Selection of Third-party Logistics Provider for Agricultural Products Based on System Comprehensive Evaluation

Through the analysis on the meanings and features as well as the ad- vantages of the third-party logistics for agricultural products, the quantization index system for the selection of third-party logistics providers for agricultural products was constructed based on the system comprehensive evaluation theory. Analytic hierar- chy process （AHP） was used to determine the weight of the index system of each level, and AHP and fuzzy comprehensive evaluation method were used to determine the selection steps for the third-party logistics providers for agricultural products. The method was proved to be scientific and reasonable through calculation examples.

Analysis of Problems and Policy Recommendations for the Third-party Evaluation in the Present Poverty Alleviation

The introduction of third-party evaluation system and the implementation of third-party evaluation system in poverty alleviation is a major innovation in the targeted poverty alleviation work in China.In order to improve the third-party evaluation mechanism,further improve the efficiency of third-party evaluation,and enhance the effectiveness of targeted poverty alleviation,this paper analyzes and summarizes the main problems existing in the current third-party evaluation practice.In view of the related problems,this paper puts forward the corresponding policy recommendations,which are believed to play a positive role in further promoting the development and improvement of the third-party evaluation of getting rid of poverty.

The Influence of Third-party Evaluation on the Development of Detergent Products in China

The development and function of the third-party testing platform and the evaluation of detergent products by domestic professional third-party evaluation organizations were summarized. The evaluation methods and indexes of hand washing dish detergent and fabric detergent by different third-party evaluation organizations were also concluded. The influence of third-party evaluation on the development of detergent products in China is presented.

Will Performance Evaluation Boost SOE Innovation?

There are two opposing views over the necessity of privatization for SOEs. While some believe that privatization is the only solution to SOE inefficiency, others contend that privatization will lead to serious loss of state assets without resolving the problem. This paper examined how performance evaluation system contributed to the innovation and profitability of central SOEs after the implementation of the revised Interim Measures for Assessment of the Operational Performance of Persons in Charge of Central Enterprises in 2009. Using this revision as a natural experiment, this paper conducted a difference-indifference analysis and discovered a significant improvement in the innovation of central SOEs after the implementation of the new policy as compared with private firms not affected by this system. Moreover, the revised performance evaluation system significantly improved the marginal contribution of innovation to corporate value. The above test result indicates that SOEs may become more efficient solely by altering executive incentives without privatization. In this sense, privatization may not be the only solution to SOE inefficiency. This paper offers theoretical insights on the controversies regarding SOE privatization and helps enrich relevant literature on corporate incentives and innovation.

The research status of self-care agency assessment and intervention of enterostomy patients

Objective:To discuss the research status of self-care agency assessment and intervention of enterostomy patients at home and abroad,and to provide reference for medical staff to understand the defects and needs of self-care agency of enterostomy patients and implement effective intervention.Methods:By searching the literature comprehensively,the latest research progress of self-care agency assessment and intervention of enterostomy patients at home and abroad was summarized.Results:The self-care agency assessment tools for patients with enterostomy included Stoma Self-Care Scale(SSCS),Specific Self-Care for Ostomized Patients Questionnaire(CAESPO)and Self-Care Competence of the Person with an Intestinal Stoma:Nursing School of Porto(CAO-EI:ESEP).Interventions included extended care,educational intervention and multidisciplinary team nursing.Conclusion:The concept of renewal should be used to evaluate the self-care agency of enterostomy patients from various aspects.In the future,we should actively carry out standardized research on the content and time of extended nursing and educational intervention,promote the extensive and standardized implementation of multidisciplinary team nursing,and promote the comprehensive improvement of self-care agency of enterostomy patients.

Traffic Incident Management Performance Measures: Ranking Agencies on Roadway Clearance Time

This study develops a procedure to rank agencies based on their incident responses using roadway clearance times for crashes. This analysis is not intended to grade agencies but to assist in identifying agencies requiring more training or resources for incident management. Previous NCHRP reports discussed usage of different factors including incident severity, roadway characteristics, number of lanes involved and time of incident separately for estimating the performance. However, it does not tell us how to incorporate all the factors at the same time. Thus, this study aims to account for multiple factors to ensure fair comparisons. This study used 149,174 crashes from Iowa that occurred from 2018 to 2021. A Tobit regression model was used to find the effect of different variables on roadway clearance time. Variables that cannot be controlled directly by agencies such as crash severity, roadway type, weather conditions, lighting conditions, etc., were included in the analysis as it helps to reduce bias in the ranking procedure. Then clearance time of each crash is normalized into a base condition using the regression coefficients. The normalization makes the process more efficient as the effect of uncontrollable factors has already been mitigated. Finally, the agencies were ranked by their average normalized roadway clearance time. This ranking process allows agencies to track their performance of previous crashes, can be used in identifying low performing agencies that could use additional resources and training, and can be used to identify high performing agencies to recognize for their efforts and performance.

