Enhance International Cooperation and Reinvigorate the Global Economy

The International Finance Forum(IFF)20th Anniversary and Annual Meeting was held recently.This meeting is themed“new capital,new value,new world:revitalization and cooperation under the shattered global economy”.Politicians,heads of international institutions,experts and scholars,and business representatives from more than 50 countries and regions discussed topics such as the opportunities and challenges faced by the global economy.Several participants said that the global economy is facing numerous challenges due to a series of negative factors,and that future prospects are not optimistic.There is an urgent need to strengthen cooperation and revitalize the global economy.

Whether Can RCEP Cooperation in Digital Economy Raise New “Tiger Cub” Economies

Regional Comprehensive Economic Partnership(RCEP)is the world’s largest regional trade agreement,signed by ten ASEAN countries and five regional trade partners.In January 2022,the RCEP officially took effect,which not only marks the triumph of multilateral cooperation,but more importantly,will be significant contributor to global economy.At present,facing the wave of digital globalization,RCEP could put more emphasis on the international cooperation in technology innovation,digital infrastructure,and cross-border e-commerce,making digital economy boost RCEP’s goal to deeper economic integration.Member states can achieve long term success through jointly establishing cooperation mechanism on digital economy,and working to build community with digital sharing for RCEP parties,which also help revive economic strength in the big recession caused by COVID-19 pandemic.Furthermore,this study finds that the former“Tiger Cub”economies which are Indonesia,Thailand,Malaysia,and Philippines stand a credible chance of becoming the new“Tiger Cub”economies in Asia-Pacific,for their rapidly rising digital markets.

Mechanism and Path of Deepening the Marine Economic Cooperation between Guangdong and ASEAN in the Context of the 21st Century Maritime Silk Road Construction

The strategy of 21st Century Maritime Silk Road provides favorable policy environment for deepening the economic cooperation between Guangdong and ASEAN,actively promoting the transformation and upgrading of the marine economic structure,and establishing win-win marine economic cooperative development platform. For deepening the marine cooperation with ASEAN,Guangdong has significant advantages in geographical location,humanistic foundation,marine resources and economic strength. Based on interest demands of Guangdong and ASEAN,Guangdong should build the marine economic cooperation mode and mechanism from the overall mechanism and sub-mechanism,establish a three-dimensional marine economic cooperation path with characteristics of Guangdong and ASEAN from top design,to specific cooperation level,then to implementation of supporting facilities,and expand fields of the marine economic cooperation between Guangdong and ASEAN,to promote strategic construction of 21st Century Maritime Silk Road.

Influencing Factors in Rural Cooperative Economic System in Changjitu Area——On the basis of DEMATEL Method

By using the DEMATEL method,the 20 factors in four types that affect the rural cooperative economic system of Changjitu Area are analyzed.The comprehensive influencing matrix of each factor,and its influencing degree,central degree and reason degree are obtained,which indicates that macro economic system,law and regulations,thought pattern,government concept have great functions on rural cooperative organization.But the system environment is the major factor that affects the development of cooperatives.So the perfection of macro-economic system,laws and regulations,regional developmental strategy,logistics system,land system,households registration system,education system,administration system should be conducted to promote the rural economic development of Changjitu Area.

Imbalance and Correction of the Rural Credit Cooperatives and Rural Economic Relations

This article expounds the manifestations of imbalance between the rural credit cooperatives and rural economic relations: the rural credit cooperatives fail to effectively promote economic development in rural areas; the rural economy is also incapable of effectively promoting the development of the rural credit cooperatives. It analyses the reasons for imbalance between the rural credit cooperatives and rural economic relations,including the direct reason (loss of function of the rural credit cooperatives) ,the fundamental reason (restricted economic development of agriculture and countryside and relative pauperization of farmers) ,and the deep-seated reason (sluggish rural economic development) . Corresponding countermeasures and proposals are put forward for promoting balanced development of the rural credit cooperatives and rural economy as follows: first, deepen reform of the rural credit cooperatives,strengthen the function of the rural credit cooperatives in serving the needs of agriculture; second, speed up economic development in rural areas,eliminate the economic constraints for the development of the rural credit cooperatives; third,transform the development pattern and the development strategies,foster the macro-institutional environment for balanced development of rural credit cooperatives and rural economy.

The Function,Future and Support Elements of Farmer Cooperative Economy Organization

The nature of farmer cooperative economy organization( known as FCEO) determines the fact that the economic effects of farmer cooperative economy organization are as important as its social effects. Many experts,however,now would only focus on its economic function, and either neglect or weaken its social influence. Therefore,this paper introduces the theoretical foundation of the farmer cooperative economy organization,and studies the nature of cooperative economics. Based on those typical cases,the future of cooperative organization and four supporting elements were put forward in this paper.

