Innovation Analysis of Rural Agricultural Economic Management Model in the Context of the Belt and Road Initiative

[Objectives]To explore innovative strategies for rural agricultural economic development in the context of the Belt and Road Initiative.[Methods]This research adopts the method of literature review and field research,systematically combs the research results related to the Belt and Road Initiative and rural agricultural economic management,and deeply understands the actual situation of rural agricultural economic management.[Results]The research shows that in the context of the Belt and Road Initiative,the rural agricultural economy is facing new development opportunities and challenges,but there are also some problems.In the new period,we should accelerate the innovative development of rural agricultural economy by promoting market-oriented reform,strengthening scientific and technological innovation,optimizing the industrial structure,deepening international cooperation and other measures.The Belt and Road Initiative provides an important opportunity for the innovation of rural agricultural economic management.Rural agricultural economic management should be actively integrated into the Belt and Road construction to improve the level of rural agricultural economic management.[Conclusions]This study provides useful exploration and reference for the innovation of rural agricultural economic management models,which helps to promote the healthy development of rural agricultural economy and achieve the goal of rural revitalization.

The Impact of the Digital Economy on Rural Residents’Working Hours:Mechanisms and Empirical Evidence

The rapid development of the digital economy has provided a new impetus for rural residents to extend their working hours.Based on the data collected by the China Labor-force Dynamics Survey(CLDS)in 2014,2016,and 2018,this paper measured the development level of the digital economy in China from the perspectives of internet development and digital financial inclusion,and tested the mechanisms of how the digital economy affected rural residents’working hours.The results showed that the digital economy extended rural residents’working hours by expanding information channels and enhancing human capital,and this mechanism was affected by heterogeneity in rural residents’educational background,age,and social capital.Building on these findings,this paper holds that to increase rural residents’income by extending their working hours and achieving common prosperity for all,it is necessary to expand the opportunities for rural residents to participate in skills training and promote their accumulation of human capital.

Paths for the Coordinated Development of Rural Economy and Environment in Economically Underdeveloped Areas——A Case of Huaian,China

Taking Huaian as an example,the rural economic and environmental problems in economically underdeveloped areas are expounded.The results show that rural areas in economically underdeveloped areas confront with lagged economic development,serious environmental pollutionand scarce shortage of equipments for treating environmental pollution.The causes of problems are analyzed,including inadequate fiscal supportfrom the local government;unscientific system for assessing government officers' performances;backward ideas in environmental protection and im-perfect laws and regulations on environmental protection.Based on these causes,the strategy of employing the circular economy to promote the co-ordinated development of rural environment and economy in economically underdeveloped areas is put forward.The strategy covers transformingthe way of agricultural production;adjusting agricultural production structure;positively collecting funds and increasing the input on handling rural en-vironmental problems;strengthening the efforts on promotion and education,and forming the healthy habits of consumption;enforcing supervisionand establishing a professional administration team for protecting rural environment;laying stress on rural technological innovation and strengtheningthe force of expansion;accelerating the path of industrialization and promoting the industrialization of villages and towns vigorously.

A Preliminary Study on the Rural Land System Reform in the Context of Rural Revitalization

With the deepening of reform and opening up,the rural land system has experienced the evolution from contracting to transfer to the current rural revitalization strategy,and has always been closely linked to the well-being of farmers and the vigorous development of the rural economy.The reform of this system is not only a key driving force for rural economic development,but also an important cornerstone for realizing the rural revitalization strategy.Through in-depth analysis of the connotation of rural revitalization and rural land system reform,this study discusses in detail the internal dynamic mechanism of rural land system reform driving rural revitalization,and comprehensively analyzes the current implementation of rural land system reform.On this basis,this study puts forward the strategic concept of promoting the rural land system reform in the context of rural revitalization.Studies have shown that the rural land system reform has mainly played a positive role in the following four aspects in promoting rural revitalization:providing a solid material foundation for rural revitalization,optimizing the allocation of rural resources,promoting the transformation and upgrading of rural industrial structure,and promoting rural social harmony and stability.In the context of the current rural revitalization,the rural land system reform is undoubtedly one of the core issues of China s rural development.In order to further improve this system,we need to continue to optimize and innovate the rural land transfer system,the homestead reform system,and the rural collective construction land market entry system.

