Since the 20th century, human public security accidents occurred frequently, so that the developed countries such as the United States, Japan, and Russia took the lead in strengthening the study of the public security...Since the 20th century, human public security accidents occurred frequently, so that the developed countries such as the United States, Japan, and Russia took the lead in strengthening the study of the public security administration. Since the 21th century, all walks of life have paid more attention to the public security administration in China, along with the deepened implementation of the reform and opening-up policy and the rapid development of economic construction and the effects from the outbreak of the SARS crisis and the frequent occurrence of many coal mine security accidents, etc. In this process, the non-traditional security issues and man-made crisis are gradually becoming the main threats currently to the public security of China, because the conflicts of interest and the social contradictions overlap and the social crisis such as cadres-masses and police-masses conflicts is being aggravated. It focuses on the analysis of their basic situations regarding scientific and technological(S&T) innovation development including investment in S&T innovation, talent team construction, S&T achievements, industrial structure and S&T platforms compared with the innovative subcenters in leading provinces. Results show that the scale of S&T innovation activities in the seven alternative subcenters in Sichuan province needs to be improved. The Delaware River watershed provides drinking water to over 15 million people, critical habitat for plants and animals, including many threatened and endangered species, and recreational and economic enterprise value...The Delaware River watershed provides drinking water to over 15 million people, critical habitat for plants and animals, including many threatened and endangered species, and recreational and economic enterprise valued at $10 billion per year in direct wages. Water quality and associated economic, environmental and social values have improved dramatically since the 1950s when the lower portion of the river was declared a dead zone during parts of the summer due to excessive inputs of domestic and industrial waste. The question today is how to ensure that progress continues in the face of persistent and growing threats to water quality. Recognizing the challenges facing the watershed, over 40 of the leading conservation groups in this 13,000 square mile region are pursuing a 10-year strategic initiative focused on water quality through the Delaware River Watershed Initiative, a conservation program advancing a combination of place-based work in watershed protection, restoration, education, collaboration and innovation through collective impact. This paper serves as an invitation for broader strategic involvement to accelerate watershed protection and restoration;it also is a springboard for stakeholders to set an agenda for ensuring that the Delaware River watershed delivers clean water for humans, plants and animals. The paper identifies eight “clusters” of sub-watersheds, constituting approximately 25 percent of the total Delaware Basin, where analysis has shown that investment in water quality could deliver significant returns. Diverse geology, land use, development patterns, population density and en-vironmental stressors are present throughout these sub-watershed clusters. Focusing conservation actions in these places contributes directly to local water quality, and by fostering experimentation and innovation, it also cultivates a wide range of effective approaches for scaling up investment across the Delaware River watershed and beyond. This paper emphasizes five strategies for investing in protection of high quality waters and restoration of impaired waters: 1. protect forested headwaters to maintain high water quality;2. manage agricultural lands to reduce polluted runoff and increase groundwater infiltration;3. implement best practices and new financial incentives to reduce urban stormwater pollution through natural processes;4. increase the evidence base for watershed protection by monitoring trends in water quality and assessing project impacts;5. improve policy and practice through applied research focused on water quality outcomes. These strategies demand place-based work, and the Delawre River Watershed Initiative will focus on advancing these efforts through the cooperation of organizations located in the eight distinct watershed clusters. Proceeding downstream from the headwaters, the eight landscapes are: Pocono Mountains and Kittatinny Ridge;New Jersey Highlands;Upper Lehigh River;Middle Schuylkill River;Schuylkill Highlands;Brandywine and Christina Rivers Upstream;Suburban Philadelphia;and Kirkwood-Cohansey Aquifer (comprising New Jersey’s Bayshore;and Pine Barrens). These clusters bring together many of the most ecologically valuable and significantly impaired areas of the watershed. They are strategically located where strong organizations and critical natural vatues provide measurable opportunities for advancing local water quality while having regional impact. The selection of areas and strategies was based on research and planning undertaken by the Open Space Institute (OSI) and the Academy of Natural Sciences of Drexel University (ANSDU} with support from the William Penn Foundation. Researchers at OSI and ANSDU were joined by the National Fish and Wildlfe Foundation (NFWF) in engaging over 40 organizations working across the eight sub-watershed clusters to develop collaborative plans for implementing and measuring local conservation strategies essential to the long-term health and vibrancy of the region. These implementation plans tackle major threats to water quality and include strategies to track progress and share lessons learned. The plans provide a framework for public agencies and philanthropic funders seeking to pursue targeted watershed protection outcomes supported by monitoring, technical assistance and ongoing communications. Organizations large and small, public and private, are invited to read this paper and consider this program as an opportunity to align investment for greater impact and help ensure a bright future for the Delaware River watershed.展开更多

