New Thoughts on the Construction and Transition of the Balanced Score Card Model of the Performance Value to Chinese Leaders of the Party and Government

Applying the strategic performance method of the balanced score card and the new thinking, the text structures the balanced score card theoretical model Party and government, further investigates and sets up of performance evaluation to the Chinese leaders of the the applied function model and appraisal model of the balanced score card theoretical model of performance evaluation to the Chinese leaders of the Party and government. The foundation and implementation of these kinds of models can improve its competence and reign power; will promote the whole performance development of the Chinese Party and government organs, it will create the enormous economic benefits and social benefits.

Cooperative Production and Adaptive Momentum:The Constructive Logic of the New Rural Governance System in Ethnic Regions of China

The traditional governance model and hierarchical structure in China’s ethnic minority regions are inadequate for advancing farmers’income and modernizing rural governance.Moreover,these traditional structures have resulted in governance challenges including unequal allocation of rural resources,absence of villagers’agency,and lack of resource transparency.This study delves into the systematic structure of the“rural governance system in ethnic minority areas”.This study samples advanced ethnic minority township governance models from seven provinces,including Guangxi,Qinghai,and the Tibet Autonomous Region in China,and employs Grounded Theory to encode and analyze sub-elements within their governance systems.Subsequently,it investigates the construction logic of a novel rural governance system.(1)The research reveals that primary-level Party organization play a pivotal role in connecting bilateral delegated agency relationships,thereby establishing a mutually cooperative“chain-like”structure in village governance systems within ethnic minority areas.(2)The study identifies two cooperative production paths of the new rural governance in ethnic minority areas:top-down field-oriented party-government integrated governance and bottom-up legalized multi-subject collaborative governance.(3)By employing“integration means-bilateral mobilization”as the mechanism for momentum adjustment and relying on social autonomy,grassroots party organizations shape the momentum adjustment of the new rural governance system in ethnic minority areas.They do so by leveraging both formal and informal governance methods within this framework.Consequently,this study offers pertinent policy recommendations aimed at resolving the challenges of interest coordination and uneven development in ethnic minority areas amidst China’s governance modernization efforts.

Analysis on the Background of a Coalition Government Proposed by the Communist Party of China

It was under extremely complex background at home and abroad that the Communist Party of China proposed to form a coalition government. Domestically, the Kuomintang was faced with military defeat and political crisis while the strength of the Communist Party of China grew increasingly. Besides, the Constitutionalism Movement launched by democratic parties failed. Internationally, the proposal of a coalition government was inspired politically by some European countries and promoted by the US-Soviet policies towards China. It had a significant impact on domestic and international situation at that time and pointed out the direction of Chinese political model for Chinese people.

Strategic interaction among local governments, fiscal spending competition and regional economic growth

Using a spatial econometric model, this paper investigates strategic interaction among provincial governments regarding expenditures, the mechanism behind expenditures interaction and their effects on economic growth in China. Our conclusion is as follows: Significant strategic interaction exists among provincial governments regarding expenditures mainly owing to fiscal competition mechanism in China, and expenditures interaction has changed significantly since tax sharing system reform, which has had positive effects on regional economic growth. This conclusion has significant implications for the optimization of public functions, size and structure of local governments in China.

The article deals with the question of whether far-right parties are able to influence the political and party system in the contemporary state. Far-right parties have acquired special political features that are grounded on a broad variety of far-right ideological norms and political instruments. Far-right parties challenge the state government and policy offering the key （anti-immigration politics） to solve a variety of complicated issues. The main idea of the article is that far-right parties are flexible enough in their political rhetoric and instruments to gain electoral support. Based on different concepts and theories we should underline that far-right parties have a prominent electoral future but their place in the political arena greatly depends on existing conflicts of social and cultural nature in the nation-state.

