Establishment of Evaluation Index for the Sustainable Development Capability of Regional Economy

Combining the basic theory of regional economics and economics of development,the sustainable development capability of regional economy is expounded;the meaning of sustainable development,the connotation of the sustainable development of regional economy and the specific qualitative of the developmental capability of regional economy are introduced.Various factors that affect the sustainable development of regional economy,such as the sustainable capability of resources,innovation ability and institutional capability,are analyzed at length.On the basis,the evaluation index system of sustainable development capability of regional economy,so as to provide directions for regional economy from the long-term perspective.

Assessment of urban sustainable development using fuzzy comprehensive evaluation

Sustainable development index evaluation system is the foundation of the study on the realization of sustain- able development, and it is also an important part to turn sustainable development into operation from philosophical idea. With the rapid economic development, problems of environmental protection appear, and the sustainable develop- ment strategy attracts more and more attention of academia and government. However, because sustainable develop- ment is a complicated and dynamic process, there is no unified index system to evaluate it at present. Based on the theories on cities and sustainable development and certain principles and guidelines, this paper filters sustainable development index, quantizes some key indexes, designs the index system made up of economy, society, environment and resources and system harmony, and comprehensively evaluates the status quo of the sustainable development of a certain area.

Are SDGs suitable for China's sustainable development assessment? An application and amendment of the SDGs Indicators in China

In order to further ensure that the 2030 Agenda for Sustainable Development is to be implemented and the action measures of all countries are consistent, the United Nations has put forward a set of indicators to monitor and evaluate the progress of global sustainable development. This set of evaluation indicators is aimed for global and regional progress. An important feature of the evaluation indicators is that they are internationally comparable, but due to the large differences in the levels of sustainable development among countries, this framework of evaluation indicators has a disadvantage that it does not apply to tracking the progress of sustainable development at the national level. This paper focuses on the analysis of specific issues in the application of the global sustainable development indicators framework to meet the goals and targets of the UN and builds a system of evaluation indicators to assess the progress of sustainable development at the national level in China, and offers a perspective to assess China’s progress as well.

Spatial-Temporal Differentiation of Sustainable Development in Cities and Counties of Hainan Province

A total of 18 cities and counties in Hainan from 2012 to 2015 were selected as the basic research units to construct an index system for evaluating the ability of sustainable development that includes four guidelines of economic development capacity, population development capacity, social support capacity, and resource utilization and environmental protection capacity. The improved entropy method was used to determine the weight, the Technique for Order of Preference by Similarity to Ideal Solution(TDPSIS) was used to calculate the capacity for sustainable development of the cities and counties and sort these cities and counties, and Arcgis10.2 was used to draw the provincewide distribution of the four guidelines. Thereupon, the author reached following conclusions: there was no big regional difference in the sustainable development capacity of cities and counties in Hainan, and they were basically in a general state of intermediate stage in the past four years; Haikou City and Sanya City, as the key cities, had a higher ability of sustainable development and had shown a remarkable capacity to drive the sustainable development of surrounding areas; according to the development level, the four guidelines were in the following order: resource utilization and environmental protection capacity, population development capacity, social support capacity, and economic development capacity.

Coupling analysis of the major impact on sustainable development of the typical arid region of Turpan in Northwest China

Analyzing the sustainable development of a given region can provide an important reference and guide for future orientation.The study selects Turpan(including Gaochang District,Shanshan County,and Toksun County)in Xinjiang Uygur Autonomous Region of Northwest China as the study area and first investigates the essence of regional sustainable development.Based on the relevant data of the population,economy,and environment of Turpan from 2002 to 2018,we constructed an evaluation index system for three dimensions,namely,the population,economy,and environment,and analyzed them systematically.Specifically,we quantitatively calculated the comprehensive evaluation index,coupling degree,and coupling coordination degree of the sustainable development system of the study area.The study finds that Turpan has become increasingly sustainable and orderly;the development level has continually improved from near imbalance to positive coordination.During the study period,the government has adopted appropriate models and paths to promote positive interactions among the population,economy,and environment based on engineering techniques and ecological means.The results show that the coupling coordination degree has increased from 0.3692 to 0.8894 during the period 2002–2018,which reflects the actual situation of Turpan and indicates that the proposed analysis method can effectively measure and evaluate the level of sustainable development in this region.Moreover,the study also puts forward main functional zoning of Turpan(i.e.,Gaochang District as an optimized development zone,Shanshan County as a major agricultural production zone,and Toksun County as a key ecological function zone)and regional planning principles based on the population,economic,and environmental coupling analysis for the three jurisdictions in Turpan.

