Development of a Strategic Planning Model for a Municipal Water Supply Scheme Using System Dynamics

This paper reports the development of a system dynamics model for the strategic planning of a municipal water supply scheme. The model is capable of handling the critical variables that impact on the operations of a water supply scheme. The model was developed using the dynamo programming software to handle the process dynamics. Other supporting softwares—Fortran, Clipper 5, and Epiglue are used to handle data input, analysis and presentation of results in a user-friendly environment. The model was validated by applying it to the simulation of the University of Ibadan Water Supply Scheme for which extensive data of operations were collected over a period of ten years. The results obtained were found to be realistic and useful for the planning of plant operations. It is concluded that the model developed is sensitive to variable changes and has the capability of answering various operational “what-if” questions. As a strategic planning tool, the present model generates, for different scenarios, important operational information for the management of the water supply scheme. It is concluded that SD model is a useful tool to assist water managers and policy makers in making decisions and evolving strategic planning for water supply. 展开更多

In the long-term urbanization process in China, due to the excessive emphasis on the status of the city and one-sided emphasis on urban development, a serious of urban diseases such as population congestion and environmental damage have been caused. Meanwhile, neglected rural areas have exposed social problems such as aging and hollowing out, making the urban-rural dual structure more prominent. Currently, China s economic and social development has reached a new stage, and the realization of urban-rural integration is a major measure to comprehensively develop the national economy and social undertakings. Vigorously developing the rural areas and revitalizing the countryside has become a national policy. Traditional ancient villages are treasures in the vast rural areas. They should be more protected and developed to eliminate the urban-rural gap, thereby passing down and carrying forward the essence of traditional culture and enhancing China s national confidence and cultural confidence. Focusing on the protection and planning of ancient villages, combined with the current policy background of new urbanization, based on field research on Mingkou Village, Leping City, Jiangxi Province, protective development strategies are put forward for ancient villages and their water management from the perspective of water management in ancient villages to arouse people s attention to the protection of ancient villages. 展开更多

Implications of de Facto Reuse on Future Regulatory Developments for Beaufort-Jasper Water & Sewer Authority in Okatie, South Carolina, USA

A significant portion of the national water supply can be attributed to de facto or unplanned potable reuse, though the extent of its contribution is difficult to estimate. Fortunately, the contribution of Water Resource Recovery Facility (WRRF) effluent to waters that supply drinking water treatment plants has been documented by some communities. In the United States (US), among the top 25 most impacted drinking water treatment plants by upstream WRRF, 16% of the influent flow to the drinking water treatment plant under average streamflow and up to 100% under low-flow conditions is WRRF effluent. Currently, the full extent of de facto reuse in the US may be much higher because of population growth. The scenario is no different for Beaufort-Jasper Water and Sewer Authority (BJWSA) in South Carolina, US, with contributions to the Savannah River originating from numerous WRRF and other upstream dischargers. South Carolina coastal utilities such as BJSWA are considering direct and indirect potable reuse options, driven by disposal limitations and challenges. Currently, South Carolina does not have a framework, guidelines, or regulations for reuse, but discussions have started among the regulated community. In addition to understanding the extent of de facto reuse, the state will need to develop standards and best practices to enable future adoption of planned potable reuse solutions to water resources challenges. Such guidance should address human health risk management and technical considerations regarding treatment in addition to other factors, including source control, storage, fail-safe operation, monitoring, non-cost factors, and public acceptance. This study conducted a mapping assessment specific to BJWSA, sampled at four locations on Savannah River, and observed that de facto reuse is approximately 4.6% to 5.9% during low-flow months and is within the range generally observed nationwide. When coupled with evidence that planned potable reuse can improve human health and environmental risks, this practice is a meaningful option in the water supply portfolio for many utilities. 展开更多

