The Analysis on the Research Hotspot and Trend of Think Tanks of Chinese University Libraries

To objectively reflect the relevant situation of researches on think tank service of Chinese university libraries, this paper uses CNKI Database as the retrieval source, the bibliometric analysis method, and CiteSpace, a citation network analysis tool, to make quantitative analysis on the literature data of researches on the think tank service of university libraries;draw the knowledge map of literature authors, organization distribution, keyword co-occurrence, research hotspot distribution, etc.;objectively and comprehensively analyzes the hot topics and cutting-edge trends of researches on the think tank service of libraries, the research includes the following aspects: First, the status quo and orientation of the existing university library think tanks in China;second, it is recommended to carry out research on policy support and system guarantee for university library think tank services;third, integrate big data technology is merged into the construction of university libraries think tanks;fourth, the transformation of library and information institutions to new types of think tanks, including the transformation of knowledge services, disciplinary services, and characteristic think tanks, in order to provide reference for researches and practical work of think tank service of libraries in China.

Research on the influence of action between fin and anti-rolling tank on the integrated stabilization effect

Through analyzing the roll model of the integrated system of fin and anti-rolling tank, this paper uses binomial equation to simplify the module and check how the approximate parameters simulate the original function. Based on the simplified module, the influence of fin and anti-rolling tank on the coefficient items of the roll module is discussed, and the influencing factors between fin and anti-rolling tank are analysed. And through simulation, the influence of action between fin and anti-rolling tank on the static characteristics, and the integrated stabilization effect, are analyzed.

Global Think Tanks and the AMI Index Evaluation System

This paper has 4 parts. Part 1 presents a comparative analysis of think tank evaluation methods. Part 2 introduces the AMI index system for comprehensive evaluation of global think tanks. Part 3 describes the current situation of global think tanks based on ranking by AMI. Part 4 proposes the construction of new type think tanks with Chinese characteristics under the global perspective.

Function Construction of Think Tanks in the Teaching Management Platform of Universities

In the new era of knowledge and information,knowledge,as the support of management and power development,increasingly reflects its own value.As the advanced platform for knowledge dissemination,research,and cultivation of knowledge talents,colleges and universities need to cultivate compound and multi-functional talents.This is becoming more and more important in the reality of social,economic,and cultural development.They also need to be protected and supported by rules,decisions,and systems that are relatively wise,rational,and conform to the development laws of education and teaching.Educational administration institutions in colleges and universities should not only assume traditional responsibilities such as teaching management and resource allocation,but also establish their own rational decision-making mechanism and framework driven by development trends to form similar think tank functions or think tank attributes as well as gradually promote the construction of such management system in various teaching institutions,organizations,and departments to ensure that the teaching platform can become a new management and decision-making center.

Influences of Chinese culture and mode of thinking on English writing

Thinking patterns and the language features differ from one cultural background to another. Differences between Chinese and English culture diversify the writing patterns of the two languages. The importance of cultivating students＇ cultural awareness is obvious in college English teaching process. This paper discusses the relationship between thought based on culture and English writing, and the characters of language transition by way of contrastive analysis. It also reveals the importance of improving English thinking ability and removing the native language interference in English writing. The main premise of the paper is that effective communication is more than a matter of language proficiency and that, cultural competence can also lead to empathy and respect toward different cultures.

Think tanks as an important force in the policy making field in the United States have strengthened their visibility and expanded their influence in recent decades. This paper contends that the historical and political climate of the United States has fostered the development of think tanks and they will continue to exert their influence in the policy making field of the United States. It mainly examines the history of American think tanks and the roles they have been performing during more than one hundred years＇ evolution. In the twenty-first century, in a more and more flattering world, policy issues become increasingly complicated, therefore think tanks are indeed fixtures of American policy making scene. They play six major roles （1） source for policy idea; （2） venue for communicating and initiating new policy ideas; （3） source for personnel; （4） educating and informing the public; （5） evaluator of government policies; and （6） Track lI diplomacy.

A Research on Chinese Thinking Influencing English Writing Process

L2 writing process is a bilingual event.L2 writers have both L1 and L2 at their disposal when they composing in L2.The tendency of L1 occurrence varies with individuals composing activities.L2 Writers are more likely to depend on L1,when they were managing their writing process,generating and organizing ideas;but more likely to depend on L2 when undertaking task--examining and text -generating activities.This paper focuses on the influence of L1 on L2,and the purpose is to demonstrate that Chinese thinking decreases with the improvement of English proficiency,but the amount of Chinese thinking decreases by a different margin.