Specifically, this paper discusses the particular development background, overall objectives and service contents of the IC2 motivated program at SJTUL. This study is an attempt to point out the different types of natural hazards in Sudur Paschim province of Nepal where environmental degradation processes such as deforestation,desertification,biodiversity loss,soil cr...This study is an attempt to point out the different types of natural hazards in Sudur Paschim province of Nepal where environmental degradation processes such as deforestation,desertification,biodiversity loss,soil crisp and watershed degradation are rising trends.Using participatory method multi hazard prone areas were identified with type and intensity.Multi criteria evaluation method was applied to prioritize replicable actions with location-specific innovative practices and their legitimization for integrating local and indigenous knowledge into mainstream education,science and policy with a view to incorporate local and indigenous knowledge as live science in disaster and climate change education.Findings of the study reveal that varieties of natural hazards in combination with social factors such as poverty,conflict and inequality have resulted frequent disasters and social vulnerabilities in many parts of the province.Traditionally,indigenous and local people have responded threats of multi hazards by using their traditional knowledge and skills which has evolved over generations,and continue to adapt to future changes.These traditional,often faith-based,beliefs and practices were found to use as the key to their resilience in the face of natural hazards.However,many communities have been lost their knowledge as the elderly die without transferring it to younger members.Behind this proper educational policy and strategic development plans have not been implemented to cope local/indigenous knowledge into practices.Findings of the study indicate that indigenous and local knowledge is a precious province resource that can support the process of disaster prevention,preparedness and response in cost-effective disaster risk reduction.Therefore,policy framework has to prime focus to integrate indigenous and local knowledge,wisdom and skills into mainstream educational programs in order to transfer science into policy and education(words)into practice.展开更多

For this, concepts of the creative industry, co-creation, information and communication technologies (ICTs) and innovation were studied. Since this is an exploratory and qualitative research, a single case study was chosen as a method. The analysis was done in a Brazilian company that develops games for mobile devices. The results show that the consumer (gamer) participates in value creation in the company’s products, mainly in the initial production stages. In the later phases, after the launch and other steps of the life cycle, although there is a relationship with the users, the joint creation of value is little explored by the organization. Also, it was verified that the co-creation process is supported by different information and communication tools, which provide agility to the process.展开更多

