Issues of Agricultural Sustainable Development in Environment with Limited Resources——A Case Study of Xinjiang

Based on natural resources in Xinjiang, some problems existing in agricul- tural sustainable development in Xinjiang were explored, such as simple agricultural structure （unbalanced development in different regions）, dispersed production pattern, and lower efficient water use for agriculture. Furthermore, some countermeasures for Xinjiang agricultural sustainable development were proposed as well, including ad- justment of agricultural structure for optimization of resource allocation, strict control of population for improvement of people education, strengthening of S＆T innovation for popularization of sustainable development, and construction of macro-adjustment mechanism of resources use for virtuous environment.

Relationship between Environmental Tax and Sustainable Development

[ Objective] The study aimed to discuss the relationship between environmental tax and sustainable development in China. E Method From the aspects of economic growth, development mode, environmental consciousness of national people, equity and efficiency, we analyzed the relationship between environmental tax and sustainable development in China, then studied the current taxation systems aiming at sustainable devel- opment. [ Result] In China, the design idea of present taxation system is not suitable for sustainable development, and a complete and scientific environmental tax system has not been established. Environmental tax indicates fairness principle, promotes equal competition and economic struc- ture adjustment, and enhances the environmental consciousness of national people. [ Conclusion] Environmental tax is not only an important sys- tem guarantee for the implementation of scientific development concept and circular economy, but also an effective method for governments to pro- tect environment and realize sustainable development.

Environmental management and sustainable development in forested mountain areas of northeast China

This paper studied the sustainable development through a reasonable management of the social, economic and natural environment in a forested mountain area of northeast China. In order to show the local people how to manage their most important forest resource, we analyzed the life-history process of the key species and the influencing factors that were associated with the forest regeneration and sustainability. Pollination and fertilization were mainly affected by weather conditions. Light intensity under the forest canopy was the key factor that controlled seedlings growth and saplings survival. Periodic seeds setting caused the fluctuations of rodents and other related animals in the food chain. Squirrels played a very important role in the forest regeneration, theses animals were the absolutely indispensable components of the forest ecosystem. How to understand the co-evolutionary relationships among species in the forest ecosystems was very important for the conservation of biodiversity and maintenance of ecosystem itegrity. In conservation of the natural resources, we studied the social and economic environment of the forested mountain area. It is very hard to effectively protect the forest resources and maintain the normal life of the local people under the regime of the “unified administration and enterprise system”. Reforms are needed both in administrative institutions and in enterprise management. In the end, this paper proposed that we should not only protect the trees, the related animals, the ecological habitats, and the whole forest ecosystems, but also consider the human activities and their basic requirements so as to realize a sustainable development in the forested mountain areas.

IRP/DSM and Sustainable Development

This paper introduces the energy consumption status in China, elaborate the affects of the unreasonable energy consumption structure on energy environment and sustainable development of economy. Simultaneously, it points out the solution, i.e., to implement integrated resources planning (IRP)/demand side management (DSM), and gives some recommendations on the way of implementing IRP/DSM.

Population,Resources,the Environment and Sustainable Development

The formation of population,resources and environmental issues is directly related to the excessive growth of population,the excessive use and consumption of resources,and environmental pollution. Therefore,it is necessary to curb the excessive growth of population,rationally utilize natural resources,enhance the purification capacity of the environment,and promote the coordinated development of population,resources and the environment to make the economic development process sustainable.

Environmental issues and countermeasures in exploiting water resources of rivers

Based on affirming the tremendous benefits that water resources of rivers can provide in their exploitation, main environmental problems and their countermeasures have been proposed and analyzed in this paper. It is argued that multiple measures should be applied to solving those problems by simultaneously carrying out engineering measures, scientific research and also programs to cultivate the society’s awareness, aimed at a sustainable development strategy for exploiting water resources.

Protect the Environment and Speed up the Sustainable Development of Chinese Agriculture

Strengthening the environmental protection, deepening rural reform, increasing agricultural input, and promoting a more stable and higher-speed growth of peasants＇ income, all of these are playing a very important role in the sustainable development of agriculture. The environment problems are not only economic problems, but also important political problems. And they constitute an urgent and arduous task that we meet, and need a long time to be conquered. Under the present new historical circumstances, we should establish a scientific development philosophy, strengthen the environment protection, and build up a harmonious society in which urban and rural areas are progressing coordinately.

A preliminary study on the inter-era fair of sustainable development

Since the conception of sustainable development was advanced. its basic meaning has been extensively accepted. Sustainable development is a focus that all social circles pay close attention to In general, sustainable development is to satisfy the needs of contemporary era. but not to damage the requirement of later generations. It is quite evident that we should correctly handle the issues of interera retationship. In this paper, the authors have made a preliminaly approach to the inter-ere fair by calculating the coordinated degree of a city and accounting the resources' depletion.

