On the Practices of Regulatory Urban Design

On the basis of reviewing urban design and management practices of Honggutan New District in Nanchang City, Jiangxi Province, regulatory urban design was proposed and its major feature was summarized as "the local government or urban management agency responsible for the organization and compiling". After defining regulatory urban design, its compiling and technical means were studied.

Application of Internet of Things in Urban Waterlogging Prevention Management System

This paper aims to realize the extensive application of Internet of things technology in urban waterlogging prevention management system, and has analyzed the security requirement and security architecture of Internet of things technology, and discussed the demand of urban waterlogging prevention management system in combination with the key technology of Internet of things technology, to do the overall design and functional design well during designing of urban waterlogging prevention management system. Finally, the application process of the Internet of things technology in Chongqing waterlogging prevention management system is summarized. The application result shows that the flood control and drainage function of Chongqing is gradually improved with smooth drainage facilities;the inspection and maintenance management is gradually standardized;operation monitoring and early warning management is fully strengthened. There is visual management for emergency command and dispatch, and at the same time, the drainage pipe network assessment management can be conducted correctly.

The Ceneri Base Tunnel＂ Construction Experience with the Southern Portion of the Flat Railway Line Crossing the Swiss Alps

This paper summarizes the experience that was gained during the construction of the 15.4 km long Ceneri Base Tunnel （CBT）, which is the southern part of the fiat railway line crossing the Swiss Alps from north to south. The project consisted of a twin tube with a diameter of 9 m interconnected by cross- passages, each 325 m long. In the middle of the alignment and at its southern end, large caverns were excavated for logistical and operational requirements. The total excavation length amounted to approx- imately 40 km. The tunnel crossed Alpine rock formations comprising a variety of rock typologies and several fault zones. The maximum overburden amounted to 850 m. The excavation of the main tunnels and of the cross-passages was executed by means of drill-and-blast （D＆B） excavation. The support con- sisted of bolts, meshes, fiber-reinforced shotcrete and, when required, steel ribs. A gripper tunnel boring machine （TBM） was used in order to excavate the access tunnel. The high overburden caused squeezing rock conditions, which are characterized by large anisotropic convergences when crossing weaker rock formations. The latter required the installation of a deformable support. At the north portal, the tunnel （with an enlarged cross-section） passed underneath the A2 Swiss highway （the major road axis connect- ing the north and south of Switzerland） at a small overburden and through soft ground. Vertical and sub- horizontal jet grouting in combination with partial-face excavation was successfully implemented in order to limit the surface settlements. The south portal was located in a dense urban area. The excavation from the south portal included an approximately 220 m long cut-and-cover tunnel, followed by about 300 m of D＆B excavation in a bad rock formation. The very low overburden, poor rock quality, and demanding crossing with an existing road tunnel （at a vertical distance of only 4 m） required special excavation methods through reduced sectors and special blasting techniques in order to limit the blast-induced vibrations. The application of a comprehensive risk management procedure, the execution of an intensive surface survey, and the adaptability of the tunnel design to the encountered geological conditions allowed the successful completion of the excavation works.

Design and Analysis of Computer Experiments Based on a Simulation Model of Air Traffic Flow Optimization in Panama

There is a growing in number of operations in aviation all over the world.This growing is increasing the necessity of innovation and new technology to respond the increment of the demand.As a respond of this demand,FAA(Federal Aviation Administration)is working with NextGen in the United States and the EUROCONTROL is implementing the Point Merge as solution in the air traffic flow management in Europe.However,the FAA alternative and EUROCONTROL alternative are not mutually exclusive since Panama,a small country in Latin America,is trying to use a combination between the vectoring approach and the Point Merge in the air traffic flow management.In addition,the AAC(Autoridad de Aereonautica Civil)and the Tocumen(Tocumen International Airport)are working in a continuous collaboration between FAA and Panama with the mutual challenge to improve the actual system.As a result,the main airline of Panama,the Compania Panamena de Aviacion(COPA Airlines),and the Autoridad de Aeronautica Civil(AAC)constructed a simulation model to select an air traffic flow alternative that can be able to change the actual situation.In other words,COPA Airlines and AAC are pursuing the minimization of the numbers of conflicts,the number of sequence actions,the flight time,the track flight distance and the fuel burn.Furthermore,this study aims to use the final draft of this previous analysis based on a simulation methodology to conduct a Design and Analysis of Computer Experiments with the final objective to increment the statistical significance of the actual model.

