Pioneering a New Realm of Human Rights Civilization in the Chinese Path to Modernization——An Overview of the Symposium on“The Chinese Path to Modernization and the Promotion of Free and Comprehensive Human Development”

On October 14,2023,a symposium themed“The Chinese Path to Modernization and the Promotion of Free and Comprehensive Human Development”was held in Changchun,Jilin Province,China.More than fifty experts,scholars,and researchers from national institutions and universities engaged in discussions and exchanges on human rights on the Chinese path to modernization,including the path,practice,knowledge systems,and civilization forms of human rights.This symposium played a significant role in advancing the construction of the disciplinary system,academic system,and discourse system of human rights in China.

Building a Community with a Shared Future for Human Beings: New Opportunity for South-South Human Rights Development Overview of the First South-South Human Rights Forum

From December 7 to December 8, 2017, the State Council Information Office and the Ministry of Foreign Affairs jointly organized the first South-South Human Rights Forum in Beijing. With the topic of "Building a Community with a Shared Future for Human Beings: New Opportunity for South-South Human Rights Development," participants conducted in-depth discussions on topics including "global human rights governance", "inclusive development and South-South human rights cooperation", "China and the SouthSouth cooperation", "right to education for the countries of the Global South" and "poverty reduction, right to food and right to health", which achieved great consensuses and yielded results. This Forum was the first time that countries of the Global South have jointly discussed human rights issues.

Comprehensively Implementing the Rule of Law Solidly Pushing Forward Human Rights Development——Interview with President Luo Haocai of the China Society for Human Rights Studies(CSHRS)

The Fourth Plenary Session of the 18th Central Committee of the Communist Party of China （CPC） reviewed and approved the Decision of the CPC Central Committee on Certain Key Issues Concerning Comprehensively Pushing Forward the Rule of Law （hereafter, ＂Decision＂）. The plenary session was convened at a pivotal stage in comprehensively building a well-off society and comprehen- sively deepening reform. It was the first of its kind with the theme of the rule of law and was a landmark event in China＇s legal construction. The Journal interviewed Professor Luo Haocai, who is also president of the China Society for Human Rights Studies （CSHRS）.

Optimization Analysis of Human Resource Management Strategies of Nantong University,a Local Comprehensive University in China

This study analyzes the current situation and challenges of Nantong University amid the rapid development of higher education,addressing aspects such as faculty structure,administrative management efficiency,and promotion mechanisms.Through questionnaire surveys and field research,coupled with SWOT analysis and various theoretical methods,a comprehensive analysis was conducted on Nantong University’s internal and external environment.The study proposes an improved comprehensive development strategy and implementation measures,which include updating management concepts,strengthening professional training,optimizing employment conditions,and improving salary systems.Ultimately,this study provides practical strategies for human resource management and the transformational development of Nantong University and other local comprehensive universities.

Fuzzy Comprehensive Evaluation of Training Effect on Human Resource Development

On the basis of the essential connotation of the training effect on human resource development and the basic principles of setting up a index system, the evaluation index system of the training effect on human resource development in enterprises has been established. It evaluates the training effect on human resource development with the method of fuzzy comprehensive evaluation and achieves better results. It also provides a scientific, practical and quantitative method for the systematic analysis and comprehensive evaluation of the training effect on human resource development.

The Declaration on the Right to Development as a First Step towards a Comprehensive Southern Vision on Human Rights

Having proper sanitation and hygiene, access to affordable health care and enough food on the table are the basic conditions for a dignified life. This link between human dignity and the right to development was made very persuasively already in the White Paper on human rights, issued by the State Council of P.R.C. in 1991. The Declaration on the right to development can be considered the first successful joint action undertaken by Southern states in the area of human rights. The Declaration was based on Southern scholarship, such as the pioneering research conducted by the Senegalese jurist Kéba M’baye. And its adoption was the result of joint stage management performed by diplomats from different continents. Therefore the Declaration serves as a source of inspiration for the work of drafting a Comprehensive Southern Vision on human rights. The Vision document will lay out a common Southern outlook on human rights issues as an elaboration of the Universal Declaration.