基于公办与民办差异视角的养老机构医养结合服务质量评价研究

背景近几年,关于我国医养结合服务模式、影响因素等的研究报道较多,但关于养老机构医养结合服务质量的研究报道较少,且缺乏对不同类型养老机构医养结合服务质量差异的比较研究。目的评价公办与民办养老机构医养结合服务质量。方法2020年10月—2021年9月,采用分层随机抽样方法在内蒙古自治区包头市、陕西省西安市、湖北省宜昌市、浙江省绍兴市共4个地区进行问卷调查,共选取25家养老机构老年人1106名。通过SERVQUAL模型构建包含可靠性、及时性、保障性、规范性、移情性5个维度和15项二级指标的医养结合服务质量评价指标体系,结合熵权法与模糊综合评价法分别计算公办、民办养老机构医养结合服务质量评分并进行比较。结果公办、民办养老机构老年人对医养结合服务质量满意度综合评价值分别为41.66、38.82分,其中公办养老机构15项二级指标评分均在40.00分以上,民办养老机构13项二级指标评分在40.00分以下。结论公办与民办养老机构老年人对医养结合服务质量满意度综合评价结果存在一定差异,其中规范性、移情性维度评分差异较大,可靠性、及时性、保障性维度评分差异较小,这为发现不同维度下医养结合服务存在的问题、促进养老机构医养结合服务高质量提供了参考。

第三方信用服务机构服务信用监管路径研究

第三方信用服务机构参与政府信用监管领域为我国社会信用体系建设提供了重要思路。通过分析第三方信用服务机构在政务领域的应用价值和应用场景,搭建了涵盖守信基础、合法合规、信用记录和经营状况的企业信用评价体系,以信用监管部门与第三方信用服务机构协同合作为切入点,探讨当前第三方信用服务机构存在的问题,提出了强化数据要素的合规性和安全性、加强与行业协会交流合作和积极协助政府推进社会信用体系建设等建议。

公立医院采购社会代理机构服务质量评价研究

目的:构建公立医院采购社会代理机构服务质量评价体系,为提高公立医院采购工作效率、逐步落实公立医院采购社会代理规范化管理提供参考。方法:基于SERVQUAL理论模型,从有形性、可靠性、响应性、保障性、情感投入等5个维度对公立医院采购社会代理机构服务质量进行分析,采用德尔菲法建立评价指标体系,并利用熵值法对各指标权重进行赋值。结果:形成5个一级指标、19个二级指标的公立医院采购社会代理机构服务质量评价体系;其中,可靠性和保障性指标权重占比最大。结论:本研究所建立的评价指标体系具有一定科学性,可为公立医院采购社会代理机构服务质量评价提供科学合理的参考依据。

基于模糊综合评价法的公立医院医疗设备采购代理机构监管与评价研究

目的以加强医疗设备采购监管为导向,构建科学系统的代理机构监管评价体系,为公立医院执行医疗设备政府采购提供参考。方法通过德尔菲法确定监管评价体系的指标和权重,再运用模糊综合评价法对代理机构X和Y进行综合分析。结果从工作效率、业务能力、组织开评标、服务质量对比分析代理机构X和Y的评价结果,定期反馈并强化结果运用。结论建立代理机构监管评价体系,有利于促进公立医院医疗设备政府采购活动规范高效、维护采购当事人的合法权益和社会公共利益。

英国高等教育质量外部评估及其启示——基于英国高等教育质量保障署的研究

随着中国高等教育由规模扩张阶段转向高质量发展阶段,高等教育质量相对滞后于教育规模的扩张,面临着如何满足公众对优质教育的强烈期盼问题。作为全球高等教育领先者,英国在促进高等教育质量保障体系的构建上有着强大的影响力,其高等教育质量外部评估实施代表机构——英国高等教育质量保障署起到了关键性的作用。采用个案研究法,通过对英国高等教育质量保障署的运行及其评估实践革新历程的整理分析,得出其在高等教育质量保障方面的经验启示,以期为我国高等教育质量保障体系改革提供一定的借鉴思路。

