49% of traditional coal mining costs. The UAMM-based in situ fluidized mining and transformation method will reduce CO2 emissions by at least 94.9% compared to traditional coal mining and utilisation methods. The proposed approach is expected to achieve safe and environmentally friendly coal mining as well as lowcarbon and clean utilisation of coal. 展开更多

Problems in water-land resources and environmental quality increase with the fast economic development in the coastal region of southeastern China. This region has the highest density in population, industry and towns in China, and the large export-oriented economy makes itself a strategic importance while China enters into international markets. The problems facing to this region include arable land reduction, land degradation aggravation, high percentage of built-up land with high rate of expansion, expanded non-point pollution, deteriorated water quality, decreasing biodiversity, destroyed ecosystems, severe air pollution, frequently occurred acid rain, and multi-pollutants. The important research fields in the near future should include a) influence of high-intensity exploitation of resources on changes of environment quality and its feedback; b) interface processes, key mechanisms and adjustment principles for degradation of water-, land-, and air-resources and environmental quality; c) evolvement processes and nurturing theory of biodiversity and ecological resources; and d) spatio-temporal variation and human-induced effects on regional resources and environment quality. Strategies for sustainable development in the region are as follows: a) controlling to ensure basic cultivated land area; b) enforcing remediation of polluted water environment, and controlling non-point pollution; c) strengthening ecological construction and ecological security; and d) controlling multi-pollution and preventing trace toxic pollutants. 展开更多

Compared the total agricultural production (TAP) of the 5 counties in Huizhou City with that of the corresponding 5 counties in Zhaoqing City during the period from 1980 to 1996, it can be seen that the TAP growth rate of the 5 counties in Huizhou City had been a little higher than that of the 5 corresponding counties in Zhaoqing City before 1983, but has been becoming lower than the latter since 1984, and the agricultural production in Huizhou City has been gradually becoming lag behind that in Zhaoqing City since then. The TAP loss in Huizhou City kept above 3×10 8 yuan every year since 1986. Detailed investigation shows that the acid rain caused by the atmospheric pollution may be the main cause for the lower productivity of the land in Huizhou City. The atmospheric pollution arisen from rapid and extensive development of the economy in the Zhujiang(Pearl) River Delta Region has already greatly reduced the load capacity of the natural resources in Huizhou City and severely affected the sustainable development of the region. 展开更多

Dongying City, which is the most important central city in the Yellow River Delta, is located in the estuary of the Yellow River. With a short land formation time, ecological environment is very weak in this area. To realize the sustainable economic development of the Yellow River Delta, resource environment and resource environmental bearing capacity(REBC) must be improved. This study builds assessment system of regional REBC through resource and economic characteristics in Yellow River Delta and uses principal component analysis(PCA) method to evaluate REBC of five counties and districts in Dongying City in 2011-2015 on the dimensions of time and space. Results show that, on the time dimension, Guangrao County is ranked first, Dongying district second for four years and Hekou and Kenli districts with lower ranks in 2012-2015, indicating that more attention needs to be paid to REBC of Hekou and Dongying districts and these two districts should be included into key monitoring areas. From space scale, REBC in five counties and districts has been gradually improving. In order to further develop REBC in Dongying City, measures such as intensifying protection of urban ecological environment and developing circular economy, etc. should be implemented. 展开更多

Along with the rapid growth of economy in the postreform period after 1979,China has faced severe problems of resource overusing and environmental degradation which would threaten the sustainable development of economy and society.This article explores an effective mechanism of managing resource and environment in China.It examines some major resource and environmental issues,and constructs a framework of institution innovation to cover three sectors(government,market and society) . In addition,the article analyzes their experience and evaluation in resource management and environmental conservation during the transitional period.We argue that the combination of market regulation,government intervention and public participation is an effective way of allocating resource and protecting environment. Some suggestions are put forward to balance the relationship between them,including coordinating role of government and market,building platform for market operation and creating an atmosphere of public participation. 展开更多

China Seabuckthorn Ecological Project has been implemented for a decade (from 1999 to 2008) with an increasing seabuckthorn area of 1642.83 km2 in?the Sandstone Areas of Shanxi, Shaanxi and Inner Mongolia—the most serious soil erosion area in China. The vast artificial seabuckthorn forest’s value in environmental resource is assessed via 7 indicators on first-level, 15 indicators on secondary level and 35 indicators on third level in this research. As of 2008, the seabuckthorn environmental resource value is 10.017 billion RMB Yuan, which equals to 37.1 times of the project’s total investment of 0.27 billion RMB Yuan. It is proposed in this research that the external economical values such as soil and water conservation, windbreak and sand-fixation can be realized through relative national policies and taxes. Carbon-fixation and oxygen-producing value can be achieved through the international carbon trade. 展开更多

The reason why materials on earth are divided into "resources" and "waste" is fundamentally dependent on the level of industrial technology and the scale of industrial demand. The only viable option for humans to end their resource and environmental predicament is to resolutely and efficiently push forward industrialization. At present, China’s industrial development is still at a stage of severe resource and environmental deterioration. The fact that industrial production activity is becoming cleaner does not mean that industrial production has reached the satisfactory level of resource conservation and environmental protection. On the contrary, as China is still at the intermediate stage of industrialization, it is imperative to go ahead with massive resource consumption amid heavy industrial development. China’s industrial production has led to severe resource waste and environmental pollution. Therefore, strengthening resource and environmental regulation and enhancing regulatory effectiveness are still a very important, though tough, issue for China to address in its industrialization process at the present time. The fundamental objectives of government regulation of resources and the environment are: i) to realize the viable objective of resource conservation and environmental protection; and ii) to maintain an effective order of fair competition. An effective and feasible way toward resource and environmental regulation is to realize the resource conservation and environmental protection policy objectives and help improve the long-term industrial and corporate competitiveness, with a special emphasis on boosting the international competitiveness of China’s industry under the rule of fair competition. Moderate and reasonable regulatory intensity requires imposing effective constraints on corporate behavior without going beyond the maximum level of affordability dictated by the current level of industrial and corporate competitiveness, with a special focus on striking the right balance between the principles of economic efficiency and social benefits. 展开更多
