Telecentres in Mountain Regions-A Peruvian Case Study of the Impact of Information and Communication Technologies on Remoteness and Exclusion

Communities in developing country mountain areas,in part due to their remoteness,find themselves excluded from social,political and economic systems; and excluded from access to resources. This paper aims to study the impact of information and communication technologies (ICTs) on remoteness and exclusion. It utilises two models - the resource movement framework,and the "information chain" - to analyse a telecentre in one district of mountainous Huancavelica,Peru's poorest region,set in the high Andes. It finds ICTs enabling new and positive resource flows for the two key user groups:teenaged school students and young farmers. These help to maintain social networks. They also support information searches that have improved agricultural practice where other information chain resources have been available. But non-use and ineffective use of the telecentre are found where information chain resources are lacking. ICTs have some impacts on intangible elements of remoteness. In this particular example,they also offer access to some previously-excluded resources. But they have not really addressed the systematic exclusions faced by mountain communities. And they so far appear to be a technology of inequality; favouring those residents who begin with better resource endowments.The paper concludes by offering some recommendations for mountain ICT project practice.

New generation traction power supply system and its key technologies for electrified railways

Unlike the traditional traction power supply system which enables the electrified railway traction sub- station to be connected to power grid in a way of phase rotation, a new generation traction power supply system without phase splits is proposed in this paper. Three key techniques used in this system have been discussed. First, a combined co-phase traction power supply system is applied at traction substations for compensating negative sequence current and eliminating phase splits at exits of substations; design method and procedure for this system are presented. Second, a new bilateral traction power supply technology is proposed to eliminate the phase split at section post and reduce the influence of equalizing current on the power grid. Meanwhile, power factor should be adjusted to ensure a proper voltage level of the traction network. Third, a seg- mental power supply technology of traction network is used to divide the power supply arms into several segments, and the synchronous measurement and control technology is applied to diagnose faults and their locations quickly and accurately. Thus, the fault impact can be limited to a min- imum degree. In addition, the economy and reliability of the new generation traction power supply system are analyzed.

Production of synthetic hydrocarbons from coal through its underground gasification

The problem of the high-level processing of coal into synthetic motor fuels assumes worldwide actual meaning nowadays. Thereat, it is important especially for countries and regions which possess extensive coal resources and are forced to be guided by the import of liquid and gas hydrocarbons. However, a greater emphasis is paid to the given issue in Russia-The development of the federal program for highlevel processing of coal into synthetic motor fuels was initiated. This article describes options of underground coal gasification (UCG) use for the generation of hydrocarbons from UCG gas in the process of the Fischer-Tropsch synthesis (FTS). The technical and economic analysis of the integrated UCG-FTS powerchemical factories has detected their investment attractiveness and practicability of experimental-industrial testing at coal deposits of the Russian Federation.

数字消费对战略性新兴产业全要素生产率的影响——以新一代信息技术产业为例

数字消费蕴含着巨大而持久的动能,是中国以内需市场驱动战略性新兴产业高质量发展过程中的关键。新一代信息技术产业科技含量高、联动效应强,在战略性新兴产业中具有纲举目张、执本末从的效力。综合利用上市公司数据及省域数据测算各省份数字消费水平及新一代信息技术产业全要素生产率水平,系统考察数字消费发展对新一代信息技术产业发展的影响,研究发现:近年来,中国数字消费水平基本呈现逐年稳健增长的态势;数字消费通过本土市场—规模效应和技术创新—网络效应显著促进了中国新一代信息技术产业全要素生产率的提升,该结论在一系列稳健性检验后依然成立;消费内容数字化与消费方式数字化对于全要素生产率提高均产生了积极影响,且消费内容数字化的效果更强;数字消费对全要素生产率的积极影响在非国有企业及东部地区更加显著。进一步发展数字消费,有助于中国新一代信息技术产业企业提升全要素生产率水平。

新工科背景下土木工程施工组织课程教学设计创新与实践

针对“土木工程施工组织”课程学生动手能力弱、参与度低等教学痛点问题,以成果导向原则为指引,在教学内容、教学方法、教学环境、教学评价、课程育人方法等方面开展了教学设计创新与实践,提出了重构教学内容、重立教学方法、重创教学环境、重建教学评价的“四重”反向设计教学法,以及工程背景-案例复盘-学思悟道“三段联动式”课程育人方法,解决课程教学痛点问题,促进课程的提质创新,帮助学生树立“我是未来土木工程师”的价值目标。

