The modernization of national governance needs to be supported with modern technical tools to conform relations of production to productive forces and enable positive and orderly interaction between the two.Blockchain,as an emerging technology in the age of information,features distributed architecture,greater transparency,improved traceability and enhanced security.Blockchain’s consensus mechanism can be introduced into community governance mechanisms,which,by virtue of its marketoriented operation nature,helps define the respective functions of the government and market in the modernization of national governance.The application of blockchain technology to the national governance system enables stakeholders to seek consensus and the largest possible common interests to improve the national governance system and better achieve the governance goal,reduce governance costs,improve governance performance and meet the development needs of the times.Through a proper top-down design,China can effectively integrate blockchain technology into its national governance system and thereby efficiently advance the modernization of its national governance system and capacity.Still,due attention should be paid to blockchain’s possible technical risks and impact during the reform and modernization of national governance. 展开更多

This study seeks to determine an effective boundary between government and market in light of modern financial theories.According to the findings of this paper,the relationship between government and market must be conceived of as under the "continuous spectrum of change" resulting from economic development.In practice,an effective frontier between government and market not only transforms continuously with the process of economic development but also demonstrates significant contrasts internationally according to the different national characteristics existing in each country.Determining a frontier between government and market requires that the relationship between the two be embedded into a broader set of institutional environmental constraints that incorporate consideration of the dynamic processes and mechanisms of economic development.The key issue is that government and market act with regard to the principle of comparative advantage as they play their respective roles. 展开更多

Government-leading,multi-agent participation and coordinated co-governance are the original intentions of River Chief System governance policy design,the purpose is to really improve governance benefits of the River Chief System.Regrettably,the current research is still in its infancy,mainly based on theoretical analysis and case analysis.Whether government-leading,multi-agent participation and coordinated co-govemance can really improve the effectiveness of governance still lacks empirical testing.For this reason,based on the 241 questionnaires of the governance benefits of the River Chief System in Guangdong Province,this paper deeply analyzed the influence of the organizational level of the River Chief System on the governance benefits,and further studied the regulatory role of multi-agent participation.The results showed that there was an inverted“U”relationship between the organizational level of the River Chief System and the governance benefit,and multi-agent participation had no positive influence on the relationship between the organization level and the governance benefit.This paper has important enlightening significance for expanding the theory of River Chief System research and guiding the practice of government-leading governance policy of River Chief System.On the other hand,this paper can provide reasonable suggestions on environmental governance for Guangdong-Hong Kong-Macao Greater Bay Area’s high-quality development. 展开更多

Support for obesity policy: The effect of perceptions of causes for obesity and national identity in Canada 被引量:1

Interventions in Canada to address obesity have largely been limited to individual-level change through education rather than a population-level public policy approach. Little is known about obesity policy support in Canada, and substantial national variation in obesity policy support prevents direct transferability of these policies among nations. Our study recruited 521 young adults for an online survey through leaflets and flyers. We investigated how respondents’ demographics, health characteristics, political attitudes, beliefs regarding causes of obesity, and national identity affected their support for obesity policy. Results showed that there is high support for many obesity policies among Canadian young adults. Including Canadian national identity in regression models was significant in explaining obesity policy support beyond the combined effect of other predictors. Further exploration of national identity, in Canada and elsewhere, has implications for understanding obesity policy support that might assist policy makers in making more informed decisions in addressing obesity. 展开更多

Implications of Declining Ground Water and Water Quality in the US Southeastern Coastal Plain Ecoregion and Areawide Environmental Impact Statement Required for Mining in the Greater Okefenokee Swamp Basin—Part 1

