This paper discusses the important role of science and technology commissioners in the high-quality development of hundreds of counties,thousands of towns,and myriads of villages in the context of rural revitalization,including building bridges,accelerating the transformation of achievements,promoting the value-added of the whole agricultural industry chain,and promoting the rapid development of rural industrial economy.It also discusses the working achievements of science and technology commissioners,in order to promote further development of rural revitalization in Guangdong Province.

Design and Realization of Information System for Ningxia Sci-tech Special Commissioners

The information system for Ningxia sci-tech special commissioners is an application system for realizing information collection,management and sharing in the entrepreneurial process of sci-tech special commissioners. This paper introduces overall design ideas,system functions,key technologies and realization methods of the information system for Ningxia sci-tech special commissioners. Modes and Approaches of Promoting Rural Revitalization by Science and Technology Commissioners: A Case Study of Science and Technology Commissioners from Zhejiang Academy of Agricultural Sciences

The modes and approaches of promoting the implementation of strategy for rural revitalization based on agricultural science and technology commissioner system were studied by taking Zhejiang Academy of Agricultural Sciences as an example.The relevant modes and approaches were summarized,such as giving full play to the expertise of science and technology commissioners to promote the prosperity of rural industries,promoting ecological livable construction based on modern agricultural science and technology,promoting rural civilization based on agricultural science and technology,and promoting the construction of rural good governance based on advanced productivity.Besides,agricultural science and technology commissioners use the three elements of"people,technology,and money"to promote the enhancement of agricultural efficiency,farmers’income,and the prosperity of life and then the coordinated development of rural revitalization.

Establishing in Shandong:A Study on the Relationship Between the American Board of Commissioners for Foreign Missions and the Folk Secret Sects in Shandong

In the northwest of Shandong Province during Late Qing Dynasty,the struggle for survival among the villagers became social norm due to the fragility of the natural ecology,which was not only an important cause of local social unrest,but also complicated social relations.The potential anti-government tendencies of folk secret sects made them the targets of Qing government’s crackdown.In order to seek survival and development,the folk secret sects in northwest Shandong turned their eyes to Christian churches for political protect that was North China Mission of the American Board of Commissioners for Foreign Missions.With the help of secret sects,missionaries of the North China Mission gained a foothold in northwest Shandong.But they were not willing to provide political protect for secret sects.They only used the social ties of secret sects to wedge themselves into the rural society of northwest Shandong,hoping to establish Christian mission stations and develop Christian communities,not to integrate with secret sects.

The Influence Mechanism of an Inclusive Organizational Climate on Innovation Input of Sci-Tech Talents

With the implementation of China’s innovation-driven development strategy,the competition among sci-tech talents has become increasingly fierce.Stimulating the innovative vigor of sci-tech talents has become a hot topic in theoretical research and policy practice.Based on the data from 246 questionnaires collected from sci-tech talents in Hebei province,this study explored the influence mechanism of an inclusive organizational climate on innovation input from technological talents and verified the mediating effects of innovation self-efficacy and intrinsic motivation.The results indicate that an inclusive organizational climate has a significant positive impact on innovation input,innovation self-efficacy,and intrinsic motivation of sci-tech talents.Both innovation self-efficacy and intrinsic motivation play a partial mediating role between an inclusive climate and innovation input.This study verified the important role of an inclusive climate in an organization’s human resource management practices and encouraged managers to emphasize enhancing the innovation self-efficacy and intrinsic motivation of sci-tech talents,thereby continuously improving the level of innovation.

The rapid evolution of scientific and technological advancements and industrial changes has profoundly interconnected countries and regions in the digital information era,creating a globalized environment where effective communication is paramount.Consequently,the demand for proficient interpreting skills within the scientific and technology sectors has surged,making effective language communication increasingly crucial.This paper explores the potential impact of translation universals on enhancing sci-tech simultaneous interpreter education.By examining the selection of teaching materials,methods,and activities through the lens of translation universals,this study aims to improve the quality of teaching content,innovate instructional approaches,and ultimately,enhance the effectiveness of interpreter education.The findings of this research are expected to provide valuable insights for curriculum development and pedagogical strategies in interpreter education.

Research on the Innovation in the Model of Cultivating Sci-Tech Translation Talents in Universities of Science and Engineering from the Perspective of Artificial Intelligence-Generated Content

New technologies represented by ChatGPT have transformed traditional translation work modes and brought unprecedented changes to translation teaching.Based on the development of artificial intelligence-generated content(AIGC)technology,this article analyzes the challenges it brings to sci-tech translation research in the new era,reshapes the value goals of the“ideological and political guidance+technological empowerment”model of cultivating sci-tech translation talents,proposes tentative approaches about the innovation in the model of sci-tech translation talents in universities of science and engineering,and strengthens the talents’translation competence,language proficiency,and interdisciplinary ability,aiming to provide new perspectives and thoughts for the development of translation research in the AIGC era.

