A study on the innovation of regional environmental management mechanism in Beijing,Tianjin and Hebei area within the background of ecological civilization

Within the background of the need to promote the construction of ecological civilization and the current confl ict between the economic growth and the constraints of environment and resources, after a review of the theoretical study and practical exploration of ecological civilization, the article makes an analysis of the status quo of ecological civilization development in Beijing, Tianjin, and Hebei area, sums up the main problems there, and explores the development strategic framework to improve the regional ecological environment. It comes to the following conclusions: as the ecological and environmental problems in the BTH area are mainly the air pollution and so on, we should seek to build a mechanism of environmental management for sustainable development from the different aspects of industrial distribution, energy utilization, institution construction and market participation. We should capitalize on the chance to construct the ecological civilization, promote to change the regional economic growth pattern, improve the quality and effi ciency of development, and fi nally promote the synergetic development of ecological environment in the BTH area.

Legislation Characteristics and Implementation Recommendations for Ecological and Environmental Protection Regulations on Qinling Mountains in Shaanxi Province

This paper analyzed status and significance of Ecological and Environmental Protection Regulations on Qinling Mountains in Shaanxi Province in structure of Shaanxi local environmental laws.Theses Regulations have two outstanding characteristics:firstly,integrated protection and development,accurately regulating and guiding relation coordination;secondly,attaching great importance to using economic means to protect ecological environment and provide basis for administration according to law.It came up with specific methods for speeding up formulation of Regulations,making effort to explore implementation cases for development of Guanzhong economic zone and Qinling Mountains ecological protection,establishing methods and systems for ecological and environmental protection follow-up monitoring and evaluation of Qinling Mountains,and raising these Regulations to national laws of Ecological and Environmental Protection for Qinling Mountains.

Ecological and Environmental Protection of Jiangxi Province from the Perspective of Low Carbon Economy

Three Gorges Project:a project for ecological improvement and environmental protection in Yangtze River Basin

Seeking water and earning their livelihoods is the natural selection of human beings.Like other rivers on the earth,the Yangtze River is the birthplace of human civilization and survival.As an ecosystem,the Yangtze River Basin is evolving under the influences of natural factors and human activities.Because of soil erosion,pollution and human activities,the imbalance of secondary environment is exacerbated and the ecological environment has become more vulnerable,so it is urgent to mitigate and prevent the ecological crisis.The practice has proved that implementation of engineering measures is an effective way to improve the ecological environment.The Three Gorges Project (TGP) has a flood control storage capacity of 22.15 billion m 3,effectively storing the flood water upstream of Yichang,and protects 15 million people and 1.5 million hm 2 farmland.Furthermore,the project can prevent or slow down the sedimentation and shrinkage of the lakes in the middle Yangtze River such as Dongting Lake;with an average annual power generation of about 90 billion kW· h,it can significantly reduce the emissions of harmful gas like CO 2.In general,the construction of TGP is conducive to the ecological and environmental protection in the Yangtze River Basin and China,even the world.

Study on the Willingness to Pay the Tourists in the Ecological Environment Protection of Huashan Scenic Spot

In this paper, CVM method (conditional value evaluation method, also known as willingness investigation method) is used to investigate the willingness to pay about the ecological environment protection cost of Shaanxi Huashan scenic spot in July and August, 2013. By establishing the Logistic regression model, the per capita willingness to pay (WTP) of the tourists is calculated to be 79.2 yuan / person. The results show that the tourists' awareness of environmental protection is increasing day by day, and the visitors are fully aware of the importance of protecting the ecological environment. 57.85% of the tourists will be willing to pay, including civil servants, self-employed persons, college degree or above, family monthly income in the 8000-10000 yuan visitors will pay higher. This provides a reference for the sustainable development and development of ecotourism in Huashan Scenic Spot.

A review of ecological mechanisms for management practices of protective forests

A protective forest,including shelterbelt,windbreak,and shelter forest as its synonyms,is characterized by the protective functions of various forest types distributed or planted on ecologically fragile areas or nearby the objects that need to be protected using the ecological effects of forests.Ecological mechanisms for management practices of protective forests is one of the disciplinary orientations in forest ecology and management.Most protective forest studies are dependent on forestry eco-engineering,such as the Great Plains Shelterbelt Project in the United States,the Great Plan for the Transformation of Nature in the Soviet Union,and the Three-North Afforestation Program in China.The development of sustainable management of protective forests has been given increasing attention by governments,scientists,and media due to their impacts on environment conservation and global change.We introduce forestry ecoengineering and provide a review of their main ecological mechanisms for management practices of protective forests.Ecological mechanisms for management systems currently applied are emphasized,i.e.,the theory of protection maturity and phase-directional management;the relationship between structure and protective functions and structural optimization measures;and,the decline mechanism and ecological restoration strategies.In addition,several unresolved problems in management practices of protective forests are discussed as well as the prospects for ecological mechanisms for management practices of protective forests in the future,which include:(1)theories and technologies for management practices of protective forests at the landscape or regional scale;(2)the decline mechanisms and corresponding ecological restoration approaches across multiple scales;and,(3)the comprehensive assessment of forestry eco-engineering at large-scales based on ecosystem principles.