Karst aquifers occur worldwide and exhibit groundwater flow responses that differ considerably from aquifers lacking fractures, bedding planes, and other karst conduits where significant and rapid groundwater flow can occur. The regional, karst Floridan aquifer system underlies the United States (US) Southeastern Coastal Plain Physiographic Region and exhibits hydrologic interconnections with overlying surficial aquifers and throughout other zones of the aquifer system, as is characteristic of other karst aquifer systems. Anthropogenic groundwater declines in this regional karst aquifer system have been documented in published literature for decades, but the impacts of those declines in this coastal plain region and the embedded ecosystems that provide essential and critical habitat for native, endemic, and federally endangered and threatened species have not been considered previously. Those anthropogenic groundwater declines reduce surfacewater levels and flows due to the capture of both groundwater and overland flow of surfacewater, resulting in induced recharge through semi-confining zones and interbasin flow through fractures and other karst conduits. This case study identifies examples from the Greater Okefenokee Swamp Basin study area and comparison areas of how those declines result in loss of historic base flow to surface waters and other capture of surface waters, ultimately increasing saltwater intrusion. Those results alter and degrade the physical, chemical, and biological integrity of the nation’s waters, in violation of the US Clean Water Act (CWA) of 1972. Historic groundwater declines from mining and other anthropogenic groundwater withdrawals from this regional karst aquifer system already threaten the survival and recovery of federally endangered and threatened species, as well as existing and proposed critical habitat for those species within this regional extent, in violation of the Endangered Species Act (ESA) of 1973. This case study and its companion publication (Part 2) appear to be the first to provide scientific support for this regional karst aquifer system as the unifying factor in habitat responses to irreversible groundwater impacts on aquatic and marine ecosystems. These adverse impacts strongly suggest that the extent of the regional Floridan aquifer system should be designated as the Southeastern Coastal Plain Ecoregion for the purpose of managing natural resources. Mining activities continue to expand in our study area, which is the Greater Okefenokee Swamp Basin. Despite that fact, no comprehensive Areawide Environmental Impact Statement (AEIS), similar to the AEIS required for phosphate mining within the Central Florida Phosphate District (CFPD) approximately a decade ago has been conducted for any of the numerous mining projects that are occurring and are proposed within the Greater Okefenokee Swamp Basin. This case study also provides examples of why a comprehensive AEIS is essential to consider all of the adverse direct, indirect, and cumulative impacts of those mining activities to the CWA, the ESA, and the irreversible losses to local economies, because federal agencies responsible for considering those adverse impacts rely on public comments to identify those adverse impacts. The mining activities authorized throughout the regional Floridan aquifer system under Category 44 Nationwide Permits (NWP) result in the same type of adverse impacts as the mining activities evaluated under Individual Permits in that region. Therefore, those Category 44 NWP mining activities also should be required to obtain Individual Permits and be evaluated under an AEIS in the Greater Okefenokee Swamp Basin. This case study also describes how Florida’s assumption of the CWA Section 404 regulatory authority in 2020 severs four sub-basins within the Greater Okefenokee Swamp Basin study area at the state line between Florida and Georgia. 展开更多

National Genetic Improvement requires more than just technology. A successful program of national genetic improvement will require cooperation from the industry and the government. The support for the university system is essential for the success of the pig industry. The university system has a vital role on education (of students, faculty, producers and consumers) as well as research and technology transfer. The government could also have a role in supporting the central test stations and AI stations across the country. An accurate and comprehensive pedigree maintenance system is essential to genetic improvement. The national health system (NHS) complexity increase requires a review of the managerial human resources evaluation and recruiting methods, considering that nowadays doctors need to improve not just their clinical capabilities, but also managerial competences. At this end it is important to develop performances control models and to identify appropriate results indicators, with the aim of introducing an effective doctors selection system for managerial roles. The paper considers the Italian situation and tests the current evaluation and selection methods, by analysing the literature and the existing legislation and by interviewing experts. Moreover, in order to reach an innovative model, complex organizations have been taken into account as benchmarks. Three different categories of experts have been interviewed and texted: national health care organizations managers, companies managers, and business consultants. The 137 interviewed experts have been asked about four main questions concerning the evaluation for hiring managers as chief medical director, department director, and head of complex units. The conducted research suggests four different options in order to evaluate and to select heads of complex unit for the most strategic roles. By consequence, the analysis shows that required characteristics must be managerial attitudes as well as clinical capabilities. 展开更多

