Located in the high mountains and deep valleys along the Jinsha River, Luquan Yi and Miao Autonomous County in Yunnan Province is one of the key counties in poverty alleviation and development work in China with a wide range of poverty and deep poverty. To enable children in poor areas to receive a good education is not only an important task of poverty alleviation and development, but also an important way to block the intergenerational transmission of poverty. Because of the complexity and difference of geography, history and culture, and the particularity and diversity of educational development appeal, it is often difficult to carry out poverty alleviation through education. Poor counties develop well education so that poor counties have new achievements. In recent years, Luquan County has adhered to the concept of "vigorously developing education" by making every effort to create a characteristic project with education to help the poor, and strived to achieve the "six solutions" so that every child can enjoy quality and fair education, and ensure that "they can get in, stay and learn well". This shows the new look of Miao and Yi mountains in the new era. This paper analyzes and summarizes the specific methods and effects, characteristics and bright spots of accurately building the model of "well education in poor county" in this county, as well as the experience gained, and the lessons, in order to provide the necessary reference for the poor counties in Yunnan Province and other similar provinces (municipalities, autonomous regions) to carry out rural poverty alleviation by education.展开更多

Xundian Hui and Yi Autonomous County in Yunnan Province is a national poor county integrating ' nationality,poverty,mountainous area and old revolutionary base area'. In recent years,based on the actual situation,Xundian County has explored an effective way of health poverty alleviation. It has effectively prevented the phenomenon of poverty caused by illness and returning to poverty due to illness,and effectively ensured that Xundian County has successfully achieved the goal of getting rid of poverty. Xundian County finally got rid of the shadow of ' poverty' for more than 30 years to become one of the first batch of counties in Yunnan Province to get rid of poverty. This paper makes great efforts to analyze and summarize the specific methods,main achievements,successful experience,lessons and reference about health poverty alleviation in Xundian County. In recent years,according to the working thinking of ' accurate statistics,scientific arrangement,classified implementation,and rapid progress',Xundian County has gone through joint exploration and practice at the county and township levels,and has found out the path of work of ' Five Batches Project' to solve the problem of poverty alleviation for the solitary elderly people and make them live in their own homes. This has effectively solved the problem of safe and stable housing for 4 443 solitary elderly people in the county. It has found a new way to solve the housing problem of the solitary elderly people. At the end of 2017,the incidence of poverty in the county dropped to 0. 35%,and it was successfully listed as one of the first counties in Yunnan Province to get rid of poverty. Based on the China Household Finance Survey(CHFS)data of 2011-2017,this paper investigated the effects of China’s targeted poverty alleviation policy on rural credit access and amount using the“difference-in-differe...Based on the China Household Finance Survey(CHFS)data of 2011-2017,this paper investigated the effects of China’s targeted poverty alleviation policy on rural credit access and amount using the“difference-in-differences”methodology.This study found that the targeted poverty alleviation policy increased the availability and amount of formal credit to poor households and reduced the proportion and amount of their borrowing through informal channels,and that the effects increased amid the policy’s implementation over time.This paper further found that the policy effects were more significant for China’s western regions,reflecting a positive role of targeted poverty alleviation in coordinating pro-poor finance across regions.Compared with poor counties,poor households from non-poor counties experienced a greater increase in their probability and amount of formal credit access,reflecting China’s approach of reducing regional poverty before targeting more precisely at individual poor households.This paper also uncovered that no significant“elite capture”effect had existed in the allocation of formal agricultural credit under targeted poverty alleviation,but extremely poor households experienced no significant change in their access to formal credit.While the targeted poverty alleviation policy has helped create a sound rural credit market,it should further improve access to formal finance for extremely poor households.展开更多

Targeted poverty alleviation is a unique approach adopted in China to help achieve the vision of a moderately prosperous society in all aspects and the"Chinese Dream".Industrial development as a means of pov...Targeted poverty alleviation is a unique approach adopted in China to help achieve the vision of a moderately prosperous society in all aspects and the"Chinese Dream".Industrial development as a means of poverty alleviation is an integral part of the"Five-pronged Poverty Alleviation Measures"Project of targeted poverty alleviation,and a critical foundation for other poverty alleviation measures.In this study,a comprehensive evaluation method was used to measure farmers'livelihood based on the framework of sustainable livelihood.Specifically,the effects of industrial development on farmers'livelihood capital were estimated by employing the propensity score matching combined with the difference-in-differences(PSM-DID)approach.Findings suggest that industrial development had a significantly positive effect on the livelihood capital of farmers.Industrial development can significantly enhance farmers'human,social and financial capital,while it cannot significantly affect the natural and physical capital.Industrial development had heterogeneous effects on farmers'livelihood capital,more efficiently impacting on the non-poor than the poor.The effects on farmers'livelihood capital varied across regions,with Guizhou experiencing a larger effect than Sichuan.However,the effect was insignificant for farmers in Gansu.To improve farmers'livelihood capital,it is necessary to take measures to strengthen their human capital,promote the innovation of financial products,and make good use of their social capital;it is also essential to strengthen the support of industrial development to the poor.展开更多

