Analysis and Research on Industrial Land Transfer in Hefei City Economic and Technological Development Zone of Anhui Province

In recent years,with high-speed development of economy and society,and fast propulsion of industrialization and urbanization process in the development zone,average annual land demand in the development zone also quickly enlarges,and the contradiction between high-speed growth of economy and shortage of land resources is apparent increasingly. Meanwhile,to guarantee crop safety and stick to 0. 12 billion hm2of farmland red line as a rigid constraint which could not be exceeded,the supply-demand contradiction of industrial land is more and more prominent. With industrial land scale continues to enlarge,land resources become more and more scarce,but there exists the phenomenon of low-efficiency land use and even idle. For land use characteristics of the development zone,taking Hefei City Economic and Technological Development Zone as an example,the countermeasures of perfecting industrial land transfer mechanism in the development zone are proposed.

Spatial Pattern Evolution and Industrial Characteristics of Economic and Technological Development Zones and High-tech Industrial Zones in China

Economic and technological development zone and high-tech industrial zone are important types of development zone in China,and there are differences in their connotation and goal setting.In this paper,basic data of national and provincial economic and technological development zones and high-tech industrial zones in China were collected and arranged.Kernel density analysis and other GIS spatial analysis techniques were used to analyze the evolution laws of spatial patterns of economic and technological development zones and high-tech industrial zones in cities from 2006 to 2018.First,the agglomeration intensity was compared by measuring the degree of regional agglomeration and dispersion on the two time nodes.Next,kernel density method was used to explore the evolution of the two in the spatial layout and location,and analyze development commonness and difference of economic and technological development zones and high-tech industrial zones.Finally,the trend and reason of spatial evolution of development zones with different leading industries were explored.Research results show that:①the agglomeration degree of layout of high-tech industrial zones is stronger than that of economic and technological development zones,and there are similarities and differences in distribution trend of spatial patterns of the two types of development zones;②the distribution of labor-intensive,capital-intensive and technology-intensive development zones is concentrated at smaller scales and dispersed at larger ones;③although there are differences between the economic and technological development zones and the high-tech industrial zones in the goal,support,structure and function,management system and so on,their spatial development presents a trend of convergence.In the future,when enhancing urban-rural planning and public administration,governments should combine the trend of industrial transformation and upgrading,and optimize spatial layout of development zones by adjusting industrial structure,layout,transportation and land use.

Land Use in Ma'anshan Economic and Technological Development Zone: Based on the Land Survey of Typical Enterprises

This article analyzes the typical enterprise's land use structure,land use efficiency,land use intensity and industrial structure in Ma'anshan Economic and Technological Development Zone. Based on the survey results about the typical enterprises,this article put forth the following recommendations: promoting the economical and intensive land use in the development zone by tapping connotation; enhancing the smart land use in the development zone through optimization of function layout; promoting the industrial chain linkage in the development zone through the establishment of industrial land exit mechanism.

In recent years,high-tech development zones(hi-tech zones)have always occupied a very important position in the strategy of promoting China's innovative development.The combination of the"four-transform and three-famous"coordinated economic development strategy pioneered by Zhejiang Province in 2015 and the coordinated economic development of high-tech zones is particularly important for modern China at a critical time for innovative economic development.In this article,based on the research on the coordination mechanism of economic activities and development of Nanchang High-tech Zone,the development course of high-tech zones in China is elaborated,the early economic models in high-tech zones of Nanchang and China are analyzed,the existing problems in the structure of economic development of high-tech zones are analyzed in depth,the main driving factors for promoting the economic development of high-tech zones are studied from the aspects of capital,space,industry,economic model,etc.,and corresponding development strategies for high-tech development zones in China are proposed.

Strategies to Promote Sustainable Development of Industrial Parks in Vietnam＇s Northern Key Economic Zone

Industrial Parks （IPs） in the Northern Key Economic Zone of Vietnam （NKEZ） have been making significant contributions to the development of the zone since the first two industrial parks--Noi Bai in Hanoi and Nomura in Hal Phong--were established 15 years ago. So far, there have been 51 IPs in the zone, covering a total area of 13,000 ha. Such IPs play a crucial role in mobilizing capital from domestic and international investors for investments in infrastructure enhancement, trade and production aimed at promoting the economic structure transition. However, besides the above benefits, there are a number of unstable factors preventing further development of the IPs. Thus, the objectives of this study are two-fold. The first is to analyze the unstable factors, and the second is to map out strategies to enhance sustainable development of industrial parks in Vietnam＇s northern key economic zone.

Scale,Site Selection and Function of Economic and Technological Development Zones

This article analyses different characteristics of scale,site selection and function of the current economic andtehnological development zones in our country.It further proposes that it is inappropriate for the economic andtechnological development zones to follow the“pattern of the special zones”,but a new pattern of“small scale,unitaryfunction and closeness to old city”should be adopted to fit in with the practical conditions in our country.The scale,landuse structure and the relations between the development zone and the old city are the basic issues in planning forthe development zones.These three essential elements constitute the pattern of planning which determines to a certainextent the success or failure of the development zones.

