Reform and Practice of the Core Curriculum of Civil Engineering and Architecture Based on the “1+X” System

The“1+X”system has a great impact on the development of vocational education.Based on this system,it is imperative to carry out the reform and practice of the core curriculum of Civil Engineering and Architecture.Several vocational colleges have made attempts in the reform and practice of the curriculum,but the effect is not ideal.Under the influence of various factors,such as the lack of experience,there are also several problems in the reform and practice of the curriculum.Among them,the most apparent problems are as follows:the curriculum reform is not synchronized with the development of teaching materials,the pertinence of practical teaching is lacking,and the guidance provided for professional certificate examinations is not well-established.This paper specifically analyzes the problems existing in the reform and practice of the core curriculum of Civil Engineering and Architecture under the“1+X”system,and then puts forward effective strategies for these problems.

The Spirit of Craftsmanship and Industrial Civilization

The spirit of craftsmanship applies to every trade. In the context of opportunities arising from the new industrial revolution and China＇s transition towards high-end manufacturing, Premier Li Keqiang put forward the concept of the spirit of craftsmanship. This paper reckons that the spirit of craftsmanship can be defined from six dimensions including dedication, standard, precision, innovation, perfection and human care. In fact, the spirit of craftsmanship abounds in China, as illustrated by the examples of Tongrentang and Haier. In comparing the three manufacturing powers of Germany, Japan and the United States, this paper reveals the differences in the connotations of the spirit of craftsmanship across these countries. According to specific national conditions and development stage, China must achieve structural re-engineering of corporate organizations at the level of firms, products, divisions and modules. In a nutshell, the spirit of craftsmanship is a core component of corporate and industrial civilization and it holds an important historic position in industrial and social civilization.

Study on the Issue of Supply-Side Reform Path in China’s Marine Ecological Civilization Construction

The construction of marine ecological civilization is the cornerstone of China’s marine ecological civilization and it is of great strategic significance. This paper analyzes the existing problems in the construction of marine ecological civilization from the angle of economics and the essence of the problem is the imbalance between supply and demand. It is imperative to strengthen supply management. On this foundation, it is concluded that the marine ecological civilization needs supply-side structural reform and it puts forward to optimize the industrial structure, develop high-end distinctive industrial clusters, and promote the industrial transfer. According to the principal-agent theory, the Marine Ecological Civilization Governance Committee is set up to improve the marine ecological civilization supply system. Insist on protecting environment and saving resources, and implement a strict legal system and accountability mechanisms. The implementation of marine ecological environment sharing and co-construction and the establishment of cooperative platform are the paths to promote supply-side reform of the marine ecological civilization construction.

Research on the Operation Mechanism of Claim in Civil Procedure Law and the Applications on Court Trial Way Reform

In this paper, we conduct research on the operation mechanism of claim in civil procedure law and the applications on the court trial way reform. The ultimate goal of the rule of law lies in identifying and protecting the rights of citizens. Way to protect the rights of citizens is diverse, but the judicial relief is the most basic and important form of insurance. Everyone can “into” the court and get the impartiality of the judicial relief, is a measure of a country judicial level height and the rule of law implementation degree of important yardstick. Judicial system and judicial procedure to build and build a better, if the subject of litigation rights are not being met and the safeguard, can’t get through the door and it is the legislators and legal scholars over the many efforts are meaningless, under this basic condition, we propose the new perspective on the corresponding issues that is necessary.

China's Criminal Law Reform from the Perspective of the International Covenant on Civil and Political Rights

The International Covenant on Civil and Political Rights reflects the world’s perception of human rights, and is of vital importance in the field of international human rights. The Covenant has been signed by Chinese government. Although not ratified yet, it will definitely have an impact on the reform of China’s Criminal Law. Therefore, it is necessary to further change our notion of the criminal law system by defining the boundary between public power and civil rights and developing the view of human rights protection. In terms of the specific system, it is necessary to further reduce the number of crimes punishable by the death penalty and limit the application of the death sentence, improve China’s Criminal Procedural Law to protect the fundamental rights of suspects and defendants in terms of compulsory measures, investigation means and judicial form, and add some charges like enslavement and illegal human experimentation, which are criminalized around the world, so as to be in line with the requirements of international human rights protection.

