And the study was carried out on decoupling degree and temporal changes of economic development level and resource and environment carrying ca- pacity in the central area of Yunnan Province. Results indicated that (i) the economic development level and resource and environment carrying capacity in the central area of Yunnan Province mainly experienced strong decoupling, weak decoupling, and ex- pansive negative coupling, and in general it was strong decoupling, and it took on re- verse "N" in temporal changes. (ii) Change rate of economic development level in the central area of Yunnan Province was greater than zero, but the amplitude of change was not large, while the change rate of resource and environment carrying capacity was negative in 2007-2008, and it was positive in the rest years; from 2007, it took on gradual expansion trend, and scissors difference gradually increased after experi- encing reverse "V" change. In this paper, the economic loss of marine natural fishery resources is taken as the undesired output. The SBM model is used to evaluate the economic efficiency of marine fisheries in 11 provinces and cities in China’s coastal areas from 2004 to 2015. Based on this, decoupling theory is adopted to analyze the spatial and temporal evolution pattern of marine fishery economic efficiency and resource consumption in various provinces and cities. The results show that: 1) Based on the perspective of time and space, the economic efficiency of marine fisheries in 11 provinces and cities along the coast of China is polarized and has not been effectively improved, indicating that the level of fishery economic development in China’s coastal areas is unbalanced;2) Based on the overall perspective, the overall economic efficiency of China’s marine fisheries is low, indicating that China’s marine fishery economy is developing at a slower rate;3) Based on the perspective of decoupling theory, the economic efficiency of marine fisheries in China and the consumption of fishery resources have shown a trend in the research period. This study analyses the decoupling relationship between energy-related CO_(2) emissions and economic growth in China from 2000-2017 from the perspective of industrial structure using the LMDI method and Tapio decoupli...This study analyses the decoupling relationship between energy-related CO_(2) emissions and economic growth in China from 2000-2017 from the perspective of industrial structure using the LMDI method and Tapio decoupling model.The decoupling driving force was decomposed into emission,energy intensity,industrial structure,economic activity,and population factors.Studies have shown that the restructuring of China’s industries has not led to a significant increase in CO_(2) emissions.Specifically,from 2000 to 2017,China’s economic development and carbon emissions are generally in a weak decoupling state.Strong decoupling occurred from 2000 to 2001 and from 2013 to 2016.The industrial structure change has a substantial impact on the primary sector(agriculture),followed by the tertiary sector(services),while the impact on the secondary sector(industry)is negligible.The GDP contribution of the primary industry is small,but it is an indispensable guarantee for a country.With the development of agricultural mechanization and technology,human and animal power in this industry has been decreasing year by year,and large-scale planting has improved energy efficiency.The level of technology should be continuously strengthened to promote the decoupling of carbon emissions.The contribution of the secondary industry to GDP is around 40%,but the secondary industry accounts for more than 80%of CO_(2) emissions,mainly caused by the use of fossil energy.In 2017,fossil energy still accounted for about 86.2%of China’s energy consumption,so fossil energy remains the most critical energy source for China’s economic development.Coal,in turn,accounts for the largest share of fossil energy consumption.Therefore,emphasis should be placed on increasing technological innovation and conversion from fossil to non-fossil energy sources.The Chinese government considers the service industry a new engine for sustainable social and economic development.The contribution of the tertiary sector to GDP has increased from 2000 to 2017,followed by resource and environmental problems.Although the current share of CO_(2) emissions directly caused by the tertiary sector is not high,as the tertiary sector continues to grow,plans to reduce the decoupling of carbon emissions from the tertiary sector should be made in advance.展开更多

To this end, the Log-Mean Divisia Index and Tapio models were applied in this paper to study the decou...Knowledge of decoupling indicators and its determinants is useful for formulating targeted policy recommendations. To this end, the Log-Mean Divisia Index and Tapio models were applied in this paper to study the decoupling relationship among economic growth and GHG emissions in Cameroon over the period 1971-2014. The analyzes were conducted according to the three major periods that marked Cameroon after independence and the decoupling indicators were broken down into seven factors while considering the three main GHGs emitted in this country (i.e. CO2, CH4, and N2O). The results showed that weak decoupling, strong decoupling, and strong negative decoupling occurred in Cameroon during the periods 1971-1984 and 1994-2014 which represent the periods before and after the economic crisis, respectively. In addition to these three decoupling statuses, recessive decoupling only appeared during the economic crisis period (1984-1994). From 1971 to 1984 and between 1994 and 2014, carbon intensity, economic activity, population, and emission factor not only contributed to the increase of Cameroon’s GHG (particularly CO2) emissions but also prevented decoupling. Unlike the period 1984-1994, energy intensity contributed to reducing environmental pollution while promoting decoupling during the periods 1971-1984 and 1994-2014. Although all played an important role in decoupling, we found that after the introduction of natural gas into the country’s energy mix from 2007, the effect of renewable energies on the mitigation of Cameroon’s CO2 emissions remained higher than the substitution of fossil fuels. However, to develop a cleaner economy, Cameroon should maintain modest economic growth and continuously transform economic development pathways, while encouraging the use of renewable energy to further reduce energy intensity per unit of GDP per capita.展开更多

