Private universities are one of the forces driving the internationalization of higher education in China.Private universities are taking advantage of the trend to provide education for international students,playing an important role in the high-quality development of higher education in China.However,they also face challenges such as insufficient policy support,lack of management experience,and limited enrollment channels.Breakthroughs can be made through methods such as refining content,expanding enrollment channels,and attracting talent.

Studies on Resource Allocation of Private Higher Education in China

Private higher education has grown into an important part of the higher education in China in recent years,which to some extent realizes the rational allocation of resources of higher education.But the gradually strengthening ability of public colleges and universities to adapt to the needs of society has formed a multifaceted impact on the mode of development,path of development,and source of students of the private higher education in the future.At the same time,in its own development process,private higher education inevitably have such problems as strong trend towards profit,unwillingness to invest,lack of quality assurance,and unreasonable allocation of resources.In order to achieve rapid and healthy development,private higher education,on the one hand,it needs to continue to increase the inputs,and on the other hand,the allocation of educational resources is needs to be optimized,and both the two aspects are indispensable.

Globalization and Socio-educational Inequalities： A Study of Privatization of Higher Education in India

India is the world＇s largest democracy. The preamble of the constitution enshrines the values of a socialist, secular and equality. The aim was to create a society, based on fair and equitable distribution of resources and bringing the weaker sections to the mainstream of the society. However with the entry of globalization rapid changes were being made in the structural policy. Markets started taking over from where the state left off. it has been two decades and half since the liberalization, privatization and globalization phase was ushered in. Subsequently, privatization of education is rampant in each part of education system of India. The main objective of this paper is to find out socio-educational inequality at higher education level and to explore the educational participation, attainment and performance of scheduled castes at higher education level. Basically, this study is an empirical and exploratory research. Data collection and analysis were done through the data triangulation methods in this research process.

The transformation of France’s higher education system,marked by increased autonomy,internationalization,and quality assurance reforms,has yielded positive outcomes.These changes have enhanced the competitiveness of French universities,attracting more international students and scholars.Students benefit from greater course diversity,academic support,and innovative learning methods.However,challenges such as balancing autonomy with uniform quality standards and promoting social inclusivity remain.To secure a strong future,France must continue refining its quality assurance system,enhance internationalization efforts,foster educational innovation,and prioritize social inclusivity.

通过对中国民办高等教育制度演变脉络的审视,可以发现整体性分析制度变迁动力是正确把握民办高等教育制度发展的关键所在。从历史制度主义理论出发,提炼出环境与观念、法治与权力结构、关键节点与行动者、制度稳定与变革循环等主要因素,以建构中国民办高等教育制度变迁的多元动力分析框架,由此发现:环境与理念变化综合性驱动制度变迁,宏观法制与权力结构变化主导性驱动制度变迁,历史关键节点及行动者选择变化加速性驱动制度变迁,制度稳定与变革变化则循环性驱动制度变迁;在不同历史阶段,各动力变量遵循各自的制度逻辑展开互动,共同推动中国民办高等教育制度变迁。

“十四五”时期我国省域民办高等教育发展政策分析与优化

国家及区域层面的政策文件是引导规范民办高等教育持续稳定发展的重要依据。文章以质性研究方法对29个省域公布的教育事业规划中的民办高等教育发展政策内容进行分析,建立起政策内容、政策工具以及省域的三维框架以分析政策导向。研究发现:省域民办高等教育政策内容集中于办学条件、运行机制、党的建设、人才培养、教师发展五个节点,强制型政策工具在文本中使用率最高,省域层面上广东、河南、浙江诸省政策供给较多且呈现出差异化,陕西、广西、安徽诸省则政策辐射性较强。在民办高等教育政策制定中存在政策工具使用频次不一且适配性不足,政策内容忽视内涵建设,省域间政策相关性弱等问题,未来需要多元化合理利用政策工具,进一步聚焦内涵建设,强化政策互通互联。

Development of Private Higher Education in Macao: Exploring the Relationship between Government and Private Sector

The development of private higher education in Macao has experien- ced rapid growth in the past two decades. The purpose of this paper is to understand this trend by investigating the facts and figures supplied by official sources and to analyze the role between the Government and the private sector. This paper shows that the attitude of the Macao Government is neither authoritative nor laissez-faire toward private higher education. On the one hand, the Government is investing heavily in the public sector. On the other hand, it is assisting the private sector by various means. However, there is a lack of systematic planning in the area of public-private partnership. There are also two issues which may hinder the current development of private higher education. They are an outdated legal framework and a lack of standardized quality assurance measures.

On the bankruptcy of private higher education institutions in China

In recent years,closing down private higher education institutions(HEIs)has become a serious problem in China.It seems that doubt is cast on the rationality of private HEIs and severe competition contributes a lot to their development.Many problems in the process of self-development are caused by both internal and external factors.From the perspective of sustainable development and the healthy development of students,priority should be given to the evolution of an idea to provide a positive environment for the development of private HEIs.This paper is an effort to deal with the statement that higher education in China is a seller’s market and aims to do an objective estimate of the development space for private HEIs.In addition,it shows a clear understanding of establishing the prediction system for relevant issues of private higher education to guarantee the sound development of private HEIs.