Importance and Countermeasures of Curbing the Conversion of Agricultural Land to Non-agricultural Land under the Background of the Rural Revitalization Strategy

Farmland is the most basic element for farmers’survival and development,and has a social security function.The conversion of agricultural land to non-agricultural land has gradually become the primary factor in the reduction of agricultural land in various regions of China,seriously endangering China’s food security.Under the background of the rural revitalization strategy,the emergence of the conversion of agricultural land to non-agricultural land and the inevitability of its development were analyzed from both the acceleration of urbanization and the increase in land demand by using the literature research method.The importance of curbing the conversion of agricultural land to non-agricultural land to achieve the grand goal of strong agriculture,beautiful rural areas,and rich farmers was clarified,and then countermeasures and suggestions to curb the conversion of agricultural land to non-agricultural land were put forward,which is of great significance to promoting the effective implementation of China’s rural revitalization strategy.

Coordinated Development of Rural Tourism and Economy——with a Case of Lianyungang City

Rural tourism is a tourism type al owing interplay between tourists and targeted areas in rural areas. ln order to maintain coordinated development between rural tourism and local economy, with Lianyungang City as an example, some countermeasures and suggestions were proposed, such as establishing benefit feed-back system, forging brands and ruling management system.

Practice Mode and Value Research of Reform of Rural Collective Economy Property Right System in Beijing Rural-urban Continuum

In the research, reform of rural collective economy property right system in Beijing rural-urban continuum was explored in terms of background, cause, pro- cess and practice modes by surveying and interviewing, and the value of system reform on urbanization in rural areas was illustrated from the perspective of farmers who lose lands. The results showed that since reform and opening-up, disadvan- tages of collective economy property are always the fundamental cause of reform; rural-urban contradiction produced from rapid urbanization makes the reform much more urgent; shareholding co-operative system is the essence of reform of collective economy property right system. Rural collective economy property right system in Beijing includes stock-assets quantification shareholding co-operative system, share- capitalization of contractual land management right, farmers as shareholders by investment, and resource and capital mode, with advantages and disadvantages respectively. The common character should be noticed is that all modes have share on contractual right of land, indicating the core of the reform of property system lies in asset quantification and stock quota. In improving urban-rural integration and modern market system, as well as endowing more rights to farmers, reform of rural collective economy property right system is of great significance, which provides a transition space and buffer mechanism for urbanization in rural areas.

Analysis of Types and Changes of Village-level Economy in Rural Gongyi City, Henan Province Since 1990

Based on the research on the rural living standard in China in terms of annual net income per capita, we de-fine six types of village-level economy, i.e. "to be extremely poor", "to make a basic living", "to dress warmly and eat one's fill", "to try to enrich (to disengage poverty)", "to be well-off" and "to be affluent". The data of average annual net income of all the 292 villages between 1990 and 2004 in rural Gongyi City, Henan Province were collected, veri-fied and classified. By using standard deviation, coefficient of variation and regression analysis, it is found that the Gongyi's rural economy has boosted up remarkably from the relative-poverty and absolute-poverty stages in 1990 to the well-off in 2004. However, the absolute differences between villages present a trend of enlargement, while the rela-tive differences fluctuating. On the other hand, spatial analysis of village-level economy shows that most villages with relatively high economic development level were located along national expressway and most villages with abso-lute-poverty lay in remote mountainous areas in 1990. Since the 1990s, the rapid urbanization and industrialization have had strongly positive effects on rural economic growth. Initial economic foundation, natural resources and tradi-tional techniques also contribute to village economy. From the perspective of geography, villages with location advan-tages, such as near urban center or industrial parks, have more chances for their economic development and the "core-periphery" economic structure has been presented in the process of rural development.

