Science and Technology Commissioners Supporting High-Quality Development Project for Hundreds of Counties, Thousands of Towns, and Myriads of Villages in the Context of Rural Revitalization

This paper discusses the important role of science and technology commissioners in the high-quality development of hundreds of counties,thousands of towns,and myriads of villages in the context of rural revitalization,including building bridges,accelerating the transformation of achievements,promoting the value-added of the whole agricultural industry chain,and promoting the rapid development of rural industrial economy.It also discusses the working achievements of science and technology commissioners,in order to promote further development of rural revitalization in Guangdong Province.

Optimization Study of Active-Passive Heating System Parameters in Village Houses in the Southern Xinjiang Province

Aiming at the problems of large energy consumption and serious pollution of winter heating existing in the rural buildings in Southern Xinjiang,a combined active-passive heating system was proposed,and the simulation software was used to optimize the parameters of the system,according to the parameters obtained from the optimization,a test platform was built and winter heating test was carried out.The simulation results showed that the thickness of the air layer of 75 mm,the total area of the vent holes of 0.24 m^(2),and the thickness of the insulation layer of 120 mm were the optimal construction for the passive part;solar collector area of 28 m^(2),hot water storage tank volume of 1.4 m^(3),mass flow rate of 800 kg/h on the collector side,mass flow rate of 400 kg/h on the heat exchanger side,and output power of auxiliary heat source of 5∼9 kWwere the optimal constructions for active heating system.Test results showed that during the heating period,the system could provide sufficient heat to the room under different heating modes,and the indoor temperature reached over 18°C,which met the heating demand.The economic and environmental benefits of the system were analyzed,and the economic benefits of the systemwere better than coal-fired heating,and the CO_(2) emissionswere reduced by 3,292.25 kg compared with coalfiredheating.The results of the study showed that the combinedactive-passiveheating systemcouldeffectively solve the heating problems existing in rural buildings in Southern Xinjiang,and it also laid the theoretical foundation for the popularization of the combined heating systems.

A World of Ice and Snow Being also Invaluable Asset:A Case Study of the"Snow Village"

Based on field visit and interview,the current situation of snow village in China is summarized from four aspects:core scenic spots in snow village,skiing industry in snow village,film and television industry in snow village,and ice and snow agritainment.The investigation found that there are still significant problems in homogenization,scenic area infrastructure,and government regulation in snow village.Targeted solutions are proposed from four aspects:tapping internal advantages,strengthening top-level design and infrastructure construction,promoting tourism industry upgrading,and collaborating to innovate the ice and snow tourism supply chain,in order to further promote the economic development of snow village.

Micro-reconstruction Strategies of Urban Villages in Small Towns from the Perspective of Policy Orientation:A Case Study of Zhuangqian Xiongjia Village,Fengcheng City

As China’s economy shifts from high-speed development to high-quality development,China’s urbanization also shifts from incremental expansion to stock optimization,providing a new direction for the transformation of urban villages.At present,the reconstruction work office of urban villages in small towns is mainly promoted based on government-led and villager main body in the initial exploration stage.From the perspective of policy orientation,to solve the main problems in urban villages in small towns,Zhuangqian Xiongjia Village,Fengcheng City was taken as an example,and the micro-transformation strategies of urban villages were put forward from the perspective of satisfying the appeals of the government,village committee and villagers,so as to provide some references for the transformation of urban villages in other small towns across the country.

Characteristic Analysis of the Village and Town Structure——A Case of Jinhu County in Jiangsu Province,China

This thesis gives overview of the connotation of rural spatial structure,indicating 4 kinds of elements,namely nodus,passage,region and flow.Their spatial arrangement and interaction lead to the corresponding rural spatial structure.This thesis also offers panorama of the related theoretical progress of intra-county and rural areas,indicating that the research theories of regional spatial structure at present,mainly focus on macroscopic region or urban space,but there is shortage of researches on county spatial structure,especially microscopic rural spatial structure.On such basis,4 kinds of theoretical models and characteristics of regional spatial structure have been introduced.We build analysis index system of rural structural elements on the basis of 4 elements,and conduct rural spatial structural analysis,taking Jinhu County as an example.The result shows that rural spatial structure in Jinhu County is still at stage of nucleus-cluster development and rural system is not so sound.In addition,the passage network system of infrastructure has not taken shape,and county economy presents diseconomy of scale.The spatial interaction and association among towns in Jinhu County are weak.The characteristic analysis model of spatial structure in this research can objectively reflect regional characteristic of spatial structure.