And after that, governments should make policies to spread construction of ecological enterprises, to construct ecological enterprises in legal system and conforming to the standard as soon as possibly. So that, the basic units of ecological economy that fit to the conditions of China will be set up.

Research Advances on Marine Ecological Effect and Repairing Techniques of Coastal Mangrove Wetland

Coastal mangrove wetland is one of the areas whose global ecological environmental conditions have severely changed. Its ecosystem is vulnerable to damaged. The international community has paid attention to conservation and wisely use of mangrove wetland. This paper describes five parts of coastal mangrove wetland at home and abroad,including seawater's purification effect of nitrogen and phosphorus,seawater's adsorption of heavy metals,the functions of carbon sequestration and climate regulation,implant restoration techniques and the status of protection and management. And research trends of coastal mangrove wetland were proposed,in order to provide reference for the restoration and protection of China's coastal mangrove wetland.

Formulation Method and Management Principle for the Safety Base-line of Atmospheric Environmental Quality

The formulation of the safety base-line for atmospheric environmental quality is not only basic needs of mankind maintaining the quality of survival environment but also concrete measures of red line system for national ecological protection. Review on the Theory of Ecological Environment Damage Assessment

In the rapid industrialization and urbanization of China,the damage of ecological environment hinders the people's pursuit of good environmental quality.As a technical means of ecological environment protection,the assessment of ecological environment damage has been attached great importance by all walks of life.However,there are still some problems in the current practice of environmental damage assessment.Therefore,based on the understanding of ecological environment damage assessment and related concepts,this study systematically studies the theory of ecological environment damage assessment.Based on the research,it can be seen that the assessment of ecological environment damage is the inevitable product of social and economic development and the promotion of environmental protection awareness,and ecological environment damage belongs to the subordinate concept of"environmental damage".The assessment of ecological environment damage includes the assessment of ecological damage and environmental damage,paying attention to the interests of human society and the unclaimed pure environment and pure ecological damage.The assessment of ecological environmental damage determines the goal and direction for the construction of environmental damage compensation system.This study enriches the theory of environmental damage assessment and provides theoretical reference and method basis for environmental damage assessment.

The Change of Ecological Footprint and Its Effect on Sustainable Development in Beijing of China

Speeding up the environmental protection and construction is one of the major issues in ＂Greener Olympic Games＂ held in Beijing in 2008. Making a thorough study to find out the reliable measures to ecological resumption in Beijing has an important scientific and practical significance. It can provide scientific basis for making a better decision for ＂Greener Olympic Games＂ held in capital Beijing and development in harmony for society and economy, as well as management for ecological environment. By studying of change of ecological footprint from 1990 to 2003 in Beijing, the paper shows that ecological footprint per capita has a strong relativity with population and GDP, and both of the correlation coefficient between them is about 0.92, as well as the fossil energy land has a position in the lead in ecological footprint items. The study also shows that the ecological capacity per capita in Beijing occupied about 1.25% in global ecological capacity per capita. Began 1990, the ecological deficit in Beijing was about 0.72 hm2, which is at strong unsustainable development at present. Finally, the paper suggests social and economic structure should be adjusted as soon as possible, resources should be strengthen sustainable used and population increasing should be controlled strictly, as well as arable land also should be under control used for built-up areas. Simultaneity, the utilizing ratio of energy sources should be increased, and the consumption of energy sources and ecological deficit in Beijing should be reduced in order to speed up the society and economy development in harmony and sustainment.

Exploration of Eco-economic Development in Ecological Fragile Region——A Case Study on Wuqi County in Shaanxi Province

[Objective] The aim was to explore eco-economy in ecological fragile region with Wuqi County in Shaanxi Province as an example. [Method] Eco-economy development and major environmental problems in Wuqi County in Shaanxi Province were researched based on local social and economic conditions, population of impoverished people and environment vulnerability. [Result] The areas with vulnerable environment and backward economy should establish a virtuous circle between economy and environment and a sustainable model of economic development. [Conclusion] It is significant to change the severe situation of environment deterioration and to promote ecological civilization.

Environmental Risks in China and Their Countermeasures

The 13th Five-year Plan period （2016-2020） is a crucial period for environmental protection in China and represents the last chance for the achievement of the environmental objective under the goal of building a well-off society in an all-round manner. During this period of time, China＇ s environment is confronted with the following major risks： risks of environmental quality, human health, ecological security, balanced regional development and international influence. The overall conclusion is that the tendencies of changing eco-environment are complex, problems remain outstanding, and some risks have abated while others have intensified with possible improvements in the future. Future prospects mainly depend on the intensity of actions taken. It is suggested that environmental protection strategy of＂overall optimization＂ be adopted for the 13th Five-year Plan period, i.e. environmental protection requirements should be incorporated into political, economic, social and cultural spheres, so that these areas with major influence on the natural environment will improve and transform towards an environmentally friendly direction and ultimately help achieve the objective of improving eco-environment and people＇s welfare. In order to fundamentally reverse mainstream understanding on environmental protection, it is suggested to define the ＂contradiction between environmental pressures arising from growing economic development and China ＇ s limited and fragile environmental capacity＂ as a major contradiction of Chinese society.
