New research and development(R&D)institutions are an important part of the national innovation system,playing an important role in promoting the transformation of scientific and technological achievements.In recen...New research and development(R&D)institutions are an important part of the national innovation system,playing an important role in promoting the transformation of scientific and technological achievements.In recent years,new R&D institutions have gradually become the driving force of innovation-driven development in China.Taking new R&D institutions in Zhejiang Province as the research object,this paper studies the internal talent training path and performance evaluation mechanism of new R&D institutions in Zhejiang Province by using the literature research method,comparison method,case verification method,and other methods.The investigation results show that there are problems such as lack of material and spiritual support and neglect of the absorption of local talents in the internal talent training,and there are problems such as unclear standards,insufficient data,and opaque processes in the performance evaluation mechanism,which greatly affect the establishment and improvement of the performance evaluation mechanism.Given the above problems,this paper puts forward a forward-looking,oriented,flexible,and compatible talent training path and performance evaluation mechanism,hoping to optimize the effective internal talent training path of new R&D institutions,improve the evaluation performance,and promote healthy development of new R&D institutions in Zhejiang Province.展开更多

As an effective environment governance tool,environment governance performance evaluation is an important content and method to promote the modernization of environment governance system and governance ability.The env...As an effective environment governance tool,environment governance performance evaluation is an important content and method to promote the modernization of environment governance system and governance ability.The environmental pollution of the Beijing-Tianjin-Hebei region has typical cross-administrative characteristics.Based on the analysis of the major environmental pollution problems in the Beijing-Tianjin-Hebei region,according to the international environment governance PSR model,a performance evaluation system that applies to the environment governance of Beijing-Tianjin-Hebei region is established.Meanwhile,the principal component analysis method is applied to conduct an empirical analysis of the environmental governance panel data for the 13 major cities in the Beijing-Tianjin-Hebei region from 2014 to 2016.The results show that most of the cities in the Beijing-Tianjin-Hebei region attach great importance to reduction of emission and pollutants,continuously alleviating the stress of environmental governance.However,the overall improvement of the environment governance performance in Beijing-Tianjin-Hebei region has presented a polarization imbalance.There is a clear tendency for subjective biases in the implementation of environment governance and a lack of comprehensive and systematic governance.According to the environment governance performance evaluation result of Beijing-Tianjin-Hebei region,the cross-administrative regional environment governance should improve the environment governance performance evaluation system as soon as possible,strengthen the consistency of the environment governance objectives,and implement comprehensive and systematic governance for the regional environment.展开更多

The separation of ownership and management of companies results in agency problems between shareholders and management to some extent.In Western countries,shareholders usually actively participate in the company’s ma...The separation of ownership and management of companies results in agency problems between shareholders and management to some extent.In Western countries,shareholders usually actively participate in the company’s management and monitor management issues in order to enhance the company’s performance.At present,China’s securities market,as well as institutional investors are undergoing a rapid development,while problems of governance among listed companies in China have been negatively affecting the development of capital markets.Institutional investors have developed to form a certain scale.Moreover,national policies,as well as the split-share structure reform,further encourage the growth of institutional investors,and their active participation in corporate governance in order to better promote the development of capital markets.A great deal of research pertains to the effects of shareholder activism on corporate performance in Western countries.However,research on shareholder activism in China is scanty.Furthermore,chances are that in some specific Chinese regions and industries circumstances are unique,in which the well-established theories cannot be effectively applied.Therefore,this paper empirically analyzes the correlation between shareholder activism and corporate performance so as to examine how effective China’s institutional investors participate in the governance of listed companies.This paper empirically tests the impact of shareholder activism on corporate performance.In this paper,an unbalanced panel data set consisting of observation is constructed.Then,in order to insure validity of results,a series of preliminary tests are conducted.Furthermore,Panel data method and robustness check are performed for empirical analysis.Finally,the result of the empirical tests shows that there is a positive correlation between Chinese institutional shareholding ratio and corporate performance of listed companies.This indicates that shareholder activism can definitely promote the corporate governance and corporate performance in China.展开更多

