The Impact of the Establishment of National High-tech Zones on Total Factor Productivity of Chinese Enterprises

The National High-tech Zone(NHTZs)is an important strategic platform for cultivating high-tech industries and realizing high-quality economic development in China.Based on the combined data from 2006 to 2014 of the industrial enterprise database,the customs database,and the China Development Zones Audit and Announcement Catalogue(abbreviated asthe Catalogue),this paper systematically investigates the influence of the construction of NHTZs on enterprise’s total factor productivity(TFP).Results show that NHTZs have a positive impact on the TFP of enterprises in the zone,and this conclusion is still valid after considering endogeneity problems.Furthermore,the above productivity effects of NHTZs are heterogeneous in terms of enterprise ownership,external environment and establishment time,and NHTZs have greater stimulation effects on enterprise productivity after comparing with other types of functional zones.An investigation of the specific mechanisms at play shows that NHTZs promote the TFP of enterprises in the zone through the release of preferential policies,strengthening the“technology spillover effects”of imported intermediate goods,enhancing enterprise’s innovation ability and attracting talent.In addition,based on the decomposition of industry productivity,this paper also investigates the impact of NHTZs on changes in industry productivity and finds that NHTZs promote the overall productivity of specific industries mainly by stimulating the productivity improvement of incumbent enterprises and expanding the market share of high-productivity enterprises.Moreover,the preferential policies of NHTZs do not significantly stimulate high-productivity enterprises to enter the zones,nor do they cause low-productivity enterprises to exit.This research is helpful in objectively evaluating the economic effects of the NHTZs in China and in providing a theoretical basis for its further adjustment.

Spatial Pattern Evolution and Industrial Characteristics of Economic and Technological Development Zones and High-tech Industrial Zones in China

Economic and technological development zone and high-tech industrial zone are important types of development zone in China,and there are differences in their connotation and goal setting.In this paper,basic data of national and provincial economic and technological development zones and high-tech industrial zones in China were collected and arranged.Kernel density analysis and other GIS spatial analysis techniques were used to analyze the evolution laws of spatial patterns of economic and technological development zones and high-tech industrial zones in cities from 2006 to 2018.First,the agglomeration intensity was compared by measuring the degree of regional agglomeration and dispersion on the two time nodes.Next,kernel density method was used to explore the evolution of the two in the spatial layout and location,and analyze development commonness and difference of economic and technological development zones and high-tech industrial zones.Finally,the trend and reason of spatial evolution of development zones with different leading industries were explored.Research results show that:①the agglomeration degree of layout of high-tech industrial zones is stronger than that of economic and technological development zones,and there are similarities and differences in distribution trend of spatial patterns of the two types of development zones;②the distribution of labor-intensive,capital-intensive and technology-intensive development zones is concentrated at smaller scales and dispersed at larger ones;③although there are differences between the economic and technological development zones and the high-tech industrial zones in the goal,support,structure and function,management system and so on,their spatial development presents a trend of convergence.In the future,when enhancing urban-rural planning and public administration,governments should combine the trend of industrial transformation and upgrading,and optimize spatial layout of development zones by adjusting industrial structure,layout,transportation and land use.

Comprehensive Control Measures and Effect Evaluation of Groundwater Over-exploitation Areas in High-tech Zone,Jining in 2020

Groundwater over-exploitation is a major problem in groundwater development, utilization and protection. At present, the area of shallow groundwater over-exploitation in the High-tech Zone is 76 km^(2). In this study, the system and mechanism construction, engineering measure construction, and control effect of national comprehensive control project of groundwater over-exploitation areas in the High-tech Zone in 2020 were evaluated, and the comprehensive control of groundwater over-exploitation in the High-tech Zone in the year was summarized to provide effective basis for the continuous implementation of comprehensive control of groundwater over-exploitation. At the same time, the water-saving and exploitation reduction effect and generalizability of different measures were studied to provide useful reference for other over-exploitation areas.

A Study of the Industrial Development in Huazhong Agricultural High-tech Industrial Development Zone

This paper illustrates the current situation and problems concerning the industrial structure in Huazhong Agricultural High-tech Industrial Development Zone,and analyzes the internal contradictions that exist in industry: small-scale land operation has become an inherent obstacle to the industrial development in Agricultural High-tech Zone; farmers are always in a passive position in industrial restructuring optimization; government's policy failures and rent-seeking behaviors have hindered industrial development; the research,popularization and application of agricultural science and technology is not suited to industrial development requirements. Finally,this paper makes the corresponding recommendations for industrial development in Huazhong Agricultural High-tech Industrial Development Zone.