The main idea of the article is that far-right parties are flexible enough in their political rhetoric and instruments to gain electoral support. However,such classifications may not be effective in characterizing all governance structures of research and development(R D) alliances.Therefore,the first objective of this study is to investigate why there exist different organizational governance structures in managing R D alliances;the second objective of this study is to give strategic advice in choosing appropriate forms with respect to various characteristics of R D alliances.Through the theoretical lens that integrate both transaction cost economics(TCE) and the resource-based view(RBV),a model that focuses on six major factors is developed for determining governance structure choices,namely,technological uncertainty,cultural difference,asset specificity,technology complementarity,appropriability of the individual firm's know-how,and trust.An R D alliance with higher technological uncertainty,larger cultural differences,and greater concerns for protecting an individual's know-how is more likely to adopt non-integrated alliances as the governing structure.An R D alliance with a higher degree of asset-specificity,greater technology complementarity and greater trust among partnering organizations is more likely to adopt integrated alliances as the governing structure;an R D alliance in the face of lower technological uncertainty will tend to adopt integrated alliances.The more aligned the choice of the governance structure with its determinants,the better the R D alliance will perform,and vice versa. 展开更多

Terrorism is a global phenomenon that over the last 44 years more than 140,000 terrorist events have been carried out. In the period from 1970-2001, the five countries with the largest number of terrorist attacks were Colombia, Peru, El Salvador, United Kingdom, and India. On the other hand, in the post-2001 context, the five countries with the largest number of terrorist attacks were Iraq, Pakistan, Afghanistan, India, and Thailand. One method for measuring in an aggregate way, how many people have suffered under terrorist attacks at national level is to analyze the correlation between some national wellbeing indicators and the number of terrorist attacks. The aim of this study is to analyze empirically the correlation between the global terrorist attacks and the countries wellbeing indicators. Five indicators show a strong relationship with the number of terrorist attacks in the case of the four most attacked countries in the post-2001 context. The authors consider that their findings can support the design of new strategies for preventing terrorist activities taking into account certain socio-economic and political drivers. The authors conclude that as such drivers are socio-complex, so it is necessary to adopt the complex adaptive system (CAS) approach to provide a new way of thinking about terrorism. 展开更多

These wrangles started when the government drafted laws that sought to retain the Provincial Administration, which was meant to operate parallel to the structures under county governments. The opposition accused the government of undermining devolution and even of attempting to kill it. At the county level, there have been boycotts of sessions by County Assembly Members over salaries, and Governors continue to complain about inadequate financial resources to fulfill their mandates. This paper examines these wrangles to determine whether they are just teething problems or serious implementation problems needing redress. The analysis involves comparing Kenya's implementation to that of other African and Latin American countries that implemented their devolution earlier. 展开更多

This study reviews the literature regarding cloud computing and IT governance, and presents a research model along with its hypotheses formulation to examine the factors impacting cloud computing perceived importance in several Arab firms, specifically Jordan, Saudi Arabia and United Arab Emirates by using the integration of Technology Acceptance Model (TAM) model and Technology-Organizational-Environmental (TOE) framework as adapted from [1]. 329 returned surveys from top, middle-level IT managers, and IT employees from the operational level of the studied firms were analyzed using the structural equation modeling technique. The study found relative advantage, compatibility, complexity, organizational readiness, top management commitment, and training and education as important variables for impacting cloud computing adoption using perceived ease of use and perceived usefulness as mediating variables. The model explained 61%, 63%, and 74% of cloud computing adoption for perceived usefulness, perceived ease of use and perceived importance respectively. 展开更多

For the last decade, discussions about who governs policy on prevention and treatment of HIV/AIDS have revolved around the controversial relationship between Western donors and the power they have over their recipient governments. While these debates were once politically germane, recent trends show a decline of donor funding, as well as an increase of financial ownership of the epidemic within Southern Africa. Commensurate with this shifting financial influence, some well-governed, wealthy African states are beginning to deviate from global M&E (monitoring and evaluation) indicators. These policy movements, away from global M&E indicators, also correlate with increases in HIV prevalence, which signals the need for further investigation into policy efficacy. 展开更多
