The transformation of dilapidated houses in rural areas is not only a livelihood project related to the broad masses of rural people,but also a major project to win the battle against poverty. Luquan Yi and Miao Auton... The transformation of dilapidated houses in rural areas is not only a livelihood project related to the broad masses of rural people,but also a major project to win the battle against poverty. Luquan Yi and Miao Autonomous County,Yunnan Province,located in the high mountain and gorge area along Jinsha River,is one of the key counties of poverty alleviation and development with a wide range of poverty and a deep degree of poverty. The incidence of poverty is 22. 21%. Housing security is the focus,difficulty and emphasis of poverty alleviation in this county,the number of dilapidated houses is large,the type is complex,the transformation is difficult,and the implementation cost is high.Since the beginning of 2017,Luquan County has faced difficulties,explored in depth,pioneered and innovated,and completed the renovation of 54 801 dilapidated houses in an all-round way. It created a road full of characteristics and effectiveness of rural dilapidated housing transformation,and explored a set of effective scientific identification and accurate transformation models for rural dilapidated housing worthy of reference and promotion. Successful renovation of dilapidated houses,combined with industrial poverty alleviation,education poverty alleviation,health poverty alleviation and other accurate poverty alleviation measures,have made Luquan County win a decisive victory in the fight against poverty. By the end of December 2018,the incidence of poverty in the county had dropped to 0. 54%,and 115 poor villages( including 83 extremely poor villages) had successfully shaken off poverty. This paper analyzes and summarizes the concrete methods,main effects,characteristics and bright spots,successful experience,and reference significance of the scientific identification and precise transformation mode of rural dilapidated houses in this county,so as to provide a necessary reference for the transformation of rural dilapidated houses in Yunnan Province and even poor counties in similar provinces( cities and districts). 展开更多

This paper introduces a field measurement of an indoor thermal environment in rural housing in suburban Beijing from December 2008 to March 2009.The indoor environment parameters such as air temperature,mean radiant temperature(MRT),airflow velocity and relative humidity are measured.A questionnaire survey of the occupants' thermal sensations in these surveyed houses is conducted and their daily activities and clothing conditions are recorded.The results show that the thermal neutral temperature of rural housing is 18.4 ℃,and the lower limit of acceptable temperature range can be extended to 10.9 ℃.The comfortable indoor temperature is affected by the occupants' clothing and lifestyle.Therefore,the indoor temperature standards of space heating for suburban housing cannot be simply duplicated from that for urban housing.Compared with occupants in suburban Beijing,it is found that the occupants in rural Hunan province feel colder at the same operative temperature due to the high relative humidity in Hunan province. 展开更多

On the basis of rural household survey in 12 provinces of China in 2005,this research built an econometrical model to find the area standard for rural housing land.This standard is expected to facilitate rural housing land administration,efficient and intensive housing land use and policy making.This research concludes:1) according to the household survey data,the average area for rural housing land in China is about 235.26 m 2,and the rural housing land mainly includes unused land(42.89%) and house construction land(37.76%) with the average floor-area ratio of 0.42;2) the indexes in the standard concern the factors such as location,landform,house form,household population and cultivated land area per farmer,which all have significant effects on rural housing land use;3) the reasonable area for rural housing land may be 150 m 2 in average before 2020,and the referential standards in different provinces are 120 m 2,130 m 2,140m 2,150 m 2,160 m 2,170 m 2,190 m 2,200 m 2,210 m 2,220 m 2,230 m 2 and 250 m 2 respectively;and 4) if there are less than two persons or more than five persons in a family,these standards need to be decreased or increased by 7%.When the cultivated land area per farmer is lower than the provincial average,the standards have to reduce by 3.5%. 展开更多

For the rural housing in Yanbian region in winter,the indoor thermal environment is bad but the energy consumption is high.And in order to solve the problem,the life particularities of the local residents,such as the inhabitation custom and the different living ways,were analyzed.The comfortable temperature felt by the local residents was surveyed and summarized according to different age's stage.The subjective comfortable temperature was calculated by using the thermal comfort formula set up by D.A.Mcintyre.The result shows that the comfortable temperature between the survey and the calculation is different.After analyzing the survey and the result calculations,the range of local indoor comfortable temperature was given,which provides a reference basis for calculating the thermal comfort and energy efficiency as well as designing green rural houses. 展开更多

This paper chooses trombe wall,which has higher thermal efficiency of the passive solar house,as research object. The traditional vent is improved into a new type of ventilation device. This improvement overcomes the shortcoming,which traditional vent loses huge heat,and simplifies the construction of vent. Many kinds of factors that influence rural housing construction in Northern China are analyzed systematically and the connections between them are weighed from ecology and sustainable angles, so that an optimized green house can be built. At the same time, the energy efficient envelope structure and the method of choosing insulation material in the cost of unit thermal resistance are proposed. Integrated quality evaluation by computer shows that thermal comfort in the house would be improved remarkably for the value of PPD drops from 35%-40% to 15%, the rate of saving energy is 51.73%, much higher than the third goal of saving energy in China, and the comprehensive ecological benefit achieves good effect so as to promote the sustainable development of rural housing and community in cold areas of Northern China. 展开更多