International solidarity is a fundamental value upheld by the united nations as well as a principle of international law recognized by independent experts on human rights The values and principle of international solidarity have played an important role in promoting human rights, improving the international economic order, driving sustainable development, and tackling global challenges, and they have gained wide support from most developing countries As unilateralism and protectionism continue to spread, global governance and multilateral cooperation are under threat Against this background, the united nations calls for the spirit and principle of international solidarity and the promotion of solidarity rights, including the right to development, and encourages the countries to safeguard global public health through joint actions and to avoid discrimination The concept of a community with a shared future for human beings proposed by China embodies international cooperation, mutual learning and exchanges, and collective efforts to promote and safeguard human rights It has made a positive contribution to enriching and boosting the principle of international solidarity and demonstrated the wisdom and responsibility of China as a major country.

Sustainable Urban Development Evaluation of Shanghai:An Ecological Wellbeing Performance Perspective

Against the backdrop of aggravating resource and environment restriction,it is an inevitable choice to adopt the sustainable development pattern to maximize social well-being within the ecological threshold.From the perspective of ecological well-being performance,ecological footprint per capita and human development index were selected to construct the evaluation index system for sustainable urban development,and DEA applied to calculate the input-output efficiency,so as to analyze the sustainable development level of Shanghai from 1999 to 2012.The results showed that①human development index,ecological footprint per capita of Shanghai grew in step with economic development,but ecological footprint per capita level exceeded the ecological carrying capacity,thus the overall ecological conditions remained in the state of worsening "deficit";②ecological well-being performance of Shanghai in most years remained in the DEA ineffective state,and the scale return had decreased gradually since 2005.In addition,the paper gave pertinent suggestions.

The Value Insistence of the Cultural Production in the Big Data Era

The ultimate value of cultural production should be realizing human's comprehensive and free development,and deconstructing the ultimate value would result in human alienation.In the era of big data,every domain of human's social life,even the mode of thinking,has been transformed significantly.However,when the big data technology entirely penetrates the field of cultural production especially inducts the cultural production depending on the demand forecasting techniques,it would inevitably lead to a worry about value of the cultural production.This paper formulates that the cultural production's essence in the era of big data remains for the purpose of maximizing profit of commercial manipulation based on the modeling analysis of cultural production mechanism in the big data times.If the tendency is not corrected,the two main factors of cultural consumerism prevalence and the instrumental reason dictatorship will gradually deconstruct the ultimate value of cultural production and bring about the alienation of human being.For the sake of avoiding the trend,we should cope with two relationships:one is the people as a means and as a purpose;the other is the instrumental reason and the value rationality,finally giving rise to human's comprehensive and free development rather than human alienation.

Research on the Virtuous Cycle Between the Right to Subsistence and the Right to Development

The right to subsistence and the right to development are the primary basic human rights,and there is a certain connection between the two.Although they refer to different things,they are mutually dependent and restricted.It is necessary to distinguish the right to development as a means and the right to development as an end.The former is the right to participate in,promote,and enjoy development,while the latter is the right of all people to enjoy free,comprehensive,and harmonious development.The protection of the right to subsistence and the right to development form an interacting virtuous cycle under certain conditions.The process of building a moderately prosperous society embodies this virtuous cycle.To build a modern socialist country in an all-round way,it is still necessary to keep on promoting the virtuous cycle between the right to subsistence and the right to development.

Calculation and Measurement of China’s Human Capital after Comparing Human Capital with Technological Innovation

Human capital,as a synthesis of wisdom and physical fitness condensed in workers,is sometimes confused with technological innovation by existing literature.This paper makes comparisons between these two terminologies.Technological innovation is a short-term activity that attaches importance to economic benefits while human capital accumulation is a long-term strategic process with lifelong benefits,and human capital is the foundation of technological innovation.In empirical part,this paper adopts Solow Residual Method to calculate stock,elasticity and growth rate of human capital of 10 countries after eliminating physical capital,labor force and technological innovation.It is found that human capital stock in the United States is the largest and human capital growth in China is the fastest.Calculation is followed by measurement.We construct a comprehensive index of human capital by using Index Weight Assignment Method and Two-level&Three-factor CES Function to measure and predict human capital level in China.Both calculating and measuring results show that growth rate of China’s human capital is around 5%.In the future,for high-quality economic development,China should give priority to human capital development and comprehensively improve human capital competitiveness.