The Impact of Development of Rural Finance in Jiangxi Province on the Agricultural Economy and Farmers’ Income

Based on the rural economic data pertaining to the development of rural finance, the growth of agricultural economy and farmers' income in Jiangxi Province during the period 1990-2009, we conduct empirical research on the impact of development of rural finance on the growth of agricultural economy and farmers' income, using the ADF test method, the Granger causality test, and regression analysis. The results show that the development of rural finance in Jiangxi Province has a significant positive effect on the growth of rural economy and farmers' income. When the ending balance of agricultural loans increases by 1 unit, the agricultural added value will increase by 0.367 1 units; when the ending balance of agricultural loans increases by 1 unit, farmers' income will increase by 0.597 5 units, indicating that the development of rural finance plays a significant role in promoting the per capita net income of farmers.Finally we propose to increase agricultural credit efforts in the financial institutions, establish and improve the agricultural credit management system.

ESDA-GIS Analysis of Spatial-temporal Disparity in Rural Economic Development of Guangxi

On the basis of spatial-temporal perspective,by using the data of farmers' net income per capita from 1996 to 2007 in counties of Guangxi coupled with the global and local spatial auto-correlation analysis of ESDA and GIS technology,we conduct the empirical research on the rural economic developmental disparity of counties in Guangxi and the evolving characteristics of local spatial heterogeneity.The results show that the rural economic developmental disparity of counties in Guangxi from 1996 to 2007 varies infinitesimally on the whole,and the regions with similar rural economic developmental level have spatial concentrated distribution.Based on these,the local MORAN'S I scatter diagram and LISA concentration diagram are drawn.In comparison with the traditional analytical method,the spatial analytical method of ESDA-GIS can explain the problem of spatial heterogeneity of rural economic development clearly,and have direct visual effect.

Digital Economy Empowers China's Rural Revitalization:Current Situations,Problems and Recommendations

With the development of information technology,especially information and communications technology(ICT)technology,in the new era,the digital economy has penetrated into all walks of life in society and has gradually become the main economic form of contemporary social and economic development.In this context,the digital economy has become a powerful tool for promoting China's rural revitalization and innovation development,bringing new opportunities for the implementation of China's rural revitalization strategy.However,its development also has problems such as gaps in infrastructure construction,insufficient supply of talents,and lack of in-depth integration.Therefore,giving full play to the empowering role of the digital economy requires the government to accelerate infrastructure construction,increase talent training,and strengthen top-level design.

THE DEVELOPMENT OF OUTWARD ECONOMY IN RURAL ENTERPRISESAND THE DIFFERENCE AMONG PROVINCES

Rural wterprise plays a more and more important role in the development of outward economy of China. In 1994, 44.5 percent of the export value was produced by rural enterprises. This paper will focus on the rural enterprises with export, their growth, structural change and regional distribution. 'San Lai Yi Bu' as a special form of outward enterprises, the foreign investment in rural enterprises the regional distribution and development tendency of rtral aterprises with foreign investment will be studied at the same time. The factor analysis will be used to study the evolution of the role that rural enterprises played in the development of outward economy, the regional difference in the development level and industrial structure of rural enterprises of outward economy.

Imbalance and Correction of the Rural Credit Cooperatives and Rural Economic Relations

This article expounds the manifestations of imbalance between the rural credit cooperatives and rural economic relations: the rural credit cooperatives fail to effectively promote economic development in rural areas; the rural economy is also incapable of effectively promoting the development of the rural credit cooperatives. It analyses the reasons for imbalance between the rural credit cooperatives and rural economic relations,including the direct reason (loss of function of the rural credit cooperatives) ,the fundamental reason (restricted economic development of agriculture and countryside and relative pauperization of farmers) ,and the deep-seated reason (sluggish rural economic development) . Corresponding countermeasures and proposals are put forward for promoting balanced development of the rural credit cooperatives and rural economy as follows: first, deepen reform of the rural credit cooperatives,strengthen the function of the rural credit cooperatives in serving the needs of agriculture; second, speed up economic development in rural areas,eliminate the economic constraints for the development of the rural credit cooperatives; third,transform the development pattern and the development strategies,foster the macro-institutional environment for balanced development of rural credit cooperatives and rural economy.