在新工科快速发展的大背景下,建筑行业对工程造价专业应用型人才培养提出了新要求,为满足行业对工程造价人才能力的要求,新工科背景下工程造价人才培养的当务之急是紧跟数据时代的大方向,将高速发展的现代信息技术融入教学,充分利用数字化信息技术,积极探索专业培养与技术创新之间的融合方式,培养新时代下的“数智工程造价”新型人才。基于此,以天津理工大学新工科背景下的“数智工程造价”应用型人才培养模式为例,分析了天津理工大学工程造价专业为应对新形势提出的工程造价人才新要求,从培养体系、培养工具、思维创新、校企合作四大方面进行了“数智工程造价”人才培养模式的初步探索与实践。通过对天津理工大学工程造价专业人才培养模式的案例分析,可以从增强岗位胜任力、优化人才培养工具、形成复杂问题解决能力和加强校企合作四方面入手,构建新工科背景下工程造价数智化人才培养体系并不断加以完善,为其他高校工程造价专业人才的培养提供了经验借鉴。工程造价人才培养体系只有融入数智化发展的浪潮,进行数智化模式的更新,才能培养满足新时代要求的工程造价应用型人才,铸造新时代的工程造价新风貌。

新一代信息技术提升高职学生信息素养的教育途径探究

随着信息技术的迅猛发展和高职教育的不断深化,提升高职学生的信息素养成为教育领域的重要任务。信息素养是指个体在信息时代运用信息技术及信息资源从多维度、多层次、多角度进行信息获取、处理、生成、传递和评价的能力。信息素养的培养不仅有助于高职学生适应信息时代的发展需求,还对其终身学习与职业发展具有重要意义。然而,当前高职学生的信息素养普遍较低,存在着信息意识薄弱、信息获取和处理能力有限等问题。因此,如何利用新一代信息技术提高高职学生的信息素养成为研究的重要课题。

“技术-组织-环境”因素联动对企业数字创新的影响——基于新一代信息技术企业的QCA分析

基于“技术-组织-环境”(TOE)框架,使用沪深A股新一代信息技术产业上市企业数据,通过模糊集定性比较分析(fsQCA)方法探寻技术、组织与环境3个层面7个前因条件对企业数字创新的影响。研究发现。(1)企业通过多因素联动实现数字创新,存在4类能够产生高水平数字创新的组态,即技术环境联动的学习转化型、技术环境联动的捕获突破型、技术环境联动的协调开拓型和技术支持的自驱求变型;(2)企业吸收能力在实现高水平数字创新中发挥着重要作用,感知能力则在一定程度上可以替代外部环境对于企业的正向影响作用,环境要素中对数字创新起主要推动作用的是市场竞争程度;(3)缺失数字基础设施、高层次人才、感知能力、吸收能力这4个因素对非高水平数字创新的形成有着相对普遍的作用。因此政府应进一步优化市场竞争与政府支持的动态协同机制,构建企业良好的数字创新环境;新一代信息技术企业则应遵循系统性原则,结合自身优势和外部环境选择提升数字创新绩效的模式,并要积极培育支撑组织数字创新的动态能力,以提升企业创新效率和创新质量。

新一代人工智能背景下,职业院校通过持续不断地创新人才培养模式,充分调动和发挥校企“双主体”的能动作用,构建共同培养、协同育人、共同发展的新生态,提升人才培养质量,促进职业教育高质量发展。传统的人才培养模式中,存在实践教学在总学时中占比不足、课程目标与企业岗位需求对接度不高、双师型教师实践经验不足、实践教学质量不高、校企合作资源共享度不够等问题。北海职业学院电子信息技术专业群在“双元”育人模式下,从课程体系建设、课程资源共建共享、师资队伍建设、实践教学改革、产教融合和社会服务等方面进行了探索与实践,积累了宝贵的经验,为高水平专业群发展奠定了良好基础。