Economic Development Strategies and Optimization of High-tech Development Zones from the Perspective of"Four-transform and Three-famous":Taking Nanchang High-tech Development Zone as an Example

In recent years,high-tech development zones(hi-tech zones)have always occupied a very important position in the strategy of promoting China's innovative development.The combination of the"four-transform and three-famous"coordinated economic development strategy pioneered by Zhejiang Province in 2015 and the coordinated economic development of high-tech zones is particularly important for modern China at a critical time for innovative economic development.In this article,based on the research on the coordination mechanism of economic activities and development of Nanchang High-tech Zone,the development course of high-tech zones in China is elaborated,the early economic models in high-tech zones of Nanchang and China are analyzed,the existing problems in the structure of economic development of high-tech zones are analyzed in depth,the main driving factors for promoting the economic development of high-tech zones are studied from the aspects of capital,space,industry,economic model,etc.,and corresponding development strategies for high-tech development zones in China are proposed.

Evolution of Industrial Competitiveness Based on Evaluation of Urban Competitiveness of Dongguan City:A Case Study of Songshan Lake High-tech Zone

Based on the theoretical system of urban competitiveness,the evaluation model of urban competitiveness from the perspective of competition and cooperation was established.According to the significance index and explanatory index,the urban competitiveness was divided into urban comprehensive competitiveness(UC),urban internal node competitiveness(NC)and external competitiveness of urban network(EC).The scores and rankings of UC,NC and EC in 2006,2010 and 2015 were obtained by conducting the comprehensive evaluation of the urban competitiveness of Dongguan City with integrated usage of the principal component analysis and Technique for Order Preference by Similarity to an Ideal Solution and the data of other 20 cities in Guangdong province,Hong Kong and Macao.The research showed that the competitiveness of Dongguan City has been greatly improved during the decade of 2006–2015,and the regional cities in Guangdong Province had significant differences,which are reflected in the two dimensions of urban internal node competitiveness(NC)and external competitiveness of urban network(EC).Based on this,this study further analyzed Dongguan’s urban competitiveness from two dimensions of NC and EC,and took Dongguan Songshan Lake High-tech Zone as an example to study how to promote Dongguan’s urban competitiveness from the industrial level.

大数据技术与高新技术企业数据治理创新——以太原高新区为例

企业实现数据治理的过程包括认知层面和实践层面,通过对太原高新技术产业开发区进行调研,发现高新技术企业数据治理水平总体偏低;影响高新技术企业实现数据治理的因素包括认知不全面、认知渠道不畅通、数据平台缺乏、数据功能不明显、组织创新滞后等。为了提高高新技术企业数据治理水平,需要做好以下6个方面的工作:制定国家大数据发展战略,引领高新技术企业走向数据化治理;建立和完善宣传机制,提高高新技术企业对大数据技术的认知程度;加快平台建设,为高新技术企业实现数据治理提供现实支撑;加快组织创新,为高新技术企业实现数据治理提供组织保障;充分发挥高新技术企业的示范引领作用;加快数据安全和人才队伍建设,为高新技术企业实现数据治理提供保障。

蒋庄煤矿太原组煤层开采底板突水危险性分区分级研究

华北地区越来越多的煤矿将要开采太原组下部煤层,基底奥灰突水危险性随之增加。为合理评价滕州矿区蒋庄煤矿162、163采区太原组16煤底板奥陶突水危险性,在分析采区地质及水文地质特征的基础上,利用基于GIS的AHP型"脆弱性指数法",选取奥灰(富水性与水压力)、断裂构造(密度、断层交点和端点的分布、断层规模指数)和有效隔水层厚度因素作为评价指标,建立预测模型。应用本模型对研究区奥灰突水危险性进行了分区分级,分为安全、较安全、较危险和危险四个等级,对每个等级的分布进行了分区。经验证,预测效果符合实际,并与"突水系数法"预测结果相比,更详细、具体。分区分级结果有助于指导矿井16煤开采防治水工作。

产学研知识创新网络的协同创新评价研究

以"双赢"为目标,构建大学、研究机构、企业知识网络是大学和企业在新的社会经济环境中求得生存和稳健、快速发展的必由之路。本文在阐述产学研知识创新网络研究现状的基础上,从知识共享、网络能力、创新绩效三方面构建了产学研知识网络协同创新的绩效评价指标体系,并运用这些指标体系对太原高新区产学研知识创新网络协同创新现状作了实证评估,得出太原高新区产学研知识创新网络仍需进一步探索产学研合作机制,发挥和完善知识创新网络的各项功能,推进区域创新能力提升的结论。

太原高新区科技投入对自主创新能力的影响

根据太原高新技术产业开发区2000—2009年的统计数据,运用典型相关分析方法,研究科技投入和产出之间的相关性,分析科技投入对自主创新能力的影响作用。结果显示:自主创新科技投入和产出之间具有高度的相关性,增强科技投入能有效提高科技产出水平;地方财政科技拨款对自主创新投入能力的影响最大,其次是万人中科技活动人员数;总产值和国内中文期刊科技论文数,在自主创新产出中占据了很大的比重。因此,太原高新区在加强自身人力和资金投入的同时,也要注重新产品产值的提高。

