In South Africa, the nuclear forensics approach and its functions hosted and managed by Necsa, in support of any nuclear security investigations, start from the incident scene when the nuclear or radioactive material ...In South Africa, the nuclear forensics approach and its functions hosted and managed by Necsa, in support of any nuclear security investigations, start from the incident scene when the nuclear or radioactive material (that is out of regulatory control) is being handled and handed over to Necsa Emergency Control Centre by the South African law enforcement agencies in the presence of NOMS Department official. The main objective of this approach is to increase the credibility status of the chain of custody on the handling of the material during incident (crime) scene management process (for both nuclear forensics and traditional forensic evidence collection) and its transportation from the scene to the suitable storage facility at Necsa. Aspects to be looked into during the response process include interactions between law enforcement agencies, Necsa relevant departments and the National Nuclear Regulator of South Africa. This paper focuses on the entire whole response process and associated prior arrangements, in order to show and provide a set of requirements attached to the material, the scope of critical relevant technical and law enforcement information that to be acquired by all parties involving and participating in the nuclear/radiological incident or event response process before the material is authorized for storage at a suitably qualified Necsa's nuclear forensics, which is dedicated storage facility on Pelindaba site.展开更多

Helicopter plays an increasingly significant role in Maritime Search and Rescue(MSAR),and it will perform MSAR mission based on response plans when an accident occurs.Thus the rationality of response plan determines t...Helicopter plays an increasingly significant role in Maritime Search and Rescue(MSAR),and it will perform MSAR mission based on response plans when an accident occurs.Thus the rationality of response plan determines the success of MSAR mission to a large extent.However,with the impact of many uncertainty factors,it is difficult to evaluate response plans comprehensively before performing them.Aiming at these problems,an evaluation framework of helicopter MSAR response plan named UMAD is proposed in this paper,which reveals the influence mechanism of uncertainty factors based on Multi-Agent method and analyzes the mission flow based on Discrete Event System(DEVS)method.Furthermore,the evaluation criterion and indicators of response plan are extracted from the aspects of safety and effectiveness.Meanwhile,the Monte Carlo method is adapted to calculate the probability distribution and robustness of response plan comprehensive result.Finally,in order to illustrate the validity of this method,it is discussed and verified by an application example of evaluating multiple response plans to the same MSAR scenario.The results show that this method can analyze the influence of uncertainty more systematically and optimize response plans more comprehensively.展开更多
As low and lower-middle social groups account for a great proportion of the total population in China and their status in society is special,it is of great social and practical significance to study their housing cond...As low and lower-middle social groups account for a great proportion of the total population in China and their status in society is special,it is of great social and practical significance to study their housing conditions and characteristics.Based on research at home and abroad,this paper defines the basic characteristics of low and lower-middle social groups in China,and elaborates the definition and connotation of housing marginalization,thereby proposing that these residents in the Chinese city are facing a problem of housing marginalization.According to data from the fifth and sixth population census and statistical yearbooks of Chengdu,it reveals changes in housing location,housing tenure structure,and housing quality of the study group between 2000 to 2010 by means of spatial and statistical analysis,which indicates that the low and lower-middle social groups are facing the three trends of"living in outskirts,""predicament in tenure selectivity of housing,"and"impoverishment of housing quality."In response to these trends,three planning suggestions are proposed:①to establish"housing policy areas"suitable for the group of residents to reside and work;②to innovate policy measures to support the low and lower-middle social groups to rent and purchase houses within these areas;③to guide the residents to integrate into the community life circle in these areas so as to avoid poverty concentration.展开更多