尺度重构视角下经济技术开发区向综合功能新区转型的空间应对——以烟台黄渤海新区为例

鼓励和促进经济技术开发区向综合功能新区转型发展,是经开区空间生产转型的内在需求,也是响应国家对经开区发展定位的重要举措。本文基于尺度重构理论视角,以烟台黄渤海新区为例,总结分析经开区向综合功能新区尺度重构的基本逻辑。研究认为,经开区向综合功能新区转型发展的过程,是一次“尺度上移”的过程,通过赋予更高层级的管理权限,重构区域生产关系、社会关系以及治理关系,形成产业协作有序的功能板块、更高标准的产城格局以及更加扁平化的治理结构。研究发现,烟台黄渤海新区在建设过程中,面临多空间主体及多政策制度并存的治理难题,其空间呈松散发展状态,以及低水平的产城融合特征。据此,文章提出整合港产功能板块、调整产城关系以及实施渐进性治理机制的治理策略,推动新区高质量发展,打造带动区域经济高质量发展的重要增长极。

北部湾港口物流效率及与北部湾经济区经济协同发展研究

港口物流与腹地经济的协同发展是打造向海经济、写好新世纪“海上丝路”新篇章的重要组成部分。港口物流业的发展提高了腹地经济的货物周转率,而腹地经济的发展也为港口物流提供了必要的经济、技术、市场等资源。通过构建相关指标评价体系,文章通过DEA模型对北部湾港口物流2009年至2021年的物流效率进行评价;并利用复合系统协同度模型来测算北部湾港口物流与北部湾经济区经济之间的协同度水平。结果显示:北部湾港口整体物流效率呈上升态势,整体水平较高;北部湾港口物流与南宁、钦州、北海、玉林、崇左之间实现了低度协同——一般协同-高度协同-极度协同的转换,但与防城港之间还未达到极度协同的阶段。最后依据结果对北部湾港口物流效率及港口物流与腹地经济的发展提出相关建议,以提升北部湾港口物流效率及促进与腹地经济的协同发展。

经济开发区与城市普惠金融:影响效应与作用机制

作为一项应用广泛的区域性产业政策,经济开发区对城市普惠金融的影响尚未定论。通过网络爬虫技术搜集金融许可证信息,并结合城市统计年鉴和开发区审核公告目录等数据分析经济开发区对我国城市普惠金融的影响及其作用机制。研究发现,经济开发区的设立显著地促进了我国城市普惠金融的发展,且其结果是稳健的。进一步的异质性分析表明,省级开发区比国家级开发区的影响效应更显著,中西部地区设立经济开发区比其他地区的促进作用更显著。机制检验表明,经济开发区的设立通过提高财政支出占比、推动交通基础建设和提高城市居民平均收入这三个渠道促进了我国城市普惠金融的发展。研究结论可以为新时代下我国经济开发区政策的优化、高质量普惠金融体系的构建提供有益参考。

我国沿海渔港经济区高质量发展路径研究——以浙江岱山渔港经济区为例

针对渔港经济区建设过程中遇到的独特基础条件和现实问题,分析浙江岱山渔港经济区发展优势及存在不足,认为当前存在产业链条有待完善、码头后方可用陆域不够、渔港生产与城镇风貌存在冲突、休闲渔业发展较缓等问题。针对上述问题研究阐明岱山县渔港经济区高质量发展措施,包括开辟新的岸线和陆域建设渔业产业园、传统岸线保留避风系泊功能同时建设美丽渔港发展休闲渔业、结合美丽渔村建设促进渔旅融合发展等。探索提出产业集群发展、提升水产加工水平、促进交易物流发展、打造地方海鲜特色品牌、传统渔港与城镇和谐发展、大力发展休闲渔业等我国渔港经济区高质量发展措施的建议。

基于情景模拟的港口小城镇交通-空间耦合关系研究——以海南洋浦经济开发区为例

在大力推动港口建设和港产城融合发展的背景下,港口小城镇的交通-空间耦合关系亟待协同优化。首先,对交通-空间耦合的基本内涵进行解读,发现其普遍存在港城客货组织混杂、组团内部职住失衡、跨组团通道容量约束三方面问题。其次,应用情景模拟方法,从客货组织、职住平衡、交通方式三个维度构建十二项组合情景,并进行交通-空间耦合绩效的量化评价。分析表明,外引货运交通、改善职住平衡和提高跨组团公交服务水平均能实现耦合绩效改善。据此,提出通过分离货运要素、聚焦港区平衡、强化公交导向的综合施策来优化交通-空间耦合关系。研究可为港口小城镇空间布局、交通-空间一体化规划提供借鉴。