Having observed increasing dangers to the environment posed by rising economic growth, they are seeking pathways to enable policy action on economic growth and environmental sustainability. Given the facts in theoretical and empirical studies, this study assessed the validity of the decoupling hypothesis by investigating asymmetricity in the relationship between environmental sustainability and economic growth in nine Eastern European countries from 1998 to 2017 using the cross-section augmented Dickey-Fuller(CADF) unit root, panel corrected standard error(PCSE), common correlated effect mean group(CCEMG), and Dumitrescu Hurlin causality approaches. Both population growth and drinking water are used as controlled variables. The outcomes establish strong cointegration among all the variables of interest. According to the results of CCEMG test, economic growth exerts short-term environmental degradation but has long-term environmental benefits in Eastern Europe;and population growth and drinking water exert a positive effect on environmental sustainability in both the short-and long-run. The results of Dumitrescu Hurlin causality test indicate that environmental sustainability is unidirectionally affected by economic growth. Based on these outcomes, we suggest the following policies:(1) the EU and OECD should implement member-targeted policies on economic growth and fossil-fuel use towards regulating industrial pollution, water use, and population control;and(2) the EU and OECD member countries should invest in environmental technologies through green research and development(R&D) to transform their dirty industrial processes and ensure productive energy use.展开更多

However, energy consumpt...Fossil energy is the material basis of human survival, economic development and social progress. The relationship between energy consumption and economic growth is becoming increasingly close. However, energy consumption is the major source of greenhouse gases, which can significantly affect the balance of the global ecosystem. It has become the common goal of countries worldwide to address climate change, reduce carbon dioxide emissions, and implement sustainable development strategies. In this study, we applied an approximate relationship analysis, a decoupling relationship analysis, and a trend analysis to explore the relationship between energy consumption and economic growth using data from Kazakhstan for the period of 1993-2010. The results demonstrated: (1) the total energy consumption and GDP in Kazakhstan showed a "U"-type curve from 1993 to 2010. This curve was observed because 1993-1999 was a period during which Kazakhstan transitioned from a republic to an independent country and experienced a difficult transition from a planned to a market economy. Then, the economic system became more stable and the industrial production increased rapidly because of the effective financial, monetary and industrial policy support from 2000 to 2010. (2) The relationships between energy con- sumption and carbon emissions, economic growth and energy exports were linked; the carbon emissions were mainly derived from energy consumption, and the dependence of economic growth on energy exports gradually increased from 1993 to 2010. Before 2000, the relationship between energy consumption and economic growth was in a recessional decoupling state because of the economic recession. After 2000, this relationship was in strong and weak decoupling states because the international crude oil prices rose and energy exports increased greatly year by year. (3) It is forecasted that Kazakhstan cannot achieve its goal of energy consumption by 2020. Therefore, a low-carbon economy is the best strategic choice to address climate change from a global perspective in Kazakhstan. Thus, we proposed strategies including the improvement of the energy consumption structure, the development of new energy and renewable energy, the use of cleaner production technologies, the adjustment and optimization of the industrial structure, and the expansion of forest areas.展开更多

