Facing increasing passenger and cargo transport demand and limited re-source in the 13th Five-Year period, how to make a breakthrough and substantial progress has become a key issue on planning and the Top-level Design. In this paper we judged and analyzed the current development and potential demand of the energy saving and emission reduction in Beijing traffic industry. Through application of energy and emission prediction model which based on the vehicle activity data, the development goals of “one drop, double control, and triple upgrade” have been put forward. In order to achieve the goal, “5 + 1” development strategies should be implemented, and we also proposed the thinking and recommendations on sustainable development of transportation. 展开更多

Under the dual pressure of complex international environment and arduous domestic reform task,China made outstanding achievements in economic development,which lays a solid foundation for building a moderately prosperous society in all respects in the 13 th Five-Year Plan period. The key and difficult points of building a moderately prosperous society in all respects lie in solving issues concerning agriculture,farmers,and rural areas. The 18 th National Congress of the CPC stated that integrated urban and rural development is the fundamental approach for solving issues concerning agriculture,farmers,and rural areas. As a transitional form from rural areas to urban areas,small town play an important role in integrated urban and rural development. In the 13 th Five-Year Plan period,China should take a new road of characteristic urbanization,energetically develop key towns,central towns,and characteristic towns,use points to drive areas,and promote coordinated progress of urbanization construction and new countryside construction. Focusing on the objective of building a moderately prosperous society in all respects and taking Shangrao City as an example,we analyzed construction of small town,in order to provide scientific theoretical reference for urbanization development,plan preparation,and policy formulation of Shangrao City. 展开更多

To stimulate rural transfor... Rural development has long been the focus of China's central and local governments. Since the late 2000 s, rural areas have presented new transformation features and development trends. To stimulate rural transformation and development in the 13 th Five-Year Plan period, this paper reviews major ideas on rural development in related disciplines. This study also summarizes main rural transformation features, including the aging population, hollow villages, changes in the allocation of land resource, semi-urbanization, and regional differences in rural development. Finally, it also provides suggestions for planning tactics in the 13 th Five-Year Plan period, such as making differentiated rural development strategies, exploring new methods to stimulate rural stock land planning and use, and enforcing relevant policy and management reforms. 展开更多

中国能源资源与生产力逆向分布,能源基地距离负荷中心1 000~4 000 km,必须实施能源大范围优化配置,才能保障能源供应。"十三五"期间,特高压步入加速发展的快车道,国家电网(不含南网)将形成"三送端(西北、东北、西南)、... 中国能源资源与生产力逆向分布,能源基地距离负荷中心1 000~4 000 km,必须实施能源大范围优化配置,才能保障能源供应。"十三五"期间,特高压步入加速发展的快车道,国家电网(不含南网)将形成"三送端(西北、东北、西南)、一受端(华北—华中—华东)"的规划电网格局,将出现交直流并列运行、多直流集中馈入受端等特征。直流输送容量的提升和大容量特高压变压器的应用使电网安全稳定性面临新的挑战,多回直流集中送电"三华"负荷中心也对送端电网的频率稳定水平提出了更高的要求。依托国家电网仿真中心,从短路电流、静态安全性、暂态稳定性、动态稳定性、电压稳定性等方面进行安全校核,结果表明,通过构建"强交强直"电网格局、采用交直流协调控制策略、适时解开1 000/500 k V电磁环网等对策,可有效解决国网"十三五"规划电网面临的主要安全稳定问题。 展开更多