Financial Support for Rural Cooperative Economy in China Based on Grey Correlation Analysis

This paper firstly analyzed current situations of financial support for rural cooperative economy in China and tested the correlation between rural finance and rural cooperative economy using the grey correlation analysis method. Results indicate that there is a close relationship between amount,structure and efficiency of rural finance and development of rural cooperative economy. The amount of rural finance has the largest promotion function to development of rural cooperative economy,the next is rural finance structure,and the least is efficiency of rural finance. Based on research conclusions,it came up with pertinent policy recommendations.

计及LCA碳排放的源荷双侧合作博弈调度研究

为实现新型电力系统的低碳经济目标,提出一种计及生命周期评价(lifecycleassessment, LCA)的源荷双侧合作博弈优化调度模型。首先,考虑灵活可调度的柔性负荷,构建含热电联产机组、燃气锅炉、电转气等设备的源荷双侧合作运行框架。然后,运用LCA方法分析源荷双侧中不同能源链的温室气体排放,并结合碳交易机制,建立碳交易成本计算模型。最后,基于合作博弈策略,建立以源荷合作联盟总成本最小为目标的源荷双侧协同运行优化模型,并利用改进的Shapley值法对成员合作收益进行分配。算例分析表明,所提模型有利于降低系统运行的总成本、减少系统碳排放量、提升可再生能源消纳量,有效促进系统低碳经济的发展。

砒砂岩区生态治理-生态衍生产业协同发展关键技术与模式

探索生态治理与生态衍生产业协同发展的关键技术与途径,是促进水土保持生态治理高质量发展的重要课题。为此,以生态治理难度极大的黄河流域砒砂岩区为研究对象,基于生态经济学、生态产业技术的理论与方法,提出了生态治理-生态衍生产业协同发展的基本原理和应遵循的原则,探索了生态治理与生态衍生产业协同发展的关键技术与模式,并开展了示范应用。1)生态治理-生态衍生产业协同发展的原理是行为互驱动、效应互补偿,应遵循的原则是“双律适应、适地适生、三方意愿”;2)鉴于砒砂岩覆土区、覆沙区、裸露区生态环境有明显差异,分别构建了小流域生态治理-生态衍生产业协同发展的综合治理措施体系和模式,以坡顶、坡面和沟道为水土保持措施配置的3个地貌单元,选择兼具水土保持功能和饲用、药用、食用等经济开发价值的作物进行生物措施配置,配合注浆固结、抗蚀促生、砒砂岩改性等新的工程技术措施进行生态治理;3)研发了物理-化学-生物综合改良砒砂岩土壤、砒砂岩复配风沙土+生物改良提质、灌草优化平茬及饲料加工、煤矸石改性资源化利用、高陡边坡抗蚀+控渗+植生固稳、生态果园建植等关键技术;4)基于砒砂岩覆沙区“土壤改良固沙+”(如土壤改良固沙+经济林种植、土壤改良固沙+梭梭草套种甘草等)生态治理模式的实践与示范,探索实施了“政府支持,科技支撑,企业产业化+公益性投资,农牧民市场化参与”的多元投资、多方参与、共同受益运行机制与模式。通过灌草平茬饲料加工、土壤改良、经济作物种植等产业化中试,以及矿区回填区生态恢复、小流域生态治理-生态衍生产业协同发展示范性实践,表明脆弱生态区治理中发展生态衍生产业具有广阔的前景。

国际合作社研究十年(2012—2022)——基于CiteSpace和VOSviewer的可视化分析

文章基于Web of Science数据库核心馆藏农业合作社主题的相关文献,结合Citespace和Vosviewer文献计量软件优势,利用文献计量学方法分析了近十年来国际合作社研究的来源作者、机构、国家等方面的分布特征及关键词、突现词的发展特征,并梳理了国内研究脉络与热点,将其与国际研究进行对比,分析了当前我国可借鉴的一些研究方法与主题。研究结果表明:近十年国际合作社研究数量呈上升趋势,核心作者群已逐渐完善,但尚未形成大型的跨国家机构合作群。从研究内容来看,近年的研究着眼视角较为微观,多数研究关注合作社自身的绩效、成员、效率等微观因素,且近十年合作社研究从关注自身的成员特征、治理模式、贸易准入能力等内部特征过渡到合作社的福利提升、技术扩散、产业升级等外部效用。从突现词来看,控制权、福利、技术采纳在近几年里呈现出高频趋势,从研究方法来看,近十年合作社研究在方法上越来越多地采用定量而非定性分析,计量而非案例分析。相对于国际研究,我国合作社在内部研究方面存在研究方法单一的短板,需要加强计量方法的更新以及经济学理论的演绎。同时,我国在外部研究中的主题丰富度也欠佳,但这主要是基于合作社发展阶段的差别。