Reforming the natural resource auditing system from the ecological civilization perspective

Perfecting the natural resource system and auditing natural resource assets are requirements in protecting natural resources and developing an ecological civilization in practice.While the natural resource asset audit both confirms and quantifies natural resources,the nature of such resources makes it difficult to identify their ownership.Further,these resources'diversity creates complex measurement standards and activities,all of which require relevant institutional guarantees.However,the existing audit system for natural resource assets includes insufficient stock,incremental difficulties,and poor guidance,which cannot meet the requirements for environmental governance and an ecological civilization.Thus,it is necessary to define natural resource assets’rights and measurement systems and responsibility regulations,among others;construct an auditing participation system,technical regulations,and evaluation criterion for natural resource assets;amend the Audit Law in a timely manner;and enact natural resource asset legislation.Ultimately,such efforts would eliminate the bottleneck in the natural resource asset auditing system and facilitate the construction of a resource-saving,environmentally friendly society.

Consciousness of Sorrow and Worry and the National Pedagogy of Reform

River Elegy(Heshang)is a Chinese TV documentary aired on Chinese Central Television(CCTV)in 1988.Its provocative condemnation of the thousand-year-old'yellow civilization'(huangse wenming黄色文明)of China stirred up a tornado of controversies among Chinese audiences.Intense debates and reflections on the documentary both inside and outside China have made Heshang one of the most intriguing'phenomena'in contemporary Chinese culture.This paper proposes a new perspective to read Heshang,tackling it as a historically situated narrative that embodies a post-Mao intellectual discourse of the national sentiment.In the new context of post-Mao China,what does Heshang tell of the relative positionalities of the intellectuals,the masses,and the state in the frame of Chinese modernity?How do we dialectically understand the documentary’s national pedagogy of reform in relation to the elusive agency of the low-quality Chinese masses?With these questions in mind,I revisit Heshang’s claim of weak political agency as an embodiment of low people quality.I argue that the national sentiment of the consciousness of sorrow and worry(忧患意识)simultaneously suggests and subverts the national pedagogy of reform promoted by the Heshang intellectuals.

Essence,Value and Development of the Military Judicial System

It was generally agreed that the military judicial system is a kind of military system rather than a justice system. It must effectively meet the practical needs of military operation,and of course,emphasize the promotion and maintenance of combat effectiveness.However,after the world war II,the military justice became more similar to the judicial system,more specifically,the military justice tended to be independent from the military power,and became more and more civilian and neutral. According to the Constitution of PRC,the military judicial system is a part of the national justice system. The military judicial system must first satisfy the requirement of the national justice system,and meet the needs of the reality of the military activities,realizing the coordinated unification of military system and national system.

An Analysis of the Current State of Civil Society Participation in Ensuring the National Security of Mongolia

In this article, the researchers tried to evaluate the contribution of civil society to Mongolian democracy and the problems faced by civil society. In addition, the article aimed to determine the unique national criteria of Mongolian democracy and the need to create an organization to monitor the process of democracy. The process of identifying important documents and ideals for the development of Mongolian civil society today is still in its early stages. It can be said that the approval of the democratic constitution and the first free and fair parliamentary elections as a country that has newly and restored democracy became another impetus for the creation of a new type of citizen organization. It is characterized by trying to study the changes that have occurred since this historical period at the intersection of political science and security studies. One of the most important issues today is to find out how many non-governmental and civil society organizations exist in Mongolia today, which are Western-oriented, focused on specific issues, have their own position and opinion, are specialized, and are capable of influencing government policy. On the other hand, in this article, we emphasize whether non-governmental and civil society organizations, which aim to hold the government accountable, and carry out influence and control activities, are fully developed.