Countermeasures for Implementing Sustainable Development Strategy in Shandong,China

This paper set forth the goals of implementing sustainable development strategy in Shandong Province guided by the view of scientific development of being people oriented, comprehensive, coordinated and sustainable. Based on the target of sustainable development strategy in Shandong province this paper discusses the main tasks in the sustainable development strategy Countermeasures for sustainable development strategy in Shandong province are put forward.

Sustainable Development of Agriculture and Animal Husbandry in Tibet Based on "Resource Saving and Environment Friendly"

During the ＂13th five-year＂ period,Tibet is building a well-off society in an all-round way and constructing a harmonious socialist new countryside. The pace of economic construction in the west is advanced step by step,and all kinds of economic construction subjects show obvious increasing trend. As one of the regions with rich agriculture and animal husbandry resources,it is inevitable to face the problems that wild resources are gradually consumed,and environmental pollution is severe in Tibet. While developing the economy,it must not damage the environment. To a certain extent,the resource and environment infrastructure is the material basis for economic development. With the gradual progress of economic construction,improvement of residents＇ living standards,and updating of consumption structure,it needs to build,produce and live in the environment of ＂ beautiful Tibet with clean water,blue sky and green＂. In this paper,based on resource-saving and environment-friendly angle,it sufficiently understands the importance and urgency of accelerating sustainable development of agriculture and animal husbandry in Tibet from the global and strategic heights. It should accelerate Tibet agriculture and animal husbandry taking ＂ resource-saving and environment-friendly＂,put the sustainable development of agriculture and animal husbandry in an important historical development opportunity,and impel large economic development of plateau agriculture and animal husbandry.

Study of Chinese Sustainable Developing Project for Energy Resources

Resources, Environment and Economic Patterns and Sustainable Development Modes of the Silk Road Economic Belt

The paper analyzes the distribution pattern of resources, ecological environment, society and economy, and holds that it is conducive to Silk Road countries to carry out Omni-directional and multi-level economic cooperation. Then the article puts forth main modes and paths of sustainable economic development for the Silk Road Economic Belt （SREB）： ecological civilization mode, regional economic integration mode, transportation economic belt mode and international tourism economic zone mode. Finally, the article summarizes the key scientific issues for the sustainable development in the SREB and puts forward several action projects which include establishing International Scientists League and Think Tanks, establishing international information sharing platform and scientific policy-making system of ecological environment and sustainable development of the SREB, starting international science cooperation and technology traineeship program of the SREB, founding the international cooperation committee in the SREB and founding transnational construction and win-win cooperation mechanism of coping with climate change and ecological environment.

Sustainability analysis of SEEA indicators for non-renewable resources

Despite the fact that the non-renewable resources industry contributes greatly to regional and national gross domestic product(GDP),it casts massive negative impacts on the environment,which fails to be deducted from economic growth.Hence,sustainable development of non-renewable resources(extraction and processing)is playing an essential role in boosting economic growth continuously.The System of Integrated Environmental and Economic Accounting(SEEA)proposed by the United Nations Statistics Division(UNSD)provides a brand-new perspective for sustainability study.This paper designs a fundamental approach of green accounting for non-renewable resources based on SEEA.Three main aspects of the accounting are extracted to explore the way of analysis for sustainability indicators,which are not touched upon by SEEA.Main analyses are as follows:(1)the analysis on the influence of the change of the discount rate in user cost(UC);(2)correlation analysis between environmental degradation and pollutants emission intensity;(3)analysis of the accounting results of green GDP and green GCF(gross capital formation).Then taking petroleum resources in Shandong Province as an example,this paper will calculate and analyze green data based on the accounting and analytical approaches discussed above.However,sustainability indicators studied in the paper are just associated with past economic activities,while investigation into the factors of the change of sustainability indicators is the one most critical point in relevant policymaking.

Sustainable Agriculture in the “Belt and Road” Region in Conjunction with the Sustainable Development Goals

The countries along the“Belt and Road”(B&R)should devote their efforts to top-level planning in the field of agriculture,so as to ensure the sustainable development of agriculture in the region.This will require a precise assessment of the sustainability of agriculture along the B&R.With a view to understanding the concept of sustainable agriculture along the B&R,combined with the interpretation of the agricultural objectives contained in the United Nation's Sustainable Development Goals(SDGs),this study uses statistical regression analysis and trend prediction to predict the social and economic development trends in terms of economic growth and urbanization in the countries along the B&R up until 2030,and the corresponding impacts on agricultural resources and the environment.The results show that the future prospects for agricultural resources and the environment along the B&R are not promising,and meeting the future food security needs of the region will be difficult.Only by adopting innovative policies and implementing strategic planning can the goals of sustainable agricultural development and food security by 2030 be achieved in this region.Therefore,countries along the B&R should formulate agricultural development strategies from three aspects:building an agricultural cooperation platform,setting up special funds,and innovating the agricultural cooperation mode,so as to achieve the sustainable development of agriculture in the region.

