With the development of smart grid technology, controllability of load side resources is becoming more and more important. Based on the wave characteristics of wind power, this paper indicates that wind energy has continuous output characteristics on the hour-time scale. Through analysis on loads characteristic of industry, public facility and resident, this paper gets comprehensive response of load side resources. The tradi...The bandwidth resources allocation strategies of the existing Internet of Vehicles(IoV) are mainly base on the communication architecture of the traditional 802.11 x in the wireless local area network(WLAN). The traditional communication architecture of IoV will easily cause significant delay and low Packet Delivery Ratio(PDR) for disseminating critical security beacons under the condition of high-speed movement, distance-varying communication, and mixed traffic. This paper proposes a novel bandwidth-link resources cooperative allocation strategy to achieve better communication performance under the road conditions of intelligent transportation systems(ITS). Firstly, in traffic scenarios, based on the characteristic to predict the relative position of the mobile transceivers, a strategy is developed to cooperate on the mobile cellular network and the Dedicated Short-Range Communications(DSRC). Secondly, by adopting the general network simulator NS3, the dedicated mobile channel models that are suitable for the data interaction of ITS, is applied to confirm the feasibility and reliability of the strategy. Finally, by the simulation, comparison, and analysis of some critical performance parame-ters, we conclude that the novel strategy does not only reduce the system delay but also improve the other communication performance indicators, such as the PDR and communication capacity.展开更多

The closed-form expression of the bit error rate (BER) system performance is derived and an optimal power allocation (OPA) algorithm is proposed to optimize the power allocation between the local and relayed signals under the minimum BER criterion. Based on the OPA algorithm, a partner choice strategy is proposed to determine the partner locations specified by various cooperation gains. Simulation results show that the proposed resource optimization algorithms are superior to the unoptimized algorithms by significantly reducing the BER and improving the cooperative gain, which is useful to simplify the practical partner choice process.展开更多

A non-cooperative games model and an algorithm for scheduling of relief resources are presented. In the model, the players correspond to the multiple emergency locations, strategies correspond to all resources scheduling and the payoff of each emergency location corresponds to the reciprocal of its scheduling cost. Thus, the optimal results are determined by the Nash equilibrium point of this game. Then the iterative algorithm is introduced to seek the Nash equilibrium point. In this paper, downlink CoMP(DL-CoMP) resource allocation scheme based on limited backhaul capacity is designed to take a tradeoff between system throughput and fairness. Resource allocation of proportional fairness based on querying table is proposed. It updates RB allocation matrix when center cell has completed resource allocation and delivers the matrix to adjacent cells for their own RB allocation. Furthermore, Water-Filling algorithm based on adaptive water level(AWF) is used for power allocation to boost system fairness. In this paper, performance of downlink CoMP based on limited backhaul capacity and single-point transmission is contrasted, and results indicate that CoMP dramatically enhances system throughput and spectral efficiency. Moreover, AWF power allocation scheme obtains higher system fairness than conventional Water-Filling(WF) algorithm, although it gets slightly lower system throughput. Finally, this paper discussed that the system performance is partially affected by the percentage of CoMP resource.展开更多

The Agreement not only reduces obstacles to the international scientific cooperation and promotes the movement of people and equipment across borders for the effective and efficient development of Arctic scientific knowledge, but also provides an improved international Arctic legal environment for conducting Arctic scientific cooperation based on UNCLOS and institutional arrangements. However, the observer states, the NGOs and IGOs, as well as Permanent Participants are rarely mentioned in this Agreement. This article chooses one group, non-Arctic states, as a case in point in order to critically discuss the influence of this new Arctic scientific cooperation agreement. It argues that the non-Arctic states are left behind at the original legal situation and trapped in an inferior status in Arctic science. Under these circumstances, this article suggests that non-Arctic states, especially those with competitive research abilities, should appeal for amendment of the Agreement to allow wider access to research areas and data sharing, especially when cooperating with the eight-member states of the Arctic Council. Also, non-Arctic states should take the Agreement as the reference when signing bilateral agreements with Arctic states so as to safeguard their interests when conducting Arctic scientific activities. Moreover, the active participation in other fora as well as various bilateral scientific projects can assist non-Arctic states to strengthen the relations with the Arctic states and build trust in the Arctic Council.展开更多

However, the computation and communication resources need to be considered jointly to fully exploit the advantages brought by the MEC technology. In this paper, the scenario where multi robots cooperate to accomplish the time-critical tasks is studied, where an intelligent master robot(MR) acts as an edge server to provide services to multiple slave robots(SRs) and the SRs are responsible for the environment sensing and data collection. To save energy and prolong the function time of the system, two schemes are proposed to optimize the computation and communication resources, respectively. In the first scheme, the energy consumption of SRs is minimized and balanced while guaranteeing that the tasks are accomplished under a time constraint. In the second scheme, not only the energy consumption, but also the remaining energies of the SRs are considered to enhance the robustness of the system. Through the analysis and numerical simulations, we demonstrate that even though the first policy may guarantee the minimization on the total SRs’ energy consumption, the function time of MRC system by the second scheme is longer than that by the first one.展开更多
