An Empirical Study on the Revitalization of Rural Areas Served by Banking and Financial Institutions in Jingzhou City,Hubei Province

In the implementation of the rural revitalization strategy,the banking and financial institutions in Jingzhou City,Hubei Province,under the guidance of the Jingzhou Branch of the People's Bank of China,strive to improve and develop the financial service system adapted to the characteristics of the countryside in the new period.It has innovated financial service products,improved the quality and efficiency of financial services,increased financial support,and achieved remarkable results.On the basis of the investigation,combined with the relevant written materials and statistical data collected,this paper makes an empirical study on the reality of the city's banking and financial institutions serving the revitalization of rural areas.

Research on the Development of City Financial Systems under the Rural Revitalization Strategy

The implementation of the rural revitalization strategy can provide a better solution for problems such as the“three rural”development limitations and the imbalance of urban and rural economic development as it is the key to comprehensive building of a well-off society.Based on Linhai City’s finance status,this article analyzes the financial needs of the city for a better economic development under the rural revitalization strategy which prioritizes the policy of building a city financial system.The city’s financial system should be organized in a multi-level stucture for better economic development.This will improve the credit system of villages and towns,strengthen agricultural product innovation financially,and improve the finances of rural residents.

On Ocean Writing in The Man Who Has Never Seen the Sea

The Man Who Has Never Seen the Sea is one of the short works of the famous contemporary French writerJean-Marie Gustave Le Clézio, who is one of the representative writers of French New Fables in the second half ofthe 20th century. Since that time, the progress of industrial civilization and the rapid development of science andtechnology have had a negative impact on the human condition, and spiritual civilization has gradually beenovertaken by material civilization. The writer’s works pay close attention to the material and mental state of humanexistence, question the confusion in contemporary civilization, and explore the distorted human nature under thecover of material civilization. Through analyzing the ocean writing in The Man Who Has Never Seen the Sea, thispaper explores the protagonist’s escape under the pressure of material society and his pursuit of a free life in theembrace of the ocean, with a view to drawing attention to the social and civilization themes of Clézio’s shortstories.

Labor Flow Characteristics of Taian City in the Context of Rural Revitalization

[Objectives] To analyze and study the characteristics of rural labor flow to the tourism industry in Taian City of Shandong Province,and propose some measures for solving the problems of labor support in the development of rural tourism in Taian City. [Methods]The indicators were analyzed using the time series based on the relevant data on the labor employment and flow of rural households in Taian City in2005-2013. [Results] In Taian City,the number of rural laborers engaged in the primary industry decreased at the rate of 96 people/year,while the number of laborers engaged in the secondary and tertiary industries increased at the rate of 29 people/year and 3 people/year,respectively. The proportion of the three traditional tourism elements of transportation,lodging and catering in the tourism industry has been fluctuating,and the minimum was not lower than 30%. The recreational category was decreasing year by year,and only accounted for 1.7% in 2010.In summary,in the development of rural tourism in Taian City,the labor flow has problems such as low rural social security,weak attraction to young people,and large psychological barriers to returning to the hometown for employment. [Conclusions] In view of the problems,it is recommended to implement the rural revitalization strategy,attach importance to regional labor competition,give full play to the advantages of tourist cities,highlight product characteristics,increase cultural added value and improve the quality of operators to develop rural tourism. This study is intended to provide a scientific reference for talent support for rural revitalization in Taian City.

A Narrative Inquiry of the Corporate Governance Model of Shanghai Rural Revitalization:A Case Study of Cloud City Company

China still has 556 million rural vulnerable population in 2021,and rural revitalization has become China’s national development strategy.On December 8,2022,the author conducted an in-depth interview with the coordinator of Cloud City Company,a leading enterprise in Haishen Village,Huinan Township,Pudong New Area in Shanghai.This case sketches a panoramic picture of the co-production in Haishen Village through a qualitative research method of narrative inquiries.It provides what has happened in Haishen Village with the detailed description and some comments on Shanghai rural revitalization.This paper also raised many arguable questions to be further discussed.

Spatio-temporal Heterogeneity in the Performance of Rural Revitalization in Chifeng City of China:Based on a Range-wide EBM-GML Model

To solve the problems of rural revitalization performance research,a quantitative model of non-oriented range-wide EBM(Epsilon-Based Measure)-GML(Global-Malmquist)based on VRS(Variable Returns to Scale)conditions including non-desired outputs is constructed.A comprehensive spatio-temporal heterogeneity research index system of rural revitalization performance is also constructed.Taking the typical rural in Chifeng City as an example,the panel data from 2016-2020 are selected for empirical analysis,the conclusions and countermeasures are suggested as follows:1)In general,the rural revitalization performance of Chifeng City increases significantly during the five-year period,with significant spatio-temporal heterogeneity.The overall analysis shows that the overall performance value of rural revitalization in Chifeng City is 0.683 from 2016 to 2020.The highest performance value is 1 and the lowest performance value is 0.389.The performance growth rate increases year by year,with an average annual growth rate of 4.46%.2)From 2016 to 2020,the GML index of rural revitalization performance in Chifeng City is 1.174,showing an increasing trend.Based on the range of change of GML index,Chifeng City can be classified into three types:Continuous improvement,fluctuating improvement and fluctuating decline.3)Niujiayingzi,Guandongche,Zhaidamu,and Qiangangtai rural have the highest degree of technological progress.