The“Urban Water Machine”:A Landscape-Based Approach for Urban Planning

Climate change is confronting cities across the globe,resulting in extreme weather conditions:floods,droughts,forest fires,and hurricanes.These natural hazards have become so severe that it is increasingly difficult to manage them.Urbanization,which has marginalized nature and water over time,has exacerbated these conditions.By replacing natural features with hardscape,cities are less adaptive to environmental fluctuations,and climate-related hazards are intensified,through heat island effect for example.Streets,squares,and parts of the city are inundated by water.The need to give space to water and nature in the city is more urgent than ever.The essential relationship between water and humans gave birth to our cities.This relationship has evolved across time and geography,and our current climate and ecological crises are calling us to take the next step in this evolution.Improving natural systems within the city,including a holistic approach for rivers,waterways,and green corridors,will improve resilience to flash floods and drought,contribute to heat mitigation,and improve urban living conditions.It will create possibilities for new economic,environmental,community,and social developments.A contemporary and healthy relationship between humanity and nature requires creating a basic,sustainable,spatial framework that upgrades and connects larger green and water(blue)structures.These blue-green structures should also be linked within the city and within its neighborhoods.The new mechanism to balance water in the city will be an integrated system,what we call the“urban water machine”.By integrating our natural and man-made water systems with each other,and with green spaces in and around the urban environment,we can regenerate the“urban water machine”and use it as the basis for a truly holistic approach to spatial planning.To shape our contemporary relationship with water,it is important to develop both innovative design tools and spatial typologies.A design approach based on the“urban water machine”provides climate adaptive solutions with nature-based design tools within the green landscape framework combined with blue-green design tools in public spaces.Such a holistic approach will help to care for the city as a whole,making them more beautiful,vibrant,and resilient.

Stormwater Management Practices and Green-Blue Infrastructure in Urban Areas: an Overview

Water quality,flooding risk,and water consumption in urban areas are emerging issues.Urban impervious surfaces increase stormwater runoff,affecting ecosystems and leading to hydrogeological instability and flooding risk.Sustainable urban design strategies can contribute to counteract the negative impact of anthropic activities both at city-scale and global scale.Green and Blue Infrastructure(GBI)approaches,in particular,are an alternative to stormwater traditional management.In Europe,Sustainable Drainage System implementation copes with impervious surfaces to achieve water quality,amenity,and biodiversity increase.Best Management Practices,developed mainly in the USA,focus on specific measures for sustainable stormwater treatment.Water Sensitive Urban Design,spread in Australia and England,also aims to minimise the impact of developed areas preventing flood risk,limiting water consumption and enhancing environmental quality.In the USA and Canada,Low Impact Development offers design strategies to manage runoff and deliver structural practices to mimic predevelopment processes of infiltration,filtration and detention.

中国城市设计的治理转向

梳理国内外城市设计理论及实践的发展脉络,剖析中国城市设计发展特征,重新审视“什么是好的城市设计”议题。发现,1978年以来中国城市设计的总体发展呈现“理论本土化和制度体系化不足,且滞后于地方城市设计实践”特征。当前,响应中国城镇化进程的新需求及国家推进治理能力现代化的总要求,中国城市设计已经出现技术性、制度性实践基础上更加重视社会性过程的治理转向,理论视角下更加关注城市设计过程中多元主体之间的协同关系,实践方面则出现了多类型的伴随式城市设计服务创新。本文指出中国城市设计的治理转向有助于彰显城市设计的社会性,理解“好的城市设计”是包含好的城市设计方案、好的城市设计管控和好的城市设计实施的系统性城市空间治理实践,将对中国式城市设计理论和实践产生深刻的影响。

从规律认知到类型建构——城市设计的入门探索

城市空间具有明确的建构规律,它通过建设单元地块划分与类型建筑的组织,展现出“建筑—街坊—街区”的空间逻辑。为帮助首次接受城市设计训练的高年级学生快速认知这一逻辑,本文通过国际现代城市成熟案例的分析,完成空间建构规律总结,将其作为操作工具并完成一个当代城市街区的城市设计。具体操作分两步走:首先通过建筑的组合建构城市街坊;然后通过街坊的组合构成城市街区。不同寻常的是,要求学生在上海城市语境下完成一个抽象基地的设计工作,从而避开复杂现实条件的干扰,专注空间规律,以此揭示这种简单逻辑的深刻性及其跨越文化的属性,从而验证其对城市设计的普适意义。

