Connotation and principles of ecological compensation in water source reserve areas based on the theory of externality

Understanding the connotation and principles of ecological compensation in water source reserve areas is the basis and guarantee for establishing and improving the ecological compensation mechanism of water source reserve areas.First,this paper reviews the three stages of ecological compensation research progress.Based on the review,using the theory of externality,the ecological environment system of water source reserve areas is then analyzed.This paper argues that the connotation of ecological compensation in water source reserve areas is a kind of institutional arrangement,which is designed to internalize externalities.Finally,based on the understanding of the connotation of ecological compensation in water source reserve areas,five principles for establishing and improving the ecological compensation mechanism are proposed,including the principle of fairness and justice,the principle of equivalence of equality and responsibility,the principle of flexibility and effectiveness,the principle of "earmark funds,and implementation by law," and the principle of government compensation supplemented with market compensation.

Economic principles and fundamental model of the sustainable utilization of ecological resources

By analyzing the basic rules and measurement principles of the sustainable utilization of ecological. resources and constructing its mathematical model this paper points out that the sustainable utilization of ecological resources is in nature to use the double-period model thousands of times for the dynamic distribution of ecological resources effectively. And it points out that in order to realize the sustainable utilization of ecological resources we must follow the basw principle-non-decreasing ecological capital and put forward corresponding standards, measures, policies and proposals.

An approach to the design principles for indicator system of desertification degree

From the analysis on the problem of selection, data acquisition, quantification and accuracy check in the indicators to desertification degree both at home and abroad, one might conclude that in the existing assessment of desertification degree there is a prevailing tendency which is the substitution of absolute landscape for relative land degradation, namely, assessment of desertification degree is that of absolute landscape state to some extent. As a result the reassessment accuracy of desertification scope, damaging degree and control effect are affected. The regaining and establishment of the initial and final ecological datum level of land degradation are the prerequisite to the establishment of normal scientific indicator system. From the viewpoint of this three design principles of indicators to the desertification degree are put forward: the zonal principle of indicator systems decided by the ecological datum level corresponding to their bioclimatic zones, the hierarchical principle of indicator systems decided by different spatial scales and the resolutions of different sensors and principle of landscape types based on the 3S as core-indicator.

Adopting an ecological view of metropolitan landscape: the case of “three circles" system for ecological construction and restoration in Beijing area

Ecological construction and restoration for sustainable development are now a driving paradigm. It is increasingly recognized that ecological principles, especially landscape ecology theory, are not only necessary but also essential to maintain the long-term sustainability worldwide. Key landscape ecology principles—element, structure and process, dynamics, heterogeneity, hierarchies, connectivity, place and time were reviewed, and use Beijing area as a case study to illustrate how these principles might be applied to ecological construction and restoration, to eventually achieve sustainability. An example to more effectively incorporate the ecological principles in sustainable planning in China was presented.

Instead of merely inferring that our beliefs are in a correlation to the facts, I will contend that what matters is the logic of their inferential structure. This will reveal what is actually true for their relation and not just real for experience. Given one and two-sided inferences, the conditions of their functional relation will be consistent within a square of opposition; for contraries, contradictions and sub-contraries in a way that probability theory is not. Within this model of inferences, the two-sided concept of inferences will also have a modal value for its relation to the one-sided concept of inferences. Proposing that empirical, formal, speculative, and an Intuitionist Speculative understanding of logic will have a modal identity within a dialectical principle.

Measuring Contribution of BIM （Building Information Modeling） to the Construction Sustainability Goals

＂BIM （building information modeling）＂ and ＂sustainability＂ are two frequently used words in construction and academia today. BIM is a design-oriented tool, which generates a virtual three-dimensional model of a project. Sustainability refers to prudent use of earth＇s natural resources, and construction sustainability is the application of this principle to building activities. Societies in general and the construction industry in particular--one of the largest in terms of natural resources consumed and waste produced--place high hopes on BIM and the principles of sustainability to reduce consumption and waste and to increase industry productivity. BIM＇s capabilities and limitations, currently more focused on model creation and energy simulations, are not well understood as they relate to construction sustainability and its goals. No method yet exists to evaluate BIM＇s contribution comprehensively to construction sustainability goals. This study presents a construction sustainability goals contribution matrix for BIM. The matrix indicates that this contribution may be more limited than it is commonly thought.