宅基地使用权依托农房转让的制度沿革经历了从允许到限制的转变,体现了政府政策的强制驱动和利益诱导的结合。宅基地使用权依托农房转让的司法裁判具有明显的被动性,农户在集体经济组织外部转让农房时,法院一般会认定该转让合同无效,但... 宅基地使用权依托农房转让的制度沿革经历了从允许到限制的转变,体现了政府政策的强制驱动和利益诱导的结合。宅基地使用权依托农房转让的司法裁判具有明显的被动性,农户在集体经济组织外部转让农房时,法院一般会认定该转让合同无效,但司法政策又为宅基地改革预留了政策空间,体现了原则性与灵活性的统一。在宅基地使用权依托农房转让的实践创新中,国家并没有直接废除宅基地使用权依托农房限制转让的既有路径,径行允许转让,而是秉持审慎原则,独辟蹊径。试点地区宅基地使用权依托农房转让下受让人范围拓展,与集体经营性建设用地入市衔接,与宅基地资格权退出耦合及与宅基地入股、合作打通,均体现了对宅基地使用权权能受限的克服。 展开更多

我国严寒地区气候寒冷且供暖季漫长,农村住宅采暖能耗问题突出,多数住宅采用自建形式,围护结构的热工性能普遍不理想。本研究从严寒地区农村住宅围护结构实际情况出发,对本溪农村地区200余户现有住宅进行调研。结果显示,本溪现有农宅基... 我国严寒地区气候寒冷且供暖季漫长,农村住宅采暖能耗问题突出,多数住宅采用自建形式,围护结构的热工性能普遍不理想。本研究从严寒地区农村住宅围护结构实际情况出发,对本溪农村地区200余户现有住宅进行调研。结果显示,本溪现有农宅基本未设置外墙保温,虽部分住宅屋顶设置保温,但保温材料均已超过使用年限,保温效果较差。有86.95%的农宅室内温度基本维持在18℃以下,农户满意度仅24.2%。实地测量3户典型农宅的室内环境温度。采用EnergyPlus模拟得到农宅围护结构的传热系数相比居住建筑节能设计标准规定限值超出300%~400%。根据实测数据和模拟数据对外墙、屋顶、外窗进行热工性能改造。对比单一围护结构改造前后的供暖季热负荷,得出外墙的改造效果最好。 展开更多

农房中建造的附加阳光间以其建造方便、经济实用、效果明显而深受农民喜爱,尤其是寒冷地区,附加阳光间后可显著提升农房冬季室内热环境,降低冬季采暖能耗,减少冬季燃煤量;同时,夏季附加阳光间后的农房室内温度也会有所提升,造成夏季室... 农房中建造的附加阳光间以其建造方便、经济实用、效果明显而深受农民喜爱,尤其是寒冷地区,附加阳光间后可显著提升农房冬季室内热环境,降低冬季采暖能耗,减少冬季燃煤量;同时,夏季附加阳光间后的农房室内温度也会有所提升,造成夏季室内过热、舒适度降低、制冷能耗增加。针对此问题,通过DesignBuilder能耗模拟软件对沂蒙山区典型既有改造后农房附加阳光间的主屋进行能耗及自然室温模拟,结果显示其在冬季能显著提高室内温度并降低采暖能耗,但也存在明显的问题,即夏季室内过热且能耗较高,对此,提出针对性的附加阳光间优化策略并进行模拟验证,分析其经济及环境效益。 展开更多

当前农村协商治理面临主体缺位、官方主导、协商结果满意度差等现实困境。在数字乡村建设过程中,采用数智技术解决协商治理难题是推进基层治理现代化的重要抓手。基于赋能理论和“人工智能+屋场恳谈”社会实验,考察了农村协商治理中数... 当前农村协商治理面临主体缺位、官方主导、协商结果满意度差等现实困境。在数字乡村建设过程中,采用数智技术解决协商治理难题是推进基层治理现代化的重要抓手。基于赋能理论和“人工智能+屋场恳谈”社会实验,考察了农村协商治理中数智技术的主体赋能路径。通过对利益相关者的深度访谈发现:数智技术通过虚实场景再造、沉浸式体验、村务“云扩散”的心理赋能机制,唤醒乡村集体记忆、增强参与效能感、培育公共精神,提升了村民参与协商治理的意愿;通过数智平台拓展协商渠道、共享议题信息、回应民众关切等结构赋能机制,突破了村民参与的时空阻隔及知识结构、权力结构限制,提升了村民的参与能力;通过成果分配共商、决策过程公开、共创结果公示的成果赋能机制,增强了村民的参与获得感,提升了村民对协商结果的满意度。数智技术的有效赋能有助于农村协商治理中集体共识的形成。 展开更多
