As a strategic emerging industry, solar energy industry has been wished to ease the energy crisis and stimulate economic growth. In order to judge the development of the industry objectively, this paper constructs the index system of China’s solar energy industrial development from three dimensions of micro enterprise, medium industry and macroeconomic. This paper simultaneously takes 27 specific indicators, 54 listed companies and 10206 data from 2010 to 2016 as an example to calculate the industrial development index. The result reveals that with the implementation of the support policies playing a positive role in the development of China’s solar energy industry, the solar industry has steadily improved. Solar energy industry in our country is under the support of national support policies and its technological innovation capability is relatively active. However, the moderate investment and financing activities and inadequate enterprise operational capacity, to some extent, alleviate the development of the solar energy industry. The above shows that the solar energy industrial development index and its evaluation methods can help people to accurately grasp the development trend of the solar energy industry and accurately identify the development of advantages and disadvantages. 展开更多

Based on the concept of industrial green development index,we selected the related panel data from 14 different cities of Hunan Province in 2012. The energy consumption and carbon emissions were also selected as input indexes,and GDP of secondary industry was used as the output index to build the industrial green development index. The major cities of every country and region in the world play an important role in the process of global development.The assessment of the development efficiency of these core cities can help governments better understand their role in globalization and provide some useful information for policy makers.This paper evaluates the development efficiency of 35 major cities around the world during the period 2011-2020.The data used is the Global City Power Index(GPCI)released by the Mori Foundation of Japan,which evaluates each city in a total of 70 indicators from six dimensions:economy,research development(R&D),cultural exchange,livability,environment and accessibility.The development efficiency of the 35 global major cities is evaluated by using data envelopment analysis(DEA)to divide the six dimensions into input and output indexes.The change of development efficiency of the 35 global core cities during 2011-2020 is studied by using Malmquist index.It is found that the absolute strength of each city is not necessarily related to its development efficiency,and the change of development efficiency is affected by both technological efficiency and technological progress. 展开更多

Based on the statistical data of eight sub-sectors of equipment manufacturing industry in Shandong province from 2012-2016,DEA and Malmquist index were used to give the static and dynamic evaluation of technological innovation efficiency.The results show that the overall technological innovation efficiency of Shandong equipment manufacturing industry is higher due to the high pure technical efficiency and scale efficiency.As the technical regress and inefficient allocation of resources deepened,the total factor productivity of Shandong equipment manufacturing industry presents a dropped tendency.According to the innovation efficiency and its changes,different industries should adopt the specific development strategies. 展开更多

Firstly,the related theories about agricultural science and technology innovation and project approval evaluation are combed and summarized. By combining application and finish books of science and technology support plan project in agricultural field of Ministry of Science and Technology with stronger innovation,case analysis and expert interview are conducted. Evaluation indexes of agricultural science and technology project based on innovation value are proposed initially,and there are 50 initial indexes. After that,via focus group talk,qualitative research is conducted to further adjust innovative evaluation indexes,and 50 initial indexes are deleted to 41. The importance of the 41 indexes is scored by the experts,and index screening and classification are conducted by verification factor analysis in structural equation model. It not only obtains index classification but also finds action mechanism among innovation demand,innovation mode,research thinking,treatment method of difficulty,and predicted risk. The research could straighten up ideas of project review experts in agricultural field and provide reference for applicant designing project. 展开更多

Innovation development has received increasingly more attention from academia and policymakers. The policy-making for promoting it heavily relies on evidence provided by measuring national innovation development. This study tries to build a bridge between innovation development measurement and policy-making. The literature shows that there is very limited theoretical and methodological research on measuring national innovation development. This paper proposes a national innovation development index(NIDI) for measuring the performance of national innovation development by integrating the definition of innovation from five perspectives and the definition of development from four perspectives. The NIDI consists of five sub-indexes, science and technology development sub-index, innovation condition development sub-index, industrial innovation development sub-index, social innovation development sub-index, and green & low-carbon development sub-index, which is measured by the composite sub-index approach. This paper uses the NIDI methodology to investigate 40 countries based on the panel data from 2006 to 2015, which helps classify countries into three categories including leading, advanced and catching-up countries. The cross-analysis between sub-indexes of the NIDI brings new insights into the competitive advantage and disadvantage, which helps governments to choose more specific policies to overcome shortcomings resulted in the poor performance of sub-indexes of the NIDI so as to improve their innovation development performance systematically. Besides, the findings in this article indicate that the level of economic development in a country is to a large extent determined by the level of national innovation development. 展开更多