Water resources are critical for the existence and development of oases in endorheic basins.Thus,to enable sustainable development,it is fundamentally important to understand how to allocate and use these resources in a reasonable way.We therefore simulated and analyzed changes in water consumption pattern within the Dunhuang Oasis of China under three scenarios using a system dynamic model that corresponds to different water consumption pattern.This was done to assess the impacts of regional water resource planning(comprehensive planning of the rational use of water resource and protection of ecosystem services in the Dunhuang Basin)on water consumption pattern within the Dunhuang Oasis.The first of these,Scenario 1,is a baseline in which the status quo is maintained,while Scenario 2 incorporates the comprehensive effects of agricultural water-saving irrigation measures with an inter-basin water diversion project,and Scenario 3 focuses on ecological rehabilitation.In the baseline Scenario 1,the total water consumption within the Dunhuang Oasis increased progressively while agricultural water consumption remained extremely high and threatened overall ecological security.In contrast,Scenario 2 would decrease agricultural water consumption by almost 5.30×10^7 m^3 following the implementation of water-saving practices.The additional water allocated from an inter-basin water diversion project would play an important role in alleviating ecological strain on the oasis.Finally,in Scenario 3,the total irrigated land must be decreased to 20.6×10^3 hm^2 by 2025 assuming that water supply for ecosystem restoration would be at least 50%of the total consumption.Although water resource planning plays a very important role in alleviating the ecological water crisis within the oasis,it is necessary to consider the suitable scale of oasis with regard to current water consumption pattern. 展开更多

It has been observed that government resources and interventions towards sustaining water supply in Wukari town have been insufficient. The result has been constant water crisis and shortages over the years. The objective of this paper is to explore the possibility of partnering for sustainable water provision, to identify potential partners and to propose an appropriate partnership framework. Two hundred and seventy-five (275) questionnaires were administered in the three (3) wards of the town from where respondents were drawn at random. Findings revealed that the centralized system of water management, the location of Wukari on a basement rock and the scarcity of state financial resources are some of the greatest obstacles to sustainable water supply. However, about (90%) of the respondents are willing to collaborate with other stakeholders while the community members are ready to provide land and labor for the partnership arrangement. This study recommends a paradigm shift from the centralized water management to a partnership approach between service providers, recipients of services and other related stakeholders. 展开更多

Due to pollution in second water supply system (SWSS),nine renovation alternative plans were proposed and com-prehensive evaluations of different plan based on Analytical Hierarchy Process (AHP) were presented in this paper. Comparisons of advantages and disadvantages among the plans of SWSS renovations provided solid foundation for selecting the most appro-priate plan for engineering projects. In addition,a mathematical model of the optimal combination of renovation plans has been set up and software Lingo was used to solve the model. As a case study,the paper analyzed 15 buildings in Tianjin City. After simulation of the SWSS renovation system,an optimal scheme was obtained,the result of which indicates that 10 out of those 15 buildings need be renovated in priority. The renovation plans selected for each building are the ones ranked higher in the com-prehensive analysis. The analysis revealed that the optimal scheme,compared with two other randomly calculated ones,increased the percentage of service population by 19.6% and 13.6% respectively,which significantly improved social and economical benefits. 展开更多

This study aimed to evaluate energy and nutritional densities, water, carbon and ecological footprints, cost, of omnivorous and vegan main courses served in a university restaurant in the city of Rio de Janeiro. A cross-sectional, analytical study was conducted with 40 main dish-type preparations, 20 of which are omnivorous and 20 vegans, served at lunch, to assess energy and nutritional densities, carbon, water and ecological footprints and cost of preparations. We propose a healthy and sustainable preparation index (HSPI) to evaluate from the list, the best preparation options considering the nutritional quality combined with the impact that the food causes on the environment. Preparations with the highest HSPI were considered the best options because they have a good relation between the nutritional profile and the environmental impact. Results: Regarding energy (ED), nutritional (ND) densities and water, carbon and ecological footprints, omnivorous preparations presented much higher values when compared to the vegan ones. The omnivorous preparations had the highest average cost (R$ 3.44). Regarding the HSPI, vegan preparations showed better rates than omnivorous preparations. Food services should promote healthy and sustainable choices by offering menus with low energy density preparations, high nutritional density, and low environmental impact, considering local realities and customer needs. Conclusion: This study was able to evaluate the best preparation options, considering the nutritional profile and the food impact on the environment, using health and sustainable indicators. Obtaining indicators of preparations regarding healthiness and sustainability, in practice, translates environmental aspects in menu planning, which contribute to changes in food consumption patterns in food services, in addition to contributing to the reduction of the environmental impact. In this way, they can be used as tools added to the menu planning process for the analysis of the environmental impact of menus, in addition to nutritional and qualitative aspects. 展开更多