Would directors who are bound by an ethics code and committed to ongoing professional development be good for shareholders? The issue whether membership enhances financial performance is addressed in this paper. Along with innovation in ICT technology and the spread of the internet,the online network,through its“technological empowerment”of citizens and governments,has driven a series of institutional changes designed to pr...Along with innovation in ICT technology and the spread of the internet,the online network,through its“technological empowerment”of citizens and governments,has driven a series of institutional changes designed to promote government responsiveness.The global spread of online political deliberation is indeed an achievement of the internetdriven construction of responsive government.In recent years,the Chinese government has vigorously promoted online political deliberation,established virtual platforms to build bridges between netizens and public power,brought internet activism into institutional channels,and implemented political absorption and online consultation.Under the influence of policy initiatives and local innovations,China has created diversified response systems that strengthen the institutionalization of online political deliberation and thereby enable this system to play an active role in improving government capacity and regulating the relationship between the state and society.At present,China has seven types of online response:the Communist Party Committee-led mode,the mixed mode,the governmentled mode and the modes led by the departments in charge of absorption,business,supervision departments,and petitioning.Empirical studies show that the diversity and degree of institutionalization of online political deliberation significantly affect institutional performance and that political authority and professionalism are important features that enable the different response systems to influence institutional performance.In short,the endogenous elements of the response system—level of institutionalization and institutional diversity—are key factors in institutional performance.展开更多
Corporate ESG performance is an important way for stakeholders to understand the corporate environment,social responsibility,and governance behavior.Under China’s implementation of the“carbon peak and carbon neutral...Corporate ESG performance is an important way for stakeholders to understand the corporate environment,social responsibility,and governance behavior.Under China’s implementation of the“carbon peak and carbon neutrality”dual carbon strategic background,ESG has become an important tool to promote the achievement of the“dual carbon”goals and high-quality development.How enterprises can reasonably and effectively improve their ESG performance and promote their green and sustainable development has become a major practical problem that urgently needs to be solved.Based on social learning and dynamic competition theories,this study takes Shanghai-Shenzhen A-share listed companies from 2011 to 2021 as research samples,empirically tests whether there is a peer effect in the ESG performance of listed companies in China,and examines the generation mechanism and influencing factors of the peer effect in the ESG performance of enterprises.The results show that:(i)There is an industry and regional peer effect on the ESG performance of enterprises,where the average ESG performance of other enterprises in the same industry and region,except for the focus enterprise,significantly affects the ESG performance of the focus enterprise.This core conclusion still holds true after robustness tests such as instrumental variable method,propensity score matching method,and first order difference method to eliminate endogeneity issues,replace key measurement indicators,and control for macro factors.(ii)The mechanism analysis results show that the“information learning”and“competitive pressure”mechanisms promote the peer effect of ESG performance.(iii)Further research has found that institutional investors’attention and government environmental regulations positively and significantly impact the peer effect of corporate ESG performance.(iv)Heterogeneity analysis shows that the ESG performance peer effect is more significant for large-scale,eastern,and state-owned enterprises than for small-scale,central,western,and non-state-owned enterprises.This study expands the boundaries of current ESG theory and empirical research,and the conclusions provide important policy implications for governments and enterprises.展开更多

Since New Public Management theory,which seeks to promote public management reform with the techniques used to catalyze economic development,was introduced into the field of education,it has led to the implementation ...Since New Public Management theory,which seeks to promote public management reform with the techniques used to catalyze economic development,was introduced into the field of education,it has led to the implementation of education accountability measures and reforms focusing on performance-related pay for teachers.Performance-related pay was meant to improve teacher performance,and has played an important role in providing teachers with incentives and raising educational quality.In practice,however,problems have emerged that deserve serious attention.For example,the evaluation indicators based on this theory have distorted the direction of public management due to their over-emphasis on instrumental rationality and neglect of value rationality.Further,they highlight the interim goal of"instilling knowledge"at the cost of the fundamental aim of"cultivating talent,"thus producing results opposite to those intended.On the basis of the value rationality of education and China’s reality,this paper suggests that educational institutions should shift from"New Public Management"to a"holistic and decentralized governance"approach,fostering an environment dedicated to cultivating talent and introducing this feature intothe evaluation of teacher performance.The core socialist values need to be integrated into teacher policy and internalized by teachers as their emotional identity and customary behavior.展开更多