群际威胁与社会认知基本维度自我肯定对自我评价的影响

两个实验探索群际威胁情境下表达性和能动性自我肯定对个体自我评价的影响。实验一诱发群际威胁,操作表达性自我肯定,测量被试的自我评价水平。实验二与实验一采用相同的方法,诱发群际威胁,操作能动性自我肯定,之后测量自我评价水平。两个实验均发现,群际威胁组的自我评价显著低于控制组;在群际威胁情境下,表达性自我肯定组和能动性自我肯定组的自我评价显著高于无自我肯定组。研究表明,群际威胁虽然是群体水平的感知,但会对个体水平的自我评价产生消极影响,通过社会认知基本维度进行自我肯定能有效缓解群际威胁对自我评价的消极影响。自我肯定对群际威胁与自我评价之间关系的作用机制还需要进一步探讨。

北京市区(县)结核病防治机构人力资源现状调查及配置评价

目的了解北京市区(县)结核病防治(简称"结防")机构卫生人力资源现状,评价卫生资源人口分布和地理分布配置的均衡性。方法2011年8—9月调查全市所辖18个区(县)(包括原宣武区和崇文区)结防机构326名结核病防治专业人员的年龄、学历、职称等信息,同时收集当年人口数和地理面积,并利用洛伦兹曲线(Lorenz curve)和基尼系数(Gini coefficient)测算均衡性。结果实际在职326名,结防专业人员平均年龄(42.04±5.37)岁。结防专业人员以大专及以下学历为主,占74.85%(244/326);其次是本科学历,占21.78%(71/326);硕士学历3.07%(10/326),无博士学历。初级职称占52.15%(170/326);中级职称40.18%(131/326);高级职称4.60%(15/326)。人均服务人口5.38万人,人均服务半径为4.05km。按照人口分布和陆地面积分布的基尼系数分别为0.49和0.62。结论北京市区(县)结防机构专业人员学历偏低,高级职称人员较少,卫生人力资源配置在服务地理分布和人口数方面配置均未达到较好均衡性,北京市区(县)人力资源配置有待进一步加强。

作为幼儿教育软件评价的重要组织者与实施者,幼儿教育软件评价机构的研究应当获得充分关注。美国幼儿教育软件评价机构主要包括政府资助机构、软件开发者行业联盟、软件使用单位、第三方机构。不同的幼儿教育软件评价机构在评价活动中采纳的具体评价内容、评价工具、评价方法都有所不同。美国幼儿教育软件评价机构具有多元化、专业化、系统化、技术与幼儿教育综合化的特点,并呈现出评价与研究一体化、以第三方机构为主力军、不同机构之间合作进一步加强、业务趋向网络化等发展趋势。借鉴美国经验,我国以后应推动第三方评价机构的发展,扩大评价主体,建立发展性幼儿教育软件评价体系等。

2009年全国无烟医疗卫生试点机构无烟环境创建效果评价

目的评价2009年全国医疗卫生试点机构的无烟环境创建效果。方法采用询问及观察法了解并比较全国无烟医疗卫生试点机构创建前后在实施无烟政策、张贴禁烟标志以及是否有人吸烟等方面的变化,评价试点效果。结果制定了无烟政策机构的比例由53.5%增加到92.1%,张贴禁烟标志机构的比例由91.9%增加到98.2%;100%无烟机构的比例在终末调查时为38.0%。东北和华北地区观察到的机构内吸烟行为少于其他地区。分机构类别看,100%无烟机构的比例依次为:妇幼保健院50.0%,疾控中心42.6%,卫生行政部门36.8%,中医院33.3%,综合医院30.4%。结论各试点机构的无烟环境创建工作取得了一定成效,但100%无烟机构的比例低,机构之间差别较大,政策的执行和监督还不完善,需要进一步加强。

政府投资项目代建人前期代理管理成果评价及案例研究

文章基于代建制前期代理和中期代建的两阶段划分理念,分析了代建人管理成果指标体系的特征、原则和操作方法。以前期代理为切入点,定义了前期代理管理的范畴,分析了项目前期工作内容,重点研究了代建人前期代理管理成果评价模型。模型以定性指标与定量指标相结合的原则,以便于动态反映管理过程和结果。将专家调查法分别与熵理论和层次分析法结合,对初拟的指标进行筛选、确定权重,建立模糊综合评价模型,构建了前期代理评价体系。最后选取了二个有代表性的案例进行实证研究,说明本评价体系如何在动态评价和静态评价中的应用,验证了所建指标和评价体系的实用性。
