Science and Technology Promotion Policies of Strategic Emerging Industries in Anhui Province

In recent years,based on advantages of industry,market,science and technology and other development environment,strategic emerging industries in Anhui Province are developing rapidly,and emerging industries such as new energy,new materials,new generation of information technology occupy an important market share in China and even the world.However,there are still a number of problems in the process of development,and the policy support has a greater impact.In this paper,the development status of strategic emerging industries in Anhui Province was discussed firstly,and then the challenges and problems of the development was discussed.Finally,some science and technology promotion policies of strategic emerging industries in Anhui Province were proposed.

Bilateral and Regional Strategic and Security Relationship Between China and the US after the Cold War

Sino-US relations are complex relations with multi-aspects between the two bigcountries in the world. It has three levels: the global level, the Asia-Pacificlevel and the bilateral level. The critical relationship between China and the US isembodied in the regional and bilateral levels that are more specific and essential.Beyond the field of economy and trade, their relationship is mainly embodied in thestrategic and security field.

Farmer's Adaptive Strategies on Land Competition between Societal Outcomes and Agroecosystem Conservation in the Purple-soiled Hilly Region,Southwestern China

The worldwide extension and intensification of farming during the last century has led to ecosystem degradation and caused a series of environmental problems.Conservation of ecosystem services in agricultural regions has been implemented by top-down government actions or initiated by resilience scientists in the developed countries,but little attention was paid in the developing countries,especially in some remote mountainous regions.The present paper presents a case study showing how local farmers obtained both maximal societal outcomes and agroecosystem conservation interests in the absence of distinct boundaries between agricultural and protected ecological areas in the densely populated purple-soiled hilly region of southwestern China.The local community(Yanting County) has developed a mosaic agricultural-forestry-fishery-stock breeding system with spatially targeted land uses,diverse agricultural productions and multiple ecological partnerships.It indicates that the local farmers have hereditarily perceived sound strategies on maximizing sustainable societal outcomes and optimizing tradeoffs among macro-market,state policy,new technological facility and ecological reinforcement.

China-Russia Partnership and Competition Impact on Strategic Security in Asia

Russia and China are celebrating their“strategic partnership”,and have been vastly expanding their cooperation since 2014.Their close alliance is based on economic and geopolitical considerations.While it is mutually beneficial,it also has its limitations.China and Russia mostly agree with each other on structural issues such as redefining the parameters of international governance.However,they also continue to encounter disagreements and conflicts over conjectural issues such as energy and arms trade.We conclude that in the Asia-Pacific,China and Russia will likely develop a more comprehensive relationship that may have greater practical implications for the region's security and stability.China and Russia continue to seek to align their strategies more comprehensively against the backdrop of the evolving geopolitical environment by working to overcome existing disagreements and exploring new areas of cooperation.

Economic Competitiveness of China and the US:Comparison,Dynamic Change and Global Position

Research of competitiveness of China and the United States is of great significance to enhancing China＇s economic competitiveness and achieving the objective of national rejuvenation. By creating a competitiveness framework and a system of heterogeneous indicators, this paper investigates the competitiveness of China and the US in terms of current status, historic change and global environment. Our research led to the following findings： core factors determine the level of competitiveness for China and the US; the national competitiveness of both countries is evolving towards structural homogeneity; and China and the US lead most countries in many common areas. China has the potential to overtake the US in competitiveness in the future. We suggest that China increase its competitiveness by promoting its advantages, addressing its weaknesses and focusing on core areas.

Research on the Competition Degree and Competition Strategy of China's Processing Industries of Agricultural Products Based on the Potter Model——Taking "LaoGanMa" as an Example

By using Porter's Five Forces Model,and from 5 aspects of individual farmer,purchaser,new entrant,substitute and the enterprise of the same trade,I analyze the leading enterprise in Guizhou Province-LaoGanMa,so as to reveal the commonality and particularity reflected from the competition degree of LaoGanMa as follows:LaoGanMa has absolute dominance over material purchase;the purchasers' recognition on the quality of LaoGanMa,bearing capacity of sales price and habitual consumption allay consumers' ability to bargain;as for the problems of substitutes,the threat of new entrants and competition of the same trading,LaoGanMa has not done enough.The thesis formulates the competitive strategy conducive to development,like differentiation strategy,Cost-leadership strategy and brand strategy,in order to promote the development of processing industries of agricultural products.