Agricultural innovation can be described as a coevolutionary process of technological innovation,symbolic change,and social or institutional innovation,which relies on the interactions and collaboration between multip...Agricultural innovation can be described as a coevolutionary process of technological innovation,symbolic change,and social or institutional innovation,which relies on the interactions and collaboration between multiple stakeholders.This view emphasizes the significance of innovation intermediaries in supporting the coevolution process of innovation.Many studies have provided evidence on how innovation intermediaries play roles in supporting the coevolution innovation process at a broader innovation system level.However,little emphasis has been given to the role of innovation intermediaries in supporting the coevolution process of innovation at the community level in rural China.To address this research gap,this paper offers a case study of a novel type of innovation support intervention designed to promote technical change at the community level,the Science and Technology Backyard(STB).The paper focuses on the efforts of a specific STB in Wangzhuang village to promote innovation in tillage methods in wheat production.The aims was to examine the role of this newly emerging innovation support intervention in supporting the coevolution process of innovation at the community level,and compare the outcome of the coevolution process in the village with an STB to that in villages without an STB.Innovation journey analysis is applied to understand the evolved intermediation roles in the innovation process,and multivariate regression analysis is employed to assess the outcome of the coevolution process in villages with and without an STB.The findings suggest that the roles of STBs have evolved from knowledge brokers to systemic innovation intermediaries that facilitate the coevolution process of innovation inside an STB village.It has led to a higher adoption rate of improved technology,a better enabling environment for learning,and more effective institutional support in STB villages than in non-STB villages.However,the effect of support provided by a single STB on the coevolution process outside the community was limited.This finding points to a need for collaboration mechanisms and for connecting single STBs to support the coevolution process of innovation at a larger scale.展开更多
Background:Despite great medical advances and scientific progress over the past century,one billion people globally still lack access to basic health care services.In the context of the 2030 Agenda for Sustainable Dev...Background:Despite great medical advances and scientific progress over the past century,one billion people globally still lack access to basic health care services.In the context of the 2030 Agenda for Sustainable Development social innovation models aim to provide effective solutions that bridge the health care delivery gap,address equity and create social value.This commentary highlights the roles of multilateral organizations and governments in creating an enabling environment where social innovations can more effectively integrate into health systems to maximize their impact on beneficiaries.Main text:The integration of social innovations into health systems is essential to ensure their sustainability and the wide dissemination of their impact.Effective partnerships,strong engagement with and endorsement by governments and communities,regulations,trust and sometimes willingness are key factors to enhance system integration,replication and dissemination of the models.Three examples of social innovations selected by the Social Innovation in Health Initiative illustrate the importance of engaging with governments and communities in order to link,integrate and synergize their efforts.Key challenges that they encountered,and lessons learnt are highlighted.Multilateral organizations and governments increasingly engage in promoting and supporting the development,testing and dissemination of social innovations to address the health care delivery gap.They play an important role in creating an enabling environment.This includes promoting the concept of social innovation in health care delivery,spreading social innovation approach and lessons learnt,fostering partnerships and leveraging resources,convening communities,health system actors and various stakeholders to work together across disciplines and sectors,and nurturing capacity in countries.Conclusions:Multilateral organizations and local and national governments have a critical role to play in creating an enabling environment where social innovations can flourish.In supporting and disseminating social innovation approach,multilateral organizations and governments have a great opportunity to accelerate Universal Health Coverage and the achievement of the Sustainable Development Goals.展开更多
Scientific and technological(S&T)innovation and industrial structure upgrading have become two strategies to achieve high-quality economic development under the new pattern of development in China.Exploring the me...Scientific and technological(S&T)innovation and industrial structure upgrading have become two strategies to achieve high-quality economic development under the new pattern of development in China.Exploring the mechanism through which the former two affect the latter is of great significance to realize high-quality economic development and socialist modernization.Based on panel data of 30 provinces(municipalities,autonomous regions)from 2008 to 2017,this paper adopts the simultaneous equation model to empirically investigate the effect of S&T innovation and industrial structure upgrading on high-quality economic development.The study reveals that S&T innovation can significantly promote industrial structure upgrading and high-quality economic development,while industrial structure upgrading imposes a significantly negative effect on high-quality economic development.However,S&T innovation can offset such a negative effect and promote high-quality development indirectly.S&T innovation influences high-quality development in a dual path.To be specific,the former produces both a direct influence on the latter,but also an indirect influence through industrial structure upgrading.展开更多

