An institutionalized area could be more stable and ordered, then the relationships between the factors can be identified by the predicted signals. Institutions can help to provide a key form of such frameworks, through which all states, but especially the stronger states, can use rules and other normative expectations of conduct in the international relation. Weaker states, in return, gain limits on the action of the leading states and access to the political process, in which they can press their interests. This article analyzes the disputes in the South China Sea~, particularly between China and ASEAN countries to prove the argument. It is argued that ASEAN, in the situation of power asymmetry between dominant (power-holders) and dominated groups, has used "institution" and "institutionalization" as a countermeasure to constrain the powerful China in the two ways: (1) trying to lock-in China in a rule-based order, in order to restrict its power, and (2) by institutionalizing the way in which the disputes in the South China Sea should be resolved, ASEAN countries want to create a frameworks for setting rules of games, which are shaped by principles and norms instead of balance-of-power.展开更多
Based on the biological data of purpleback flying squid(Sthenoteuthis oualaniensis)collected by light falling-net in the southern South China Sea(SCS) during September to October 2012 and March to April 2013,growth an...Based on the biological data of purpleback flying squid(Sthenoteuthis oualaniensis)collected by light falling-net in the southern South China Sea(SCS) during September to October 2012 and March to April 2013,growth and mortality of 'Medium' and 'Dwarf' forms of squid are derived using the Powell-Wetherall,ELEFAN methods and length-converted catch curves(FiSAT package).Given a lack of commercial exploitation,we assume total mortality to be due entirely to natural mortality.We estimate these squid have fast growth,with growth coefficients(k) ranging from 1.42 to 2.39,and high natural mortality(M),with estimates ranging from 1.61 to 2.92.To sustainably exploit these squid stocks,yield per recruitment based on growth and natural mortality was determined using the Beverton-Holt dynamic pool model.We demonstrate squid stocks could sustain high fishing mortality and low ages at first capture,with an optimal fishing mortality >3.0,with the optimal age at first capture increased to 0.4-0.6 years when fishing mortality approached optimal levels.On the basis of our analyses and estimates of stock biomass,we believe considerable potential exists to expand the squid fishery into the open SCS,relieving fishing pressure on coastal waters.展开更多

The article takes the South China Sea controversial maritime rights enforcement model as the starting point. It contrasts the status quo of maritime rights enforcement system both at home and abroad, and analyzes the existing laws and regulations of maritime rights protection system in our country, such as the imperfect laws and regulations, the unreasonable establishment of law enforcement agencies and the imperfect law enforcement system. In order to develop a method that apply sampling survey data randomly obtained at fishing ports to fish stock assessments,based on fish landing surveys conducted at fishing ports in the northern South China Sea(SCS),1...In order to develop a method that apply sampling survey data randomly obtained at fishing ports to fish stock assessments,based on fish landing surveys conducted at fishing ports in the northern South China Sea(SCS),19 Threadfin porgy(Evynnis cardinalis)catch per unit effort(CPUE)datasets were collected for fishing vessels with different gear types and engine powers and incorporated into surplus production models.Considering only the fitting performance,the Schaefer model had the best overall goodness of fit,followed by the Fox,CYP,W-H,and Schnute models.Among fishing vessels with different gears and engine powers,the data were best fitted for single-trawl vessels powered by 301-400-kW engines and for gillnet vessels powered by>200-kW engines.Eight model expressions were superior and selected for subsequent analyses based on their goodness of fit and relative residuals.The Kobe plot analysis results showed an optimistic fish stock status when using the four model expressions,required more caution when using three model expressions and output pessimistic estimations using one model expression.Considering the incomplete information acquired,a compromising decision-making method was used to derive a 2017 northern SCS E.cardinalis total allowed catch(TAC)of 44,691.21 t.The different conclusions drawn from estimations using CPUEs reflect variable exploitation and utilization fish stock statuses among fishing vessels with different gears and engine powers.Hence,the fishing operations were grouped according to their CPUE relationship,and recommendations regarding optimum fishing efforts were assigned to the groups following a fundamental principle:to improve fishery TAC management,fishing efforts should be reduced if the fish stock assessment is pessimistic and maintained if the assessment is optimistic.This study providing a feasible technical method for the TAC management of China’s offshore fisheries.展开更多

Of particular concern is the influence on ...As political factors affect trade activities greatly, this paper considers whether a series of political events have had a negative impact on Sino-Philippine trade relations. Of particular concern is the influence on bilateral relations and the Philippines' domestic economy from political and diplomatic tensions between China and the Philippines caused by territorial disputes in the South China Sea. Political events are divided into two levels, general conflicts and serious conflicts, which are analyzed from the perspectives of both overall level and product level to present their final impact on trade. This research finds that territorial disputes between the two countries deteriorated trade, as the volume of trade usually decreased distinctly after conflicts. The negative impact on trade generated by serious conflicts usually occurred more rapidly and on a larger scale. The effect of trade deterioration caused by political events weakened over time. Furthermore, after serious conflicts, although the volume of trade of certain products decreased temporarily, it rebounded quickly or even increased soon. However, industrial equipment or industrial raw materials trade activities between the two countries were basically independent of the conflicts' impact.展开更多