Spatiotemporal variation and evaluation of agriculture green development: a case study of Hainan Province, China

The realization of green and sustainable development of agriculture is the common pursuit all over the world. Agriculture green development(AGD)program has been proposed as a sustainable development strategy in China,but insufficient is known about the quantitative evaluation of spatiotemporal variation in AGD at the regional scale. This study aimed to assess spatiotemporal patterns in AGD at the county/city-based regional level. For this purpose, a systematic index evaluation system was developed to assess the performance of socioeconomic, food production and environmental components in a key economic region(Hainan Province) of China. Hainan improved its AGD index(representing the overall performance toward achieving AGD) from 38.8 in 1988 to 40.9 in 2019. The socioeconomic development and agricultural productivity have improved with time;environmental quality declined due to overuse of chemicals from 1988 to 2013, but steadily improved after 2013, indicating positive effects of reducing chemical input. There was a higher AGD index in the coastal vs. central regions and the southern vs. northern regions. Scenarios featuring improved nutrient management or optimized diet structure and reduced waste improved economic benefits and social productivity while concurrently reducing environmental degradation. These results provide new insights for the future development of green and sustainable agriculture and formulation of agricultural policies in Hainan Province of China and even other developing countries that are facing or will soon face similar challenges.

中国本土背景下可持续物流服务质量评价

自然环境恶化、资源枯竭以及公众健康公平意识的增强,导致行业组织对可持续发展的重视程度日益提高,低碳化、可持续成为物流业发展的必然趋势。但学界对可持续物流服务质量的研究较为零散,包括我国在内的新兴市场国家更缺乏关于可持续物流服务质量的评价工具及实证探索。为弥补这一缺口,首先,对国内外物流服务质量相关文献进行系统回顾,并基于TBL思维、ESG理念及专家评鉴,提出涵盖环境、经济、社会和客户4个服务可持续性因素,包括19个测量指标的可持续物流服务质量评价指标体系。其次,用灰色BWM和改进的灰色关联分析法确定该评价指标体系的指标权重,显示所有指标均具有不同的重要度排序,一级指标按照权重降序排列依次为环境可持续性、客户可持续性、经济可持续性和社会可持续性。之后,为检验所构建的评价指标体系在实践中的有效性,对我国本土两家行业领先的物流服务提供商——京东物流集团和顺丰速运公司的可持续性经营实践实施评估,依据专家评分结果,在同等情况下,建议客户优先选择京东物流集团作为物流服务提供商。最后,通过灵敏度分析,进一步验证所建立的评价指标体系的稳定性及适用性,为我国企业增强物流服务的可持续性以及提升客户满意度提供有效的评价工具。基于此,我国物流服务提供商为实现可持续性转型,应着力使用环保包装材料、更新清洁能源车辆、推动仓储绿色升级以提升环境可持续性,强化服务的及时性、响应性和灵活性以促进客户的可持续性,加强绿色技术创新和推动物流成本持续优化以进一步加强经济可持续性,并通过注重员工培训及权利保护、积极履行社会责任等努力提升社会可持续性,从而构筑可持续的物流服务竞争优势。

基于可持续发展视角我国稀土资源贸易安全评价研究

稀土是支撑高端技术创新和新兴产业发展的关键矿产资源,已经成为大国资源竞争和国际地缘经济政治博弈的重要对象。全球稀土供应链重构进程加剧,如何评估我国稀土资源贸易安全,破解稀土贸易贫困化增长困境,促进稀土产业可持续发展,是当前亟须关注和解决的重要课题。本研究基于“压力—状态—响应”模型(Pressure-State-Response Model)构建稀土贸易安全评价指标体系,测算不同时期我国稀土资源的压力指数、状态指数、响应指数,揭示我国稀土贸易安全指数演变特征,进一步建立多元线性回归模型,识别我国稀土贸易安全的影响因素。研究发现:我国稀土资源贸易安全度在持续下降,亟需优化贸易结构,降低供应链风险;我国稀土资源贸易的驱动因素主要来源于市场需求牵引、资源禀赋优势以及产业有序供给;全球稀土产业分工格局、资源价值核算方法缺失,限制了我国稀土资源贸易可持续发展。在此基础上,提出通过健全稀土资源收储体系、建设再生稀土研发和回收网络等方式,保障战略性稀土资源供给安全;同时,整合稀土行业优势资源与优化稀土产业链及供应链,深度参与全球稀土供应链治理,为我国稀土资源开发利用与可持续发展提供决策依据。