Water Cooperation Priorities in the Lancang-Mekong River Basin Based on Cooperative Events Since the Mekong River Commission Establishment

The Lancang-Mekong River has attracted much attention from researchers, but the cooperation on water issues in this river basin has been limited, even after the establishment of the Mekong River Commission(MRC). Cooperation on water resources has been determined as one of the key priority areas in the Lancang-Mekong Cooperation Mechanism, but there are no details of targets. In order to establish the priorities of water cooperation under the mechanism, we adopted nine categories to classify the objectives of 87 water cooperation events based on the ‘Lancang-Mekong Water Cooperative Events Database' from 1995 to 2015. Based on the occurrence of cooperative events, cooperative objectives, cooperative scales, and approaches to cooperation, we conducted statistical, correlation, and text analyses. Our analyses indicated the following results: under the impact of economic conditions inside and outside the river basin, full cooperation appeared more difficult than bilateral and multilateral cooperation. Each of the partners adopted different preferences for cooperation targets. Cooperation with more definite objectives was easier to establish than cooperation with broader and more complex objectives. The potential objectives for water cooperation were navigation, hydropower, joint management, data sharing, flood control and water use. Because hydropower development is controversial, and because water cooperation is avoided by most existing regional cooperation mechanisms due to its complexity, we suggest the following priority areas for water cooperation in the Lancang-Mekong River Basin. 1) Navigation and flood control/drought relief are attractive objectives for all the riparian countries across the whole watershed. 2) Data sharing should be a priority for cooperation in the watershed due to its laying the foundation for the equitable and reasonable utilization of transboundary waters. 3) Hydropower is an objective best implemented mainly through bilateral cooperation, and on tributaries.

Commission Strategy of the Auction House

In a SIPV model, when the commission proportion is not certain, but related with bargain price, generally, it is a linear function of the bargain price, this paper gives bidders＇ equilibrium bidding strategies in the first-and secondprice auctions. We find that the equilibrium strategies in second-price auction are dominant strategies. For seller or auction house, whether the fixed proportion or the unfixed proportion is good is not only related with constant item and the linear coefficient of the linear function, the size of the fixed commission proportion, but also related with the value of the item auctioned. So, in the practical auctions, the seller and the auction house negotiated with each other to decide the commission rules for their own advantage.

基于乡村振兴视角的科技特派员胜任力分析

选取山西省科技特派员为研究对象,利用主成分分析法,从科技特派员和服务对象两个视角进行科技特派员服务乡村振兴活动的调研,构建科技特派员的胜任力模型,并进行指标重要性与满意度的比较分析。研究发现,在乡村振兴背景下,科技特派员的胜任力模型包括知识经验、专业技能、态度价值观、动机特质和服务绩效5个维度34项指标。科技特派员知识经验、专业技能、态度价值观和服务绩效的重要性与科技特派员服务对象满意度之间存在差异。因此,应根据该胜任力模型及服务对象满意度规范科技特派员服务乡村振兴的选拔录用机制、优化培训系统和强化目标考核激励机制。

Study on Management System for Agricultural Sci-tech Achievement Transformation Funding Project

Relying on the management system for agricultural sci-tech achievement transformation funding project in Zhejiang Province, on the basis of current situations and demand of agricultural sci-tech achievement transformation funding project management system, we present a B/S-structured and J2EE platform-based system which adopts MVC mode and integrates mainstream open-source frame technologies such as Spring, Struts2, ExtJs, TopLink and FreeMarker, etc. Practice has shown that this system provides an original model for management of sci-tech project application, and various projects can be expanded on this model. With the aid of this system, sci-tech project management personnel can be relieved from trivial manual works, so as to increase working efficiency and improve management level of sci-tech project management.

Current Situations of Agricultural Sci-tech Innovation and Development Path in Nantong

Nantong is a typical region of large population and little land.The conflict between resources and environment is growing.Thus,the improvement of independent innovation ability based on current situations,oriented towards the future and relying on scientific and technological force directly decides the effect of strong economic city construction.Through analysis on achievements of agricultural sci-tech innovation works,existing problems and demand for developing modern agriculture in Nantong,we present development ideas,target orientation and basic principles of agricultural sci-tech innovation works in Nantong,and put forward eight paths.

With reference to the concept of modern commodity supermarket, this model integrates variety, technology and achievement information into the sci-tech supermarket platform, provides various agricultural sci-tech services, and improves farmers recognition and acceptance of science and technology, so as to accelerate conversion of scientific and technological achievements and demonstration and popularization of new varieties, new technologies and new models.