组织动员与联动治理:党建引领基层社会治理创新的实践机制——以陕西省S县“五同”工作法为例

在中国式现代化进程中,党建引领基层社会治理创新蕴含着组织动员与联动治理的意蕴,这是观察“中国之理”的重要维度。组织动员旨在激活党组织的政治功能和组织功能,形塑党建引领基层社会治理创新的动员机制。在结构维度上,组织动员依托政治势能健全组织结构,形成体系化动员;在行动维度上,它释放党建势能统合治理行动,促成引领型动员。治理有效离不开动员式治理,更需要联动式治理。基于党组织的制度优势,联动治理以其整合性力量构建党建引领基层社会治理创新的互动机制。从治理维度看,联动治理基于集成联结凝聚治理要素,展现要素化联动;从改革维度看,它通过多维互动平衡好秩序与活力,呈现责任型联动。作为中国特色的治理创新实践样态,组织动员、联动治理与共同缔造的行动理念和基本方略具有内在的一致性和高度耦合性,它们共同彰显中国共产党治国理政的生动图景和治理智慧,这对于促进制度优势更好地转化为治理效能具有启发性。

责任政治:党建引领社区分类治理的行动逻辑

党建引领社区分类治理是基层政治改革的新趋向,蕴藏着合法性与有效性的责任政治。本文以责任政治的“观念—结构—行动”为分析框架,结合重庆市D社区“三事分流”的实践样本,有效回应了基层党组织引领社区分类治理的行动逻辑。具体而言,社区分类治理的行为过程彰显了党组织的核心地位和价值引领。以党建引领为主要手段,重构了社区分类治理的责任观念,理顺了社区多元主体的权责结构,激活了社区多元主体的责任行动;党建引领构建了社区分类治理的责任共同体,有效彰显了共识机制、责任机制和激励机制的统合作用。因此,巩固党建引领社区分类治理的实践成效,要围绕分类治理的责任行动,加强社区党组织的引领能力,以构建责任共同体为指引,激活基层党组织的责任观念,不断调适责任结构的存在样态,在激励机制的基础上,落实党建引领社区分类治理的政治责任。

某三级甲等公立医院廉政文化建设的现状调查与思考

目的了解医务工作者对医院廉政文化的认知与需求,为加强医院廉政文化建设提供参考依据。方法自制“医院廉政文化建设调研”问卷,以某三级甲等公立医院医务工作者为调查对象开展问卷调查,采用描述性分析反映医院廉政文化建设的现状以及医务工作者对医院廉政文化建设的态度。结果不同岗位、工作年限、职称的医院职工对廉政文化建设均高度认同;医院廉政文化建设对医院职工在强化廉政观念、增进监督意识、认同廉政共建、丰富精神生活等方面有较大帮助。结论医务人员对廉政文化有较高的认知,对医院廉政文化建设有较好的体验感。建议医院廉政文化建设在“形神兼备”“借势发力”双要素上赋能,凝聚自上而下和由院及家的双合力,建成体系监督和专项监督双网络,从而发挥对医院高质量发展的正向作用。

党群关系重构与党建引领基层治理创新的实践机制——以山东省临清市“党员夜会”为例

加强基层党组织建设是推进乡村全面振兴的有力保障。本研究基于山东省临清市“党员夜会”创新实践发现,“党员夜会”将理论学习、政策落地与村民议事紧密结合,成为凝聚党员、组织动员群众的公共平台“。党员夜会”的制度化激活了党员的政治性身份,提升了村庄公共治理能力。“党员夜会”基于其公共属性,重塑了基层党建和基层治理逻辑。一方面,“党员夜会”激活了党员的政治性与社会性双重身份,党员联系群众的能力大大提升;另一方面,“党员夜会”实践呈现主动参与型治理、事件导向型治理和嵌入式治理属性,强化了基层党组织的治理责任,重构了党群关系。基层党建创新不仅是软的形式化工作,更重要的是将党建嵌入当地的社会公共事务中,只有实现与基层治理的有效融合,才能发挥基层党组织的凝聚力、组织力和战斗力。