文摘Although renewable energy technologies applications to rural communities to improve energy access have been embraced in numerous parts of the world, sustainability of these systems is increasingly becoming critical as far as realization of long term benefits is concerned. The current manuscript proposes approaches deemed to provide appropriate match between technology and users in a select of Botswana’s rural communities. The methodology includes a participatory and inclusive approach in which the local community is engaged in the generation of their own energy. Available information indicates that available feedstock in selected communities is sufficient to generate and provide sustainable energy supply for the community.
文摘The Delaware River watershed provides drinking water to over 15 million people, critical habitat for plants and animals, including many threatened and endangered species, and recreational and economic enterprise valued at $10 billion per year in direct wages. Water quality and associated economic, environmental and social values have improved dramatically since the 1950s when the lower portion of the river was declared a dead zone during parts of the summer due to excessive inputs of domestic and industrial waste. The question today is how to ensure that progress continues in the face of persistent and growing threats to water quality. Recognizing the challenges facing the watershed, over 40 of the leading conservation groups in this 13,000 square mile region are pursuing a 10-year strategic initiative focused on water quality through the Delaware River Watershed Initiative, a conservation program advancing a combination of place-based work in watershed protection, restoration, education, collaboration and innovation through collective impact. This paper serves as an invitation for broader strategic involvement to accelerate watershed protection and restoration;it also is a springboard for stakeholders to set an agenda for ensuring that the Delaware River watershed delivers clean water for humans, plants and animals. The paper identifies eight “clusters” of sub-watersheds, constituting approximately 25 percent of the total Delaware Basin, where analysis has shown that investment in water quality could deliver significant returns. Diverse geology, land use, development patterns, population density and en-vironmental stressors are present throughout these sub-watershed clusters. Focusing conservation actions in these places contributes directly to local water quality, and by fostering experimentation and innovation, it also cultivates a wide range of effective approaches for scaling up investment across the Delaware River watershed and beyond. This paper emphasizes five strategies for investing in protection of high quality waters and restoration of impaired waters: 1. protect forested headwaters to maintain high water quality;2. manage agricultural lands to reduce polluted runoff and increase groundwater infiltration;3. implement best practices and new financial incentives to reduce urban stormwater pollution through natural processes;4. increase the evidence base for watershed protection by monitoring trends in water quality and assessing project impacts;5. improve policy and practice through applied research focused on water quality outcomes. These strategies demand place-based work, and the Delawre River Watershed Initiative will focus on advancing these efforts through the cooperation of organizations located in the eight distinct watershed clusters. Proceeding downstream from the headwaters, the eight landscapes are: Pocono Mountains and Kittatinny Ridge;New Jersey Highlands;Upper Lehigh River;Middle Schuylkill River;Schuylkill Highlands;Brandywine and Christina Rivers Upstream;Suburban Philadelphia;and Kirkwood-Cohansey Aquifer (comprising New Jersey’s Bayshore;and Pine Barrens). These clusters bring together many of the most ecologically valuable and significantly impaired areas of the watershed. They are strategically located where strong organizations and critical natural vatues provide measurable opportunities for advancing local water quality while having regional impact. The selection of areas and strategies was based on research and planning undertaken by the Open Space Institute (OSI) and the Academy of Natural Sciences of Drexel University (ANSDU} with support from the William Penn Foundation. Researchers at OSI and ANSDU were joined by the National Fish and Wildlfe Foundation (NFWF) in engaging over 40 organizations working across the eight sub-watershed clusters to develop collaborative plans for implementing and measuring local conservation strategies essential to the long-term health and vibrancy of the region. These implementation plans tackle major threats to water quality and include strategies to track progress and share lessons learned. The plans provide a framework for public agencies and philanthropic funders seeking to pursue targeted watershed protection outcomes supported by monitoring, technical assistance and ongoing communications. Organizations large and small, public and private, are invited to read this paper and consider this program as an opportunity to align investment for greater impact and help ensure a bright future for the Delaware River watershed.

