The formulation and the basic concepts of the “Market” such as “goods” and “price” are discussed first, then the basic algorithm of the “auction”. The loosely coupled v-MDTSP tasks are considered as an example of the task allocation mission. A multiple AUV team controller and a detailed algorithm are developed for such applications. The simulation results show that the controller has the advantages such as robustness and low complexity and it can achieve better optimization results than the classical central controller (such as GA) in some tasks. And the comparison of two different local solvers also implies that we should get the reasonable task allocation even not using the high quality algorithm, which can considerably decrease the cooperation computation.展开更多

Establishing environmental institutions will aid in providing effective responses on any changes in the status of environment by improving the current policies by having solid management strategies to combat environme...Establishing environmental institutions will aid in providing effective responses on any changes in the status of environment by improving the current policies by having solid management strategies to combat environmental degradation. All the six member countries in the Gulf Cooperation Council (GCC) have established similar environmental institutional bodies that serve with the mandate of conserving and protecting the environment. Degrees of implementation, wealth, state of environment reporting and strategic planning are varying and closer inspection has to be done. Institutionalization in GCC states has to be promoted to cover major framework of sustainable development strategies. This will guarantee the use-effectiveness of those polices and other environmental management tools to ensure sustainable development of the natural resources. This paper attempts to list and examine the current status of all GCC country’s environment institutional framework and setup through comparison of the available information, highlighting the achievement of some and providing some guidance for others on how it could be enhanced.展开更多
With the new development trend of multi-resource coordinated Earth observation and the new goal of Earth observation application of“short response time,high observation accuracy,and wide coverage”,space-aeronautics ...With the new development trend of multi-resource coordinated Earth observation and the new goal of Earth observation application of“short response time,high observation accuracy,and wide coverage”,space-aeronautics cooperative complex task planning problem has become an urgent problem to be solved.The focus of this problem is to use multiple resources to perform collaborative observations on complex tasks.By analyzing the process from task assignment to receiving task observation results,we propose a multi-layer interactive task planning framework which is composed of a preprocessing method for complex tasks,a task allocation layer,a task planning layer,and a task coordination layer.According to the characteristics of the framework,a hybrid genetic parallel tabu(HGPT)algorithm is proposed on this basis.The algorithm uses genetic annealing algorithm(GAA),parallel tabu(PT)algorithm,and heuristic rules to achieve task allocation,task planning,and task coordination.At the same time,coding improvements,operator design,annealing operations,and parallel calculations are added to the algorithm.In order to verify the effectiveness of the algorithm,simulation experiments under complex task scenarios of different scales are carried out.Experimental results show that this method can effectively solve the problems of observing complex tasks.Meanwhile,the optimization effect and convergence speed of the HGPT is better than that of the related algorithms.展开更多
It is estimated that about 50 percent of China’s annual gross domestic product(GDP)is needed to compensate the environment cost,it is urgent to shift China’s massive economy to green one.In China’s 13th Five-Year p...It is estimated that about 50 percent of China’s annual gross domestic product(GDP)is needed to compensate the environment cost,it is urgent to shift China’s massive economy to green one.In China’s 13th Five-Year plan(2016-2020),China plans to establish the“ecological civilization”,incorporating air pollution control,energy consumption control targets,and green finance,laying out China’s transition towards a green and low-carbon economy.However,the green finance system establishment demands many auxiliary systems,such as fiscal support,legal institutions,and other taxation aids.From global perspective,the green finance system also helps to reduce the environmental risks worldwide both the countries along ancient silk roads and the European countries.On the other hand,investment in Europe has still not recovered from pre-financial crisis levels.The European Union has to massively accelerate investment to meet its climate and energy obligations with an annual investment gap of€100 billion in funding Europe’s energy infrastructure to reach its climate and energy targets.The European Union plans to re-boot the Capital Markets Union to help meet this challenge by setting up an expert group on sustainable finance.Both China and Europe are facing the climate challenge and they have to deal with it together.Chinese government advocates public-private partnership(PPP)model to improve the funding environment and actively seek way out.This paper aims to arouse the awareness of cooperation in Europe and China in green financing and hi-tech field,by creating a framework to improve the financing mechanism of environmental protection and green economy.展开更多
The telecommunications industry is becoming increasingly aware of potential subscriber churn as a result of the growing popularity of smartphones in the mobile Internet era,the quick development of telecommunications ...The telecommunications industry is becoming increasingly aware of potential subscriber churn as a result of the growing popularity of smartphones in the mobile Internet era,the quick development of telecommunications services,the implementation of the number portability policy,and the intensifying competition among operators.At the same time,users'consumption preferences and choices are evolving.Excellent churn prediction models must be created in order to accurately predict the churn tendency,since keeping existing customers is far less expensive than acquiring new ones.But conventional or learning-based algorithms can only go so far into a single subscriber's data;they cannot take into consideration changes in a subscriber's subscription and ignore the coupling and correlation between various features.Additionally,the current churn prediction models have a high computational burden,a fuzzy weight distribution,and significant resource economic costs.The prediction algorithms involving network models currently in use primarily take into account the private information shared between users with text and pictures,ignoring the reference value supplied by other users with the same package.This work suggests a user churn prediction model based on Graph Attention Convolutional Neural Network(GAT-CNN)to address the aforementioned issues.The main contributions of this paper are as follows:Firstly,we present a three-tiered hierarchical cloud-edge cooperative framework that increases the volume of user feature input by means of two aggregations at the device,edge,and cloud layers.Second,we extend the use of users'own data by introducing self-attention and graph convolution models to track the relative changes of both users and packages simultaneously.Lastly,we build an integrated offline-online system for churn prediction based on the strengths of the two models,and we experimentally validate the efficacy of cloudside collaborative training and inference.In summary,the churn prediction model based on Graph Attention Convolutional Neural Network presented in this paper can effectively address the drawbacks of conventional algorithms and offer telecom operators crucial decision support in developing subscriber retention strategies and cutting operational expenses.展开更多
