Among them, using the norms and theories of human rights law to present litigation claims, conduct legal reasoning, and form human rights-based argumentation has been one of the most successful strategies for climate change lawsuits. The Paris Agreement marked a major watershed for human rights-based argumentation in climate change lawsuits: Before the signing of the Agreement, human rights-based argumentation in climate change lawsuits remained in its trial stage;since the signing of the Paris Agreement, as a litigation strategy, it has become more flexible and diversified, as its relationship with climate governance is becoming increasingly complicated. The uncertainty of climate legal obligation and the process of legalization of climate targets have fostered new dimensions for human rights-based argumentation: Shifting from an accountability logic to a litigation strategy, from international law to domestic law, from holding governments accountable to holding enterprises accountable. There are micro, medium, and macro paths to clarify the human rights-based argumentation, all leading to truly integrating human rights perspectives and ideas into a nation’s specific process of climate governance and valuing and leveraging the value of human rights-based argumentation as a tool, so as to achieve the goal of climate governance.展开更多

A general overview of the forests, forest management and forest biodiversity of Greece are briefly summarized. The distribution of the main forest species and their ecosystems in the Geographic regions of Greece is presented in a tabular form. Their multiple functions and uses, their management type/regime, their risks and threats, protection and conservation measures are also synoptically described. Furthermore, adaptive forest management and silviculture as well as management of genetic diversity in order to face climate change are also analysed. Research priority areas on biodiversity and challenges for biodiversity research and related policy in Greece have been summarized. The new Rural Development Program (2014-2020), which is currently in the final phase of implementation, will take into consideration the forest itself and forest-related European and National legal obligations. Finally, major conclusions and research priority areas on future management and conservation of forests are highlighted.展开更多
The instantaneous total mortality rate(Z) of a fish population is one of the important parameters in fisheries stock assessment. The estimation of Z is crucial to fish population dynamics analysis,abundance and catch ...The instantaneous total mortality rate(Z) of a fish population is one of the important parameters in fisheries stock assessment. The estimation of Z is crucial to fish population dynamics analysis,abundance and catch forecast,and fisheries management. A catch curve-based method for estimating time-based Z and its change trend from catch per unit effort(CPUE) data of multiple cohorts is developed. Unlike the traditional catch-curve method,the method developed here does not need the assumption of constant Z throughout the time,but the Z values in n continuous years are assumed constant,and then the Z values in different n continuous years are estimated using the age-based CPUE data within these years. The results of the simulation analyses show that the trends of the estimated time-based Z are consistent with the trends of the true Z,and the estimated rates of change from this approach are close to the true change rates(the relative differences between the change rates of the estimated Z and the true Z are smaller than 10%). Variations of both Z and recruitment can affect the estimates of Z value and the trend of Z. The most appropriate value of n can be different given the effects of different factors. Therefore,the appropriate value of n for different fisheries should be determined through a simulation analysis as we demonstrated in this study. Further analyses suggested that selectivity and age estimation are also two factors that can affect the estimated Z values if there is error in either of them,but the estimated change rates of Z are still close to the true change rates. We also applied this approach to the Atlantic cod(G adus morhua) fishery of eastern Newfoundland and Labrador from 1983 to 1997,and obtained reasonable estimates of time-based Z.展开更多
The study indicates that public-private partnerships (PPPs) can play "strategic", "practical", or "regulative" roles by making use of "instrumental", "institutional", and "normative" approaches in tackli...The study indicates that public-private partnerships (PPPs) can play "strategic", "practical", or "regulative" roles by making use of "instrumental", "institutional", and "normative" approaches in tackling political issues between countries. PPPs have often been discussed in studies of urban development, service provision, health care, and so on, but they have rarely been analyzed in terms of international relations and political problems on global environmental issues. This study takes an environmental problena---Sino-US energy and climate change cooperation--as a case study to inspect the possible roles and approaches of PPPs. Sino-US cooperation has been launched such as under the Strategic & Economic Dialogue (S&ED) by both administrations, which has significantly contributed to their reconciliation of domestic abatement policies in climate change, environmental protection, and energy. The establishment of schemes such as the Ten-Year Framework for Cooperation on Energy and Environment (TYF), the EcoPartnerships, and wide-ranging dialogues and initiatives on clean energy and clean vehicles, in which both public and private actors participate, are among the important approaches of facilitating bilateral cooperation. The study concludes that these schemes have played strategic and practical roles in strengthening the degree of mutual trust and in facilitating the progress of cooperation, although more investigations are needed to considerate their regulative roles. The application of instrumental, institutional, and normative approaches have been observed through the implementation of the TYF and EcoPartnerships.展开更多