The research of the Ecological Discourse Analysis has preliminarily formed abroad,while it is at the initiating stage at home.Guided by Ecocentrism and One Assumption and Three Principles,based on Transitivity System,the paper carries out an Ecological Discourse Analysis to probe into the relationship between human-natural places,human-non-human organisms and human-human of the grassland novel The Black Steed.The language of the novel illustrates the beneficial ecological thoughts of ancient grassland civilization.

长期建藏是新时代党的治藏方略的重要原则之一,对口援藏是党的一贯政策。西藏和平解放至改革开放前,中央关心西藏、全国支援西藏的口号是“长期建藏、边疆为家”。改革开放至党的十八大前,对口援藏或援藏的叙事比较流行。看似简单的话语转换,反映了改革开放前后两个历史时期、两种经济体制下中央关于西藏建设的不同思考与政策变化。党的十八大以来,以习近平同志为核心的党中央,既坚持长期建藏又强调对口援藏,实现了两者辩证统一,共同推进西藏高质量发展。

东北地区濒临消亡的鲁西南支边户方言岛概述

方言岛是一种语言现象,其形成多与移民有关。20世纪五六十年代,山东农民因支边垦荒移民东北人口达百万之多,大部分来自鲁西南地区,于是在东北地区特别是在黑龙江境内形成了众多的移民聚居群落。由于这些群落内部通行鲁西南方言,在地理上呈点状分布并在一定区域内聚集,因此形成了方言岛群。当地群众把方言岛内的方言称之为支边户土话。从语音、词汇、语法三方面看,该方言依然保留了典型的鲁西南方言特征,属于中原官话。半个多世纪以来,第一代移民渐渐老去,从第二代移民开始多已改用东北方言,这表明东北的支边户方言岛实际上处于濒危状态。面对方言岛的语言生态问题,应采用技术手段对其语料进行系统整理和采集,建立方言有声档案,典藏于后世。

河南省非物质文化遗产名录英译研究

非物质文化遗产名录英译是“一带一路”倡议、中国文化“走出去”等重大国家战略的一个重要组成部分。以《河南省公共服务领域英文译写参考(试行)》收录的河南非遗英译名录为研究对象,分析采用的翻译方法和实现的翻译效果。认为音译加直译、直译、直译加注、音译加注和音译为使用频率最高的翻译方法,旨在保留非遗文化的异质性,为非遗名称英译统一术语、争取非遗名录英译规范化奠定了基础。最后,基于《试行》的翻译经验,从生态翻译学的角度提出非遗名录英译应遵循的三原则:重视生态系统的完整性、促进生态系统整体平衡以及维护中华传统文化生态系统的独特性。

湿地生态补偿制度的新解构与规则的再建构

在生态中心主义的视域下,引入零净损失原则,对湿地生态补偿制度进行新解构:对于开发造成的无法避免且已最小化的不利影响,通过贯彻落实“开发者保护”原则,实现对特定生态系统和自然资源的补偿,达到特定生态系统和自然资源整体上的无减损甚至增长。围绕这一制度概念,借鉴融合美国湿地缓解银行和英国公益信托的制度优势,可从交易机制、运营机制、评估定价机制及监管机制4个方面,构建中国湿地生态补偿制度———“湿地信托银行”,促进湿地生态保护目标的实现。

生态环境风险预防原则的法律构造及其功能阐释

当前学界对生态环境风险预防原则的界定大多与环境损害预防相区分,予以狭义的界定。这将会导致生态环境立法的不连贯性和不系统性。生态环境风险预防原则应包含现行环境法所规定的预防原则及德国环境法所不予考虑的“剩余风险”。根据“风险”的可靠性、紧迫性和科学性,生态环境风险预防应当进行广义阐释,包括“危险阻止”“风险预防”“未来预警”。生态环境风险预防原则应分为三层法律构造,即生态环境损害“危险”预防、可预见性的风险预防和科学不确定性的风险预防。生态环境风险预防原则具有三种不同功能,即价值性功能、概括性功能和具体性功能。功能是横坐标,构造是纵坐标,二者相交便构成了生态环境风险预防原则在生态环境法规范中的表达。