Pro-poor tourism(PPT) is regarded as an alternative model. Precisely targeted assistance to the poor is the key to initiating this model, while the institutional change and implementation mechanism are essential to run it successfully and sustainably. Social entrepreneurship focusing on social values while adopting modern business philosophy has been introduced recently as an instrument in helping disadvantage population. This paper takes the Smangus community in Taiwan as an example to explore the role of social entrepreneurship and social enterprises in PPT development. In literary works, some instances of poverty and its victims have acquired exemplary value, as is the case of Yvain's encounter with three hundred women silk workers in Chr6tien de Troyes's 12th-century romance Le Chevalier au lion and its socio-economic implications. Two particular literary contexts are studied here: firstly, where poverty is a temporary condition, susceptible to change, that is improvement, by virtue of courtly-chivalrous action; and secondly, where poverty provides an effective means of disguise, despite possible dangers. Using the multidimensional poverty index(MPI), this paper measures the intertemporal change in poverty in China's rural areas during 1995-2013, decomposes major poverty reduction factors, and creates a correlation...Using the multidimensional poverty index(MPI), this paper measures the intertemporal change in poverty in China's rural areas during 1995-2013, decomposes major poverty reduction factors, and creates a correlation between poverty reduction factors and national pro-farmer and poverty reduction policies. Our findings suggest that multidimensional poverty has been greatly alleviated in rural China on all fronts beyond the income dimension. Specifically, the burden of out-of-pocket medical expenses contributed the most to the overall poverty of farmers in the 1990s; this gap was subsequently mitigated by the New Rural Cooperative Medical Insurance System. Lack of economic empowerment-the second most prominent manifestation of poverty two decades ago-has been alleviated with public welfare improvements. In the present stage, health and healthcare are the primary difficulties facing poor farmers multidimensionally. Sub-groups such as elders,those less educated and those living in western China or in poor counties suffer from a high degree of poverty. This implies that multidimensional poverty is concentrated among the underprivileged groups and in less developed regions, whom should be policy priorities.Robustness tests suggest that the paper's conclusion still holds after changing the proxy variables of the subdimensions, revising weights or removing some dimensions.展开更多

文摘[Objectives]The paper was to understand the health of rural poor population in Chongqing,and to put forward countermeasures for health poverty alleviation.[Methods]The 439 people living in poverty in Qianjiang District and Pengshui County,Chongqing,were investigated on the spot to deeply understand and analyze the health status,current medical insurance status and accuracy of medical system of rural poor population in Chongqing.[Results]The vast majority of poor households had been lifted out of poverty after targeted poverty alleviation.Poverty due to illness was the main cause of family poverty.The prevalence of chronic diseases in poor households was high,and the overall health level showed a downward trend.The countermeasures and suggestions for strengthening the construction of medical insurance system,exploring and perfecting rural medical assistance system,enhancing the service capacity of primary medical and health institutions,and strengthening health education and health management were put forward.[Conclusions]The study provides an empirical evidence for improving the health level of poor rural residents and promoting targeted health poverty alleviation policies.
文摘This paper introduces the origin of Inclusive Financial System, summarizes the basic theories and views on inclusive financial system development and poverty reduction from experts and scholars at home and abroad. The paper establishes a theoretical analysis framework which impacts poor family income gap by using exponential smoothing method. The government should improve the credit market in poverty- stricken area by the way of macro-management to establish inclusive financial system, to overcome the difficulty of poor farmers' credit, to make more poor families to obtain credit opportunities.

文摘Clarifying the formation mechanism of poor settlements is the " pathological" basis for urban regeneration and poverty governance.On the basis of scientific determination of 155 poor settlements in Lanzhou City,this paper classified their types and analyzed the characteristics of their quantity distribution and density distribution. From the perspective of spatial and social interaction,and combined the internal factors and external factors,this paper put forward the formation mechanism of poor settlements,namely,superposition of unit society collapse and physical environment degradation,interaction between differentiation of residents' income and reform of housing institution,interweaving between urban discontinuous planning and jumping construction,coupling between passive urbanization and active urbanization,and derivation of lagged economic development and unique regional culture.
文摘Education is rejuvenating the country, education is the talent in the country and rejuvenating the beginning. Popularization of higher education is thc ultimate goal in the development of the national education levcl, to enhance the knowledge of the entire Chinese nation, the quality level is important. In recent years, the university has gone through college enrollment, fee system reform policy changes, the gross enrollment rate is 40% in 2015, exceeding the average level of middle income countries, is a big step forward on education in China. Along with the change in universities, the proportion of poor students has been expanded, and therefore the state has increased concern about the poor students in colleges and univcrsities. To prevent students drop out of school because of family difficulties, the use of government scholarships, grants in thc form of direct or indirect funding for poor students in colleges and universities. However, many problems still arise in College student poverty measures to implement the process, such as a lack of material poverty Branch precision, "the material poverty, spiritual poverty of light", the students lack credibility, etc. These problems lead to the expected results of poverty alleviation has not really achieved. This article will be poor college students, the poor student's current development summarized and analyzed from multiple levels of student poverty problems generated in the process.