Research on central village selection in western underdeveloped region:a case study of Lidian Town,Jingning County,Gansu Province,China

Central village selection is the priority of small town construction.Depending on the development potential analysis,classification analysis,and quantitative and qualitative analysis,this article systematically proposes the specific methods of central village selection and also constructs the indicator system used in central village selection in small towns of western underdeveloped region in China.The article also puts forward ideas and methods for selection of central village in the western underdeveloped region through an empirical research on Lidian Town,Jingning County,Gansu Province.In the final part,suggestions and recommendations on how to develop central village for Lidian Town are made.

Poverty Occurrence Characteristics of Ancient Towns and Villages in Shanxi Province and Poverty Reduction Countermeasures

Based on the questionnaire of 10 sample ancient towns and villages in Shanxi Province,we analyze the poverty occurrence characteristics of ancient towns and villages in Shanxi Province: the poverty incidence in ancient towns and villages is high,with the slow pace of poverty re- duction; the regional characteristics of poverty is prominent; there are conspicuous differences in income between residents living in old houses and residents not living in old houses; poverty reduction shows vulnerability and instability. Then we put forward countermeasures for poverty reduction of ancient towns and villages in Shanxi Province as follows: first,improving the targeting mechanism of poverty in ancient towns and villages; second,speeding up the development of agricultural industrialization in ancient towns and villages; third,advancing internal " urbanization" of ancient towns and villages and new countryside construction; fourth,strengthening infrastructure building in ancient towns and villages; fifth,providing fair and efficient allocation of resources,and reducing regional differences; sixth,promoting the ability of residents in ancient towns and villages to cope with poverty reduction vulnerability.

Environmental Improvement Problems of Village in Town and Countermeasures

The improvement of urbanization level in China and long-term development of economy in vast rural areas commonly impel rapid development of urbanization in China by " stronghold type" of small town and " radiation type" of big town. Urbanization road with Chinese characteristics impels urbanization and industrialization development,which needs relying on the development of small town. Due to the impact of town,space environment of " village in town" changes,and rural memory weakens. The state of " non city and non township" deeply affects rural development. Meanwhile,due to limited by urban-rural dualism,top-down planning of " village in town" is obviously unworkable. In this paper,analysis and interpretation on the problems of " village in town" are conducted,the cause is found,and effective channel of solving problem is obtained.

Dilemma for the Redevelopment of Village and Town Construction Land, Formation Mechanism and Policy Suggestions

Under the context of economy new normal and rapid urbanization, the shift of economic growth, structural adjustment pains as well as pre-stimulus digestion comes coincidentally. The boundary red line of urban growth, the red line of the number of basic farms and the ecology red line makes the local to conserve land. Land stock for village and town construction is a huge amount of potential resources. Redevelopment of land for village and town construction provides ensured land security for the smooth progress of urbanization. Combining village and town construction land use characteristics and making in-depth analysis of the difficulties in the redevelopment of village and town construction and its inner mechanism, policies and suggestions were proposed for the redevelopment of village and town construction land in terms of land property, land price, market allocation, planning, surveillance and so on, so as to provide valuable reference for the smooth redevelopment of village and town construction land, and the system design of villages and towns.

GIS-based Village Layout Planning in Towns: A Case Study of Fengyang Town, Fenxi County, Jiangxi Province

Village layout planning is a fundamental work in the construction of beautiful countryside, and also a global work involving vital interests of vast farmers. Taking Fengyang Town of Fenxi County, Jiangxi Province for example, this paper applied Arc GIS to analyze natural facors, social economy, and construction factors quantitatively by evaluating development and construction conditions of each village comprehensively from the perspective of urban-rural integration. Classifying the villages into 4 types, namely urban reform type, concentrated development type, controlled construction type and relocation type, this paper tried to guide the scattered rural settlements to the intensive development.