On the Distributive Justice of Land Added Value in the Process of Urban Expansion

It is an unarguable fact that the urban-rural dual structure led to two different results. On the one hand,it had been playing a great role in the city development and prosperity,and on the other hand,it had led the slow development of rural economy and the income gap between rural and urban areas. The government makes efforts to promote the process of urbanization to maintain the sustained development of China's economy and economic transformation which are the two needs of the Chinese reality. But in the top-level design of the policy,the government did not give a fair profits distribution to all social groups. On the contrary,the result of urban development is based on the expense of a part of the people's interests in exchange for the interests of another parts of the people,and especially on the government expropriation in the process of urban expansion. Under Land Administration Law of the People's Republic of China,the government monopolized the expropriation right of the rural land,and the rural collectives and farmers as the land owner and constructors respectively have no rights to decide the land use purposes. In fact,they are forced to accept the land compensation,and because of the little bargaining rights,they gain little from the land value increment. Comparatively,the governments became the biggest beneficiary who made use of the land as a source and capital to earn the achievement in their official career and more money required by the urban development. The paper mainly analyzes the current situation of the distribution of the land added value,elaborates the reasons why the government strives for the land interests,and discusses what farmers lose in the government expropriation. Last but not lest,the author reflects on the land reform and gives a proposal on distribution of land added value.

Research on BIM 5D in the Cultivation of Civil Engineering Professionals in Applied Undergraduate Colleges

Informatization is one of the main characteristics of the modern construction industry.As an important part of the construction industry,the application of BIM 5D has greatly promoted the transformation of the production mode in the construction field.The development of the construction industry is inseparable from the training of professional talents by universities.More and more universities are actively exploring the role of BIM 5D in the process of talent training.Based on the research on BIM 5D in the training of civil engineering professionals in applied undergraduate colleges in combination with examples,this research proposes that the teaching reform path should be guided by BIM 5D training courses to drive a series of main courses teaching reforms.With BIM as the characteristic of running a school,it provides ideas for the training of civil engineering professionals.

Taxpayers Fraudulent Behavior Modeling The Use of Datamining in Fiscal Fraud Detecting Moroccan Case

The fraudulent behavior of taxpayers impacts negatively the resources available to finance public services. It creates distortions of competition and inequality, harming honest taxpayers. Such behavior requires the government intervention to bring order and establish a fiscal justice. This study emphasizes the determination of the interactions linking taxpayers with tax authorities. We try to see how fiscal audit can influence taxpayers’ fraudulent behavior. First of all, we present a theoretical study of a model pre established by other authors. We have released some conditions of this model and we have introduced a new parameter reflecting the efficiency of tax control;we found that the efficiency of a fiscal control have an important effect on these interactions. Basing on the fact that the detection of fraudulent taxpayers is the most difficult step in fiscal control, We established a new approach using DATA MINING process in order to improve fiscal control efficiency. We found results that reflect fairly the conduct of taxpayers that we have tested based on actual statistics. The results are reliable.

Racial Disparities in the United States Criminal Justice System:“With Liberty and Justice for All?”

Racial discrimination remains a prevalent issue in the contemporary U.S.despite efforts to promote equality.Many young African American and Hispanic males are easy target for law enforcement agents.Minorities experience a higher and more unfair form of racial discrimination,racial profiling,police brutality,unfair sentencing,and mass incarceration for offences which are the same or less than those committed by White males.The rate of incarceration in the United States is five to eight times higher than most developed countries,and Black males constitute the largest percentage of inmates in the U.S.prison system.Once arrested,Black Americans are more likely to remain in prison longer,and await trial for minor offenses at a higher rate than Whites.Black and Latino males sentenced in state and federal courts face significantly greater odds of incarceration than White offenders for the same or even higher crimes.Vagins and McCurdy in a 2006 ACLU on“cracks in the system”reported that“There is no rational medical or penological reason for the 100:1 disparity between crack and powder cocaine and instead it causes an unjustified racial disparity in our penal system”(p.7).There is a racial disparity in the proportion of Black males in prison serving sentences of life without the possibility of parole(LWOP).In addition,The United States Criminal Justice System needs to be carefully examined as a top priority agenda needing immediate call of action that needs reform to guarantee the constitutional rights accorded to every American“with liberty and justice for all”.

Civil Service Reform in Indonesia: Redefining the Ethics

The civil service in Indonesia considers slow, non-transparent, and non-accountable, lacks initiative, and has a tendency for corrupt practices. Civil service reform to achieve good governance is badly needed at present in Indonesia. Law No. 22/1999 and Law No. 43/1999, while steps are in the right direction, still need strong and determined leadership to steer reform to its logical conclusion.

Juvenile Criminal Justice Reform Regarding to Children's Welfare

Juvenile criminal justice is a reflection of the new approach to children and criminal penalty. The juvenile justice reform is onginated from the changes in criminal penalty and the approach to children.
