Scientific and Technological Innovation Is an Important Approach to Ensuring China’s Oil Security

With the rapid and continual growth of national economy, the gap between oil demand and supply keeps widening in China, therefore China will increasingly depend on imported oil. However, the world's oil and gas resou... With the rapid and continual growth of national economy, the gap between oil demand and supply keeps widening in China, therefore China will increasingly depend on imported oil. However, the world's oil and gas resources are unevenly distributed; global world's oil prices remain high; and over 70 percent of China's imported oil has to be shipped through the Malacca Strait. There are various ways to ensure China's oil security today, and the practical and feasible strategic option is to increase the discovery and production of domestic oil, raise energy efficiency and develop petroleum substitutes. Scientific and technological innovation is crucial both in new oil reserves discovery and production, energy conservation, and in the development of petroleum substitutes, establishment of a strategic oil reserve system and for environment protection. This indicates that China should take effective measures in investment strategy, fiscal policies, financing instruments, intellectual property protection, fostering talents and professionals, so as to establish its own scientific and technological innovation system in the petroleum industry and be better able to ensure oil security. 展开更多

Serving as a way to understand the material composition,structure,and dynamic process of the Earth's interior,deep earth exploration is driven by not only mankind's pursuit of natural mysteries but also mankind's basic need to obtain resources and guarantee economic and social development.The first phase of deep earth exploration of China(SinoProbe)was carried out from 2008 to 2016 and tremendous results were achieved.In 2016,the China Geological Survey launched a Deep Geological Survey Project(also referred to as the Project)to continuously explore the deep Earth.Focusing on the national energy resources strategy,the Belt and Road Initiative,and major basic issues of the geological survey,the Project was carried out in Songliao Basin(an important energy base in China)and major geological boundaries and tectonic units including Qilian Mountains-Tianshan Mountains and Qinzhou-Hangzhou juncture belt.The purpose of it is to reveal the process,structure,and forming patterns of the deep ore deposits and petroleum reservoirs,clarify the evolutionary pattern and controlling factors of Mesozoic environmental climate,and discover deep fine structures of key orogens,basins,and mountains by comprehensive geophysical exploration and scientific drilling.Great achievements have been obtained after more than three years of efforts,including a cumulative 1552 km of deep seismic reflection profiles and magnetotelluric profiles,an ultra-deep continental scientific crilling well,a scientific drilling pilot hole,and a magnetotelluric array and a portable broadband seismic array,both of which cover South China.Moreover,significant progress has been made in ultra-deep drilling technology,deep oil and gas discovery in Songliao Basin,and basic geological issues of Qilian Orogen and Qinzhou-Hangzhou juncture belt in South China,greatly accelerating the deep earth exploration in China and further consolidating China's position as a power in deep earth exploration. 展开更多

Characteristics of agricultural technology innovation are introduced,such as obvious regionality,relatively high risk,long-term periodicity and public attribute. Predicament for technology innovation of leading enterprises is analyzed,such as technical constraints,financial constraints and personnel constraints. Technological Innovation Mode can be classified into three modes of independent innovation,imitative innovation and cooperative innovation by the method of technology innovation. Among them,since there are some defects in the technology innovation process,independent innovation and imitative innovation are generally not used for the innovation of agricultural enterprises. Cooperative Innovation Mode can rely on foreign aid,can realize complementary advantages and achievement sharing,and can be widely applied in the agricultural innovation enterprise. 南海宽广深厚、资源丰富、自然条件复杂、地理位置重要,是我国的核心利益。自20世纪50年代以来,我国先后组织了十数次大规模的南海与诸岛海洋科学综合考察,取得了大批重要原始数据。但是,早期资料无电子化手段,记录标准不一、质控标准... 南海宽广深厚、资源丰富、自然条件复杂、地理位置重要,是我国的核心利益。自20世纪50年代以来,我国先后组织了十数次大规模的南海与诸岛海洋科学综合考察,取得了大批重要原始数据。但是,早期资料无电子化手段,记录标准不一、质控标准不一、归档标准不一、原始资料散落或濒于遗失,抢救与整编需求迫切。南海及其附属岛礁海洋科学考察历史资料系统整编项目规范化整编了1950年至2019年共353个项目664个航次超过200多种要素的历史数据,构建了包含水文气象、海洋化学、生物生态、渔业资源、地质环境、岛礁地质样品等第一手实测的宝贵科学数据的综合数据库,同时对整编数据完成了相关科学分析,新形成一些分析数据产品,出版了《南海科学考察历史资料整编丛书》1套共12部,以及其他专著7部。本系列文章共3篇,文章1针对历史数据的系统整编,简要论述规范化整编的实施步骤,针对技术难点提出相应实践策略;文章2针对整编数据的科学管理,简要论述南海海洋数据治理技术研究与实践;文章3针对整编数据的共享服务,简要论述“数字南海”的建设实践与创新应用。通过本系列文章完整地论述南海科考历史资料整编综合数据库暨“数字南海”的研究过程与实践经验,为其他海洋科学考察资料系统整编提供参考。 展开更多

