The samples were 395 respondents over 18 years old, selected locally of Mahasarakham Municipality, Thailand. The research found that the level of knowledge, understanding, and attitudes toward civic rights and duties of administrative affairs was at a high level but participation in the local administration was rated at a low level. The relationship between knowledge, understanding, and attitudes toward civic rights and duties of administrative affairs of the community was positive correlated. The relationship between knowledge and understanding toward civic rights and duties and participation in the community administration and the relationship between attitudes toward civic rights and duties in administrative affairs and participation in the local government administration were not correlated. Some recommendations were the local government organizations should promote and provide more information to build the right understandings and improve good attitudes toward civic rights and duties in administrative affairs. The theory of the right to social participation of older persons from the perspective of age stratification hardly explains the real difficulties older persons face in participating in social life. Life course theory reveals that social participation is an intermediate link between individuals and the social environment, so it is a means for individuals to achieve specific objectives as they age. In this light, there are three main interpretations for expressions of social participation of older persons throughout history, namely participation in health-oriented toward treatment of physiological aging, participation in production oriented toward human resources development of older persons, and full participation based on human rights. In the context of mainstreaming human rights and active aging, full participation based on human rights should become the main concept of relevant academic exploration and policy practice. To this end, we should establish the principle of protecting the rights of the elderly to social participation and integration, examine the participation process from the perspective of dynamic development, and construct the participation protection mechanism in light of China’s conditions.展开更多

Schools represent an ideal environment for increasing sports participation, but it is unclear how access and choice influence participation and whether characteristics of the school sports program differentially influence boys' and girls' participation. The purpose of this study was to evaluate the characteristics of high school athletic programs and determine the extent to which these characteristics influenced boys' and girls' sports team participation. Methods: Longitudinal telephone surveys were conducted with 1244 New Hampshire and Vermont students. Students self-reported their sports team participation at baseline (elementary school) and follow-up (high school). High school personnel were surveyed to assess sports oppor- tunities, which were defined for this analysis as the number of sports offered per 100 students (i.e., choice) and the percent of sports offered that did not restrict the number of players (i.e., access). Results: Approximately 70% of children participated on at least one sports team, including 73% of boys and 66% of girls. We detected sta- tistically significant interactions between sex and two school opportunity variables: 1) the number of sports offered per 100 students (i.e., choice) and 2) the percent of sports offered that did not restrict the number of players (i.e., access). After controlling for children's baseline sports participation and other covariates, boys were more likely to play on at least one sports team per year if their school did not restrict participation in the most popular sports (relative risk, RR = 1.12, p 〈 0.01); in contrast, girls were more likely to play on at least one sports team per year if their school offered a wider variety of sports (RR = 1.47, p 〈 0.001). Conclusion: Sports participation has previously been shown to confer a number of health benefits; as such, school sports programs may be an important, effective, and underused target for public health efforts, including obesity prevention programs. Efforts to increase physical activity among youth should consider both access and choice in school athletic programs. Schools may need to use different strategies to increase sports participation in boys and girls.展开更多

Methods and Materials: A randomly sampled population of 280 students and 12 managerial staff of sport and medical units participated in the descriptive study. Responses to a validated questionnaire provided the source of data. A test-retest reliability coefficient (r) = 0.80. Data were analyzed with simple percentages and Chi-square at 〈 0.05 alpha level. Results: All the respondents in medical centre and sport unit oriented the students on the available medical services and facilities on campus: availability of first aid services, treatment services for complicated injuries (inpatient), referral services for specialized care, financial support during hospitalization. Complementary results from the students showed that the majority of the respondents (50%) strongly agreed that medical centre was available in the Campus, and 36% strongly affirmed to availability of first aid services. Thirty four percent of the respondents strongly agreed to the availability of treatment services, while 40% of the respondent agreed to the availability of free medical services. The study revealed that there was a significant relationship between efficient medical services and students' participation in sports. Conclusion: All medical services were available but students perceive the services as inefficient which implies poor or non utilization.展开更多

文摘According to most commentators, cultural autonomy is not a right recognized by positive international law. This article argues that the core elements of cultural autonomy can be derived from the right to effective participation guaranteed by Article 15 of the Framework Convention on the Protection of National Minorities(FCNM).The existing standards developed by the Advisory Committee on the Framework Convention are rather vague, and fail to regulate several issues important for effective participation. This is not determined by the wording of the Convention, but by the Committee’s choice to provide states with a very wide margin of appreciation. To fill in the gaps in the Committee’s jurisprudence, the article examines the case study of a recently adopted law on support for minority cultures in Slovakia.By using a qualitative-substantive approach,it specifies the content of cultural autonomy by defining its purpose,as well as the conditions under which it can be achieved.Applying the Committee’s general criteria to the specific problems raised by the Slovak law,the article establishes the core positive law requirements vis-à-vis the right to cultural autonomy. In closing, the article argues that the Committee should adopt detailed standards, similar to those proposed in the text,in order to enforce the right to effective participation in practice.Operationalizing effective participation leads in substance to the enforcement of the right to cultural autonomy, which is a developed form of the former.