太原东山本溪、太原组腕足动物组合层序

太原东山本溪、太原组地层中腕足动物化石相当丰富,共计56属148种分属于8目28科。不同组的地层中腕足动物群内容差异甚大,具有明显的阶段性。本文据此建立了4个腕足动物化石组合带,并阐述了腕足动物的兴衰递变规律。通过对国内外同期腕足动物群的对比,认为腕足动物组合对地层划分与对比具有重要意义。

太原市动漫产业竞争力分析及政策建议

通过对太原市动漫产业的SWOT分析,讨论了其发展优劣势、机遇及威胁,从微观角度详细介绍和点评了太原重点动漫企业,并结合国内外经验和太原市动漫产业发展实际,从投资、人才、产业培育、文化优势挖掘等方面提出了一些政策建议,以期对政府决策提供启发,对动漫企业理清发展思路有所借鉴,尽快推动太原动漫产业做大做强。

安徽萧县白土剖面有孔虫动物群研究

实测描绘了安徽萧县白土镇石炭纪—早二叠世的地层剖面,对剖面中采集的样品进行了磨片,并在偏光显微镜下对磨片进行了系统鉴定,共鉴定出9科16属34种,且进行了系统的描述。建立了有孔虫化石组合带Tetratax-is-Nodosaria-Palaeotextularia组合带,为晚石炭世晚期(C22)。将研究区内的有孔虫化石组合带与国内不同地区有孔虫化石组合带进行了对比,探讨了石炭纪—早二叠世有孔虫化石在地层中的分布特征,探讨了有孔虫化石对地层划分对比中的作用,认为有孔虫化石对于石炭—二叠纪的地层界线也有重要的意义。

太原经济技术开发区用地效益评价

通过对太原经济技术开发区的实际调查和对2002—2011年10 a间的相关统计及国家商务部历年发布的国家级经济技术开发区发展报告的信息进行分析,从开发区土地利用现状、年度建设用地供给、科工贸收入、工业总产值、GDP、税收收入、国内外资金利用等方面,综合评价了太原经济技术开发区的经济效益和用地效益。结果表明,该区独立运行10 a来成绩显著,整体效益逐步提高,在山西所有开发区中经济效益名列前茅,在全省经济技术开发区中每年的综合评价都名列第1;与国内中西部或中部的同类开发区相比,该区经济总量和单位面积产生的效益排名中后;与国内先进经济技术开发区相比,差距较大;该区内部分企业规模大、影响广泛,经济效益和用地效益均好,起到了带头和示范作用,但仍有部分企业规模小、投入水平低、建设周期长、产生效益低,影响了全区整体效益的发挥。建议开发区管委会引导入区企业加大投入,加快建设步伐,及早产生经济效益;尽快实施扩区计划,保证经济快速、健康发展;落实土地供给和退出政策,使有限的土地发挥更大的效益。

新汶煤田太原组类动物群

新汶煤田上石炭统太原组中共含有５层海相灰岩，各层灰岩中均含有较丰富的类化石。经作者研究，根据它们的属种组成和在纵向上的分布规律建立了两个带三个亚带：Ⅱ．Ｔｒｉｔｉｃｉｔｅｓｂｏｓｈａｎｅｎｓｉｓ带；Ⅰ．Ｐｓｅｕｄｏｓｃｈｗａｇｅｒｉｎａ带，此带又划分出三个亚带：３．Ｓｃｈｗａｇｅｒｉｎａｖａｌｉｄａ－Ｂｏｕｌｔｏｎｉａｓｉｍｐｌｉｃａｔａ亚带，２．Ｔｒｉｔｉｃｉｔｅｓｓｈａｎｄｏｎｇｅｎｓｉｓ－Ｍｏｎｔｉｐａｒｕｓｔｈｏｍｐｓｏｎｉａｎａｓ亚带，１．Ｓｃｈｗａｇｅｒｉｎａｅｌｋｏｅｎｓｉｓ亚带。对各带及亚带的类动物群特征进行了阐述，同时，对较低级的类动物群在层位上高于Ｐｓｅｕｄｏｓｃｈｗａｇｅｒｉｎａ带的现象进行了探讨。并将本区所建立的化石带与华北部分地区相应的组合带进行了对比。

国家高新技术开发区发展战略研究——以太原高新技术开发区为例

高新技术开发区是我国实现创新型国家重大战略的主要载体,是我国高新技术产业赖以生存的平台。文章从生态管理学的角度以太原高新区为例对我国高新区生态进行了详细的分析研究,在对高新区准确定位的基础上,结合高新区外部生态环境以及高新区内部资源优势,提出实现高新区可持续发展的思路。