共同机构所有权与关联方交易

基于共同机构所有权的信息效应与垄断效应,以2007—2020年沪深A股上市公司为样本,研究共同机构所有权对企业关联方交易的影响。研究发现:共同机构所有权使企业的关联方交易显著增加。共同机构所有权对企业关联方交易的影响在共同机构所有权较大、同行业势力较大、竞争度较小的情况下更显著,增加企业关联方交易是共同机构所有权实现利益最大化的选择。经一系列稳健性检验后,结论依然成立。进一步研究发现,共同机构所有权可以通过增加关联方交易降低企业会计信息质量,并获得更多超额利润,与理论分析相一致。

粤港澳居民“互嵌式社区”如何实现党建引领治理?——基于粤港澳大湾区A地社区的观察

近年来,在支持港澳更好融入国家发展大局的政策环境下,粤港澳大湾区深圳、珠海、广州、中山等内地城市涌现出一批粤港澳居民共居共处的互嵌式社区。党建引领粤港澳居民互嵌式社区治理作为一个“新生事物”,既对地方党建部门创新大湾区融合发展下的党建工作具有现实意义,也对拓展社会主义主体制度下传统党建研究具有重要的理论价值。基于对粤港澳大湾区A地社区的调查,构建了“三重情境—四动过程”的分析框架,并透过“情境”与“过程”的双维画像,对党建引领粤港澳居民互嵌式社区治理的生成机理与实践路径进行探讨。研究发现:党建引领社区治理的生成机理蕴含了粤港澳大湾区融合发展的特殊元素,可从“在哪引领”的空间场域、“由谁引领”的行动主体、“为谁引领”的服务对象这“三重情境”加以透视;实践路径则映射于由表及里、循序渐进的“形动党建→行动党建→心动党建→传动党建”这“四动过程”中。未来应由基层党组织作为“龙头”行动主体,同时锚定互嵌式社区中的粤港澳居民服务对象,通过由表及里、循序渐进的党建引领路径,促进粤港澳三地居民融合,最终激发大湾区融合发展下党建引领互嵌式社区治理的工作效能。

党内监督和其他各类监督贯通协同:生成逻辑、实践探索与推进策略

推动党内监督和其他各类监督贯通协同具有清晰的生成逻辑,是马克思主义政党建设的本质要求,是中国共产党百年监督历程的经验总结,是新时代全面从严治党的伟大实践。基于党中央层面尚未出台各类监督贯通协同的具体制度,各地围绕监督贯通协同进行了一些有益实践。云南省统筹“四项监督”协调联动、上海市做实日常监督工作机制、山西省打造“智慧监督”平台、湖北省构建监督贯通协调格局等探索具有一定的代表性和典型性。当前,各领域各环节监督的关联性互动性明显增强,推动党内监督和其他各类监督贯通协同总体上呈现出深度融合、良性发展的趋势。但应看到,由于作为政治概念和政策推行的时间较短,一些监督主体也面临着职责定位不清、机制运行不畅、信息共享不足、协同意识不强等问题。新的赶考路上,要坚持问题导向,精准施策、久久为功,通过明确责权界限、突出流程再造、打破数据壁垒、凝聚社会共识等途径,进一步提升监督工作实效。

老乡管老乡、老乡帮老乡——以深圳城中村流动党支部为例的城市流动人口治理研究

在新时代高质量推进以人为本的新型城镇化,是实现中国式现代化的重要内容。解决好农民工(乡城流动人口)的市民化、城市化和现代化,既能通过经济增长、改善民生等促进高质量发展,也为推进中国式现代化注入强劲内生动力。选取深圳市城中村流动党支部的典型实践案例,探索“熟人管理熟人”治理模式的具体实现形式及其可持续性问题。分析表明:该模式在“一核多元”协同治理架构中,在党建引领下,通过“组织动员-组织嵌入”机制吸纳整合同乡流动人口党员资源,组织能人带动组建流动党支部,实现了“老乡管老乡”;基于流动党支部,以组织嵌入与服务嵌入形式实现了“老乡帮老乡”。这为转型期快速城市化过程中实现大规模农民工(乡城流动人口)精细化治理提供了一种可能的实践路径。针对城中村流动党支部的发展历程和当前面临问题,分析其原因并提出了可持续性治理的对策建议。