中国智库发展及新型智库建设的政策变迁、实践探索与未来面向

在中国特色社会主义进入新时代、世界百年未有之大变局加速演进的关键时期,智库建设迎来又一个快速发展期。中国共产党历来重视智库建设,并贯穿于党的百年发展历程。改革开放前是中国共产党“智库”建设的起步阶段,各类智库性质的机构在不同时期发挥了辅助军事战争决策和汇集民智、为新民主主义建设建言的重要作用,但也存在研究活力不足、研究成果国际影响力有限等问题。改革开放后到21世纪前十年,是中国“智库”发展的再觉醒阶段,这一时期社会智库、高校智库蓬勃兴起,相继建立了地方决策咨询委员会和智库成果报送制度,有效扭转了智库成果偏重政策性解读而缺乏议题前瞻性,有对策建议而欠缺可操作性等倾向。新时代以来是中国智库的高质量发展阶段,党中央将发挥智库作用纳入党决策咨询制度化建设的范畴,高端智库试点工作全面展开,中国特色新型智库建设作为国家战略全面推进。针对不少高校智库大多只见其名未见其实、智库名称和研究领域存在较多重合等现象,党中央和主管部门分别从指导思想、发展阶段、行动步骤等方面作出了规划。作为中国新型智库建设的重要力量,高校智库要发挥人才和多学科优势,瞄准国际国内战略性、前沿性课题深入开展系统性研究并产出优秀的咨政成果,同时更加重视自然科学与工程技术在高校智库建设中的地位与作用,为促进我国科学、民主、依法决策,推动国家治理体系和治理能力现代化与经济社会高质量发展提供智力支撑。

基于LDA-DLNB网络舆情识别的应急管理智库决策研究

[目的/意义]网络舆情信息在突发事件应对中有着不容忽视的传播影响力。完善舆论引导是中国特色新型智库的重要功能之一。做好网络舆情识别是应急管理智库提高综合研判能力的关键。[方法/过程]本文从应急管理智库建设角度出发,聚焦突发事件网络舆情信息中潜在的关键热点与情感结构识别问题,通过机器学习方法构建LDA-LDNB网络舆情信息挖掘模型,并基于突发事件网络舆情文本信息进行模型验证和实证分析。[结果/结论]本文构建的模型能很好地识别突发事件中网络舆情信息的主题、情感与演化特征,为应急管理智库提高应急管理决策服务能力提供方法支持,为构建数据驱动的应急管理智库提供新的思路。

高等教育国际化智库是推动“一带一路”沿线国家高等教育国际化进程的重要思想库。该智库建设有助于推动“一带一路”高质量发展。“一带一路”高等教育国际化智库围绕“一带一路”高等教育改革与高等教育国际合作中的战略性、前瞻性、系统性问题开展战略研究和政策研究,是为“一带一路”高等教育国际化发展提供决策咨询的思想库。该智库承担着助推“一带一路”倡议的持续发展,服务构建“一带一路”高等教育共同体,以及培养高等教育国际化人才的使命。因此,“一带一路”高等教育国际化智库应具有包容互鉴、协同共建、互通互信、国际化、面向未来五个特征,并围绕以下四个着力点进行建设:一是明确发展理念,落实高等教育国际化智库的使命担当;二是秉持开放合作,搭建高等教育国际化合作框架;三是促进融合互通,共享高等教育发展资源;四是以质量为核心,提高高等教育国际化智库影响力。

我国师范生批判性思维发展的意义、现状及建议

目前,世界各国普遍注重批判性思维教育。师范生是未来的准教师,批判性思维在其教育教学中具有重要意义。本研究从实践角度出发,基于我国师范生批判性思维培养的现状,结合影响师范生批判性思维培养的因素,对师范生批判性思维的培养提出一些相关对策及建议,以期为对我国师范生培养提供参考。

高校智库服务决策的模式构建与高质量发展——基于知识生产模式转型的视角

高校智库服务决策本质上是一种知识生产活动。知识生产模式转型背景下,高校智库服务决策的内涵更加丰富,目标情境、参与主体、研究范式、评价方式等不断变化,展现出诸多新特征。本研究通过对高校智库服务决策特征变化的分析,构建了高校智库服务决策的三种模式:学科中心学术情境下“学—政”互动的专家模式、跨学科应用情境下“智—政”互动的平台模式和超学科适应情境下多边互动的开放模式。在这三种模式演进和共生发展情境下,提出高校智库服务决策实现高质量发展的四条进路:树立符合国家需求与公共利益的服务决策理念,创新多边互动的服务决策组织形式,构建多层次的服务决策研究范式,建立开放多元的服务决策评价体系。

智库研究在新兴产业评估评价中发挥的作用——以太空经济为例

针对智库评估评价对产业发展作用认识不足的问题,以太空经济为研究对象,提出了智库在新兴产业中发挥解码-内化-输出的作用机理,并采用利益相关者方法,从个体、产业、国家3个层面分析出太空经济发展领域智库研究的12类利益相关者;基于作用机理,分析了国内外智库围绕太空经济开展的研究实践;提出智库要成为太空经济产业分析模型搭建的推动者、产业发展各主体的桥接者、产业政策及行业态势的传播者。研究内容对智库研究在产业培育方面的作用机理探讨具有一定的普适性和实践价值,可为智库发挥公共服务价值、促进太空经济发展提供新的方法和思路。