开发区对区外母城经济增长溢出效应研究

本文利用2002—2006年的城市数据和国家级经济技术开发区数据,分析了经济技术开发区的增长溢出效应。研究发现,我国经济技术开发区对其区外母城经济发展的贡献是勿庸置疑的。但将开发区按不同标准划分后发现,开发区建设初期其增长溢出效应显著为负,而且吸收能力较差城市中开发区的增长溢出效应也显著为负,而这种负向作用并不存在于开发区成熟建设期及吸收能力较好的城市中。因此,检验开发区的增长溢出效应是否存在显著的时间动态特征?其增长溢出效应是否与区内地区的技术创新活动相关?同时,开发区的增长溢出效应是否与区外地区的吸收能力相关?这将是本文探讨的主要内容。

基于生态敏感性岸线的北部湾经济区沿海港口规划岸线的开发规模控制

北部湾经济区沿海分布各类自然保护区划、水产资源保护区、风景旅游名胜区、水产养殖基地等,生态敏感岸线较多,需要控制港口岸线发展对这些生态敏感岸线的占用或影响.根据海洋功能区划、海域生态敏感性要素等规划与资料,确定生态敏感性岸线等级,并数字化获取生态敏感性岸线空间分布.对数字化后港口规划岸线与生态敏感性岸线进行空间叠加分析.结果发现:沿海规划港口利用岸线中有约13.7%占用生态敏感岸线中禁止开发岸线和旅游岸线、增殖区岸线等限制开发岸线,其中广东片区、广西片区和海南片区分别为14.8%、11%和20%;建议对此部分规划港口岸线进行调整或取消,调整后港口利用海岸线总长不超过502km,其中广东片区、广西片区和海南片区分别为185.7,238.7,77.3km.建议在避开生态敏感岸线的前提下,重点开发湛江港、防城港以及洋浦港等港口岸线.

国家级经济技术开发区综合评价模型实证研究

针对如何建立评价开发区的指标体系以及如何建立开发区的综合评价模型的问题,构建了评价我国国家级经济技术开发区的指标体系,结合商务部评价我国国家级经济技术开发区的评价方法以及所承担研究课题中的实际调研结果,建立了评价开发区的综合指标体系,其中包含8个综合指标、78个二级指标。检验了综合指标之间的相关关系,建立了我国国家级经济技术开发区综合评价模型,并进行了实证检验,结果表明:开发区基础设施的完善程度、社会及环境的优良程度和创新能力的强弱,是评价我国开发区的主要指标;经营成本、人力资源、管理体制、发展与效率和综合经济均是正相关关系,其对开发区的综合经济能力也有较大影响。对实践中我国国家级经济技术开发区的综合指标评价提供了有效的方法。

蓝色经济区科技创新人才对经济发展的影响研究

围绕蓝色经济区科技创新人才对经济发展的影响机制,选取具有代表性的指标变量,利用2002-2014年相关数据,对各变量进行Johansen协整检验,构建基于经济意义的SVAR模型,并在此基础上,进行脉冲响应函数分析和方差分解分析,探讨科技创新人才对经济发展的动态影响及贡献程度。结果表明,蓝色经济区科技创新人才与经济发展存在长期稳定的均衡关系,且科技创新人才对经济发展具有正向促进作用,但作用存在滞后期且效果不明显。因此,政府在培养科技创新人才的同时,应进一步加强科技创新成果产出及成果转化,以充分发挥蓝色经济区科技创新的人才优势。

开发区土地扩张与经济增长关系研究——以国家级经济技术开发区为例

研究目的:通过研究开发区土地扩张对经济增长的作用,提出不同时期开发区的供地政策和增长方式。研究方法:将土地要素引入到道格拉斯生产函数模型,对国家级经济技术开发区的土地扩张和经济增长进行了实证研究。研究结果:土地要素是开发区经济增长的源泉之一,但土地要素在经济增长中的功能是在变化的,其经济增长源泉功能在经济发展中逐渐弱化,技术和制度要素促进经济增长的贡献在增大。研究结论:开发区经济增长方式的转变建立于土地内涵式扩张的基础之上,其特征是提高土地集约度和减弱土地扩张对经济增长贡献程度,途径是提高技术进步在增长中的作用,加强制度创新和管理变革对经济增长的促进。

长春市经济技术开发区对长春市的经济贡献研究

文章从经济发展水平与经济结构水平、经济发展潜力、经济发展活力和宏观经济效益等四个方面分析了长春市经济技术开发区的综合经济效益。从时间变化来看,其综合经济效益不断提升;从空间比较来看,其综合经济效益也大大高于长春市、吉林省和全国,说明长春市经济技术开发区作为产业集群的一种形式,已呈现出良好的集聚经济的特征。在此基础上,文章着重研究了其对长春市经济发展的总量贡献和结构贡献,认为长春经济技术开发区在增加经济总量、优化所有制结构、提升工业化水平、促进新老城区一体化等方面对长春市均有着明显的影响。