PPPs have often been discussed in studies of urban development, service provision, health care, and so on, but they have rarely been analyzed in terms of international relations and political problems on global environmental issues. This study takes an environmental problena---Sino-US energy and climate change cooperation--as a case study to inspect the possible roles and approaches of PPPs. Sino-US cooperation has been launched such as under the Strategic & Economic Dialogue (S&ED) by both administrations, which has significantly contributed to their reconciliation of domestic abatement policies in climate change, environmental protection, and energy. The establishment of schemes such as the Ten-Year Framework for Cooperation on Energy and Environment (TYF), the EcoPartnerships, and wide-ranging dialogues and initiatives on clean energy and clean vehicles, in which both public and private actors participate, are among the important approaches of facilitating bilateral cooperation. The study concludes that these schemes have played strategic and practical roles in strengthening the degree of mutual trust and in facilitating the progress of cooperation, although more investigations are needed to considerate their regulative roles. The application of instrumental, institutional, and normative approaches have been observed through the implementation of the TYF and EcoPartnerships.展开更多
Based on the general requirements of the coordinated development of"ecological livable"and"affluent life"in the rural revitalization strategy,the evaluation index system of desertification control ...Based on the general requirements of the coordinated development of"ecological livable"and"affluent life"in the rural revitalization strategy,the evaluation index system of desertification control was constructed,the interaction between desertification control and regional social economy and the internal space-time coordination mechanism were explored,and the quality of desertification control and its coordination degree with regional economic development were quantitatively analyzed.The decoupling mechanism of desertification governance society economy system were analyzed,and the high level for the government to promote desertification governance,constructing ecological economy coordinated development pattern to provide decision basis to Xizang desertification governance-social economic system interaction and coupling coordination development as the research object,introducing the coupling decoupling model to measure the coupling coordination model and system coordination and decoupling decoupling.Desertification control in Xizang shows a trend of gradual improvement,but the overall level is still not high and there is a lot of room for optimization.The coupling coordination degree of desertification control-social and economic system is in a steady fluctuation trend,rising from D value less than 0.55 in 2004 to 0.87 in 2018,in a state of coordinated development(good),and grey prediction analysis shows that D value is in a continuous rise.The coupling coordination degree of the six prefecture-level cities in Xizang and Ngari region is different in time and space,but the overall development trend is coordinated.The development index of desertification control and the socio-economic development index show the interaction of strong decoupling,strong negative decoupling and weak decoupling,and there are interaction effects of desertification control,economic development and social development at different scales.展开更多

The results show that from 2000 to 2015, the decoupling of urban construction land expansion and economic growth in Jilin province tended to be reasonable. The paper divides urban decoupling into three categories. The first type consists of ideal cities, including Liaoyuan and Baishan. The second type includes basic ideal cities like Changchun, Tonghua, Songyuan, Baicheng, and Yanbian. The third type consists of non-ideal cities, including Jilin and Siping. This paper puts forward relevant measures to promote the further decoupling of construction land expansion and economic growth in order to realize the sustainable use of land resources.展开更多

Unlike the period 1984-1994, energy intensity contributed to reducing environmental pollution while promoting decoupling during the periods 1971-1984 and 1994-2014. Although all played an important role in decoupling, we found that after the introduction of natural gas into the country’s energy mix from 2007, the effect of renewable energies on the mitigation of Cameroon’s CO2 emissions remained higher than the substitution of fossil fuels. However, to develop a cleaner economy, Cameroon should maintain modest economic growth and continuously transform economic development pathways, while encouraging the use of renewable energy to further reduce energy intensity per unit of GDP per capita.
文摘The European Union(EU) and Organisation for Economic Co-operation and Development(OECD) aim to develop long-term policies for their respective member countries. Having observed increasing dangers to the environment posed by rising economic growth, they are seeking pathways to enable policy action on economic growth and environmental sustainability. Given the facts in theoretical and empirical studies, this study assessed the validity of the decoupling hypothesis by investigating asymmetricity in the relationship between environmental sustainability and economic growth in nine Eastern European countries from 1998 to 2017 using the cross-section augmented Dickey-Fuller(CADF) unit root, panel corrected standard error(PCSE), common correlated effect mean group(CCEMG), and Dumitrescu Hurlin causality approaches. Both population growth and drinking water are used as controlled variables. The outcomes establish strong cointegration among all the variables of interest. According to the results of CCEMG test, economic growth exerts short-term environmental degradation but has long-term environmental benefits in Eastern Europe;and population growth and drinking water exert a positive effect on environmental sustainability in both the short-and long-run. The results of Dumitrescu Hurlin causality test indicate that environmental sustainability is unidirectionally affected by economic growth. Based on these outcomes, we suggest the following policies:(1) the EU and OECD should implement member-targeted policies on economic growth and fossil-fuel use towards regulating industrial pollution, water use, and population control;and(2) the EU and OECD member countries should invest in environmental technologies through green research and development(R&D) to transform their dirty industrial processes and ensure productive energy use.