产业链供应链可持续发展的评价指标体系设计研究

近年来,在全球对可持续发展的需求日益迫切的背景下,产业链供应链可持续发展也日益成为关注焦点。然而,评价指标体系作为产业链供应链可持续发展的重要内容,却很少受到关注。本文基于内外部驱动和制约因素视角,从文献出发设计初始指标体系,借助调研访谈修正和补充指标,提出产业链供应链可持续发展评价指标体系,并以企业真实数据为基础,采用模糊层次分析法(Fuzzy-AHP)对指标权重进行计算。结果表明,当前外部因素对产业链供应链可持续发展的影响程度最大,其中政府干预因素被视为关键指标。本文的研究结果可作为未来产业链供应链可持续发展评价研究的理论参考。

高职教育生态可持续发展的内涵特征与评价指标体系构建——基于中部六省高职教育质量年报数据的分析

高职教育生态可持续发展理念强调高职教育系统中各要素的有机整合,以人为本、生态调适、和谐共生、可持续发展为其内涵要义,结构层面系统性、目标层面双向保障性、行动层面协同性为其基本特征。根据“承载力—支持力—吸引力—延续力—发展力”(CSAED)模型,可从高职教育环境质量有效改善、规模增长适度增强、资源结构不断优化、产出价值充分发挥、投入活力显著提升五个方面构建高职教育生态可持续发展的评价指标体系。基于中部六省高职教育质量年报数据,对各地区高职教育生态可持续发展情况进行综合分析,为各地区高职教育生态可持续发展评价提供基础理论支持与实践应用指导。

中国沿海省区海洋可持续发展能力空间格局评价研究

评价我国沿海省区海洋可持续发展能力现状,探讨提升海洋可持续发展能力的方法对策,促进我国沿海省区海洋可持续协调发展,对于我国加快建设海洋强国、着力推动高质量发展具有积极意义。本文构建了一套海洋可持续发展能力空间格局评价指标体系,分析了我国沿海省区近十年来的海洋可持续发展能力空间格局特征,并据此提出了提升海洋可持续发展能力的针对性对策和建议。

山东省海洋渔业可持续发展水平的评价研究

为科学评估当前海洋渔业可持续发展现状,论文利用主成分分析法建立了海洋渔业经济、社会、生态可持续发展3个子系统共16个指标的评价体系,在此基础上对2013-2022年山东省海洋渔业的可持续发展水平做出总体评价。结果表明:近十年来,山东省海洋渔业可持续发展水平总体向好,其中,人均海洋渔业经济产值、人均海水产品产量、海洋渔业从业人员比重、渔民人均纯收入、海洋养殖面积和污染导致的水产品损失量等指标起到了关键作用。故论文针对以上影响因素提出要促进海洋渔业高质量发展、改善海洋渔业渔民民生、科学发展海洋水产养殖以及保护海洋渔业水域生态等建议,以期进一步实现山东省海洋渔业的可持续发展。

高质量发展下老旧小区改造可持续性评价指标体系构建——以冀北地区为例

在高质量发展背景下的今天,工程项目的可持续性越发凸显其重要性,对于同属工程领域的老旧小区改造的可持续性也将备受关注。文章以冀北地区为例,站在社会视角下,将可持续性的发展度、协调度、持续度3个特征作为一级指标的维度划分,来表现老旧小区改造的可持续性,并在科学、系统、合理的指标筛选下,同时利用AHP-EWM组合赋权法计算各级评价指标权重,进而构建得到以10个二级指标和28个三级指标为基础架构,基于高质量发展的冀北地区老旧小区改造可持续性评价指标体系。本文成果可为推动冀北地区老旧小区改造可持续性水平的提升提供一定的借鉴与参考。

全国青少年校园足球“满天星”训练营评价指标体系的构建与应用

运用文献研究、专家调查、数理统计等方法构建全国青少年校园足球“满天星”训练营评价指标体系。评价指标体系由管理水平、保障水平、教练水平、教研水平、训练水平和竞赛水平6个一级指标、18个二级指标、41个三级指标构成。运用AHP层次分析法计算出各具体指标的权重系数,并赋予相应的分值。该评价指标体系应用于2020年全国“满天星”训练营建设质量评估,结果表明,“满天星”训练营需要重视保障体系、师资培养、训练、竞赛体系和管理水平等方面的建设,选择具有足球传统的区域重点布局。

