The emphasis of translation is faithfulness, expressiveness and elegance, which is based on understanding of the two kinds of ethnic cultural background achieved. Language as a product of society, as the crystallization of human history and culture, which is the combination of all the characteristics of the entire nation＇s social consciousness, customs, history and culture of human society. In this paper, starting from the Central American countries of different cultural perspectives, pointed out that cultural issues should be noted that in the process of translation. In terms of history, geography, traditional thinking, cognitive systems, text analysis of the causes of the Sino-US cultural differences. Translation and culture has a secret, regardless of the contact. Cultural commonalities translation becomes possible, but the personality of their language and culture gave an obstacle translation activities. Due to differences in national history, social system, habits, there is a great difference between the Chinese Han culture and the American culture, this difference is caused by the different ways of thinking, embodied in both Chinese and English language performance including words understanding and the use of different meaning connotation of associative meaning, and sentence structure. For this reason, the analysis of the theoretical principles of sentences by reference to further explore and propose solutions on certain aspects is essential. And in today＇s globalized increasingly competitive situation, how to be more accurate English translation closer to the two languages, culture, and then discuss the worth of the majority of English learners.

Farmers' State of Mind and the Policy Thinking for the Cotton Production in Shandong Province

Affected by the meteorological disasters and market fluctuations,the growing area,yield and quality of cotton in Shandong Province have been reduced to varying degrees in recent years.The majority of farmers are regarded as the main body of agricultural production,whose enthusiasm for growing cotton and confidence in the cotton market play a significant role in stabilizing the growing area and improving the quality of cotton.We randomly select the cotton farmers for in-depth interview,to understand the situation of cotton cultivation and their state of mind for growing,aimed at deriving the factors influencing farmers'willingness to grow cotton.In the future,it is necessary to make the best use of the advantages and bypass the disadvantages,and in a timely manner curb the decline of cotton cultivation in the process of guiding and encouraging the cotton cultivation,in order to solve the problems of low farmers'willingness to grow cotton and sluggish cotton industry from the root.

The Correlation Study between Thinking Styles and English-Speaking Learning Strategies of Junior School Students under the Background of “Double Reduction” Policy

Based on Cognitive Style Theory,Oxford’s Speaking Learning Theory and Communicative Competence Theory,this paper adopts questionnaire method,uses Sternberg’s Thinking Style Inventory modified by Zhang Lifang,as well as Oxford’s Learning Strategies Scale,and combines with the actual situation of junior high school students’oral learning to design the questionnaire of speaking learning strategies.Eighth graders of a junior middle school in Sichuan Province are randomly selected as the research object.The statistical tool SPSS23.0 is used to conduct the descriptive analysis and Pearson correlation analysis of the questionnaire results to explore the overall situation of junior high school students’thinking styles and the use of English-speaking learning strategies as well as their correlation.According to the research,junior high school students generally tend to executive style,liberal style,conservative style,legislative style,hierarchic style.The use of speaking learning strategies is at an average level.They tend to use memory speaking strategies,social speaking strategies,affective speaking strategies,and cognitive speaking strategies.As a whole,there is a relatively significant correlation between thinking styles and speaking learning strategies.Specifically,there is a partial correlation between thinking styles and speaking learning strategies.

俄罗斯智库对中国参与北极事务的认知及对策

[研究目的]梳理分析《中国的北极政策》白皮书发布以来俄罗斯智库对中国参与北极事务的主要认知和对策建议,对于把握俄罗斯北极战略、研判俄罗斯在北极地区对华政策趋向有重要作用和意义。[研究方法]选取俄罗斯5家智库作为分析样本,运用文献分析法对21份研究文本进行考察。[研究结论]俄罗斯智库聚焦中国参与北极事务的身份、战略意图、影响及中俄北极合作等方面,在俄乌冲突前后其认知及对策建议呈现出既有传承也有变化的特点。应理性看待这种变化,以《中国的北极政策》白皮书为基础主动设置北极议题,丰富政府与民间北极问题交流互信机制,拓展北极国际合作的形式和内容,积极推动构建人类命运共同体。

“三农”领域高校智库建设现状及发展路径探析

“三农”领域高校智库在“三农”问题分析、决策拟定及政策工具弥补纠正等方面发挥着重要作用。为促进中国“三农”领域学术研究与智库研究有效对接,分析相关高校智库建设现状,总结其发展行为、运行机制、成果水平等方面及特点。研究发现,中国“三农”领域的高校智库建设主要依托一批专业化的研究团队和学术机构,在“三农”领域智库中数量占比最高且呈现快速增长趋势,并表现出强烈的地域性特征,在推动农业产业高质量发展方面发挥重要作用;但面临着服务乡村振兴的激励有限、协同合作能力有限、农业生产活动复杂性与农村调查公益性、成果实效水平不高和政策转化力度不够、资源及资金投入缺乏多元化与灵活性等困境。针对此,提出发挥涉农学科优势、推动成果评价制度改革、营造良好生态体系、畅通资政服务渠道、打造政产学研联盟共同体、构建“旋转门”机制、与新农村发展研究院协同建设等对策建议,以期对“三农”领域高校智库体系的建设与转型升级有所裨益,更好地满足新时期全面推进乡村振兴战略的智力需求。