大健康理念下医学人文教育改革发展的思考

随着大健康理念的提出,医学人文教育改革发展成为时下关注的热点。本文基于既有医学人文教育现状调查的综合分析,以及相关中文和英文文献梳理和文献计量学分析,发现我国的医学人文教育仍然以人才培养与课程改革为主,难以应对大健康多元化需求面临的问题与挑战,即医学人文教育纵向自身改革深化不足,横向向健康领域、健康人文拓展不够,难以满足人类卫生健康共同体和健康中国建设的需求。本文从教育者的理念更新、医护人员对未来角色的适应、教育内容的与时俱进、付诸行动的日常实践、引领改革的创新研究、教育范式的守正创新和评价指标的方向导引7个方面,对我国医学人文教育的改革发展进行了思考。

新质生产力的唯物史观意蕴

Attempting Discussion of Mythological Concepts＇ Determinism

Current sciences fail in understanding the future trends of human beings＇ behaviors and cultures. From the hunting tribes to the agricultural society, the civilized country, and then to the industrial society, none of these developments is the results of human beings＇ reasonable proposal. The human beings are ＂developed＂, i.e. pushed forward by certain invisible forces. As being cultural, they are dominated by their cultural concepts. To explore the source of every civilization＇s concepts, the formation history of its mythological concepts during the pre-historic period or at the beginning of its civilization shall be studied first. By interpreting the first literature works at the beginning of western civilization, the temporary mythologists reveal the rule that mythological concepts dominate the ritual behaviors and narrative expressions. This paper interprets the historical narratives in Records of the Grand Historian.＂ Annals of the First Emperor of Qin, to reproduce the concepts that dominate China＇s national rulers, present the theory of Mythological Concepts＇ Determinism, and correspond to the counter-force of ideology put forward by Friedrich Engels in his later years and the religious concepts＇ determinism by Max Weber, so as to illustrate the mythological concepts＇ function as the prototype code of ideology, and refer to a common and effective directory approach of social science studies.

“五育融合”的发展历程、现实困境与实践对策

“五育融合”起源于中国近代国民教育改革、拯救民族存亡危机的思考,成熟于马克思主义教育理论的指导与中国特色社会主义教育实践不断改革与发展的过程。通过审视“五育融合”的教学现状发现,还存在低层化的教学目标、碎片化的教学方式、贫乏的知识内涵、单一的教学评价方式等困境。因此,在教育教学实践中,要确立崇高的教学目标、赋予知识丰富的育人内涵、实施大概念教学、建立科学的教学评价机制等。

由美而乐:人的发展视角下乡村旅游从业者审美幸福感研究

共产主义的终极目标是人的自由而全面发展,中国传统文化视域下的最高人生理想是超越功利的自然审美之境。审美,作为充实主体情感、激发生命活力和促进全面发展的感性存在,已然活跃于乡村旅游的现实情境。乡村旅游从业者若想自身抑或是使游客“观照神与美”,先需自身“似神而美”,其在审美意境中的幸福感知既表现为对日常生活审美化的肯定性感受,亦表现为理欲交融的审美愉悦。文章基于人的发展视角,依托认知神经美学与空间设计美学原理,以安徽西递、宏村为案例地,采用实地调研、扎根理论与回归分析等研究方法,探究旅游驱动下乡村旅游从业者审美诞生并向审美幸福感转变的过程和机制。研究发现:乡村旅游从业者审美表现为审美观念判断、审美体验感知与审美设计能力3个方面,且其审美诞生的关键因素是旅游情境中其内在认知方式的变化,即从一般认知模式转变为审美认知方式。乡村旅游从业者的审美幸福感主要源于空间美学设计的徽派协调性感知、元素多样性感知、徽派典型性感知和设计新颖性感知,且其审美幸福感的诞生有助于推动知、情、意相协调的人的自由而全面发展,从而检验旅游的人本价值与人的发展目标实现。

教育交往史:教育史研究新的生长点

马克思人的本质思想及其对人的现代化的启示

马克思人的本质思想是马克思主义的重要理论基础。这一思想是马克思在欧洲无产阶级反抗资产阶级革命运动和各种共产主义思潮蓬勃兴起的背景下为科学阐释共产主义思想而逐步形成的。马克思把人的本质确立为全面性和自由性的统一,其中的全面性包括全体人的共同发展、个体人的普遍本质,以及观念的总体性和个体人的全面关系等;而自由性包括人的物质生产活动的自由、人的个性才能发挥的自由和职业生活选择的自由。从马克思人的本质思想角度看,西方资本主义现代化的核心是资本的现代化,其结果必然导致人的异化。中国式现代化的核心是人的现代化,这与马克思人的本质思想一脉相承。马克思人的本质思想对当代人的现代化发展具有重要指导意义。
