Objective:we want to explore values and methods of public participation in land use planning through analysis on values of public participation and case of Ji'an County in Jiangxi Province.Methods:document and data method,case analysis method,qualitative and quantitative combined methods.Results:public participation in land use plays a positive role in improving science and practice of planning.Conclusions:preparation and implementation of land use planning should manifest human-oriented,public participation,wisdom of the masses,scientific demonstration,and democratic decision-making.

This paper, based on a case study of public participation in Danny Woo Community Park in Seattle, explored public participation in community landscape planning and design and analyzed the present situation, main forms and problems of public participation in development planning of community setting in China, so as to provide constructive reference for public participation in Chinese community planning and design that involves public interests.

Impact of“We Media”on Public Participation in Urban Planning:A Case Study on the Urban Design of Xuanwu Avenue in Nanjing

From a stakeholder perspective,this paper discusses the positive and negative impacts of“We Media”on public participation in urban planning based on a case study on the public event related to the Urban Design of Xuanwu Avenue in Nanjing.This research draws the following conclusions.Firstly,“We Media”helps to reduce the cost of the bottom-up feedback in the public participation process as it expands information dissemination approaches,and the comprehensiveness and objectiveness of the information it carries is a key factor influencing the participation effect.Secondly,the absence of indirect stakeholders is one of the major reasons for ineffective participation.Based on this,this paper proposes the following suggestions:it is advisable to change“We Media”from a single functional feedback and complaint tool into a composite media platform for public participation engaging in every link of urban planning;public participation approaches should be well designed to adapt to different planning types,phases,and issues;and relevant government departments should develop a standardized response model for public emergencies.

Development of Public Participation in Regulatory Planning in China:A Comparative Study Based on National Regulations

The regulatory plan is the most important technical basis for Chinese building permission, which makes the regulatory planning undoubtedly a key planning level in China's urban planning system. The paper is intended to analyze and compare the original and upgraded formulation procedures of regulatory plans based on the relevant national laws and regulations, in order to provide a clear image of the development of public participation in China's regulatory planning. Firstly, a comparative model has been developed with the definition of four-level public participation capabilities. Secondly, the original and upgraded formulation procedures of regulatory plans have been summarized to form the theoretical basis of the research. Finally, through the application of the comparative model, comparative studies on three public participation stages in regulatory planning, including the initial public participation, formal public participation, and supervision, have been implemented. The research output shows that at the national level, the legal status of public participation in China's regulatory planning has been greatly improved, and the legally binding process of public participation has been fundamentally established.

Exploration of New Countryside Planning Mode Based on “Sunshine Planning”

Peasants' wills are always neglected by some new countryside planning,and these plannings fail to win peasants' support,in view of this,the paper proposed the connotations and study cases of new countryside planning mode based on the "Sunshine Planning",explored the approaches for the public fully participating in new countryside planning,so as to promote the open,democratic and scientific countryside planning in China in an all-around way.

A comparative study on Canadian and Chinese river basin planning

The paper tries to summarize basic approaches to river basin planning in Canada andin China, and makes a comparative analysis taking the Saint John River in Canada and the TaiziRiver in China as examples. The analytical results indicated that policy and management are the ma-jor features of the river basin planning study in Canada; control and treatment of water pollutionhave been generally treated in China; lack of implementation is a common problem in bothcountries.

Participatory Road Planning System in Japan and Its Enlightenment

Japan has introduced public participation into road planning processes in recent years. This paper firstly describes the Japanese institutional system of public participation in infrastructure planning; then it focuses on the institutionalization of participatory road planning procedure and road planning framework. Taking Yokohama Northwest Line for an example, it explains the planning procedure and public participation techniques in detail and analyzes the special advanced characteristics of the procedure. Finally, it suggests that China could learn the following experience from Japan: the institutionalization of participatory planning procedure, detailed division of road planning stages, setup of third-party organization, full publicity of information, and adoption of public suggestion, and implementation of multiple involvement techniques.