Objective:This research aims to develop a more scientific and reasonable performance evaluation indicator system for the implementation of an essential drug system in community health service institutions.Methods:The ...Objective:This research aims to develop a more scientific and reasonable performance evaluation indicator system for the implementation of an essential drug system in community health service institutions.Methods:The Delphi method was used to establish an indicator system based on three rounds of expert consultations,and the fuzzy comprehensive evaluation method was used to determine the weights of the indicators.Results:The participation in the three rounds of consultations were 100%(10/10),90%(18/20),and 85%(17/20),which showed that the experts had real enthusiasm for participating in this research.The authority coefficients of the first-,second-,and third-level indicators were 0.75,0.76,and 0.76,respectively,which showed that the consultation results were dependable.The concordance coefficients of the second and third rounds were 0.489 and 0.487,respectively(P<0.001),indicating that the expert opinions were highly consistent.The performance evaluation indicator system consisted of three first-level indicators(supporting,implementation,and effect indicators),nine second-level indicators,and 21 third-level indicators.Conclusion:In this new performance evaluation indicator system,the selected experts were representative,the consultation results were dependable,the constructed evaluation indicator system was reasonable,and the setting of weights was scientific.展开更多
This paper is a revised and expanded version of a paper entitled “The static and dynamic criteria of building an investment asset portfolio” presented at International Conference on Applied Economics (ICOAE, 2014), ...This paper is a revised and expanded version of a paper entitled “The static and dynamic criteria of building an investment asset portfolio” presented at International Conference on Applied Economics (ICOAE, 2014), Chania, 3-5 July 2014 and published at Procedia Economics and Finance, Volume 14, Pages 575-584 (2014) [1]. At the previous research, it showed the significance to go beyond the scope of selecting one or another metric of static efficiency. And the attention was paid to the dynamic efficiency criteria. The ICOAE 2015 research gives brief results of that work, which is only one of applied areas of polydimensional efficiency measurement model (PEMM). Research work on PEMM conceptual and methodical elaboration has been started in the author’s dissertation study [2] and continued in the practical activity and materialized in Innovative LLC (limited liability company) creating project. The research is concentrating on the real economic benefit of 3D PEMM (thee criterial PEMM version) implementation. In the first part of ICOAE 2015 empirical study, the dynamic component of 3D PEMM on the industrial level was tested. Next, the company economic profit changes and dynamic-market 3D PEMM components correlation was estimated. 文摘Objective:This research aims to develop a more scientific and reasonable performance evaluation indicator system for the implementation of an essential drug system in community health service institutions.Methods:The Delphi method was used to establish an indicator system based on three rounds of expert consultations,and the fuzzy comprehensive evaluation method was used to determine the weights of the indicators.Results:The participation in the three rounds of consultations were 100%(10/10),90%(18/20),and 85%(17/20),which showed that the experts had real enthusiasm for participating in this research.The authority coefficients of the first-,second-,and third-level indicators were 0.75,0.76,and 0.76,respectively,which showed that the consultation results were dependable.The concordance coefficients of the second and third rounds were 0.489 and 0.487,respectively(P<0.001),indicating that the expert opinions were highly consistent.The performance evaluation indicator system consisted of three first-level indicators(supporting,implementation,and effect indicators),nine second-level indicators,and 21 third-level indicators.Conclusion:In this new performance evaluation indicator system,the selected experts were representative,the consultation results were dependable,the constructed evaluation indicator system was reasonable,and the setting of weights was scientific.
文摘This paper is a revised and expanded version of a paper entitled “The static and dynamic criteria of building an investment asset portfolio” presented at International Conference on Applied Economics (ICOAE, 2014), Chania, 3-5 July 2014 and published at Procedia Economics and Finance, Volume 14, Pages 575-584 (2014) [1]. At the previous research, it showed the significance to go beyond the scope of selecting one or another metric of static efficiency. And the attention was paid to the dynamic efficiency criteria. The ICOAE 2015 research gives brief results of that work, which is only one of applied areas of polydimensional efficiency measurement model (PEMM). Research work on PEMM conceptual and methodical elaboration has been started in the author’s dissertation study [2] and continued in the practical activity and materialized in Innovative LLC (limited liability company) creating project. The research is concentrating on the real economic benefit of 3D PEMM (thee criterial PEMM version) implementation. In the first part of ICOAE 2015 empirical study, the dynamic component of 3D PEMM on the industrial level was tested. Next, the company economic profit changes and dynamic-market 3D PEMM components correlation was estimated. Finally, the economic benefit of 3D PEMM functional operationalization in the framework of management systems development was calculated.