Research on Resource Development Countermeasures and Environmental Governance of Cruise Tourism Enterprises in China

The development of tourism resources aims to process tourism raw materials into direct-consumption tourism products. The essence of this behavior is innovation. The theory of innovation in economics, management, sociology, oriental management, and related disciplines provided methodology for the development of tourism resources and pointed out the direction. With the development of tourism, the cruise economy has grown and the urban economy has been rapidly developed and improved. However, while cruise tourism brings economic benefits, the discharge of various waste water and exhaust gas from cruise ships of major cruise companies also brings about some environmental pollution problems. Therefore, the environmental protection issue of cruise tourism companies is a sustainable development issue. Persisting in sustainable development strategy, we attach importance to the environmental governance of the cruise tourism industry.

Ocean Disaster Reduction and Sustainable Development in the Region around Bohai Sea

With the high speed development of the marine economy in the region around the Bohai Sea, a series of disasters that are mainly caused or aggravated by human factors have occurred. They are the severe environment pollution of partial marine area, salt water intrusion, coastal erosion, red tide, land surface subsidence, etc.. These human caused ocean disasters as well as natural ocean disasters that are mainly caused by natural factors, such as typhon, windstorm agitation, sea ice, etc., will influence and restrict the sustainable development of the marine resources and environment in this region. In this paper, their characteristics, causes and effects on the sustainable development of the Bohai region are discussed. In order to reduce the ocean disaster and to guarantee the sustainable development of the Bohai region, some countermeasures are suggested. A comprehensive exploitation plan of the Bohai Sea should be prerequisite. The management of the development of the Bohai region should be improved. The protection and renovation of the ocean environment should be strengthened. The construction of coastal engineering projects should be speeded up.

Bridging gaps between environmental flows theory and practices in China

In recent decades,a series of policies and practices for environmental flows(e-flows)have been implemented in China,with the sustainable development goal of balancing the utilization and protection of water resources among social,economic,and ecological needs.The aims of this study were to determine the main challenges and issues in e-flows implementation at different scales by analyzing policies and practices for eflows in China,and to propose some recommendations for bridging the gaps between the science and implementation of e-flows.The gaps between the science and implementation of e-flows were found after review of literature,policies,and practices,and it was found that ecological flow was a more widely used term by the government,rather than e-flows,in implementation.The plans and effects of e-flows implementation are discussed in this paper and challenges of e-flows implementation are recognized:(1)limited water resources and uneven spatial and temporal distribution,(2)a weak scientific basis for e-flows implementation,(3)poor operability of e-flows science,and(4)ineffective supervision and guarantee measures.The recommendations are(1)to strengthen the scientific foundation of e-flows,(2)to improve effectiveness in application of e-flows science,and(3)to propose operable and effective supervision and guarantee measures.This paper elaborates the current understanding of e-flows science and provides practical recommendations for implementing e-flows and for improving the effectiveness in e-flows implementation.To bridge the gaps between science and implementation of e-flows and improve the operability of policies in future practices,more scientific research on practices is recommended through adaptive management.

低碳绿色背景下体育场馆的建设理念

文章探讨了体育场馆中生态建设与可持续发展之间的关系。针对体育场馆建设和运营中的环境问题,包括能源消耗与碳排放、环境污染以及资源浪费,提出了一系列解决方案。通过采用可再生能源、太阳能光伏清洁能源和优化能源效率等措施,可以降低体育场馆的能源消耗和碳排放。通过引入碳抵消机制和碳减排措施,体育场馆可以实现碳中和碳减排的目标。同时,通过建立合理的废物管理系统、推行循环经济理念和引入新技术,可以将废物转化为资源,实现资源的可持续利用。

基于三维生态足迹的渭河流域甘肃段可持续发展综合评价与影响因素分析

渭河流域生态系统的稳定和可持续发展是实现黄河流域保护和高质量发展战略的关键。本研究以渭河流域甘肃段为研究对象,采用生态足迹理论和改进的三维生态足迹模型,评估了2005—2020年期间该区域的生态安全状况及其变化趋势。基于此,对渭河流域的生态可持续性以及资源供需平衡进行了综合评价。结果表明,该时段内,渭河流域甘肃段的生态足迹、生态承载力和生态赤字均呈增长趋势,其中生态足迹的增速超过了生态承载力的增速,导致生态赤字持续增加,反映出该地区资源供给不足以满足需求。生态足迹分析的广度与深度均有所增加,反映出该区域存量资本被过度利用,且耕地、林地和建设用地对资源流量的占用水平上升,而水域和草地的占用水平下降。此外,生态足迹的变化受多种因素驱动,包括自然环境、经济增长和社会发展等,其中建成区面积、城镇化率、人均GDP和各产业产值与之正相关。研究还发现,区域土地的生态可持续性已从基本平衡转变为轻度不可持续状态,并且有进一步恶化的趋势。适度人口比例实际人口的比例下降,人口增长空间减小,使得生态可持续性难以稳定保障。本研究为黄河流域保护和高质量发展战略提供了科学依据。