文摘This paper stipulates that the subject-based library liaison service to a university's teaching and research programs with certain embedded distinctive features should become the mainstream modus operandi of its library service. It takes the innovative service program based on an IC2 conceptualized program at Shanghai Jiao Tong University Library(thereafter abbreviated as SJTUL) as a concrete example to elucidate the merit of such an endeavor. Specifically, this paper discusses the particular development background, overall objectives and service contents of the IC2 motivated program at SJTUL. By presenting a detailed account of some of the key measures, major achievements and also possible future directions of library service development under the guiding principles of SJTUL's IC2 program, these authors hope that its innovative library practice may serve as a reference for other academic librarians to gain some inspirations for their own parallel service innovations or refinement focused on subject-oriented library liaison service to their constituents and parent institution's curricula and research projects.
文摘This study is an attempt to point out the different types of natural hazards in Sudur Paschim province of Nepal where environmental degradation processes such as deforestation,desertification,biodiversity loss,soil crisp and watershed degradation are rising trends.Using participatory method multi hazard prone areas were identified with type and intensity.Multi criteria evaluation method was applied to prioritize replicable actions with location-specific innovative practices and their legitimization for integrating local and indigenous knowledge into mainstream education,science and policy with a view to incorporate local and indigenous knowledge as live science in disaster and climate change education.Findings of the study reveal that varieties of natural hazards in combination with social factors such as poverty,conflict and inequality have resulted frequent disasters and social vulnerabilities in many parts of the province.Traditionally,indigenous and local people have responded threats of multi hazards by using their traditional knowledge and skills which has evolved over generations,and continue to adapt to future changes.These traditional,often faith-based,beliefs and practices were found to use as the key to their resilience in the face of natural hazards.However,many communities have been lost their knowledge as the elderly die without transferring it to younger members.Behind this proper educational policy and strategic development plans have not been implemented to cope local/indigenous knowledge into practices.Findings of the study indicate that indigenous and local knowledge is a precious province resource that can support the process of disaster prevention,preparedness and response in cost-effective disaster risk reduction.Therefore,policy framework has to prime focus to integrate indigenous and local knowledge,wisdom and skills into mainstream educational programs in order to transfer science into policy and education(words)into practice.
文摘The objective of this work is to understand how the process of co-creation occurs within the creative industry of video games. For this, concepts of the creative industry, co-creation, information and communication technologies (ICTs) and innovation were studied. Since this is an exploratory and qualitative research, a single case study was chosen as a method. The analysis was done in a Brazilian company that develops games for mobile devices. The results show that the consumer (gamer) participates in value creation in the company’s products, mainly in the initial production stages. In the later phases, after the launch and other steps of the life cycle, although there is a relationship with the users, the joint creation of value is little explored by the organization. Also, it was verified that the co-creation process is supported by different information and communication tools, which provide agility to the process.

文摘There were no communities in the real sense of the term in China in the era of the planned economy. The establishment of a market economy and the dismantling of the danwei (work unit) based society provide the in-depth background for China's community building. Current community-building is essentially a part of the government urban administrative system, an outcome of redistribution of administrative power and jurisdiction within the government. It has failed to repair the structural defects of the traditional social system, which did not distinguish between government functions and those of society. In the new era of building a harmonious society, such a system is unable to provide institutions for social development, social democracy, social governance and social services. For the reform and innovation of the community-building system, we must transform the social functions of government, encourage popular social organizations, set up a modern system of public finances, and endeavor to build a system for division of tasks and cooperation between government and society.

文摘Social innovation(SI)continues to raise interest among scholars and policymakers,as a potential panacea for social disenfranchisement and civic dysfunction.What is troubling is diverse perspectives of SI abound,creating inconsistencies in methodological approaches which confound theory development.This paper clarifies that discussion by considering the locus of initiation and locus of benefit as informing characteristics that differentiate grounded social innovation from other types of well-recognized socially beneficent endeavors.The notion of‘from community e for community’is presented to aid understanding of the unique nature of authentically grounded social innovation.This paper is significant as it presents a practical approach to help researchers and practitioners consider where opportunities for targeted policy support,institutional involvement,and agency action can aid community development and wellbeing.

文摘As the global demand for healthcare services continues to grow,improving the efficiency and effectiveness of the healthcare ecosystem has become a pressing concern.Information systems are transforming the healthcare delivery process,shifting the focus of healthcare services from passive disease treatment to proactive health prevention and the healthcare management model from hospital-centric to patient-centric.This study focuses on reviewing research in IS journals on the topic of e-health and is dedicated to constructing a theoretical model of intelligent health to provide a research basis for future discussions in this field.In addition,as the innovation of intelligent healthcare services has led to changes in its elements(e.g.,an increase in the number of stakeholders),there is an urgent need to sort out and analyze the existing research.