城市轨道交通工程设计数字化管理平台研究与实践

针对当前城市轨道交通工程二、三维并行设计环境,本文通过分析研究BIM技术应用管理现状及面临的问题,提出以建设方为主导、总体总包设计单位统一管理的方式,研发基于云端技术的数字化管理平台。实践证明,基于数字化管理平台能够较好地实现轨道交通工程二、三维一体化协同设计及管理,有助于推动二维设计向三维设计方式的转变,具有一定的推广价值。

以资产管理价值为导向的南京地铁资产信息体系构建

[目的]城市轨道交通资产形成过程中资产信息传输不畅,不仅存在资产“账实不符”等问题,而且在运营维护阶段,由于信息不可溯源,也为设备维修更换带来难度。对此,须加强资产全寿命期信息管理,构建城市轨道交通资产信息体系,提高城市轨道交通企业资产管理效率。[方法]梳理已有资产管理价值研究,归纳城市轨道交通资产管理价值,并以此为导向,总结既有城市轨道交通资产信息体系的缺陷。在此基础上,结合公理化设计理论,将资产管理价值融入资产全寿命周期动态管理过程,面向资产信息使用者开展需求调研,并纳入信息体系顶层设计。[结果及结论]城市轨道交通资产管理价值为:可靠性、功能性、有效性、可持续性。以南京地铁为研究对象,构建了由资产信息分类体系、编码体系和信息模板组成的城市轨道交通资产顶层信息体系。

基于微信小程序的广州市违建查治成果可视化分析系统设计与实现

为改善传统城市违法建设治理中成果形式单一、可视化能力差等不足,基于微信小程序开发了广州市违建查治成果可视化分析系统,通过拆违点位落图、台账移动查询、专题统计制图和热点区域挖掘等功能,实现了查违成果的信息化管理。充分发挥小程序“小、快、轻”的优势,创新城市查违治理工作模式,提升治违工作管理水平,为小程序在城市违法建设治理领域的应用研究提供参考。

引导传导督导:城市设计综合运作系统构建——基于深圳实践的思考

经过40多年的探索和实践,深圳在城市设计领域逐渐形成了通则引导、导则传导和规则督导的技术和行政管理机制。针对城市设计的综合运作过程,尝试提出理念、技术和组织三大环节,以及价值、目标、方法、团队、政策和操作6个维度的系统框架。认为理念环节应该明晰其作为社会动力激发者、经济活力助推者和环境魅力塑造者的价值认知,并根据管理服务对象确定底线、中线和高线的差异化导控目标;技术环节要组织专家、专职和专班相互配合的专业技术团队,加强通则、导则和规则等综合手段;组织环节应在操作中遵循公平、公正、公开的原则,通过公共政策加强对全社会引导、传导和督导的组织实施,使城市设计的美好意图贯穿始终。

上海里弄街坊保护与更新的城市设计管理优化策略探讨

里弄街坊是上海城市发展所形成的典型基底单元,是实施城市土地空间再发展和保护更新的空间载体,也是衔接法定控规编制和项目实施的中观层次。街坊层级城市更新是重要的规划管理创新工作,需要在街坊尺度上处理保护与更新的关系,拓展传统控规管理方式。提出控规管理与城市设计管理相结合的思路架构,并基于上海里弄街坊的规划设计实践,梳理包括现状评估、空间规模、空间结构、空间形态在内的多维度的管理要素和管理序列,以期为同类城市历史街坊的保护与更新管控提供借鉴。

面向历史风貌的中心城区精细化城市管控策略研究——以墨尔本中心城区为例

在历史城区风貌保护中,我国存在城区特色风貌指引不明、管控要素划分不够细致、元素之间缺乏整体统筹等问题,需要构建精细化城市管控体系来维护历史风貌、增强城市吸引力。文章从墨尔本维护历史城区特色风貌的精细化城市管控策略入手,深入分析其在历史城区风貌保持、建设开发强度管控、特色空间人性化提升和户外广告风格约束等4个层面的策略。在此基础上,结合我国历史城区保护现状,从层级体系建设、特色风貌指引、要素控制协调、管理语言传导、多方团队协作等方面归纳墨尔本精细化城市管控的思路和经验,并对我国精细化城市管控转型提出建议。