Financial Support for Rural Cooperative Economy in China Based on Grey Correlation Analysis

This paper firstly analyzed current situations of financial support for rural cooperative economy in China and tested the correlation between rural finance and rural cooperative economy using the grey correlation analysis method. Results indicate that there is a close relationship between amount,structure and efficiency of rural finance and development of rural cooperative economy. The amount of rural finance has the largest promotion function to development of rural cooperative economy,the next is rural finance structure,and the least is efficiency of rural finance. Based on research conclusions,it came up with pertinent policy recommendations.

Economic Effect of China's Rural Financial Market Growth during 1952-2013

Through study,it is found that since 1952,there has been a long-run equilibrium relationship between China's rural financial market growth and rural economic growth,the government-led rural financial market growth has effectively supported rural economic growth,and increasing the farmers' financing ratio has always helped to boost long-term growth of the rural economy.However,dominated by market mechanism from 1978,there is only one-way support relationship:rural economic growth brings about quantitative growth of rural financial market.

Relation between Rural Financial Development and Rural Economic Growth: A Case Study of Yunnan Province

Rural economy is an essential part of China's national economy. It is necessary to study mutual relation between rural financial development and rural economic growth. In this study,panel VAR model was built. Based on time series data in 1995- 2010,it tested the relation between rural financial development and rural economic growth through ADF test,co-integration test and Granger causality test. Finally,it came up with policy recommendations,in the hope of promoting coordinated development of rural finance and rural economy.

On Development of Rural Tourism Economy in China

Constantly ascendant rural tourism provides great opportunity for exploration and development of small scenic spots and scenic sites.For this new opportunity,it is required to provide correct guidance and encouragement. Then,it will become a new growth point of rural local economy. In this study,it came up with several recommendations for expanding the development space of rural tourism.

Research on the Development of Rural Commodity Economy in the Edo Period

The rural commodity economy in the Edo period developed by leaps and bounds under the influence of institution,policy,technology and other factors. From the mid 17 th century,the specific area of cash crops gradually took shape in Japan and the largescale cultivation of cash crops greatly promoted the development of rural handicrafts,thereby creating the conditions for the initiation of the capitalist relations of production. The development of rural commodity economy not only changed the traditional mode of operation and production of Japanese farmers,but also accelerated the class differentiation,shook and disintegrated the economic foundation and class basis of Bakuhan society,and created the preconditions for the later Meiji Restoration.

A case of gregarious flowering in bamboo, dominated lowland forest of Assam,India: phenology,regeneration,impact on rural economy,and conservation

We recorded gregarious flowering of three bamboo species viz. Bambusa arundinacea, Bambusa tulda and Melocanna baccifera during rainy season from early March to late May, 2008 at lowland forest of Bajali area of Indo-Burma hotspot region. A regular method of field sampling of various forest types was used to map the bamboo species in Assam, India. Moreover, people＇s perception on bamboo blooming was investigated at 17 sample plots covering 258 respondents inhabiting at the site at an average of 15 in each plots. A floral clump （inflorescence） emerged and developed into a giant panicle comprising of numerous florets. Two types of seeds viz. bacea and caryopsis were recorded in different species. Viviparous germination was noticed in few bacca seeds produced by M. baccifera and this has unusual occurrence in bamboo. Seed viability test shows that 75% caryopsis seeds were viable; these seeds had the potential of germination and can be used for mass regen- eration. Most local respondents believe that bamboo flowering can result in population explosion of rodent, therefore, they think bamboo flower- ing is positively correlated with famine. This traditional belief results in massive destruction of bamboo clumps, which significantly impacts on rural economy.

Effects of the Development of Township Enterprises on the Urban-Rural Dual Economic Structure Based on Cointegration Theory

The gross output value of township enterprises(XGDP)is used as a variable of township enterprises development.And CXEY is a variable of urban-rural dual economic structure.According to the 1986-2006 Statistical Yearbook of Chinese Township Enterprises and the 2006 China Statistical Yearbook,effects of the development of township enterprises on the urban-rural dual economic structure are studied by the cointegration analysis.Result shows that without considering other influencing factors,township enterprise development in the years 1979-2005 is the key factor to improve the dual economic structure in urban and rural areas in China.