Social media as passive geo-participation in transportation planning-how effective are topic modeling&sentiment analysis in comparison with citizen surveys?

We live in an era of rapid urbanization as many cities are experiencing an unprecedented rate of population growth and congestion.Public transport is playing an increasingly important role in urban mobility with a need to move people and goods efficiently around the city.With such pressures on existing public transportation systems,this paper investigates the opportunities to use social media to more effectively engage with citizens and customers using such services.This research forms a case study of the use of passively collected forms of big data in cities-focusing on Sydney,Australia.Firstly,it examines social media data(Tweets)related to public transport performance.Secondly,it joins this to longitudinal big data-delay information continuously broadcast by the network over a year,thus forming hundreds of millions of data artifacts.Topics,tones,and sentiment are modeled using machine learning and Natural Language Processing(NLP)techniques.These resulting data,and models,are compared to opinions derived from a citizen survey among users.The validity of such data and models versus the intentions of users,in the context of systems that monitor and improve transport performance,are discussed.As such,key recommendations for developing Smart Cities were formed in an applied research context based on these data and techniques.

The Role of Third-Party Participation in Urban Planning: A Case Study on the Enning Road Neighborhood Renovation Project in Guangzhou

Taking the Enning Road Neighborhood Renovation Project in Guangzhou as a case, the paper aims to illustrate, based on the materials collected from interviews and news media, the dilemma of public participation in China's urban planning, as well as the role of a third party in urban planning. It argues that, within the current public participation framework, neither the "bottom-up" active participation nor the "top-down" passive participation can generate satisfactory effects or mediate multiple interests, whereas a professional third party could effectively promote public participation by bridging the public with the government. Besides, the third party plays an increasingly significant role in maintaining public interest, particularly in a context where the government often overemphasizes economic interests and there is a ubiquitous lack of awareness among the general public.

Exploration on Planning Methods for Rural Communities in the Local Economic and Institutional Contexts

This paper reviews the wave of rural community construction, compares the urban and rural areas on the aspects of land property right, financing channels, construction management procedures, and the user-builder difference, and examines the unique characteristics of rural communities. On the basis of that, it proposes some planning methods for the rural community planning and construction, such as encouraging public participation, conducting public facility-oriented planning, and providing house-design menu, and further puts forward some supporting measures and policies.

参与式影像是理解场所、获得认知的重要媒介,有助于提高社区参与积极性、丰富规划互动,拓展规划工具。以西安纺织城四棉社区参与式影像《纺城录》的拍摄、社区参与、规划探索为例,探究规划语境中参与式影像的拍摄(包括培训、访谈、拍录、剪辑等内容)、展示传播、多主体交互和规划响应逻辑。探讨参与式影像介入城市规划的技术要素和关键环节。通过实证研究认为:参与式影像在社区参与、规划调查、分析以及策略生成中具有正向反馈价值;作为一种规划工具,可以辅助规划师、设计师等深入理解他者的日常生活和场所精神;作为获得认知体验的重要媒介,有助于提高公众参与规划的积极性、辅助规划决策。

社会资本视角下社区规划转型挑战与应对——以广州H社区为例

随着城市治理的推进和新媒体技术的发展,城市大型社区中的社会网络发生重构,地方知识、邻里依恋、社会准则、共同行为等社会资本要素不断积聚。但是,社区规划实践存在制度缺陷与条件缺位,面临社区治理“倒逼”压力。以广州市H社区在“控规调整”中产生的主动式公众参与行动为切入点,通过访谈与问卷调查,深度考察社区规划过程中社会资本的作用特征与规划诉求。实证显示,在规划触媒作用下,大型城市社区中社会资本的作用逐渐突显,表现为公众参与的主动性与社区应对规划干预的能力显著提升,揭示出公众参与机制“错位”与基层治理制度“门槛”等现实问题。因此,深入推进社区规划机制转型,需要创新公众参与机制以适应社区诉求、完善地方知识众筹平台以培育社会资本、深化社区规划师制度以补位基层治理缺口,最终形成多元主体理性协作下的社区规划新模式。