基于2011—2019年中国284个城市的面板数据,实证检验了公众环境关注度对绿色金融发展的影响。研究结果表明,公众环境关注度对绿色金融发展存在显著正向影响,这一结论在经过一系列稳健性检验后依然成立。传导机制检验表明,公众环境关注... 基于2011—2019年中国284个城市的面板数据,实证检验了公众环境关注度对绿色金融发展的影响。研究结果表明,公众环境关注度对绿色金融发展存在显著正向影响,这一结论在经过一系列稳健性检验后依然成立。传导机制检验表明,公众环境关注度促进政府提高环境规制强度,进而推动绿色金融发展。调节性效应检验表明,地区经济发展水平、地区绿色创新水平能够正向调节公众环境关注度对绿色金融的正向影响。异质性检验表明,在中西部地区、教育水平较高、污染排放量较高、环境信息公开的地区,公众环境关注度对绿色金融的促进作用更加显著。推进绿色金融发展必须激发公众对环境的关注,完善公众参与机制,提升绿色创新水平,制定差异化发展战略。 展开更多

文章基于创新链理论,将公益农业类科研机构划分为科技研发阶段和成果转化阶段,采用DEA-Malquist指数法测算2011—2020年21家福建省属公益农业类科研机构不同阶段科技创新效率。结果表明:10年间,科技研发阶段和成果转化阶段的创新效率均... 文章基于创新链理论,将公益农业类科研机构划分为科技研发阶段和成果转化阶段,采用DEA-Malquist指数法测算2011—2020年21家福建省属公益农业类科研机构不同阶段科技创新效率。结果表明:10年间,科技研发阶段和成果转化阶段的创新效率均表现为退步状态,科技研发阶段创新效率下降5.10%,成果转化阶段下降3.20%,可见两阶段均有较大提升空间;21家机构不同阶段创新效率差距明显,47.62%的机构科技研发效率处于退步状态,创新指数最大差距达0.756,38.10%的机构成果转化效率处于退步状态,创新指数最大差距达0.919;机构创新发展模式差距大,23.81%为集约型,9.52%为粗放型,28.57%为研发高效-转化低效型,38.10%为研发低效-转化高效型。在此基础上,结合加快推进科技政策创新、科技体制改革等外部因素,引导机构形成学科布局、技术积累与产业经济发展格局相适应科研组织模式等内部因素,分类提出有针对性的对策建议。 展开更多

肉牛产业作为内蒙古科尔沁右翼中旗支柱产业之一,已成为当地发展的优先选项和富民增收的主要突破口,目前该产业存在着规模小、群体大,需要依托农户养殖来支撑的问题,总体来看,肉牛产业发展不是特别成熟,在全国市场价格话语权不高。为了... 肉牛产业作为内蒙古科尔沁右翼中旗支柱产业之一,已成为当地发展的优先选项和富民增收的主要突破口,目前该产业存在着规模小、群体大,需要依托农户养殖来支撑的问题,总体来看,肉牛产业发展不是特别成熟,在全国市场价格话语权不高。为了进一步提升其品牌影响力和肉牛价格话语权以及增强政府调控的前瞻性、针对性和有效性,本研究依托科尔沁右翼中旗肉牛产业实际情况,借鉴国内外产业指数的编制方法,从模型建设、指标编制、算法构建、系统研发等方面详细介绍了“科尔沁右翼中旗肉牛价格指数”的编制与系统开发过程,以期通过价格指数的持续发布,能够为全国肉牛产业提供客观、科学、量化的市场价值基准。试运营效果表明,指数结果可以有效反映科尔沁右翼中旗肉牛市场冷热趋势,一定程度上提升了生产经营主体在价格形成中的参与权、表达权和主动权,可以为肉牛价格保险、收入保险以及期货期权等金融衍生产品的发展提供基础数据支持。 展开更多

基于DEA-BCC模型和Malmquist指数模型,从静态和动态两方面对我国创新型产业集群创新效率进行综合评价,研究结果表明:我国创新型产业集群创新效率水平有所下降,仍有较大进步空间,且存在两极分化的现象.较多省(区、市)处于纯技术有效规模... 基于DEA-BCC模型和Malmquist指数模型,从静态和动态两方面对我国创新型产业集群创新效率进行综合评价,研究结果表明:我国创新型产业集群创新效率水平有所下降,仍有较大进步空间,且存在两极分化的现象.较多省(区、市)处于纯技术有效规模无效的DEA弱有效状态,存在投入产出不匹配问题.考察期内全要素生产率变化指数整体呈“N”型上升趋势,主要得益于技术进步的拉动作用,纯技术效率与规模效率共同起了阻碍作用.区域间及区域内创新型产业集群发展存在不平衡性,东部地区增长最快;其次为西部地区,中部、东北相对落后.从空间分布看,全国创新型产业集群创新效率表现出由南北向内陆逐步递减的分布格局,创新效率较高的省(区、市)成片分布在东南、西南、西北地区,空间非均衡性呈现出先缩小后扩大的趋势. 展开更多