从创新投入、创新环境、创新产出、创新影响4个方面构建科学仪器企业科技创新能力评价指标体系,采用层次分析法、熵权法组合赋权,通过TOPSIS-障碍度模型对科学仪器企业的科技创新能力进行综合评价分析,以42家中国科学仪器上市企业为样... 从创新投入、创新环境、创新产出、创新影响4个方面构建科学仪器企业科技创新能力评价指标体系,采用层次分析法、熵权法组合赋权,通过TOPSIS-障碍度模型对科学仪器企业的科技创新能力进行综合评价分析,以42家中国科学仪器上市企业为样本进行实证研究。研究发现目前制约我国科学仪器科技创新能力发展的最主要因素是产学研合作、产品与技术国际专利布局、研发投入等方面存在的问题。鉴于此,应加强以企业为主体的产学研用合作协同创新模式,持续加大研发投入力度,重视技术、软件的开发及知识产权保护等,优化国际市场布局,为科学仪器企业科技创新发展赋能。 展开更多

电子文件和纸质文件同步随业务流程运转的双轨制给各行业工作均带来了巨大的纸质文件管理压力。在全球文件管理数字转型及中国“互联网+”行动计划的时代背景下,中国国家重点研发计划项目电子文件单轨制管理已经成为必然的趋势和任务,... 电子文件和纸质文件同步随业务流程运转的双轨制给各行业工作均带来了巨大的纸质文件管理压力。在全球文件管理数字转型及中国“互联网+”行动计划的时代背景下,中国国家重点研发计划项目电子文件单轨制管理已经成为必然的趋势和任务,但目前国家重点研发计划项目的有关研究尚未涉及档案管理及电子文件管理等内容。为此,回顾和分析中国国家科技计划项目电子文件管理30余年的历史和经验,认为国家科技管理信息系统公共服务平台已实现国家重点研发计划项目所有业务活动的全流程电子化管理,为国家重点研发计划电子文件管理打下从双轨制向单轨制过渡的基础。然而,国家重点研发计划项目电子文件管理仍存在档案管理顶层设计不足,档案管理制度建设不完善,电子签名、电子印章以及电子文件元数据方案建设滞后等问题;针对此提出完善档案管理组织机构和制度体系、开发电子签名和电子印章应用体系、制定电子文件元数据方案、完善国家科技管理信息系统公共服务平台技术体系等对策,为推动完全实现国家重点研发计划电子文件单轨制运行与管理提供参考。 展开更多

文章基于2005-2020年全国31个省区市的面板数据,对国有企业发展促进共同富裕的效应及作用机制进行了研究。结果显示,国有企业发展壮大能够显著促进共同富裕,其促进效应主要体现在总体富裕程度上。机制分析结果表明,国有企业主要通过增... 文章基于2005-2020年全国31个省区市的面板数据,对国有企业发展促进共同富裕的效应及作用机制进行了研究。结果显示,国有企业发展壮大能够显著促进共同富裕,其促进效应主要体现在总体富裕程度上。机制分析结果表明,国有企业主要通过增加地方税收和提升地方科技创新水平从而促进共同富裕。异质性分析结果表明,东部地区国有企业对共同富裕的促进效应强于中西部地区,且八大经济区中东部沿海经济区国有企业的的促进效应最为显著;国有企业全面深化改革后,其对共同富裕具有更加明显的正向效应。此外,浙江共同富裕示范区国有企业发展壮大对共同富裕具有正向促进效应,不仅能促进总体富裕发展水平,还能提高共享富裕发展水平。研究对探索国有企业促进共同富裕的作用机制及其实现路径具有参考价值。 展开更多