文摘Agricultural innovation can be described as a coevolutionary process of technological innovation,symbolic change,and social or institutional innovation,which relies on the interactions and collaboration between multiple stakeholders.This view emphasizes the significance of innovation intermediaries in supporting the coevolution process of innovation.Many studies have provided evidence on how innovation intermediaries play roles in supporting the coevolution innovation process at a broader innovation system level.However,little emphasis has been given to the role of innovation intermediaries in supporting the coevolution process of innovation at the community level in rural China.To address this research gap,this paper offers a case study of a novel type of innovation support intervention designed to promote technical change at the community level,the Science and Technology Backyard(STB).The paper focuses on the efforts of a specific STB in Wangzhuang village to promote innovation in tillage methods in wheat production.The aims was to examine the role of this newly emerging innovation support intervention in supporting the coevolution process of innovation at the community level,and compare the outcome of the coevolution process in the village with an STB to that in villages without an STB.Innovation journey analysis is applied to understand the evolved intermediation roles in the innovation process,and multivariate regression analysis is employed to assess the outcome of the coevolution process in villages with and without an STB.The findings suggest that the roles of STBs have evolved from knowledge brokers to systemic innovation intermediaries that facilitate the coevolution process of innovation inside an STB village.It has led to a higher adoption rate of improved technology,a better enabling environment for learning,and more effective institutional support in STB villages than in non-STB villages.However,the effect of support provided by a single STB on the coevolution process outside the community was limited.This finding points to a need for collaboration mechanisms and for connecting single STBs to support the coevolution process of innovation at a larger scale.

文摘Background:Despite great medical advances and scientific progress over the past century,one billion people globally still lack access to basic health care services.In the context of the 2030 Agenda for Sustainable Development social innovation models aim to provide effective solutions that bridge the health care delivery gap,address equity and create social value.This commentary highlights the roles of multilateral organizations and governments in creating an enabling environment where social innovations can more effectively integrate into health systems to maximize their impact on beneficiaries.Main text:The integration of social innovations into health systems is essential to ensure their sustainability and the wide dissemination of their impact.Effective partnerships,strong engagement with and endorsement by governments and communities,regulations,trust and sometimes willingness are key factors to enhance system integration,replication and dissemination of the models.Three examples of social innovations selected by the Social Innovation in Health Initiative illustrate the importance of engaging with governments and communities in order to link,integrate and synergize their efforts.Key challenges that they encountered,and lessons learnt are highlighted.Multilateral organizations and governments increasingly engage in promoting and supporting the development,testing and dissemination of social innovations to address the health care delivery gap.They play an important role in creating an enabling environment.This includes promoting the concept of social innovation in health care delivery,spreading social innovation approach and lessons learnt,fostering partnerships and leveraging resources,convening communities,health system actors and various stakeholders to work together across disciplines and sectors,and nurturing capacity in countries.Conclusions:Multilateral organizations and local and national governments have a critical role to play in creating an enabling environment where social innovations can flourish.In supporting and disseminating social innovation approach,multilateral organizations and governments have a great opportunity to accelerate Universal Health Coverage and the achievement of the Sustainable Development Goals.

文摘Scientific and technological(S&T)innovation and industrial structure upgrading have become two strategies to achieve high-quality economic development under the new pattern of development in China.Exploring the mechanism through which the former two affect the latter is of great significance to realize high-quality economic development and socialist modernization.Based on panel data of 30 provinces(municipalities,autonomous regions)from 2008 to 2017,this paper adopts the simultaneous equation model to empirically investigate the effect of S&T innovation and industrial structure upgrading on high-quality economic development.The study reveals that S&T innovation can significantly promote industrial structure upgrading and high-quality economic development,while industrial structure upgrading imposes a significantly negative effect on high-quality economic development.However,S&T innovation can offset such a negative effect and promote high-quality development indirectly.S&T innovation influences high-quality development in a dual path.To be specific,the former produces both a direct influence on the latter,but also an indirect influence through industrial structure upgrading.