THE HISTORY AND STATUS OF GEOPOLITICS AND THE GEOPOLITICAL STRATEGIES OF CHINA

Taking the rising and declining in Geopolitics as the main lines, this paper reviews the history of the annihilation, revival and deveopment in geoplitics since the 1970s. The ideas and propositions about the world geopolitical structure after the end of Cold War, proposed by the Westem geopolitical strategists, have been introduced and assessed. About the geopolitical strategies of China in the world geopolotical structure in the future, the authors propose framework ideas. China-US High-Tech Competition,Trade Conflict and Development Rights

The power and interest of industrial manufacturers are determined by their status in the relations of production.At the international level,countries see their economic and political status rise only when they climb the ladder in the international division of labor.As the primary production forces,science and technology are the main drivers behind such change.As new technologies give rise to new industries and restructure the international division of labor,developed countries strive to enhance the protection of their intellectual property rights(IPR)and safeguard their monopoly over core technologies.For developed countries,technological prowess holds the key to their supremacy in the global supply chain and international relations.The 19 th CPC National Congress makes clear the overarching goal in the new era is to rejuvenate the Chinese nation and turn China into a strong modern country.As an important material condition for achieving this goal,China must transition from being medium-and low-end links in the international division of labor to becoming high-end links.In this process,China will encounter backlash from developed countries that lead in the international division of labor.The recent China-US tussle over trade in high-tech goods is a case in point,and should be viewed through the lens of the relations of production and the international division of labor.The insights thus achieved will be of great significance to China’s future development.

New Sino-US Strategic Gambling and China’s Strategy

Since confidence is fading and anxiety is increasing in the US,America’s China policy has become more radical. In the short term, the US has the upper hand and China is in a relatively passive position. In the medium-and long-term, there will be more balance between them. This current strategic gambling between China and the US will be the major issue of international politics in the first half of the 21 st century and the most prominent external challenge China faces. China needs to make strategic adjustments but the gamble may be worthwhile in correcting imbalance in the international order and in the co-evolution of the two countries.

Competition and cooperation in the Chinese and Indian software industries

China and India are two of the world's major software producers, and trade between the two countries developing is rapidly. This paper uses the Revealed Comparative Advantage (RCA) index, Export Similarity index and Gray Model to analyze the competitiveness and complementarities of the software industry between China and India. The results show weak competitiveness of China and India’s software products in the main export markets; therefore it will be enhanced in the long-term. The software industries of the two countries are highly complementary. Therefore, China and India should strengthen cooperation in this industry to seek more benefi ts.

The Biden Administration’s Scientific and Technological Competition Strategy toward China

Scientific and technological(S&T) competition has become a core and frontier issue in the ongoing China–U.S. strategic competition and the main focus of both countries. Currently, the Biden administration is adopting an S&T competition strategy toward China based on the “small yard, high fence” tactical logic, which involves three pillars: investment to make America strong, alignment to get things under control, and competition to weaken China. In the current context of the China–U.S. competition entering a new normal, five inherent contradictions, namely, the gap between strategic expectations and policy effects, shortfall between action capabilities and policy objectives, push-and-pull between strategic deployment and domestic politics, clash between strategic intentions and the S&T innovation ecosystem, and divergences between American priorities and the interests of American allies, will dictate how this administration will implement its S&T competition strategy toward China.

Empirical Examination of the Effects of Competition and Regulation on Public Universities and Colleges＇ Performance in China

Competition and regulation are indispensable entities for a university＇s improved performance. Using university rating as an index to performance, empirical analyses with the data from 145 public universities and colleges in China show that increased competition in the education service market is associated with higher university＇s （college＇s） performance. And increased competition in R＆D may make a quadratic effect on university＇s （college＇s） performance. University＇s performance improves when a university is directed as a branch of the central government because they enjoy some degree of management flexibility more than the local government controlled ones. A major implication of the study is the need to reform competition and regulation for improving universities and colleges＇ operating performance in China.

Competitiveness and Complementarity of Cocoon Silk Trade between China and Southeast Asia

In the context of the Belt and Road Initiative,it is of great significance to study the trade ties between China and Southeast Asia with cocoon silk as a link.Trend analysis,trade competitiveness index and trade complementarity index were comprehensively used in this paper to study the competitiveness and complementarity of the cocoon silk trade between China and Southeast Asia.The results show that the export trade volume of cocoon silk of China and Southeast Asia is decreasing while fluctuating,but it is difficult for other regions to replace their export trade status in the world market.The development trend of the replacement of the silkworm cocoon trade by the raw silk trade is presented.The cocoon silk trade of China and Southeast Asia is characterized by dislocation competition.China's raw silk export trade is competitive and has become the leader of the raw silk export camp.This paper further analyzes the changes and complementarities of the cocoon silk trade competitiveness between China and Southeast Asia.