Expansion Strategy of Agricultural Industrial Chain of Suburban Villages and Towns in the Process of Urbanization——A Case Study of Yongle Town in Nanming District of Guiyang City

On the basis of introducing the connotation of agricultural industrial chain, taking Yongle Town in Nanming District of Guiyang City as an example, this paper analyzes the advantages and constraint factors of the suburban villages and towns in the process of expanding agricultural industrial chain in the context of urbanization. Corresponding strategies of expanding the agricultural industrial chain of Yongle Town in the process of urbanization as follows: vigorously develop the leading enterprises; strengthen the construction of farmers' specialized cooperatives and agricultural associations; build and perfect agricultural industrial chain organizations; set up the public information platform; rely on the food industrial park to propel the deep processing of agricultural products; vigorously develop the logistics of agricultural products; promote the development of operation model of "brand+ standard+ scale"; vigorously develop ecology-oriented rural tourism; give full play to the functional role of the government.

Spatial location differentiation and development decision optimization of characteristic villages and towns in China

Due to rapid urbanization and industrialization,the gap between urban and rural development has gradually increased.Rural development problems have been a significant topic of discussion,and are related to people’s livelihoods.This article built a point-axis-region location driving system to analyze the spatial location differentiation of characteristic villages and towns(CVTS)using the kernel density model,and explored the mechanism of location driving factors with a geographical detector model.The results show that vegetables and fruits are the main types of products in CVTS.They account for 27.60%and 34.68%of all types of products,and occur mainly in the east and central regions of China.Moreover,all point-axis-region driving factors have a significant influence on grain crops.The mean values of driving forces of vegetables and fruits are larger than other types of CVTS,and their values are 0.12 and 0.11.The average driving forces on all CVTS in the northeast are higher than those in other regions,especially the driving forces of vegetables and medicinal crops(0.24 and 0.18,respectively).Finally,we proposed that the Chinese government should employ engineering technology,invest on road networks,e-commerce and blockchain technology to optimize the point-axis-region location advantages,to promote the sustainable development of CVTS.The detection of driving mechanisms on spatial location differentiation of CVTS has important research value for location theory and rural region systems research.

Digital Preservation:A New Approach to Protecting Historical and Cultural Towns and Villages

Digital technology has penetrated all aspects of modern life and is pushing society forward by profoundly changing the way people live and think.It can not only eternalize cultural heritage,but also allow relevant knowledge to be spread more quickly and effectively.China is home to a diverse array of historical and cultural towns and villages,which are an important cultural heritage.Digital preservation means leveraging technologies such as mapping,remote sensing,computers,3 D imaging,virtual reality,plus physical and chemical techniques to collect data to monitor,record,restore,and rebuild with the goal of preserving both their physical shapes and cultural legacies.

Analysis on the Layout of Villages and Towns and the Characteristics of Residential Buildings from the Perspective of Rural Revitalization in Liaoning Province

Rural houses in Liaoning Province have a long history and distinctive regional characteristics.Rural houses are designed in combination with family agricultural production habits to meet their production and living functions,and the building materials are mostly local materials.With the full implementation of the rural revitalization strategy,the countryside of Liaoning Province has become the main battlefield for rural revitalization.Based on a large number of field investigations,the layout of villages and towns and residential buildings in Liaoning Province were analyzed from three levels of villages,courtyard forms to residential functions,aiming to provide a basic theoretical reference for the renovation and renewal of rural residential buildings in Liaoning Province.