THE PRESENT AND THE FUTURE OF HIGHER MEDICAL EDUCATION IN CHINA

THE CURRENT SITUATIONBefore the founding of the People’s Republic of China in 1949. China’s higher medical education was very backward. In the 20 years before 1949. graduates from institutions of higher medical education totalled less than 10 000. In 1949. there were only 44 medical and pharmaceutical schools with 18 800 undergraduates. 2016年《民办教育促进法》修正后,如何引导资本市场服务民办高等教育高质量发展值得关注。研究从观念、制度、实践三个维度回顾了我国民办高等教育进入资本市场的准备阶段(1982-2001年)、探索阶段(2002-2015)和发展阶段(2016-);发现其对推动观念转变、拓宽融资渠道、助力优质校集聚和深化体制机制改革有积极影响,但也存在VIE架构风险、资本市场风险、治理风险和办学质量风险等消极影响。进入新发展阶段,应充分认识民办高等教育进入资本市场的新机遇和新挑战;直面民办高等教育进入资本市场问题,加强监管和风险防范;强化公益导向,引导资本市场服务民办高等教育使命实现,彰显高等教育公共性。

民办高职院校学生就业能力提升路径探析

就业能力是毕业生获取工作、胜任岗位以及维持工作的关键因素,为了构建与社会、市场需求相匹配的就业能力培养体系。以C职院学生为研究对象,编制《民办高职学生就业能力调查问卷》,其中包括职业胜任力、人际技能、职业态度、个性品质、专业学习能力、理解能力与情绪调节能力7个因子,分析探索民办高职学生就业能力现状,可以从课程改革、校企合作、“第二课堂”、心理资本等方面来提升学生就业能力。

构建与高等教育强国建设相匹配的国家治理体制与法律制度体系,推动高等教育的良法善治,成为发达国家高等教育强国建设的核心要义。在以德国为代表的大陆法系国家,公法视野下的大学法范式顺应了小科学时代学术创新的基本规律。与此相比,私法视野下的英美大学法范式更加契合大科学时代学术创业的价值诉求。法治发达国家高等教育改革与发展的经验表明,当高等教育法律制度体系与高等教育和科学研究的阶段性特征相契合时,国家高等教育与科学研究的实力将会产生实质性跃升。世界高等教育中心、科技中心、人才中心转移的背后,离不开高等教育法律制度优势的作用发挥。对于中国而言,促进高等教育支撑引领强国建设,呼唤更加健全的法律制度保障:一方面,要明确国家与大学之间的法理关系,厘清高校依法自主办学这一法律制度的内涵,明晰公法与民法两种语境下高校法人的权利能力及其责任;另一方面,要激发高校教师作为专业人员的活力,明晰高校教师作为特殊劳动者的法律地位,摒弃高权管制框架对教师知识产权与创新自由的束缚。

21世纪美国私立高等教育结构的变化及启示

美国私立高等教育在国家高等教育体系中起着领头羊的作用。21世纪以来受市场竞争影响,美国私立高等教育结构发生一系列变化,具体来说:层次结构上副学士规模先增后减,研究生规模稳步增长;学科结构上应用学科规模扩大迅速,社科类占比略微下降;形式结构上全日制规模波动增长,非全日制规模缓慢增长后稳定;管理体制结构上非营利性规模稳步增长,营利性规模波动上升。这对我国民办高等教育结构的优化给予了一定的经验和启示:优化层次结构,重视研究生教育;调整学科专业结构,以适应经济发展和社会需求;完善形式结构,平衡全日制和非全日制;引导优化管理体制结构,积极探索推进民办高校分类管理;打破原有保守思想,革新中国民办教育思想观念。

围绕当地农业经济期货服务的金融工程专业学科建设研究

在生态文明战略以及高质量农业、供应链和制造业转型升级的背景下,传统金融学科难以满足农业产业链资本定价的需求。本研究采用交叉固定效应和三重引力回归模型,实证分析了地方高校金融工程学科建设对地方农业经济的提振作用。研究发现,当地方农业经济风险和自然灾害风险增加时,地方高等院校将获得更多新增期货类专业报备,而且相关专业的全面发展显著提升了当地农村教育消费和农村家庭资本积累。研究结论提出了利用期货前沿研究技术创新金融工程学科发展的基本思路,旨在通过地方高校金融工程学科建设,更好地服务地方经济,有效提升科学知识生产力。

民办高职学前教育专业学生职业认同的现状研究

随着普惠性幼儿园数量的增加,幼儿教师需求进一步扩大,近年来成功申办学前教育专业的民办高职数量也在增多。由于起步晚,民办高职学前教育专业学生的职业认同现状如何,值得研究。广州南洋理工职业学院调查结果显示:民办高职学前教育专业学生整体认同处于中等偏上水平;性格、选择专业的原因、成绩和是否担任学生干部会产生显著影响;薪酬待遇低是学生潜心幼教事业的最大阻碍等等。同时,就创新入学教育方式和发展职前教师身份等方面提出建议。