海峡两岸碳排放关联效应与低碳化合作路径研究

近年来,两岸深度参与全球产业分工与合作,为经济发展注入强劲动力。与此同时,两岸产业合作仍以“高碳”部门为主,如何提升以低碳化为目标的两岸经济合作质量已成为紧迫课题。基于世界投入产出与二氧化碳排放数据,可定量分析两岸碳排放关联效应并对协同减排重点产业进行划分。测算发现:中国内地区域内碳排放乘数效应远高于台湾地区;两岸间碳排放溢出效应呈现台湾地区对中国内地远高于中国内地对台湾地区的“单向”特征;两岸协同碳减排重点产业以机械、电气电子设备等制造业为主。当前两岸低碳化合作面临基础薄弱、制度化合作进展缓慢、服务业碳排放问题逐渐凸显等制约因素,应从机制、技术、产业、政策等多角度切入,积极探索海峡两岸低碳化合作路径,应对两岸产业合作低碳化转型挑战,推进两岸经济合作高质量发展。

中东欧国家数字经济发展水平研究——兼论与中国的合作机遇

中国和中东欧国家都将发展数字经济作为新一轮科技革命和产业变革的重点,双方合作潜力较大。本文基于2022年发布的最新国际评价报告,从不同视角总结并分析了中东欧12个国家的数字经济发展状况,为中国—中东欧国家进行数字经济合作提供方向。研究发现:中东欧国家数字基础设施略低于欧盟水平,总体发展状况较好;其数字经济产业应用水平较高,使用较广;公民和企业对数字化满意度较高,体验较好;爱沙尼亚的数字经济发展水平在中东欧国家中排名最高,并在电子参与和电子政务方面表现优异。由于中国数字经济发展水平较高,与中东欧国家经贸往来频繁,双边数字贸易总额逐年增长且数字战略方向较为一致,未来进行数字合作有巨大空间。

“一带一路”沿线国家数字经济合作的基础、挑战与路径

数字经济是重塑全球竞争格局的关键力量,给共建“一带一路”国家的合作提供新的机遇。中国在“一带一路”倡议下积极推动与多个共建国家的数字合作,加强了数字经济领域的协调,使共建国家数字综合实力不断提高。随着新兴科技的快速发展,推动产业数字化转型,共建国家对数字经济的政策支持不断完善,数字基础设施得到加强,数字环境持续改善,我国数字经济蓬勃发展,为进一步的合作奠定了坚实基础。然而,共建国家在数字经济合作方面仍存在数字经济发展不平衡、网络安全威胁、数字规则机制建设滞后等问题。为应对这些挑战,需因地制宜地推动数字经济协调发展,构建全面的数字安全保障体系,妥善处理中美关系和数字领域的竞争,多层次地构建数字治理体系,加强话语权建设并构建战略互信,加大金融支持人才培育、鼓励创新力度,实现共建“一带一路”国家数字经济的共同发展和互利共赢。

数字经济条件下电商平台责任认定难题和治理出路

在我国大力发展数字经济的时代背景下,电商平台具有独特的法律地位,在为平台内经营者与消费者之间搭建交易平台时,其凭借与二者间形成的平台服务关系,间接地对交易关系发挥着实质影响,成为隔离买卖双方的信息要素持有者。在消费者权益保护方面,我国立法虽然严格地规定了电商平台的过错责任和连带责任,但在因平台消费引发的民事案件中,极少出现判令由平台向消费者担责的判例。细究判理,虽然立法上有较为全面的责任设计,但与个案层面人民法院需要遵循的追责逻辑并不契合,立法规定的电商平台责任面临着严重的实施困境。从实践情况看,困境集中表现为:在认定平台存在主观明知时缺乏裁判标准,在确认违法经营行为出现后电商平台所采取的措施是否具有必要性时缺乏明确的程度衡量规范,导致消费者因举证不力而败诉。根本上讲,原因在于相关立法仍秉承电商平台是交易辅助人的传统思维。这与其在数字经济凭借技术优势对买卖双方享有的强势地位并不相符,故而应当基于数字经济区别于传统经济的特征,构建涉电商平台纠纷的数字经济责任模式;在价值理念上纠正商品服务关系中认定电商平台的误区,回到平台与用户的数字信息服务关系上,明确其应当负有的法律责任,促进平台与政府、用户、社会主体共同打造数字经济秩序的治理合作关系。