Cultural Route of Ancient Villages and Towns in Zhuozhang River Valley

Shanxi Zhuozhang River Basin has a long history of human habitation,which is one of important cradles of Central-Plains civilization.It has a distinctive valley landscape and holds the glorious Shangdang culture through the Fukou pathway of the ancient 8 valley pathways in Taihang,one of the main activities of Shanxi Lu Trader,and the old revolutionary base areas of Chinese Communist Party.Within the study area,the common factors infl uencing the ancient villages and towns space characteristics were systematically revealed from fi ve aspects of valley landscape environment,Lu Trader development lines,Buddhism propagation path,regional folklore and military activity site.By exploring the uniqueness and similarity,this study analyzed the spatial pattern of ancient villages and towns in the Zhuozhang River Basin and the infl uence of natural,social and historical factors.The feasibility of constructing cultural route in the Zhuozhang River Basin was demonstrated.

"Emperor's Power Far Away from the Countryside"and"Town in Charge of Village Affairs":The Extreme Grass-roots Management System is Not Conducive to the Healthy Development of the Countryside

This paper compares the two different rural management methods of"emperor’s power far away from the countryside"and"town in charge of village affairs",which shows that the extreme grass-roots management system is not conducive to rural development.This paper also points out that rural development needs to find a road of sustainable development in line with its own characteristics,which is the fundamental shortcut to change poverty and become rich for a long time.

甘肃积石山地震村镇典型建筑震害及成因分析

2023年12月18日甘肃省临夏回族自治州积石山发生6.2级地震,此次地震造成了大量的村镇建筑破坏和倒塌,并造成了多人伤亡,是典型的“小震大灾”。文中总结了积石山地震中震区村镇建筑典型震害特点和规律,并结合建筑的结构类型、建造年代和是否具有抗震构造措施进行了典型案例分析,总结此次地震震损较为严重的原因:部分自建房屋为砖柱和土坯墙,二者缺乏有效连接,自身抗震能力差,这点从同一院落具有圈梁构造柱的房屋基本完好而不具备抗震构造措施的房子破坏严重可以说明;部分房屋不同层存在开间变化导致竖向传力不连续;结构存在大量平面布置不规则的情况;结构局部不完整或存在薄弱部位;农村自建房屋,按照工匠习惯建设,未考虑地震作用下的受力要求,需要建立质量监管体制机制。

基于生活圈理论的收缩型村镇公共服务设施配置研究--以黑龙江省肇源县为例

乡村人口收缩是城镇化进程持续推进的必然,为满足村镇居民不断提升的需求并避免人口收缩造成的资源浪费,亟待对村镇公共服务设施配置体系进行优化与重构。以黑龙江省肇源县为例,引入生活圈理论探讨收缩型村镇公共服务设施配置优化方法。首先基于对村镇收缩类型与强度的分类,结合居民出行意愿的时距转换调查,将肇源县村镇划分为“县域—扩展—基本—基础”四级动态半径生活圈。然后通过筛选与生活圈等级对应的公共服务中心,并依据相关规范及居民实际需求,确定各级公共服务中心配置的项目内容和优化建议。

穿村镇公路交叉口车辆速度特性及行车安全评价

乡村振兴战略下的穿村镇公路事故治理是重大现实问题,而穿村镇公路交叉口速度特性分析与行车安全评价已经成为迫切的理论需求。选择云南省2个典型穿村镇公路交叉口为实例,采集无人机视频数据以分析穿村镇公路交叉口的车辆速度变化规律;构建危险性系数模型与Vague复合物元行车安全等级判定模型,评估穿村镇公路交叉口行车安全水平,并通过实例交叉口进行验证。结果表明:穿村镇公路交叉口车辆运行速度总体呈现“减速—加速”模式,速度最低点位于交叉口中心附近;路况复杂的多路交叉口速度分布于[40,65]km/h,波动幅度相对较小;相较于无路侧干扰的行驶场景,避让场景下交叉口车速离散度更大,车速差最大值为49.78 km/h。评价案例交叉口的行车安全性,发现车辆驶入时距交叉口中心越近,危险性系数越大,驶出时则反之;两个案例交叉口的危险性系数最大值均位于交叉口中心,该位置加速度变化最快,行车安全性最低;十字交叉口行车安全性更差,易发生交通事故,多路交叉口的行车安全性良好。研究成果可为穿村镇公路事故治理提供理论依据。