文摘Targeted poverty alleviation is a unique approach adopted in China to help achieve the vision of a moderately prosperous society in all aspects and the"Chinese Dream".Industrial development as a means of poverty alleviation is an integral part of the"Five-pronged Poverty Alleviation Measures"Project of targeted poverty alleviation,and a critical foundation for other poverty alleviation measures.In this study,a comprehensive evaluation method was used to measure farmers'livelihood based on the framework of sustainable livelihood.Specifically,the effects of industrial development on farmers'livelihood capital were estimated by employing the propensity score matching combined with the difference-in-differences(PSM-DID)approach.Findings suggest that industrial development had a significantly positive effect on the livelihood capital of farmers.Industrial development can significantly enhance farmers'human,social and financial capital,while it cannot significantly affect the natural and physical capital.Industrial development had heterogeneous effects on farmers'livelihood capital,more efficiently impacting on the non-poor than the poor.The effects on farmers'livelihood capital varied across regions,with Guizhou experiencing a larger effect than Sichuan.However,the effect was insignificant for farmers in Gansu.To improve farmers'livelihood capital,it is necessary to take measures to strengthen their human capital,promote the innovation of financial products,and make good use of their social capital;it is also essential to strengthen the support of industrial development to the poor.
文摘"Tourism-Assisting the Poor" has been an important approach in anti-poverty strategy. Studies suggest that the conventional tourism model fails to generate benefits for the poor and to some extent enlarges the gap between the poor and the rich, which subsequently causes more social problems. Pro-poor tourism(PPT) is regarded as an alternative model. Precisely targeted assistance to the poor is the key to initiating this model, while the institutional change and implementation mechanism are essential to run it successfully and sustainably. Social entrepreneurship focusing on social values while adopting modern business philosophy has been introduced recently as an instrument in helping disadvantage population. This paper takes the Smangus community in Taiwan as an example to explore the role of social entrepreneurship and social enterprises in PPT development. It also discusses their implications for the anti-poverty practice in other regions including ethnic areas in China.

文摘China is about to eliminate absolute poverty in 2020 in favor of relative poverty.The Gini coef ficient re flects a distorted picture of relative poverty in China,which is prominent and overlaps with absolute poverty.This paper reviews China’s moving poverty line and pro-poor policies in various stages.It then estimates the scale of rural relative poverty in the context of urban and rural divide,and lastly,it proposes that,beyond 2020,China should follow a two-region and two-stage approach in setting the relative poverty line.Coastal regions should adopt a relative poverty line based on household disposable income,interior regions should convert the absolute poverty line into relative poverty line.After 2035,China is expected to enter late-stage urbanization,and the relative poverty standard will be based on national disposable income.Future poverty governance should continue to focus on capacity training,regional transition,and multi-dimensional poverty identi fication.
文摘In the sense of destitution, human wretchedness, and powerlessness, poverty is a permanent feature of medieval society, inescapable for many men and women. Some virtuous, self-denying people voluntarily chose a life of poverty, usually with a sense of advancing in Christian spirituality. Often associated in moral writing with covetousness, poverty figures among the vices to avoid. In literary works, some instances of poverty and its victims have acquired exemplary value, as is the case of Yvain's encounter with three hundred women silk workers in Chr6tien de Troyes's 12th-century romance Le Chevalier au lion and its socio-economic implications. Two particular literary contexts are studied here: firstly, where poverty is a temporary condition, susceptible to change, that is improvement, by virtue of courtly-chivalrous action; and secondly, where poverty provides an effective means of disguise, despite possible dangers. While serving the narrative purpose, an ever-present aspect of reality was thus impressed on the audience

文摘Using the multidimensional poverty index(MPI), this paper measures the intertemporal change in poverty in China's rural areas during 1995-2013, decomposes major poverty reduction factors, and creates a correlation between poverty reduction factors and national pro-farmer and poverty reduction policies. Our findings suggest that multidimensional poverty has been greatly alleviated in rural China on all fronts beyond the income dimension. Specifically, the burden of out-of-pocket medical expenses contributed the most to the overall poverty of farmers in the 1990s; this gap was subsequently mitigated by the New Rural Cooperative Medical Insurance System. Lack of economic empowerment-the second most prominent manifestation of poverty two decades ago-has been alleviated with public welfare improvements. In the present stage, health and healthcare are the primary difficulties facing poor farmers multidimensionally. Sub-groups such as elders,those less educated and those living in western China or in poor counties suffer from a high degree of poverty. This implies that multidimensional poverty is concentrated among the underprivileged groups and in less developed regions, whom should be policy priorities.Robustness tests suggest that the paper's conclusion still holds after changing the proxy variables of the subdimensions, revising weights or removing some dimensions.