国家可持续发展议程创新示范区建设是中国为落实联合国2030年可持续发展议程及其可持续发展目标(SDGs)专门开展的一项重要工作。目前,国务院共批复了太原、桂林、深圳等11个城市建设国家可持续发展议程创新示范区。一直以来,对示范区建... 国家可持续发展议程创新示范区建设是中国为落实联合国2030年可持续发展议程及其可持续发展目标(SDGs)专门开展的一项重要工作。目前,国务院共批复了太原、桂林、深圳等11个城市建设国家可持续发展议程创新示范区。一直以来,对示范区建设进展以定性描述为主,但从加强示范区建设与管理实际需求看,迫切需要建立一套科学的示范区建设进展量化评估方法体系。基于此,该研究借鉴国内外有关SDGs进展评估的理论与方法,结合示范区建设定位,研究提出了包括示范区活跃度和可持续发展指数两个维度的示范区建设进展量化评估方法体系,基于各地提供的数据资料,对示范区建设进展进行了探索性评估。活跃度评估结果表明,2022年各示范区活跃度差异明显,承德、海南藏族自治州、湖州、郴州和临沧分值较高,表明示范区建设的积极性和主动性较强。可持续发展指数分析结果显示,2022年湖州和深圳的指数显著高于其他示范区,得分达89分以上,其他示范区介于71~82分之间;多数示范区在SDG1、SDG6、SDG7、SDG13、SDG16等目标落实方面进展良好,在SDG9、SDG15、SDG17等方面还需进一步加强。 展开更多

为了测度与评价我国30个省份(自治区、直辖市)生猪产业韧性水平,并探究影响生猪产业韧性的主要因素,本研究基于2000—2023年生猪产业面板数据从韧性的抵抗能力、恢复能力、创新能力和再组织能力4个维度出发,构建生猪产业韧性综合评价指... 为了测度与评价我国30个省份(自治区、直辖市)生猪产业韧性水平,并探究影响生猪产业韧性的主要因素,本研究基于2000—2023年生猪产业面板数据从韧性的抵抗能力、恢复能力、创新能力和再组织能力4个维度出发,构建生猪产业韧性综合评价指标体系,运用熵值法对生猪产业韧性水平进行测度与评价,使用指标障碍度模型找出影响生猪产业韧性的主要因素,利用耦合协调模型研究上述生猪产业韧性之间的耦合协调趋势。结果表明:2000—2023年,我国生猪产业韧性综合指数总体上呈波动式的增长;生猪产业韧性的抵抗能力和恢复能力障碍度是影响我国生猪产业韧性提升的主要因素,主要受到财政资金、料重比、猪肉消费能力、猪肉产量及猪肉进口数量等影响;生猪产业韧性的抵抗能力、恢复能力、创新能力和再组织能力的耦合协调度指数呈波动增长趋势,仍有提高余地。据此笔者建议完善生猪产业发展政策,提高生猪产业生产效率;强化全产业链协同整合,重视产业绿色可持续发展;强化产业与环境的耦合协调,营造产业发展良好氛围。 展开更多

中国制造业绿色发展韧性测度及演变趋势研究——来自制造企业的经验证据

提升绿色发展韧性是中国制造业面对动荡环境实现可持续发展的重要方向。本文采用敏感性指数法测算制造企业绿色发展韧性,利用核密度分布与马尔科夫链法评估中国制造业绿色发展韧性的动态趋势与收敛状态。结果发现:(1)中国制造业绿色转... 提升绿色发展韧性是中国制造业面对动荡环境实现可持续发展的重要方向。本文采用敏感性指数法测算制造企业绿色发展韧性,利用核密度分布与马尔科夫链法评估中国制造业绿色发展韧性的动态趋势与收敛状态。结果发现:(1)中国制造业绿色转型处于“发展水平与发展韧性”双重下降时期。其中,绿色发展水平下降态势趋缓,绿色发展韧性则经历了“上升→下降”、“正向→负向”阶段转变;(2)高端装备制造业是绿色发展水平变化的主导力量,传统制造业在绿色发展韧性变化中发挥着关键作用;(3)根据绿色发展韧性的马尔科夫链结果,低水平和高水平的状态锁定概率较高,状态跃迁与状态退化主要发生在相邻状态间。制造业中收敛于高水平与较高水平类型企业占半数左右,其中,传统制造业为55%,高端装备制造业为45%。研究结论可为我国制造业促进绿色发展韧性提升和高效推进绿色发展提供一定的政策启示。 展开更多