Revitalizing and Preparing Drainage Operation and Maintenance to Anticipate Climate Change in Semarang Heritage City

Semarang urban coastal areas are experiencing tidal flood. In addition, land subsidence of 5 to 10 centimetres per year is taking place. The climate change phenomenon provokes land areas that are lower than sea water level from time to time. This makes the situation with respect to flooding increasingly risky. Semarang Old City （heritage） as part of principal Semarang area is suffering also from regular flooding and pollution that hamper the revitalisation of the old city. These areas used to be productive lands, but flooding make the existing public infrastructure does no longer function, and residential areas have changed into unhealthy slams. To overcome these problems, the Government of Semarang chooses a polder drainage system to address the flooding in Semarang. In the framework of the cooperation between Indonesia and the Netherlands, these activities consist of research and workshops on Urban Heritage. The scope consists basically of five components： experiences with urban drainage and flood protection in Semarang with a focus on Semarang Old City, field visit to relevant places with respect to urban drainage and flood protection of Semarang Old City, lectures on the relevant aspects of urban drainage and flood protection, exercises to get an insight in the processes that can take place under normal and extreme conditions, formulation of a preliminary plan to improve the situation with respect to urban drainage and flood protection of Semarang Old City. In this paper, the various relevant points are described, such as scenarios analysis as well as the findings and recommendations for improvement of the urban drainage system and flood protection of Semarang Heritage City.

交通出行提质推动城市转型升级——中国城市交通发展论坛第34次研讨会

包头市乡村人才振兴的现实困境与实施路径研究

“十三五”时期,包头市对乡村人才发展做了一系列的探索与实践,取得了一定的成绩。然而包头市乡村人才振兴有些问题亟待解决,农村人才素质偏低,乡村人才流失严重,还没有乡村培养培训模式与规划,部分村干部发挥作用不充分等,极大地阻碍了乡村振兴工作的有效开展。我们应加大培养力度,积极留住乡村本土人才,完善培养培训规划并切实实施,优化乡村人才发展环境,加大村干部队伍建设力度。

全球海洋中心城市的湾区实践——以粤港澳大湾区为例

粤港澳大湾区是加快实施海洋强国战略的重要支点,全球海洋中心城市建设则是进一步推动粤港澳大湾区建设的关键抓手。全球海洋中心城市作为当前海洋城市建设与评价最具影响力的目标对象,需要分别在全球与湾区视角下考察粤港澳大湾区的优势与挑战。本研究通过解读全球海洋中心城市的概念与内涵,剖析了典型全球海洋中心城市的显著特征,以及与国际一流湾区发展的关系。研究发现,粤港澳大湾区在全球海洋中心城市数量和航运物流方面具有优势,但是在海事技术、竞争力与吸引力等方面面临巨大的竞争挑战。粤港澳大湾区推进全球海洋中心城市建设,着重要加快提升国际航运能力、加强海洋科技创新、参与全球海洋治理、强化海洋战略规划等。

信息时代与后城市化时期,历史文化街区逐渐呈现出场域公共化、空间资产化、职能文旅化、价值人本化的“四化”演变趋势,进而孕生出以文化休闲和旅游服务为主导职能的街区类型。其同时具有场域公共属性和文化资产属性,是城市公共文化活动开展的重要空间载体。提升文旅型历史街区的公共文化质效,有助于促进城市历史文化传承和提升公众文化生活品质,是当前历史文化街区保护更新研究的重要议题。以文旅型历史街区的演生规律、甄别特征和现实问题解析为基础,从城市文化传承、地方认同培育、文娱生活服务、大众文创孵化4个方面定义了其公共文化质效内涵,并据此制定了以城区文化线路建构、片区文化生境维育、街区文化场域活化、小微文化场景营造为行动路径的文旅型历史街区统筹保护与空间焕活方法,为该类型历史街区的类型甄别、质效判定及保护活化实践提供参考。

治水·理景·赋文 广州西关水文化景观的塑造与重塑

中国沿海历史城市的水文化景观是如何逐步塑造,又如何实现重塑和复兴?水环境、滨水景观和水文化是此类研究需重视的共性因素。在陆进水退的过程中,广州西关凭借河网交织的地理位置和禀赋积累了丰富的治水理水经验,形成了水陆交织的景观体系和水文化,在不同的时期创造了迭代更替的文化景观胜景。但在近现代城市化过程中,这些胜景的隐退造成了水文化景观的中断甚至匮乏。文章总结了西关水文化景观“治水、理景、赋文”的历史模式、演变动力,及其当代尝试,为当下滨水历史街区及相关遗产群落的保护传承提供了一种新的研究视角和经验启迪。文章认为,荔枝湾及其周边老街坊的活力再生是一次有益于水文化景观可持续与遗产城市化的实践探索。

青岛打造引领型现代海洋城市:现实基础与路径探索

重要海洋城市作为发展海洋经济的排头兵和主力军,已成为建设海洋强国的重要空间载体和战略路径。青岛市提出打造引领型现代海洋城市的意义重大。本文从海洋资源配置功能、海洋经济增长能力、海洋科技创新策源能力、海洋生态示范效应等方面考察,发现青岛市已经具备高水平建设国际现代海洋城市、打造海洋城市标杆的现实基础。为此,青岛市应立足城市自身资源禀赋和发展优势,针对发展短板,突出引领型导向,以构建现代海洋产业体系为重点,探索建设引领型现代海洋城市创新路径。
