It must combine international experience and local method together and run through the whole process of cultural system reform. The good governance of culture is the goal pursued by Chinese cultural governance, which displays the management process of maximizing cultural public interest. In the new era, cultural governance reform has experienced governance subject centralized to pluralism, governance space from inside to outside, governance method from ruling by man to the rule of law, governance path from control-oriented government to service-oriented government. To further improve Chinese cultural governance in the new era, relationships between top-level design and grass-root innovation, cultural democracy and cultural concentration, national cultural interests, social cultural interests and cultural interests of the citizens, domestic cultural governance and global culture must be dialectically dealt with. In the government-market-social governance structure, mutual assistance of multiple missions and win-win of multiple subjects can be achieved, thus promoting harmony of multiple interests.展开更多
Persistent efforts are needed to fully implement the guiding principles of the third plenary session of the 20th Communist Party of China(CPC)Central Committee and advance the reform of China's national security w...Persistent efforts are needed to fully implement the guiding principles of the third plenary session of the 20th Communist Party of China(CPC)Central Committee and advance the reform of China's national security work on the new journey that lies ahead.All of us in the Party should never forget our original aspiration.Since the advent of the new era,China has pushed forward and made remarkable achievements in reforming its national security work,undergoing a process of constant evolvement and continuous improvement.The third plenary session of the 18th CPC Central Committee could be deemed the starting point of comprehensively deepening reform in the new era,opening a new epoch for reforming and innovating China's national security work.It identified modernizing China's system and capacity for governance as the overall goal of further deepening reform comprehensively and,most significantly,made a historic decision to establish the National Security Commission,having far-reaching impacts.General Secretary Xi Jinping stressed pursuing a holistic approach to national security,which provides us with fundamental guidance for further reform.The new version of the National Security Law of the People's Republic of China fully covers China's national security system and will guide the improvement of its legal system for national security in the new era.The fourth plenary session of the 19th CPC Central Committee called for improving China's national security system in efforts to modernize the country's system and capacity for governance.The 20th CPC National Congress clarified the Party's central task on the new journey and made strategic plans for safeguarding Chinese modernization through modernizing the country's national security system and capacity.The third plenary session of the 20th CPC Central Committee carried forward the spirit of the above meetings,from the third plenary session of the 18th CPC Central Committee to the 20th CPC National Congress,reiterating the importance of further deepening reform comprehensively on the new journey,emphasizing national security as the foundation for advancing Chinese modernization,and setting out the road map and agenda for modernizing China's national security system and capacity in the next five years.Therefore,we must study and implement the guiding principles of the third plenary session of the 2Oth CPC Central Committee.展开更多
The governance system is the institutional carrier and mechanism guaranteeing the operation of the state.The Western governance dilemma and China’s governance practice show that state dominance is the intrinsic logic...The governance system is the institutional carrier and mechanism guaranteeing the operation of the state.The Western governance dilemma and China’s governance practice show that state dominance is the intrinsic logic behind the modernization of the governance system.As a worldwide issue,the core question in the logic of state modernization of the governance system is to develop governance rules,procedures and orders that effectively respond to and resolve the problems of the state-society relationship.In other words,state logic is rooted in the historical process of the dynamic evolution of the building of the state-society relationship community,and looks toward practice in solving the issue of balanced national development.In advocating a modern governance system led by state logic,China does not simply wish to continue the master page of its history and culture,but to hold fast to being guided by the issues and focusing on the transformation of the principal contradictions of Chinese society to bring about good governance that is oriented toward the people,in order to systematically respond to the major adjustments in national governance variables brought about by IT development and globalization.In the current context in which governance solutions dominated by the logic of capital have difficulty coping with global problems of development,adhering to the logic of the state in modernizing the governance system not only helps us break away from “polycentric governance” and correctly ensures that the state plays an authoritative and leading role in the governance system while also providing an institutional framework and mechanism that achieves social justice,improves market efficiency and fosters social autonomy,thus forging a new type of civilization for national and global governance on a global scale.展开更多