文摘Fossil energy is the material basis of human survival, economic development and social progress. The relationship between energy consumption and economic growth is becoming increasingly close. However, energy consumption is the major source of greenhouse gases, which can significantly affect the balance of the global ecosystem. It has become the common goal of countries worldwide to address climate change, reduce carbon dioxide emissions, and implement sustainable development strategies. In this study, we applied an approximate relationship analysis, a decoupling relationship analysis, and a trend analysis to explore the relationship between energy consumption and economic growth using data from Kazakhstan for the period of 1993-2010. The results demonstrated: (1) the total energy consumption and GDP in Kazakhstan showed a "U"-type curve from 1993 to 2010. This curve was observed because 1993-1999 was a period during which Kazakhstan transitioned from a republic to an independent country and experienced a difficult transition from a planned to a market economy. Then, the economic system became more stable and the industrial production increased rapidly because of the effective financial, monetary and industrial policy support from 2000 to 2010. (2) The relationships between energy con- sumption and carbon emissions, economic growth and energy exports were linked; the carbon emissions were mainly derived from energy consumption, and the dependence of economic growth on energy exports gradually increased from 1993 to 2010. Before 2000, the relationship between energy consumption and economic growth was in a recessional decoupling state because of the economic recession. After 2000, this relationship was in strong and weak decoupling states because the international crude oil prices rose and energy exports increased greatly year by year. (3) It is forecasted that Kazakhstan cannot achieve its goal of energy consumption by 2020. Therefore, a low-carbon economy is the best strategic choice to address climate change from a global perspective in Kazakhstan. Thus, we proposed strategies including the improvement of the energy consumption structure, the development of new energy and renewable energy, the use of cleaner production technologies, the adjustment and optimization of the industrial structure, and the expansion of forest areas.
文摘The study indicates that public-private partnerships (PPPs) can play "strategic", "practical", or "regulative" roles by making use of "instrumental", "institutional", and "normative" approaches in tackling political issues between countries. PPPs have often been discussed in studies of urban development, service provision, health care, and so on, but they have rarely been analyzed in terms of international relations and political problems on global environmental issues. This study takes an environmental problena---Sino-US energy and climate change cooperation--as a case study to inspect the possible roles and approaches of PPPs. Sino-US cooperation has been launched such as under the Strategic & Economic Dialogue (S&ED) by both administrations, which has significantly contributed to their reconciliation of domestic abatement policies in climate change, environmental protection, and energy. The establishment of schemes such as the Ten-Year Framework for Cooperation on Energy and Environment (TYF), the EcoPartnerships, and wide-ranging dialogues and initiatives on clean energy and clean vehicles, in which both public and private actors participate, are among the important approaches of facilitating bilateral cooperation. The study concludes that these schemes have played strategic and practical roles in strengthening the degree of mutual trust and in facilitating the progress of cooperation, although more investigations are needed to considerate their regulative roles. The application of instrumental, institutional, and normative approaches have been observed through the implementation of the TYF and EcoPartnerships.

文摘Based on the general requirements of the coordinated development of"ecological livable"and"affluent life"in the rural revitalization strategy,the evaluation index system of desertification control was constructed,the interaction between desertification control and regional social economy and the internal space-time coordination mechanism were explored,and the quality of desertification control and its coordination degree with regional economic development were quantitatively analyzed.The decoupling mechanism of desertification governance society economy system were analyzed,and the high level for the government to promote desertification governance,constructing ecological economy coordinated development pattern to provide decision basis to Xizang desertification governance-social economic system interaction and coupling coordination development as the research object,introducing the coupling decoupling model to measure the coupling coordination model and system coordination and decoupling decoupling.Desertification control in Xizang shows a trend of gradual improvement,but the overall level is still not high and there is a lot of room for optimization.The coupling coordination degree of desertification control-social and economic system is in a steady fluctuation trend,rising from D value less than 0.55 in 2004 to 0.87 in 2018,in a state of coordinated development(good),and grey prediction analysis shows that D value is in a continuous rise.The coupling coordination degree of the six prefecture-level cities in Xizang and Ngari region is different in time and space,but the overall development trend is coordinated.The development index of desertification control and the socio-economic development index show the interaction of strong decoupling,strong negative decoupling and weak decoupling,and there are interaction effects of desertification control,economic development and social development at different scales.
文摘In order to explore the relationship between urban construction land and economic development, this paper uses a decoupling model to analyze the decoupling relationship between expansion of urban construction land and economic growth in Jilin Province. The results show that from 2000 to 2015, the decoupling of urban construction land expansion and economic growth in Jilin province tended to be reasonable. The paper divides urban decoupling into three categories. The first type consists of ideal cities, including Liaoyuan and Baishan. The second type includes basic ideal cities like Changchun, Tonghua, Songyuan, Baicheng, and Yanbian. The third type consists of non-ideal cities, including Jilin and Siping. This paper puts forward relevant measures to promote the further decoupling of construction land expansion and economic growth in order to realize the sustainable use of land resources.