Unfortunately, in the recent times with persistent climate change impacts, parts of the world are facing cases of inadequate water causing stress and increased vulnerability among the people. This is the case with urban areas across the globe as their populations keep increasing with little to no attention paid to urban planning that allows sustainable management of resources amidst rapid development. Urban areas are surrounded by high yielding aquifers that have better water services from groundwater. However, the urban sprawl phenomena have limited attempts in assessing ground water potential in urban areas contributing to urban water scarcity. Therefore, the study aims to look at the problem of urban water scarcity, by analyzing the levels and distribution of groundwater in Voi town using remote sensing and GIS techniques, in order to suggest suitable sites for underground water exploration in regard to the overall urban water supply. From the analysis, the results showed that the area majorly has low to potential zones of groundwater. High potential areas were very few and were mostly on the western side of the area. Payments for ecosystem services (PES) have been created worldwide to assist watershed management and improve or maintain water quality. Considering their importance, we conducted a holistic review of payment for water-related ecosystem services to understand how this instrument has been applied in watershed management worldwide. First, we identified the watershed management actions considered by the PES programs and the challenges of implementing water-related PES. After we identified the methods and criteria used to define priority areas for water-related PES. Our review considered articles published on the Web of Science from 2011 to 2022. We found 236 articles relating PES to water resources, highlighting the main water conservation strategies: native vegetation conservation, native vegetation restoration, and implementing best agricultural practices. The method most frequent was interview, followed by the use of technologies, document analysis, and hydrological models. Another significant result was that priority areas for receiving PES are mainly riparian zones, areas near or with native vegetation cover, areas with higher erosion potential, steep areas, and areas with socially vulnerable communities. This review was crucial to identify efficient water resource conservation strategies and potential challenges in the implementation and development of PES programs. 展开更多

The current situation in the Middle East with wars against terrorism, uprising of population groups, and COVID-19 Pandemic have not allowed the affected countries Jordan, Iraq and Syria to properly react to the assaults of upstream water development and diversions on their fair shares in the transboundary waters. The rivers’ upstream developmental schemes have not taken advantages of recent advanced technological knowhow of water efficient development and use, seemingly because the arising water problems and catastrophes will not affect these upstream countries, but their downstream neighbors. Although, it is by now known that pressurized water conveyance system relative to canals saves 10% - 20% of the transmitted water, and drip and sprinkler irrigation require only 40% - 50% of the water used in surface and furrow irrigation, that is in addition to agricultural production increases when using advanced management strategies. As enhancing policies, tradeoffs between downstream and upstream countries are thought of as a strategic option to improve the water use efficiency in upstream countries in order to help downstream countries in obtaining their fair shares of the transboundary water resources. 展开更多

Current average annual pumping from the lake is 3.6 × 106 m3. The lake is fed by karstic unconfined Gambier Limestone aquifer. Storm water of the city discharges to the aquifer via about 400 drainage wells and three large sinkholes. Average annual storm water discharge is estimated at approximately 6.6 × 106 m3 through drainage wells and sinkholes within 16.8 km2 of the central part of the city. Chemical mass balance for calcium was used to estimate groundwater inflow to the lake at 6.3 × 106 m3, almost equal to the volume of storm water discharge and slightly higher than the previous estimates using environmental isotopes (4.8 - 6.0 × 106 m3). Considering the lake outflow volume of 2.7 × 106 m3, the net inflow to the lake equates to the current annual pumping and therefore it is considered that the current pumping rate is at the upper limit. For meeting the short-term future demand, confined aquifer water may be used and in the longerterm, an additional well field is required outside the Blue Lake capture zone, preferably to the north-east of the city. For water supply security, inflow to the lake along with water quality has to be maintained within the city. Current annual private abstraction within the capture zone is about 4.4 × 106 m3 and in order to maintain aquifer water levels, no additional allocation should be allowed. 展开更多