欧盟智库对“芯片问题”研究的认知评析

[研究目的]在美国试图联合欧盟全面限制中国芯片产业发展的背景下,分析欧盟智库对“芯片问题”研究的认知和建议,既能为我国研判欧盟芯片产业政策和对华认知提供参考,又能为中国发展芯片产业,应对美国技术封锁提供思路。[研究方法]选取8家欧盟主流智库的25篇代表性文献作为样本,运用文献分析法,梳理欧盟智库对芯片相关议题的主要认知,分析欧盟智库认知的总体特征、形成原因与可能影响。[研究结论]欧盟智库研究“芯片问题”的议题集中在强调芯片战略价值、评估芯片产业态势、欧盟产业政策制定和美国对华技术竞争四个方面,其认知具有对内客观、对华偏见,且易受美国影响的特点,主要是受意识形态偏见、欧盟对外政治立场,以及美国因素等原因影响,这一认知将对欧盟产业政策、对华技术政策和全球技术竞赛产生不同的影响。我国应消解欧盟智库对华认知偏见,多种途径批驳美国对华的抹黑与曲解,同时借鉴欧盟智库在专业领域的合理认知,取长补短助推我国芯片产业的发展。

[目的/意义]党的二十届三中全会通过的《中共中央关于进一步全面深化改革推进中国式现代化的决定》为从新质生产力角度深化文化、教育与学术体制机制改革指明了方向,更为10年前习近平总书记提出要寻找突破之道以解决“挨骂”问题提供了钥匙。[方法/过程]本文通过近年来的亲历之事进行跨国对比,察觉到三点在解决“挨骂”问题时亟待提升或改变的日常细节,即学者能力、社会管理与数据流动,提出当前应推动讲述者、信息话语和国际舆论圈发生质变的新质思维。[结果/结论]最后,建议在激励机制、网络治理及外事政策上进行更加务实的改革。

高校智库参与公共政策议程设置有效性的系统动力学分析

[目的/意义]高校智库是中国特色新型智库建设的重要力量,探索高校智库参与公共政策议程设置的有效性具有重要的理论价值与实践意义。[方法/过程]以内参模式和外压模式为基础,梳理了高校智库参与公共政策议程设置有效性的影响因素,构建了系统动力学模型,并验证了该模型的适用性,开展了单一变量和组合变量对公共政策议程形成数量影响的模拟仿真。[结果/结论]高校智库参与情境下的公共政策议程形成数量受到智脑水平、资金和传播交流能力3个层面的9个因素的影响。其中,既包括智库专家数量、人才队伍的专业结构、社会捐赠资金等单一因素,也包括智库自身平台宣传水平、协作程度等组合因素。最后,本文对提升高校智库参与公共政策议程设置的有效性提出了建议。

马来西亚智库对“一带一路”倡议与“新南向政策”的认知评析

[目的/意义]研究马来西亚智库对“一带一路”倡议与“新南向政策”的认知,有助于中国内地把握“一带一路”倡议在东南亚面临的形势,进而优化与完善“一带一路”倡议。[方法/过程]本文选取马来西亚战略与国际问题研究所和马来亚大学中国研究所作为智库样本,对其发布的14份有关“一带一路”倡议和5份有关“新南向政策”的研究成果进行分析。[结果/结论]马来西亚主流智库认为:“一带一路”倡议带来了区域联通的机遇、促进了马来西亚的基础设施建设与经济发展效率;“新南向政策”具备科技、软实力等方面的优势,旨在减少对中国内地的经济依赖,并通过加强与东南亚国家的关系以此扩大中国台湾地区所谓的“国际空间”。总体而言,马来西亚主流智库对两者的认知均以正面评价为主,经济利益、民意与社会舆论则是其认知的主要动因。

Think Tanks in the United States： The Evolution and Evolving Roles

Think tanks as an important force in the policy making field in the United States have strengthened their visibility and expanded their influence in recent decades. This paper contends that the historical and political climate of the United States has fostered the development of think tanks and they will continue to exert their influence in the policy making field of the United States. It mainly examines the history of American think tanks and the roles they have been performing during more than one hundred years＇ evolution. In the twenty-first century, in a more and more flattering world, policy issues become increasingly complicated, therefore think tanks are indeed fixtures of American policy making scene. They play six major roles （1） source for policy idea; （2） venue for communicating and initiating new policy ideas; （3） source for personnel; （4） educating and informing the public; （5） evaluator of government policies; and （6） Track lI diplomacy.