我国有居民海岛可持续发展评价研究

海岛具有重要的经济、政治、军事和生态价值,其可持续发展是国内外十分关注的焦点。本文选取我国62个有居民海岛为样本,以海岛发展指数表征海岛的社会-经济-生态综合发展水平,以变异系数表征海岛的社会-经济-生态协调程度,对我国海岛综合发展水平及分异特征、可持续发展及主要影响因素进行研究。结果显示:(1)综合发展水平处于良好、中等、一般水平的海岛分别占29.0%、33.9%、37.1%;海岛综合发展水平总体为正态分布,呈现出梯度分化态势。(2)海岛经济、生态和社会发展不均衡,社会-经济-生态协调度与综合发展水平表现出正相关,经济发展和生态环境状况落后于社会民生和治理水平。(3)海岛间可持续发展差异较大,乡镇级海岛综合发展水平和可持续发展状况整体优于村级海岛,鼓浪屿、大王家岛、衢山岛、秀山岛、外伶仃岛等10个海岛可持续发展能力强。财政收入和居民收入等经济要素、污水处理等环境保护能力、公共卫生等社会要素和社区管理要素是影响海岛可持续发展的主要影响因素。

建设“一体系五平衡”模式,推进绿色高质量矿山建设

矿产资源是国民经济发展的重要基础,面对我国矿产资源储量大、赋存条件差、贫矿多、富矿少的独特资源国情,绿色矿山建设已经成为矿业领域发展的主旋律以及保障国家资源安全的战略任务。绿色矿山发展的落实需要有系统、全面的管理体系作为基础。因此,本文结合对绿色高质量发展矿山的研究,在现有绿色矿山评价指标及管理方案基础上,提出了“一体系五平衡”模式,从资源、能源、水、固废、生态五个方面解决生态与平衡问题,意在加强生态环境修复监管力度、助力生态文明建设,使我国绿水青山具有更亮的底色。

可持续发展指标体系建构及其应用研究

可持续发展的构建是较为复杂的系统,包括环境、经济、资源、社会等方面,可持续发展系统中涉及的各方面均影响着城市的发展,且该系统中各因素之间有着复杂的联系,针对可持续发展不仅需要制定全面、有效、科学的评价指标体系,还需要运用有效的评价方法对可持续发展指标体系构建的基本原则进行阐述,在基本原则的基础上建立科学的评价指标体系。本文以A市为研究对象,对其可持续发展进行综合评价。

Ecological sustainability assessment of the carbon footprint in Fujian Province,southeast China

China’s rapid economic development has initiated the deterioration of its ecological environment,posing a threat to the sustainable development of human society.As a result,an assessment of regional sustainability is critical.This paper researches China’s most forested province,Fujian Province,as the study area.We proposed a grid-based approach to assess the regional carbon footprint in accordance with the Intergovernmental Panel on Climate Change’s(IPCC)carbon emission guidelines.Our method of assessment also introduced carbon emission indicators with our improved and published Net Primary Production(NPP)based on process simulation.The carbon footprint in Fujian Province from 2005-2017 was calculated and examined from a spatiotemporal perspective.Ecological indicators were used in the sustainability assessment.The research draws the following conclusions:1)the carbon footprint in the eastern regions of Fujian Province was higher due to rapid economic development;2)that of the western regions was lower;3)an uptrend in the carbon footprint of Fujian Province was observed.All five ecological indicators based on carbon emissions and economic and social data showed an ecologically unsustainable trend over 13 years in the research area due to unsustainable economic development.Therefore,it is urgent to balance the relationship between economic development and environmental protection.Our research provides scientific references for achieving ecological civilization and sustainability in a similar region.

城市可持续发展评价方法及其应用

城市是现代化建设的主要载体,是国家实施科教兴国和可持续发展战略的主要基地。城市将各种社会的、经济的、环境的、文化的因素与冲突融为一体,形成一类社会-经济-自然复合生态系统。如何实现城市的可持续发展,是当今世界研究的重要课题之一。城市可持续发展的评价指标和方法是衡量城市生态规划、建设、管理成效的主要依据。以山东济宁市为例,建立了济宁市可持续发展的指标体系,包括经济发展、生态建设、环境保护和社会进步4类45项指标。采用全排列多边形综合图示法评价城市在各个不同时段的建设成效。研究结果表明,济宁市可持续发展综合指数2004年为0.24,处于Ⅳ级水平,可持续发展能力较差;2006年达到0.45,处于Ⅲ级水平,可持续发展能力一般;2010年达到0.62,进入Ⅱ级水平,可持续发展能力较好;2020年达到0.84,进入I级水平,可持续发展能力优良。评价指标全面,方法直观明了,反映了整体大于或者小于部分之和的系统整合原理,评价结果符合实际,可为城市可持续发展提供参考。
